Abstrak Studi ini coba mengkaji anggaran pemerintah dalam perspektif sains jaringan. Kajian empiris ini dilakukan dengan menggunakan data Anggaran Pendapatan dan Belanja Negara (APBN) Republik Indonesia tahun 2012. Dari proses perhitungan yang ada diketahui bahwa graf APBN-2012 merupakan pohon berarah. Hal yang menarik adalah ternyata pohon berarah tersebut memiliki distribusi derajat dan bobot yang bersifat heavy-tailed. Dari hasil perhitungan dan proses simulasi diketahui bahwa mekanisme yang menyebabkan terjadinya kedua sifat heavy-tailed tersebut berbeda dan tidak berkaitan satu sama lain. Sifat heavy-tailed di distribusi derajat terjadi karena ada beberapa proses pengeluaran anggaran yang tidak dilakukan secara hierarkis, sehingga menyebabkan adanya sejumlah simpul yang memiliki derajat yang sangat besar. Sementara itu sifat heavy-tailed di distribusi bobot terjadi akibat sifat bobot seimbang di seluruh simpul penghubung (connector).

A. Latar Belakang Government budget and plan for a particular fiscal period in Indonesia is delivered by executive and legislative power [1, 2]. National income and spending are two elements of the document of national budget. Money gained by the government is accumulated in governmental hierarchy for eventually distributed to the spending posts. The government budgetary plan is a vital instrument influencing national economic life [3], locally and nationally [4]. The role of the state document for national budget makes it a very interesting issue for further analysis. Nonetheless, most analysis on government budget is simplistic, for instance, sectorial sub-aggregate or over time comparisons [5,6]. The end of the 90’s witnessed the introduction of the network perspective, e.g.: the small world [7] and the scale-free network [8]. Network sciences made it become institutionalized [9, 10] as the inter-disciplinary approach to study structures and complex dynamics, by overlooking at the components and their relations as graph. The study of network sciences have been implemented in many domains, from the interactions in proteins [11], World Wide Web properties [12], language phonological structures [13], to the network of athletes in sports [14]. We want to study the government budgeting in the perspective of network, where the flow of money from a post to one another is seen as the flow of graph [15, 16, 17]. Despite the strong relation between the concept of network and the flow of money between budgeting posts, this perspective interestingly has not yet been familiar in the government budget studies. This is the motivation of this report.

B. Data We study the data of Indonesian Annual State Income & Budget (APBN, Anggaran Pendapatan dan Belanja Negara) stated in the year of 2012 for the working year of 2013. The data is gathered from many sources published of the respective executive and legislative bodies complying the national laws [18], presidential decree [19], presidential regulations [20], and State Minister of Finance [21]. The weighted directed graph becomes the model of the data APBN 2012, 𝐷 = (𝑉, 𝐴)

where 𝐷 denotes the directed graph [15,16], as 𝑉 denotes the non-empty set of vertices, and 𝐴 the non-empty sets of arcs. A budget post is seen as a node, where the budget 𝑖, denoted 𝑣𝑖 , is the element of the set 𝑉 (𝑣𝑖 ∈ 𝑉). If there exists money flows from the post 𝑖 to 𝑗, then there is an arc connecting the two nodes (𝑣𝑖 , 𝑣𝑗 ). This arc is the element of the set of edges (𝑣𝑖 , 𝑣𝑗 ) ∈ 𝐴. Thus, we can see the representation of the directed graph as shown in figure 1.

The size of money represented is the weight (𝑤) of the corresponding arcs [16]. If (𝑣𝑖 , 𝑣𝑗 ) ∈ 𝐴 then ∃ 𝑤𝑖,𝑗 > 0

