PROFILES OF RESEARCH CENTERS AND CENTERS Profil Pusat Penelitian dan Pusat Pusat Penelitian Teknologi Informasi dan Komunikasi (Center for Research on Information and Communication Technology) ITB Research Center on Information and Communication Technology is one of ITB primary research centers. With over 3.5 billion earth populations still do not benefit from ICT deployment, we have decided to focus on developing and applying ICT to transform Indonesian communities into knowledge society, with special emphasis on rural communities. There are many challenges, including innovating rural next generation networks, designing affordable next generation computing, developing creative contents and knowledge society applications, as well as studying regulatory and policy issues. Our center manages innovations as well as creativities of our researchers in facing those challenges. The center focuses on planning and implementing research programs to develop I C T t e c h n o l o g y, c o m p o n e n t s , products, systems, solutions, applications, services, and regulation concepts for successful implementation in (rural) communities. The long term objectives are: 1. No Indonesian is left behind in the development of knowledge society through ICT applications, including those in low income communities and rural areas. 2. Development of digital economy and ICT industry of Indonesia 3. Development of ICT institutional competence and reputation to achieve world class level. The center put efforts to generate values for its stakeholder
25
interests. Targets of the center program are five stakeholders, i.e.: a. Indonesian society, toward knowledge society. All people in communities can benefit from affordable ICT technologies and services such that they are empowered to be productive entrepreneurial, smart-collaborative, and creativeexpressive within Indonesian context. b. Public sector, toward e-Services. Public services can be effective, of high quality, and efficient. c. Government, toward eG o v e r n m e n t . Government internal processes and services can function well, efficient, and free from corruptions. In addition, democratic society can be supported. d. Industry (including state owned enterprises) toward global ICT industry. National industry can grow in global competition, and has a dominating market share in Indonesia. e. Indonesia scientific community and research institutions toward world class institution. National institutes acquire strategic science and technology. Scientific community can grow in an environment and cultures conducive toward a world class level in producing new sciences and technologies. Pusat Penelitian Infrastruktur dan Kewilayahan (Center for Research on Infrastructure and Regional) The Center for Research on Infrastructure and Regional (CRIR)
was created to help Indonesia use science and knowledge to find practical, long and medium term solutions to the poverty problems and environmental problems they face. Support is directed toward building a research capacity to sustain the policies and technologies Indonesia need to build healthier, more equitable, more prosperous society. To generate knowledge, empower people, improve lives, and foster prosperity in ways that are fair and sustainable - these are some of the goals pursued by CRIR. It does so by supporting multidisciplinary, problem-oriented research, defined and carried out by local institutions and researchers. An important - and essential - aspect of CRIR's agenda is to work with scientists and policymakers to understand how new knowledge can assist them in addressing the barriers to improved lives for people. The aim is to “close the loop” between the creation and acquisition of knowledge and its application to promote prosperity, security, and equity. Examples of projects that are working to this end in Java include work in the Subang, Blora, Garut, Pangandaran, Lombok, Bandung to develop better mechanisms to target poverty alleviation; activities to promote the sustainable and equitable use of resources, appropriate technologies; and experiments to provide wider access to the basic infrastructures such us clean water and sanitaton, in ways that foster development. Vision The Center for Research on Infrastructure and Regional (CRIR) will foster ITB becoming the nation's leader in supporting creative, regional approaches to development, that build on three core values: (1) a voluntary approach; (2) the power of data, analysis, ideas and information; and (3) the importance of dialogue on social and economic development, and collaborative partnerships. Core Competencies The Centre's research core competencies focus on three broad areas of enquiry: (1) sustainable development of regions including social and economic equity; (2) environmental and natural resource management; and (3) infrastructure for supporting regional development and poverty reduction. Research in these areas seeks to ensure equity in natural
26
resource use, biodiversity conservation, enough clean water and good sanitation, access to works, education and health facilities and sustainable development. It also seeks to develop strategies and policies for healthy societies and to promote the sharing of information, learning, and technology. In focusing on these areas, CRIR plays close attention to governance, the translation of research results into policy decisions. The Centre supports an integrated approach to research, one that looks at technological, social, and institutional innovations for change. Research is directed toward informing the policy arena (local, national, and international) so that decision-makers can make informed choices based on sound research and analysis. The ITB CRIR supports collaborative regional and multiinstitutional approaches to problem solving and development. Some core competencies include: 1. Regional Analysis and Planning: a) Economic Development Planning b) Sustainable Urban Transportation Planning c) Community/Regional Entrepreneurship Development d) Rural and Small Town Community and Economic Development e) GIS and Spatial Techniques and Analysis 2. Environmental Management a) The concept of the livable city which is defined in terms of a healthy and dignified living environment (i.e. addressing the sources of environmental degradation) b) Protect urban people against urban environmental abuse and hazards like global warming, ozone depletion etc. c) Specific laws to deal with environmental deterioration and degredation. d) Effective tools to protect poors against global market hazards. e) Community involvement to effectively deal with environmental problems. f) Capacity building initiatives to enable all levels of government and other stakeholders to implement responsive and sustainable programs. 3. Infrastructure Planning A close examination reveals that there are many similar issues across the infrastructure sectors. Common issues that go beyond individual infrastructure sectors include a lack of comprehensive infrastructure investment planning in all levels of administration, a lack of credibility to mobilize private investments, poor public management, insufficient user charges, inadequate financing, difficult
