Introduction DBE1‟s key strategy for both dissemination and sustainability is to develop service provider institutions and facilitators who can take over the programs, using the manuals and training modules developed under the project, and implement them in districts and schools - without further project support. The main agent for dissemination and sustainability of school level programs is the large group of trained „district facilitators‟. Meanwhile for district level interventions, and to some extent also for school level programs, DBE1 has been working with a group of universities and government agencies. For the purposes of DBE1, there are three types of „service provider‟: 1. „District facilitators‟ (DF) who are individuals trained by DBE1 to facilitate school level programs; the majority of these are school supervisors (pengawas) working under District Education Offices or, in some cases, the Ministry of Religious Affairs (MORA); 2. Institutions which are independent of the schools and education systems to which they provide a service, consisting of training and consultancy; these are universities and potentially NGOs and independent consulting agencies; and 3. Institutions from within the education system which provide a similar service; these include government agencies such as LPMP and, for example, the West Java provincial education office which may provide a service facilitating implementation of the asset management system in districts. In addition, DBE1 has provided extensive training and field experience to a large cohort of specialists, district coordinators and short-term technical assistants who are now well qualified to act as service providers in the delivery of DBE1 programs and interventions. Many of these have now returned to their universities, moved on to other development projects, or will do so after the completion of the project in December 2011. One other type of agency which has become active in disseminating DBE1 methodologies is the implementation teams for other donor-funded projects, including the World Bank‟s BEC-TF, UNICEF and AusAID‟s SEDIA, which have begun disseminating district level interventions. In order to assist potential users of DBE1 methodologies and to help guarantee quality in the delivery of DBE1 programs to improve the management and governance of basic education in Indonesia, DBE1 has worked with partners in MONE and with the service provider institutions to develop criteria for the certification of service providers for each program. This report describes these criteria, the process of certifying service providers, and the results. It includes a complete list of service providers who have been certified and are expected to be certified.1 The report begins first with a summary of the process of selecting and training service providers.
This report addresses Deliverable 20 under Contract 497-M-00-05-00029-00: “Assist central and local government institutions as well as donors in identification, training, and standard-setting for certification of service providers in education management and governance that can implement DBE1 programs throughout the country. The Selection and Training of Service Providers District facilitators for school-based management programs At the very beginning of the project, before implementation of the first program in the first target schools commenced, DBE1 asked District Education Offices and District MORA offices to nominate staff to be trained by DBE1 as facilitators. The aim was to give these facilitators the necessary skills over the life of the project to enable them to implement the programs without DBE1 assistance. A core group of DF was then jointly selected from this group for training in DBE1 methodologies using agreed merit-based selection criteria. In most cases school supervisors or pengawas were chosen since school supervision should ideally include providing technical support. The selection process and criteria varied slightly between provinces and districts. However the following criteria were typical and in all cases the selection was made in consultation between DBE1 and the District Education Office. A common sense approach was taken to develop the capacity of these district facilitators. First they received a few days of „Training of Trainers‟ (TOT). Following this the project provided the funding to enable them to join DBE1 trainers in conducting class-based training sessions and in-service follow up technical support or „mentoring‟ (known locally as pendampingan) where they observed and assisted. Gradually as these facilitators-in-training gained experience they took over the lead roles in facilitating training workshops and providing follow on mentoring in the schools. Further training was provided over a period of five-six years as new methodologies were developed or earlier methodologies refined, improved and adapted. DBE1 also organized one-day bi-monthly forums to continuously upgrade their skills and at the same time bring on new persons to be trained as facilitators. As the project expanded and districts began self-funding the dissemination of DBE1 school-based management programs, more district facilitators were trained and joined the program. District facilitators have now received an average of 6 days class-based training, depending on when they joined the program. Some received up to 19 days over the life of the project.