The value 𝑤𝑖,𝑗 denotes the number of money from 𝑖 to 𝑗. In the graph, there is no self-looping ((𝑣𝑖 , 𝑣𝑖 ) ∉ 𝐴), no multiple arcs (two nodes are connected with only one possible arc), and no two ways relation (if (𝑣𝑖 , 𝑣𝑗 ) ∈ 𝐴 then (𝑣𝑗 , 𝑣𝑖 ) ∉ 𝐴). There are 10,204 nodes (|𝑉(𝐷)|) and 10,203 arcs (|𝐴(𝐷)|) in the State Budget of Republic Indoensia 2012, which fulfil the relation of |𝐴(𝐷)| = |𝑉(𝐷)| − 1. The nature of the graph is the directed tree network [15,16,22,23]. Within the graph, we can see there are three types of nodes, i.e.: the source, the sink, and the connector. A source is a node witho no inward and only one outward arc. If 𝑑𝑖− is the number of inward arcs to the node 𝑖 and 𝑑𝑖+ the oitward ones, the set of source node is 𝑉 𝑠𝑜𝑢𝑐𝑒 = {∀ 𝑣𝑖 ∈ 𝑉 | (𝑑𝑖− = 0 ) ∩ (𝑑𝑖+ = 1 )}. The sink is to the node with one inward arc but no outward one. The set of node act as sink is 𝑉 𝑠𝑖𝑛𝑘 = {∀ 𝑣𝑖 ∈ 𝑉 | (𝑑𝑖− = 1 ) ∩ (𝑑𝑖+ = 0 )}. On the other hand, connector is the node with minimum 1 inward and 1 outward arc. The set can be written as, 𝑉 𝑐𝑜𝑛𝑛𝑒𝑐𝑡𝑜𝑟 = {∀ 𝑣𝑖 ∈ 𝑉 | (𝑑𝑖− ≥ 1 ) ∩ (𝑑𝑖+ ≥ 1 )}. All three have independent characteristics one another. where 𝑊 𝑇 is the total outward weights into all 𝑉 𝑠𝑜𝑢𝑟𝑐𝑒 or the the total outward weights from all 𝑉 𝑠𝑖𝑛𝑘 .

Moreover, there are some connectors with special characteristics. The sum of the inward and outward weights equal to 𝑊 𝑇 . Simply, we can call it as the root node. 𝑣𝑖 ∈ 𝑉 𝑐𝑜𝑛𝑛𝑒𝑐𝑡𝑜𝑟 is denited as a root if and only if ∑∀ℎ 𝑤ℎ,𝑖 = ∑∀𝑗 𝑤𝑖,𝑗 = 𝑊 𝑇 . Thus, we can write that 𝑉 𝑟𝑜𝑜𝑡 ∈ 𝑉 𝑐𝑜𝑛𝑛𝑒𝑐𝑡𝑜𝑟 . In the data there are two nodes acting as roots. Both are neighbors and are serially sequenced as the nodes of “anggaran pendapatan dan belanja negara” (the state income and spending) and “anggaran belanja negara” (state spending).

Money from sources are collected hierarchically through the accumulated connectors. All would eventually are gathered in the root. Aftermath, the node acting as root distributed the money into distributed connectors. All finally end in the sinks. Thus, the budget tree can be seen as two parts, the sub-structure of income (from the sources into the root) and the sub-structure of spending (from the root to the sinks). This made the sub-structure of arborescence [22], the directed tree with one node as the root, and also the root to other nodes. The accumulated income, however, acted as the reversing-arborescence sub-structure [24], with directions inversing the arboresence ones. The directed graph of the APBN 2012 is a serial composition [16, 25, 26] between the income accumulation (reversing arborescence sub-structure) and the distribution of spending (arborescence sub-structure).

Result An interesting part of observing the directed graph of budget is the degree distribution, or the inward and outward on every nodes, 𝑑𝑖 = 𝑑𝑖+ + 𝑑𝑖− | 𝑣𝑖 ∈ 𝑉. The data shows that the majority of nodes have small amount of degrees. However, there are more nodes whose degrees are far bigger than the modus of the data. This is demonstrated in figure 3 (left), where the degrees of the empirical data have the heavier tail than the exponential distribution [27].