PROFILES OF RESEARCH CENTERS AND CENTERS Profil Pusat Penelitian dan Pusat decentralization challenges, and weak governance. The academia now faces an opportunity to find solution in order to help the government to press forward with an organized effort to address these cross-cutting issues which will help a majority of the sectors to obtain synergistic benefits. CRIR began its operations in October 2007 as Center for Research on Environment, Regional Development and Infrastructure (CERDI) coordinating research granted by ITB. The first nine months (through June 2008) were spent laying the infrastructure for the operations of CERDI. In contrast, the last 12 months have seen the successful launching of a series of community development projects (in Subang, Blora, and Garut) helping people to get access to clean water and water for irrigation, a series of workshops and specialist meetings, the development of innovative tools for spatial analysis, and provision of significant resources for teaching and research. Pusat Penelitian Mitigasi Bencana (Center for Research on Disaster Mitigation) Center for Research on Disaster Mitigation (CRDM), formerly Center for Disaster Mitigation (CDM), which is under framework of Institute for Research and Community Services (LPPM ITB) was formally established in 2005. The embryo of CRDM is RGDM (Research Group on Disaster Management) which was established in the year of 2003. The activities of CRDM was actually already started from 1998 where the existing personnel/expert in CRDM involved in activities related to disaster mitigation, management and has conducted several projects such as IUDMP, RADIUS and so forth. We consider that CRDM has becoming center of activities towards disaster mitigation in accordance with its mission that has been demonstrated by some of the current projects and research. CRDM activities combine some of the interdisciplinary sciences, expertise and knowledge within ITB in geology, seismology, meteorology, geophysics, oceanography,
27
geotechnical/structural earthquake engineering, urban planning and disaster management. CRDM would like to become center of excellent in Indonesia with the future research activities so that the scientific knowledge related to disaster mitigation could be applied and disseminated to the communities. The activities of CRDM in disaster mitigation consist of component based program such as Hazard Identification a n d M a p p i n g , Vulnerability of elements at risk, Disaster Risk Assessment, Community Awareness/Community Education, Disaster Mitigation Policy, Trainings, Structural and Non Structural Mitigation, Community Based Disaster Risk Reduction, Gender Issue in Disaster Mitigation and so forth. From the establishment until now, CRDM has achieved several outcomes. CRDM has collaborated with some institutions, resulted in scientific publications in journals and conference/seminar proceedings. Through CRDM efforts for the last 1-2 years of the team members, many national and international institutions/organizations and government agencies have provided funding for various program activities in disaster mitigation and risk reduction. The program activities vary from very scientific, applied technology, trainings, public education to community-based risk reduction. In other perspective, CRDM has enriching and increasing disaster knowledge, awareness and preparedness of community target. Although in small scale, CRDM output and products are achievement for CRDM and support in increasing credibility of CRDM and obtaining trust from various institutions in both national and international level. These achievements would be expected to make CRDM sustain and obtain more supports from ITB and various national and international institutions/organizations.
Pusat Rekayasa Industri (Center for Industrial Technology) Center for Industrial Engineering began from the Inter-University Center Engineering Science of ITB (PAU-IR ITB), which was established in 1985 and is organizationally under the management of DIKTI - DEPDIKBUD. But, then, since 1997, PAU-IR ITB management submitted to the ITB and followed with the name of the PAU-IR-ITB to Inter-University Research Center for Engineering Science ITB (PPAU-IR-ITB), which is structurally located under coordination of Research Institute (LP) of ITB. In 2003, PPAU-IR ITB again experienced the organization structure changing, the status changed to the Research Group under the coordination of 3 (three) research centers, includes the Research Center for Natural Resources and Environmental Conservation, Center for Research of Communication and Information Technology. PPAU name changed to Research Group of Geotechnical Science and Engineering (KPP-IR&G ITB) and is expected to run integrated and applied research. In middle of 2004, all Center and Research Group of ITB has been frozen including KPP-IR & G-ITB. In the year 2005 the ex- KPP-IR & G ITB proposes the establishment of new Center by the name of Center for Industrial Engineering Center Institute of Technology Bandung (PRI). Unlike the KPP-IR & G-ITB, the ITB-PRI fully supported by 5 (five) Research Groups which is a fusion of 6 (six) KPP IR & G laboratory. Those research groups are includes Research Groups of Integrity Structure and Dynamics, Research Group of Industrial-Energy Engineering, Research Group of Ecohydraulics, Research Group of Geotechnical Engineering, Research Group Building- Structure Engineering. Each Research Group has a work plan and the road map of their research respective. Pusat Pemodelan Matematika dan Simulasi (Center for Mathematical Modelling and Simulation) The usage of mathematical modeling and simulation in many branches of science and technology is predicted to become familiar and to attract much attention to many researchers. To promote the roles of mathematics in modeling and simulation, ITB founded a center for research on the application of mathematics, named as P4M (Pusat Penelitian dan Pengembangan dan Penerapan Matematika) in 1994. Since 2007 the name of the center has become the center for Research