The districts rely on these trained facilitators to implement programs to disseminate DBE1 school-based management programs. Over 540 facilitators have now been trained to implement DBE1 school based management methodologies.2 Over 15,000 schools and madrasah have now been trained by these facilitators in DBE1 programs, funded by district governments and other local agencies. Some of these facilitators have begun to be employed outside their normal work areas to implement dissemination program. However, the quality varies. While many have become highly competent, skilled facilitators, not all of those trained can be relied upon to deliver quality training using active training methods and with full understanding of the materials. Consequently, in 2010, DBE1 began the processes of certifying competent facilitators. This certification is based on objective criteria including the amount of training received, number of days spent successfully delivering training in the field, and demonstrated competence to independently carry out training and post training mentoring. The detailed criteria were jointly developed and agreed between DBE1, USAID and MONE (specifically the Secretariat for School Based Management from MONE‟s Directorate for Kindergarten and Elementary Schooling). Representatives of MORA also took part in the process. Assessments are made by teams comprised of local government and DBE1. Contact information for those who are certified is being distributed to district, provincial and national stakeholders. As illustrated in Table 1, below, the target for certified district facilitators has been set at 400. Details of the certification process and outcomes are provided later in this report. University service providers In 2009, DBE1 ran a pilot program to develop the Indonesian University of Education (Universitas Pendidikan Indonesia, or UPI) in Bandung as a service provider. A group of 20 university personnel was trained over three intensive workshops in school-based management programs and, in the final workshop, in district methodologies. However, while this program yielded valuable lessons and provided a very strategic entry point into working further with UPI and the Province of West Java, work did not continue with original group. Based on an assessment of this program it was felt that many of the participants were not the most appropriate to take on the role of service provider personnel and that the annual thematic field experience program (KKN), in which students were trained to work in schools was not the most appropriate mechanism for dissemination.3 Notwithstanding this, the university has continued the program without project support, using the trained university personnel to train students who work with schools each year since the initial training. Following this pilot, in late 2009 two more universities were selected to be developed as service providers for district-level activity, making a total of three for the 2010 program: in West Java the Indonesian University of Education, or Universitas Pendidikan Indonesia (UPI), in Central Java Universitas Muhammadiyah Surakarta (UMS), and in South Sulawesi Universitas Negeri Makassar (UNM). These institutions each provided personnel to be trained in DBE1 district level methodologies and to work with DBE1 specialists in implementing core 2 3

methodologies in one newly identified district in each of the three provinces. These personnel were jointly selected from each of these institutions. In each institution a selection panel was established consisting of two senior representatives from DBE1 and the senior Coordinator (or „Person in Charge‟) from the university. Candidates were short-listed by applying the minimum qualifications. Then through a review of CVs and an interview process candidates were scored independently by each panel member against the above criteria. Scores were then aggregated, the candidates ranked, and a final selection made. Two teams were established in each university: a finance team and a data/planning team. Five days of class-based training were provided in Bogor followed by field work in each province. To facilitate this field work, one district was selected in each of the three provinces where the universities were located in order that the program of core DBE1 district level interventions could be implemented in its entirety with the service provider teams. At the same time in 2010 DBE1 worked with the Sampoerna Foundation‟s School of Education (SSE) to develop their capacity as a service provider for DBE1‟s school level programs. The SSE, through its outreach program, had for some years been providing cluster-based training to schools in pedagogy and aspects of school-based management. The training provided by DBE1 enabled them to improve their materials, better linking the good practice methodologies to current government policy on school-based management. As a result of the training, SSE adopted and adapted many of the tools from DBE1 school-based management package for use in the field. In particular, they have incorporated aspects of RKS and Leadership materials into their training and in early 2011 used DBE1 school committee training modules in a program funded by BP in Bintuni, Papua Barat. DBE1 materials have been used in one way or another in at least 20 field activities since the training in 2010. In the first quarter of 2011, DBE1 conducted a thorough evaluation of the Service Provider program in these institutions. A report on this evaluation was submitted to USAID in March. Key findings of the evaluation were that, while the institutions 4