Other interesting characteristics of the budget tree is when we see the weights of the directed graph. The closer to the root the bigger the weights between nodes, and vice versa.This is a logical consequenceof the representation of budget within the tree. However, we are curious that the distribution of the weights are factually also heavy tailed. There is no

D. Diskusi Data APBN-2012 merupakan pohon berarah. Konsekuensinya graf yang terhubung (connected) tersebut tidak memiliki siklus (cycles) ataupun semi-siklus (semi cycles) [16]. Graf berarah APBN bersifat terhubung, artinya tidak ada “pulau-pulau” anggaran di dalamnya. Ini merupakan konsekuensi dari mekanisme keuangan negara di Indonesia hanya memungkinkan adanya satu sistem anggaran [18]. Semua penerimaan dan pengeluaran negara dalam tahun anggaran tertentu wajib terlingkupi dalam sistem keuangan tunggal tersebut. Siklus (cycles) tidak dimungkinkan dalam mekanisme anggaran, karena keluaran akan menjadi masukan pada sebuah pos anggaran (lihat gambar 4a). Semi-siklus berarti ada busur yang tidak efisien, atau jika busur tersebut dibuang, sistem masih tetap memiliki mekanisme pengaliran anggaran yang sama. Pada ilustrasi di gambar 4b terlihat, bahwa sejatinya jika salah satu busur h-j atau i-j dihapus sistem tetap akan dapat memenuhi mekanisme pengaliran anggaran yang sama.

Gambar 4, ilustrasi siklus (a) dan semi-siklus (b). Properti yang menarik selanjutnya adalah setiap simpul konektor memiliki jumlah bobot keluaran dan masukan yang sama (lihat persamaan 3). Jika jumlah total bobot masuk lebih besar dari jumlah total bobot keluar maka ada dana yang hilang di simpul tersebut. Jika jumlah total bobot masuk lebih kecil dari jumlah total bobot keluar maka ada dana tambahan “misterius”, di simpul tersebut. Kedua kondisi ini tentu saja tidak diperbolehkan dalam sebuah sistem keuangan. Konsekuensi dari bobot seimbang pada setiap simpul konektor adalah kesamaan jumlah seluruh bobot total sumber pendapatan dan pengeluaran (lihat persamaan 4). Walaupun APBN 2012 bersifat budget defisit (pendapatan dasar lebih kecil daripada pengeluaran), namun pemerintah mencari sumber-sumber pendatan lain, misalnya melalui hutang dan obligasi. Pengertian budget defisit/surplus [28] sejati hanya pada pendapatan dan pengeluaran dasar semata. Pemerintah akan mencari pembiayaan defisit atau menyalurkan surplus. Pada akhirnya secara akutansi, selalu terjadi keseimbangan antara total pendapatan dan total pengeluaran. Fakta lain yang menarik adalah ternyata distribusi derajat graf berarah APBN bersifat heavy-tailed distributions. Mengapa hal ini dapat terjadi? Sifat heavy-tailed dalam distribusi derajat graf seringkali dikaitkan dengan mekanisme preferential attachment. Ada umpan balik positif sehingga simpul baru cenderung terhubung ke simpul yang memiliki derajat yang lebih besar. R. Albert dan A. L. Barabasi [8] membangung sebuah model untuk menjelaskan hal ini. Pada awalnya ada 𝑚𝑜 simpul yang terhubung. Di setiap iterasi, ada sebuah simpul baru yang akan terhubung ke 𝑚 yang sudah ada sebelumnya. Peluang keterhubungan proporsional terhadap derajat dari simpul yang tersebut. Selanjutkan dilakukan perbandingan antara data empiris dengan simulasi model preferential attachment Barabasi–Albert [8]. Digunakan parameter 𝑚0 = 𝑚 = 1, karena ia akan menghasilkan struktur pohon, sebagaimana sifat data empiris. Pada gambar 5 terlihat bahwa data empiris dan hasil simulasi memiliki karakteristik yang cukup dekat.

Penulis kemudian mencoba mengkaji distribusi derajat di masing-masing sub-struktur secara terpisah. Pada gambar 6 terlihat bahwa derajat di sub-struktur reverse arborescence (akumulasi

pendapatan) umumnya bernilai sangat kecil, nilai maksimal adalah 10. Derajat di sub-struktur arborescence (distribusi pengeluaran) bersifat heavy-tailed, dengan derajat maksimum 525. Walaupun sub-graf reverse arborescence tidak bersifat heavy-tailed, tetapi karena mayoritas simpul (97,5%) berada di struktur arborescence, maka distribusi derajat graf berarah APBN secara total bersifat heavy-tailed. Hal ini tampaknya berkaitan dengan struktur pemerintah di Indonesia, dimana mayoritas lembaga pemerintah hanya memiliki fungsi belanja dan sangat sedikit yang merupakan fungsi penerimaan.

