Global Pharmacist update • in late 2014, Credentialing and Privileging of Pharmacists: A Resource Paper from the Council on Credentialing in Pharmacy was published simultaneously by three pharmacy association journals: theJournal of the American Pharmacists Association, American Journal of Health-System Pharmacy, and Consultant Pharmacist.
Credentials • Credentials are indicators that a pharmacist or pharmacy technician holds the qualifications needed to practice in the profession of pharmacy and is therefore worthy of the trust of patients, of other health care professionals, and of society as a whole • Documentation/Evidence of Qualifications – Degree – Licensure – Certification – Clinical Experience
Credentialing • Process by which an organization obtains, assesses, and validates an individual’s credentials – Assures minimum qualifications are met
Privileging • Process used by organizations to grant a specific practitioner the authorization to provide a specific scope of patient care services – Granted only after credential and performance review
Credentialing & Privileging • Distinct, but related processes • Above and beyond licensure – Licensure provides the foundation of entry- level knowledge and skills for the provision of services • Intended to build upon the foundation licensure provides
Definitions • The purpose of a “credentialing process” is to document and demonstrate that the health care professional being evaluated has attained the credentials and qualifications to provide the scope of care expected for patient care services in a particular setting.
Definitions • The purpose of a “privileging process” is to assure that the health care professional being considered for certain privileges has the specific competencies and experience for specific services that the organization provides and/or supports.
Credentials (3 Categories) 1. Credentials needed to prepare for practice (i.e., academic degrees); 2. Credentials needed to enter practice (i.e., licensure) and to update professional knowledge and skills (i.e., re-licensure) under state law; and 3. Credentials that pharmacists voluntarily earn to document their specialized or advanced knowledge and skills (i.e., postgraduate degrees, certificates, board certification).
“Drivers” of Credentials • Pace of change and the increasing complexity of health care. • The pharmacist’s expanding patient-centered role. • Growing trend toward specialization in pharmacy practice. • Need to document the pharmacist’s ability to provide specialty care.
“Drivers” of Credentials • Need to assure the public, employers, payers, other health providers, and other pharmacists that practitioners are competent no matter where they are in their careers and where they practice. • Pharmacists who are providing cognitive services or specialized care that should be compensated. • Payers expect and deserve to receive validation that pharmacists are qualified to provide such services. Credentialing and privileging are tailored to the complexity of services being provided at the setting.
Era of Accountability • Expanded health care accountability has demanded the expansion of clinical knowledge and competence of all pharmacists • Gaps in accountability are being closed through new care delivery and payment models: – Pay for Performance – Accountable Care Organizations – Medical Home Care is moving to a team-based approach
U.S. Pharmacists All U.S. Pharmacists have a fundamental set of credentials: An accredited professional pharmacy degree and A license awarded upon successful completion of a national, post-graduate examination
Under the credentialing process Clinical pharmacy specialists are allowed to be privileged to do certain things: • interview and examine patients face to face, • provide formal pharmacotherapy consultations. • providing patient and family education.” • interacts face to face with patients because you can easily miss things over the phone. We meet them and provide them the total care that they need.”

BPS Exam Eligibility Criteria • Graduation from an accredited pharmacy program • Current, active license to practice pharmacy • Practice Experience • Completion of two (2) to four (4) years of practice experience with at least 50% of time spent in the pharmacy specialty practice activities (as defined by the applicable BPS Specialty Content Outline) OR • Completion of a PGY1 residency*, specialty PGY2 residency*, and/or one additional year of practice with at least 50% of time spent in the pharmacy specialty practice activities (as defined by the BPS Ambulatory Care Content Outline) *Effective January 1, 2013, only residency programs accredited by the American Society of Health-System Pharmacists (ASHP) or new residency programs granted Candidate Status for accreditation by ASHP are creditable for this purpose.
BPS Recertification • Required every seven years • Documents a specialist’s current knowledge and skills – 100-question recertification examination OR – Continuing education option available in all specialties except Nutrition Support Pharmacy

UU Nakes no 36/2014 Pasal 51 (1) Untuk mengembangkan cabang disiplin ilmu dan standar pendidikan Tenaga Kesehatan, setiap Organisasi Profesi dapat membentuk Kolegium masing-masing Tenaga Kesehatan. (2) Kolegium masing-masing Tenaga Kesehatan sebagaimana dimaksud pada ayat (1) merupakan badan otonom di dalam Organisasi Profesi. (3) (3) Kolegium masing-masing Tenaga Kesehatan sebagaimana dimaksud pada ayat (1) bertanggung jawab kepada Organisasi Profesi. •