were all very positive about developing their role as service providers and about the potential for DBE1 programs to improve management and governance of education in districts, the individuals taking part needed more training and especially field experience in order to become confident to deliver the programs independently. On the basis of this evaluation, agreements to expand the program in these institutions and to add a further two institutions were made in the second quarter of 2011. The following two universities subsequently joined the program: Universitas Negeri Malang (UM) and Universitas Negeri Lampung (UNILA). Service Provider Coordinators were appointed for each of these institutions from the DBE1 team. A comprehensive mapping of the capacity and experience of service provider personnel was then conducted, and new service provider personnel were jointly selected by DBE1 and each institution according to an agreed transparent and meritbased process and using the criteria listed above. The field of candidates from within each institution was strong, enabling the inclusion of specialists from each university who could fill the skill gaps evident in the first round. In particular we recruited some specialists with computer expertise to complement technical backgrounds and planning or finance experience. Each university service provider team now includes a mix of senior academic staff, who have the status to effectively consult at a high level, along with some more junior personnel, who have greater flexibility of time and more familiarity with the computer software required. A second round of class-based training was then provided. Participants attended for six days in a combined program conducted in Surabaya. The training conducted in 2010 introduced the service provider personnel to DBE1‟s financial analysis methodologies: School Unit Cost Analysis (known as BOSP) and District Education Finance Analysis (AKPK) as well as the education planning data management system known as SIPPK and the project‟s strategic planning (renstra) methodology. In 2011, most of the first round participants joined the training to further depend their understanding and capacity, together with the new participants. In addition to the SIPPK and renstra methodologies, participants learned to use the newly developed analytic tool known as Penghitungan Biaya Pencapaian Standar dan Akses (PBPSA), which translates as „Calculation of Costs to Meet Standards and Access Targets‟. This methodology integrates and supersedes the earlier BOSP tool, adding analysis of local costs to meet nationally mandated minimum service standards and universal access. In early 2011, DBE1 also created an integrated data system to support district education strategic planning and management which draws on two data sources: Padatiweb and NUPTK. The new system supersedes the earlier SIPPK and incorporates SIM-PTK (see below) and part of the new PBPSA as components. Bringing together the two data sets, this integrated system, now known as Sistem Informasi Manajemen Pendidikan Kabupaten/Kota (SIMP-K), provides a much more powerful tool to support information-based planning and policy development than was previously available. Participants in the second round training were introduced to this system. Following this class-based training, the participants have been given opportunities in the field to work with experienced DBE1 specialists in the use of these various tools

with districts in a range of project funded and dissemination programs. At the time of writing this report, this field work is ongoing. The training program to prepare these individuals and teams to become competent service providers for DBE1 programs thus included two components: (1) class-based workshop training and (2) field experience or „professional apprentiship‟ in the delivery of the programs under the guidance of experienced DBE1 specialists. Although the service provider personnel have now received both classroom and onthe-job training, the process of certification involves further steps. This process is designed to certify individuals as qualified to provide training and consulting services in specified DBE1 programs. Criteria for certification were developed and discussed with the service provider institutions. In order to subsequently be certified, a minimum number of days in class-based and field-based training is required, in addition to a qualitative assessment of capacity. This is described later in the report. Partner universities are also being encouraged to incorporate DBE1 materials into course materials and to use the DBE1 experience as a basis for research. During the project implementation, we became aware of a number of institutions and individual lecturers adapting and incorporating the materials and methodologies into pre-service and post-graduate teacher training programs within courses such as school leadership and educational administration. We have now mapped the use of project materials as references or materials for teaching and research programs in partner universities. This is also described later in the report.
Service providers for personnel and asset information management systems During 2009-2010, DBE1 developed the Asset Information Management System (known by its Indonesian acronym, SIMA) and the Education Personnel Management System (SIMPTK), which are systems to support improved management of information relating to education assets and personnel management respectively. The most appropriate service providers for the high level finance, data analysis and planning programs described above are universities (with the possible addition of private consulting agencies or other non-government agencies). Meanwhile, we have

found that the facilitation of SIMA and SIMPTK is best handled by personnel from within the government system, where access to required data sets is direct. DBE1 has thus worked with government agencies in each target province to develop their capacity as service providers to disseminate these information management systems. In the case of SIMA, we have worked with officials from the provincial education office in West Java, and more recently in Central Java, to develop these as service providers. For SIMPTK, we have worked with MONE‟s quality assurance agencies (known as Lembaga Penjaminan Mutu Pendidikan or LPMP) in each of six target provinces.

It was considered likely that not all 16 persons would be certified as service providers for renstra development as this is a highly complex program that takes some years to master. We did expect a number to be certified as service providers for SIPPK.

Criteria and Process for Certification of Service Providers Certifying district facilitators The following process for the certification of district facilitators was agreed between DBE1, USAID and MONE after discussions conducted in 2010. The purpose of granting the certificate is to declare that the individual named has the ability to provide training in the topics listed on the certificate. Anyone who has received DBE1 training (TOT) and conducted DBE1 training for schools is eligible to be considered for certification. First, participants must meet the basic quantitative selection criteria for certification: (i) minimum hours receiving training, (ii) minimum hours delivering training and (iii) minimum hours mentoring schools. The formula for minimum criteria is completed by DBE1 Provincial Staff. The minimum criteria are listed in Table 3, below. For those who met the quantitative criteria above, qualitative assessment criteria for district facilitator certification have also been set. This ensures that the facilitators are genuinely competent. Participants who meet the minimum selection criteria are assessed by a panel against the specified performance criteria. The panel consists of: (i) DBE1 provincial specialist, (ii) DBE1 district coordinator (iii) a well-informed representative of the District Education Office (4) a representative of the schools that were mentored. Certifying university service provider personnel The purpose of granting certificates is to verify that the certified individual has the ability to provide training in the topics listed on the certificate. Anyone who has received DBE1 training and has conducted training is eligible to be considered for certification. First, participants must meet all of the minimum criteria for selection in each field of activity: background, hours of training received, hours of internship / training delivered. A formula for assessing achievement against the minimum criteria is completed by DBE1 specialists, together with the relevant institutions. Minimum criteria for each activity are as follows.

