ATKIS/ZABAGED improvements and next European Spatial Data Infrastructures needs
Pokrok v harmonizaci ATKIS a ZABAGED ve světle potřeb rozvinuté ESDI Jiří Hiess
ATKIS-ZABAGED final workshop – Dresden, 10. 11. 2011
• Poslední úspěchy v Sasko – České kooperaci vedly k dokonalejší harmonizaci základních sad geodat produkovaných a udržovaných dosud především s ohledem na národní právo a technické standardy.
• Rozvinutý koncept INSPIRE reflektuje existující národní a nižší geoinformační infrastruktury a přidává nové myšlenky a vztahy. ATKIS-ZABAGED final workshop – Dresden, 10. 11. 2011
:: „INSPIRE+“ (Expired INSPIRE) - Podceňované úkoly a nadcházející zadání pro - geoinformační vědu a technologie, - pro aplikovaný výzkum, pro praxi. K dlouhodobým cílům patří: -rozvinutí evropského expertního potenciálu, - zdokonalení infrastrukturního prostředí informační společnosti, - podpora souvisejících služeb a navazujícího podnikání a obchodu, - intenzifikace mezinárodní a přeshraniční spolupráce.
SDI-EDU for regional and urban planning
Závěry dílčích výstupů výzkumů a projektů - Zdařilá technologická řešení a koncepty překonaly dřívější problémy - Potřeba mezioborové integrace projektových výstupů, meziprojektové konference a shrnutí - Evropská centra excellence a cena kvalifikované práce - Překlad výstupů do jazyka politiky, ekonomické přínosy a argumenty - Efektivizace způsobená moderními metodami a technologiemi sběru a zpracování geodat a geoinformací vede k nezbytné transformaci zavedených oborů - GIT a moderní geoinformace jako výzva a příležitost v krizi Otevřené otázky - Portfolio oborových geoinformací nad rámec annexů INSPIRE?
Otevřené otázky -Portfolio oborových geoinformací nad rámec annexů INSPIRE? -Zadání a úkoly dopravy, logistiky, telematiky? -Přímá podpora rozhodovacích procesů: moderní geoinformace v DSS - LBS jako motor podnikání a hospodářství - Licencování a naceňování, obchod geodaty, geoinformacemi včetně kaskádovaných služeb - Zajišťujeme dostatečně specifickou geoinformační ‚ vzdělanost je nutnou podmínku udržitelnosti SDI?

Classroom trainings
Moderated Expert discussions and interviews
Syllabus & matrix of 17x7 lectures (SDI-EDU WP3 Deliverables under CAGI leadership)

Learning content, teaching tools and methods Lessons 1 - 16 are theoretical - methodological, explain INSPIRE, its relation to spatial (!) planning and links to practical problems on the intenational level of EU interests, all with respect to national specifics L17 are live case studies from project partner countries, including the illustrative complex examples to raise the awarenes of INSPIRE directive, its importance and impacts Pilot trainings during 2011 approved input hypothesis and served to improving the internationally harmonised and translated learning content in accord to client feedback (in parallel skip to project portal and comment the demonstration)

Implementation and Dissemination Strategy 1. To recognise and indicate practical requests, system gaps, and user needs 2. To map target groups, both institutions and individuals 3. Select stakeholders and decision makers, they reqiure completely different argumentation 4. Promote the learning content, explain benefits, links between modern GIT and practical tasks 5. Envoke the demand, generate mandate to learn and educate, define the measurable aims, prepare learning projects 6. Teach, learn, educate, in a modern, flexible, focused way 7. Carefuly get the feedback and develop the LEARNING ENVIRONMENT 14

CAGI teaching aspects and effects Experience • Specialised event organizer - from 1997 UP-GIS WSs, from 2008 twice a year, fully by CAGI (up to 180 participants), congress GIVS from 2005 (up to 350 participants) Credibility • Accredited education – from 2006 CAGI awards successfull participants by certificates accountable in official Long Life Learning New achievements • The SDI-EDU lessons are tought by native speakers (terminology, thesauruses, national and subnational legal systems..) Valuable feedback • Indications and comments collected from practitioners are evaluated and serve to next improvements, and lobbying (INSPIRE transposition and implementation..) 18