Untuk meningkatkan mutu Praktik Tenaga Kesehatan serta untuk memberikan pelindungan dan kepastian hukum kepada Tenaga Kesehatan dan masyarakat, dibentuk Konsil Tenaga Kesehatan Indonesia.
Keanggotaan konsil masing-masing Tenaga Kesehatan terdiri atas unsur: • kementerian yang menyelenggarakan urusan pemerintahan di bidang kesehatan; • kementerian yang menyelenggarakan urusan pemerintahan di bidang pendidikan; • Organisasi Profesi; • Kolegium masing-masing Tenaga Kesehatan; • asosiasi institusi pendidikan Tenaga Kesehatan; • asosiasi fasilitas pelayanan kesehatan; dan • tokoh masyarakat
KIFI • Kolegium Ilmu Farmasi Indonesia adalah badan fungsional organisasi Ikatan Apoteker Indonesia, merupakan badan pengampu disiplin ilmu Farmasi yang bertanggungjawab kepada Pengurus Pusat IAI • Anggota KIFI terdiri atas unsur IAI, KFN,unsur APTFI, unsur Himpunan Seminat serta unsur praktisi apoteker.

Dalam melaksanakan penyusunan standar nasional pendidikan profesi ini, kolegium melakukan bench marking dengan beberapa pendidikan apoteker spesialis global

Secara dinamis dan berkesinambungan menyusun Kurikulum Inti Apoteker Spesialis Minimal sebagai batas pengetahuan, keahlian, dan perilaku yang harus dicapai bagi seorang Apoteker(General) dan sebagi landasan struktur aktifitas pendidikan Peserta Program Apoteker Spesialis (PPAS) di Indonesia, baik peserta dalam negeri maupun peserta adaptasi.

Melaksanakan uji kompetensi apoteker dan menerbitkan sertifikat kompetensi apoteker

Mengeluarkan sertifikasi sebagai pemberian pengakuan bahwa pemegang sertifikat telah memenuhi standar profesi apoteker spesialis
VISI • Menghasilkan apoteker dan apoteker Spesialis yang memiliki kemampuan akademik dan profesional yang tinggi sesuai dengan standar regional maupun internasional, menjunjung tinggi etika apoteker Indonesia serta berperan dalam pelayanan kefarmasian yang berkualitas khususnya untuk memenuhi kebutuhan di Indonesia.
MISI Menghasilkan apoteker dan apoteker spesialis di bidang pelayanan kefarmasian, antara lain: 1. Kepakaran (Expertise) • Memperlihatkan keterampilan praktik kefarmasian sebagai apoteker atau apoteker spesialis • Mencari dan mengikuti kemajuan informasi yang tepat dan relevan untuk praktik kefarmasiannya. • Memberikan pelayanan konsultatif yang efektif sehubungan dengan kewenangannya sebagai apoteker atau apoteker klinis, edukasi dan pendapat legal.
MISI 2. Komunikator • Membina hubungan dengan pasien dan sejawat dalam rangka praktek kefarmasiannya. • Menghasilkan dan mensintesis riwayat yang relevan dari pasien / kolega / lingkungan, dengan mendengar dan melakukan wawancara yang efektif. • Memberikan informasi yang sesuai kepada pasien / tim keluarga dan sejawat profesi kesehatan lain. • Mampu mengembangkan kemampuan berkomunikasi dengan unsur-unsur yang terlibat dalam praktek kefarmasiannya. 3. Kemampuan Bekerja Sama (Kolaborator) • Berkonsultasi dengan efektif dengan profesi kesehatan lain. • Memberikan kontribusi yang efektif terhadap kegiatankegiatan tim interdisiplin.

Manager • Menggunakan dan memanfaatkan sumber daya secara efektif guna menunjang praktek kefarmasian yang optimal • Mengalokasikan sumber/ sarana yang terbatas secara bijaksana. • Bekerja secara efektif dan efisien dalam suatu tim profesi kesehatan. • Menggunakan teknologi informasi untuk mengoptimalkan sumber daya untuk menunjangv optimalisasi praktek kefar masiannya, pembelajaran yang berkesinambungan dan kegiatan-kegiatan lain. 5. Advokasi Kesehatan • Mengidentifikasi determinan kefarmasian yang penting yang mempengaruhi kerja obat dan pengobatan. • Memberikan kontribusi yang efektif untuk memperbaiki kesehatan masyarakat. • Mengenal dan menjawab permasalahan dimana advokasi tepat untuk dilaksanakan.