Results of the Certification Process At the time of writing, the certification process is not complete for service providers. A program to update district facilitators on changes to the school development planning (RKS) methodology and to provide opportunities for those who needed only a few more days of field work in dissemination programs to qualify for certification, was delayed due to delays in the implementation of MONE‟s AusAID-funded national cascade training program. It was agreed that we would wait until this larger program had been implemented in each region before supporting dissemination of DBE1-based training as a follow up. As a result, a two day training program to update district facilitators was implemented in August for most provinces. In new „expansion provinces‟ (NTT, South Sumatra and West Sumatra) it is being implemented in September-October. Dissemination programs are now taking place in most provinces as a follow up. Certification of university-based service provider personnel for district level programs is also underway. Based on the evaluation of the 2010 program and according to the minimum criteria subsequently established, all personnel required more field time in order to be fully competent in the methodologies and to qualify for certification. Appendix 2 lists the personnel who have either reached or are expected to reach these minimum requirements for training and field experience in order to be certified. Based on this analysis we expect to be able to certify 28 university personnel in various district level methodologies by the end of the current year and the close of the project. Similarly we expect to be able to certify some 9 personnel from LPMP plus one from local government and one from Aceh‟s education council (MPD). We also expect to certify 15 local government officials (provincial and district) as competent to deliver training and facilitation in SIMA by the close of the project. Details are included in the table below. These figures are somewhat short of the targets listed in the Work plan: 22 for SIMPTK and 24 for SIMA. Our targets were based on the positive response from LPMP and Dinas Pendidikan in each province and consequently on the numbers of participants budgeted for training and field work in each province. However, in order to meet the standards set for certification and to ensure that those certified are fully competent to deliver the training and manage the interventions as independent service providers, seven days field work is required for SIMA and four days for SIMPTK. between DBE1, partner districts and the personnel from LPMP and Provincial Education Offices to reach these targets in as many cases as hoped. Notwithstanding this, as illustrated in the tables below, we expect to certify service providers in six provinces for SIMPTK (Aceh, North Sumatra, West Java, Central Java, East Java and South Sulawesi) and in two provinces for SIMA (Central Java and West Java). Details are included in Appendix 2. In addition to certifying district facilitators and personnel from universities and government agencies who are competent to deliver DBE1 training, we will also certify project personnel, many of whom will either return to their universities at the conclusion of the project or will move on to other donor-funded development projects. In some cases this has already happened. Approximately 70 persons in this category are expected to be certified for school-based management programs and 50 for district level programs (30 for Finance programs, 37 for Data and Planning programs, 10 for SIMPTK and 9 for SIMA). Details are included in Appendix 3. Table 8, below, provides a summary of district level service providers by program area.