Mengapa distribusi derajat di sub-struktur arborescence bersifat heavy-tailed distributions? Lembaga-lembaga negara bersifat hierarkis, misalnya Kementrian Dalam Negeri menaungi sejumlah provinsi dan setiap provinsi terdiri atas sejumlah kabupaten/kota. Namun, ada banyak pos pengeluaran yang tidak disebarkan secara hierarkis. Dana Alokasi Umum untuk provinsi misalnya, tidak disebarkan melalui Kementrian Dalam Negeri. Dana Alokasi Umum untuk kabupaten/kota misalnya, tidak disebarkan melalui Kementrian Dalam Negeri ataupun provinsi, tetapi langsung ke kabupaten/kota tersebut. Hal ini menyebabkan adanya sejumlah simpul yang memiliki derajat yang sangat besar. Pada akhirnya distribusi derajat di sub-struktur arborescence bersifat heavy-tailed. Karena mayoritas simpul (97,5%) ada di sub-struktur arborescence maka pada akhirnya distribusi derajat graf berarah APBN juga bersifat heavy-tailed. Fenomena yang menarik lainnya adalah bobot graf berarah 𝐷 ternyata juga bersifat heavy-tailed. Mengapa hal ini dapat terjadi? Apakah ia berhubungan dengan sifat heavy-tailed di distribusi derajat? Penulis mencoba membuat sebuah simulasi sederhana dari sebuah struktur arborescence homogen, dengan seluruh derajat keluar sama dengan 2 (lihat gambar 7). Ada dana sebesar 𝑅 di simpul #. Dana ini lalu disebarkan ke simpul #1 sebesar 𝑅𝑞 dan ke simpul #2 sebesar 𝑅(1 − 𝑞). Dari simpul #1 dana disebarkan lagi ke simpul #11 sebesar 𝑅𝑞𝑞1 dan ke simpul #12 sebesar 𝑅𝑞(1 − 𝑞1 ). Demikian seterusnya.

Simulasi ini tidak dilakukan pada struktur reverse arborescence, karena strukturnya mirip (hanya inverse) dari struktur arborescence, dan jumlah simpul di struktur ini relatif sedikit (2,5%). Perbandingan data empiris dan hasil simulasi dapat dilihat pada gambar 8. Dari sini terlihat bahwa hasil simulasi sederhana tersebut sangat mendekati perilaku data empiris. Keduanya sama-sama bersifat heavy-tailed. Dari sini diketahui bahwa sifat heavy-tailed dalam distribusi bobot tidak berkaitan dengan distribusi derajat, yang juga bersifat heavy-tailed. Bahkan dalam struktur arborescence homogen, yang memiliki derajat keluar yang sama, sifat heavy-tailed dapat dihasilkan.

Heavy-tailed dalam distribusi bobot terjadi karena adanya sifat bobot seimbang pada seluruh simpul penghubung (connector). Simulasi di atas membuktikan bahwa struktur arborescence homogen yang memiliki sifat bobot seimbang pada seluruh simpul penghubung akan menghasilkan distribusi bobot yang bersifat heavy-tailed.

E. Kesimpulan

Data anggaran pemerintah, yang dikaji dalam pekerjaan ini, merupakan pohon berarah. Ia terbentuk dari komposisi seri antara proses akumulasi pendapatan (yang membentuk sub-struktur reverse arborescence) dan proses distribusi pengeluaran (yang membentuk sub-struktur arborescence). Hal yang menarik adalah ternyata derajat dan bobot dari data empiris bersifat heavy-tailed. Sifat heavytailed di distribusi derajat terjadi karena ada beberapa penyebaran pengeluaran yang tidak dilakukan secara hierarkis, sehingga menyebabkan adanya sejumlah simpul yang memiliki derajat yang sangat besar. Sementara itu, sifat heavy-tailed yang terjadi pada distribusi bobot tidak ada kaitannya dengan sifat heavy-tailed pada distribusi derajat. Heavy-tailed pada distribusi bobot terjadi karena karena adanya sifat bobot seimbang pada seluruh simpul penghubung (connector), sebagaimana dibuktikan dalam proses simulasi.