Integration of DBE1 Materials into the Curriculum Our hope is that DBE1 materials and methodologies will be widely used and disseminated, resulting in improvements to the management and governance of basic education. In this context, the integration of DBE1 materials and approaches into university teaching programs and use in research is significant, providing a strong basis for sustainability and dissemination in the long term. During the period described above in which we have worked with universities as service providers, we have heard frequent informal accounts of DBE1 materials being used within teaching and research programs in the universities. Moreover, there have been a number of cases in which DBE1 personnel, past and present, who also hold tenured positions with universities, have with approval used DBE1 materials and methodologies as a basis for research and teaching. In order to verify and quantify anecdotal reports from the service provider institutions, DBE1 conducted a survey in May-June 2011. The purpose of the survey was to determine the extent to which DBE1 materials and methodologies have been and are likely to be used in (1) teaching programs, (2) research programs and (3) providing a service to external clients such as districts. A survey form was sent to each university and responses collated. Each institution was asked to indicate the level of use or planned use in the following categories: 1. Teaching program - experience up until July 2011 2. Teaching program - plans for the future 3. Research - experience up until July 2011 4. Research - plans for the future 5. All three of the universities which joined the program in 2010 indicated that they are either currently using DBE1 materials informally as reference or teaching material or have discussed doing so internally. Two of the three listed 12 and 13 respectively (of a total of 13) types of DBE1 materials that have already been used in the classroom in this way. In one (UPI) the materials have reportedly been used in undergraduate programs (S1) and in the other (UMS) mostly in Masters Degree (S2) programs. The third of the three universities (UNM) indicated that 9 of the 13 sets of material have been discussed with colleagues for use in S1 or S2 teaching programs, but none have as yet been used. All three institutions indicated that they intend to use DBE1 materials in future teaching programs. UNM indicated that 11 of the 13 methodologies will be considered for use in undergraduate (S1) programs in discussion with colleagues. Meanwhile, UPI and UMS both indicated that they intend using all 13 methodologies formally within the curriculum. All three institutions also indicated that DBE1 methodologies have been used or are planned for use in research. UNM is reportedly using data from SIPPK for research in 2011. UNM is also conducting a pilot program using DBE1 school-based management materials in 10 schools in Makassar. UMS reported that many research projects have used DBE1 material and methodologies. UPI reported that they intend conducting research with post-graduate lecturers and students (S2 and S3) using SIMPTK in 2011 and BOSP in 2012. Meanwhile UNILA and UM, both of which joined the program mid-2011, are discussing the possible use of DBE1 materials. UM in Malang has made plans to discuss all 13 district level programs listed for possible inclusion in teaching and learning programs. In the case of UNILA the discussion concerned DBE1‟s schoolbased management methodologies which may be used in 2012 teaching programs for PGSD (S1) and S2.5 Agreements have been reached with this university‟s five partner districts in South Sumatra for a service-provider program. Both of these institutions have also either conducted or made plans to conduct research based on DBE1 methodologies. UNILA is basing its research program on DBE1 school-based management methodologies in their five target districts in 2011. The initial research, a baseline survey of the condition of school committees, will take place in 2011 and involve academic staff and students from PGSD (S1) and S2 programs. The research will utilize grant funds made available by MONE‟s Directorate for Higher Education (Dikti) and is expected to lead to publications in an international journal. Table 10, below, illustrates the range of research based on DBE1 methodologies being conducted by UM, Malang.

Conclusions and Recommendations In the initial four to five years or project implementation, DBE1 focused on developing, piloting and refining methodologies to improve the management and governance of basic education at school and district levels. At the same time we developed an initial cohort of service providers at school level to be able to independently use the tools we had developed and continue to disseminate and sustain the program beyond the life of the project. For school-based management methodologies this process commenced early in the life of the project. When DBE1 closes out at the end of 2011, we will leave behind a large cohort of well-qualified and highly experience district facilitators who are embedded within the education system across 60 districts and nine provinces in Indonesia. Some of these will have been working closely with the project in a continuous way for around six years. For district level programs, the process has evolved in a different way. While school-based management tools are best applied within schools and clusters of schools by local school supervisors and others who work closely with those schools, district level interventions require a higher level service provider. In the last two to three years of project implementation we thus worked with a group of universities and government agencies at province level, including LPMP, to develop the capacity of these to act as service providers to districts. A group of individuals from within these institutions are now being certified as competent to deliver DBE1 developed methodologies in order to improve the management and governance of education at district level in a range of ways. The seriousness with which the criteria and process for certification of these service providers has been developed and the rigor with which they have been applied is an important aspect to the likely success of this approach. It is one thing to provide brief training to professionals and then issue a certificate of participation. It is quite another to provide ongoing training followed up with professional apprentiship in the field, and then to issue certificates to a limited number of participants who meet minimum requirements for training and field experience and who pass a qualitative assessment conducted by peers and project personnel. We believe that this approach will greatly increase the opportunity for both dissemination and sustainability of project outcomes, significantly increasing the impact of DBE1 over time. We thus recommend that a post-implementation study of project impact be undertaken by USAID in the years following the close of DBE1. Over time DBE1‟s methodologies and approaches will no doubt be superseded by new methodologies and approaches developed by new projects in the context of changing conditions and a changing regulatory environment. Notwithstanding this, we believe that the contribution of the service provider program to ongoing improvement of management and governance in basic education in this country will be significant. It can also provide a strong base for follow on USAID initiatives such as PRIORITAS. In order to support this impact, during the current round of provincial and national closeout workshops, DBE1 is promoting the services of these service providers to 20

potential clients in districts. We will complete the certification process in the coming months ensuring that the maximum number of individuals is able to achieve the required number of field days and be certified. Results of this process will be described in the project‟s final reports to USAID.
