Cargo ship rams into hillside PSi-Daily Shipping News

DAILY SHIPPING NEWSLETTER 2004 – 180 A CARGO ship rammed into a Greek hillside as the captain was speaking on his cell phone, authorities said today. No one was hurt when the Romanian-flagged Susie ran aground near the town of Stylida, 250 kilometres north of Athens. "The captain told us he had placed the ship on automatic pilot and was not paying attention," Yiannis Ftoulis, head of Stylida's port authority, said. "He said he was speaking on the cell phone at the time of the incident," he said. Mr Ftoulis said the Romanian captain was not detained and that all his crew of 14 Romanians and one Ukrainian was in good health. "The vessel has been dislodged, taken to a nearby port ... and will be examined for damage tomorrow," Mr Ftoulis said. The Susie was carrying corn to a Romanian port
Five rescued off British coast When their vessel began taking on water, the five sailors issued a series of distress calls, fired flares into the air and burned tires to attract attention. When nobody came, they even set fire to their craft, the 60-foot Ketch Inis Mil. But still nobody came, and they were forced to take refuge in an inflatable life raft. On Wednesday, eight days later, the life raft finally drifted into an area with cell phone reception off the southwest English coast, and the group - two Britons, an Australian, a German and a Frenchwoman - was able to call the coast guard, which sent a helicopter to airlift them to a hospital. "They seem to be suffering from hypothermia and they were very hungry, but, fortunately, they are not too badly off," said a spokeswoman for the Royal National Lifeboat Institution, which helped search for the group. "It's been fairly blustery and stormy off the southwest coast, so they are lucky to be alive." Looking tired, members of the group gave a news conference later at the hospital in Treliske, southwest England, and thanked their rescuers. "It's been a very exhausting and frightening episode," said David Faulkner, the Inis Mil's British skipper. Faulkner, his son, Ian, Australian Bjorn Bjoreth, German Jurgen Hensel and the vessel's French owner, Stephanie Preux, left Kenmare Bay in southern Ireland on Sept. 6 bound for Cherbourg in France. The vessel ran into trouble the following day but was only reported missing Sept. 10, when authorities in Ireland, France, Britain and the Channel Islands of Jersey and Guernsey mounted a search. A spokesman for Britain's Maritime and Coastguard Agency said the captain had taken a number of steps to alert authorities, including finally setting fire to the boat, "but, unfortunately, nobody saw." He said the life raft had been loaded with food and water, but the water ran out Tuesday. The coast guard in the southwestern English port of Falmouth located the life raft off the remote, rugged Trevose head early Wednesday.

QUIET WEEK FOR PIRACY ONLY two incidents were reported to the ICC International Maritime Bureau’ s Piracy Centre in Kuala Lumpur in the week to Monday September 13. Both were robberies involving anchored vessels. Robbers armed with knives and crowbars boarded a bulk Fangcheng anchorage, southern China. They climbed aboard at the forecastle in the early hours using ropes attached to grapnel hooks and broke in to fore peak locker and stole ship's stores. Alert crew raised the alarm and the robbers jumped overboard and fled in a waiting boat. The local port authority was informed but the harbour police did not arrive on scene until noon. An abortive robbery was also reported by a container ship at Jakarta’ s Tanjung Priok anchorage, Indonesia.
Dutch vessels fall foul of US Coast Guard security clampdown All Dutch registered ships will be boarded by the US Coast Guard when calling in US ports, after falling foul of a targeting system for International Ship and Port Facility Security Code compliance. The controversial decision ranks the well-regarded national flag alongside Bolivia, the Cayman Islands, Russia and Thailand. A spokesman from the Royal Association of Netherlands Shipowners KVNR said the organisation was “very surprised”at the news, and is trying to find more details about the decision. The outcome is the result of a mathematical formula developed by the USCG to determine which countries’ships are singled out for special scrutiny.

DAILY SHIPPING NEWSLETTER 2004 – 180 Under the system, recognised security organisations are automatically assigned points to determine their priority for port state control examination. RSOs scoring six points or fewer will be boarded on a random basis. Those scoring seven to 16 points will be examined on arrival at a US port, and those scoring 17 or above will be examined prior to entry. All flags listed above are deemed to be on seven points. Non-Solas vessels flagged with the Cook Islands and Honduras are also deemed to be on seven points. The following nations are all on two points: Antigua & Barbuda, Cyprus, Hong Kong, Malta, Panama and Singapore. A spokesman for the Netherlands shipping inspectorate said that two of the four relevant control actions were down to delays in getting ISPS certification to vessels. “This rating is nothing to do with real security,”he maintained. Once the next calculations are made, the Netherlands will be off the target list, he predicted. The inspectorate intends to raise the issue with the USCG, but in the meantime, it seems that Netherlands owners will have to live with the inconvenience. Details of the way in which the formula is calculated can be found on the USCG website at http:// www. uscg.mil/hq/gm/pscweb/RSO.htm. But essentially it is based on a so-called Control Action Ratio, being the number of denials of entry and expulsions from port for RSO, as a percentage of the number of 2004 inspections. A CAR of 1-5% starts to clock up points. If the ratio goes any higher, inspection is mandatory. Leading classes are also hit. Lloyd’ s Register, Det Norske Veritas and Class NK are all awarded two points, ranking them alongside such lesser known RSOs as Panama Maritime Quality Services and the Marine Security Bureau of Panama. In addition, ships which have recently called in ports at 17 countries will face additional inspections because of those countries’port ISPS record. The countries in question are: Albania, Benin, Democratic Republic of Congo, Equatorial Guinea, Guinea, Guinea-Bissau, Kiribati, Lebanon, Liberia, Madagascar, Mozambique, Nauru, Nigeria, Serbia and Montenegro, Sierra Leone, the Solomon Islands and Suriname.

Easy for Keppel Singapore’ s Keppel Corp has won the contract to refurbish Stelios Haji-Ioannou’ s first foray into the cruise industry, the Greek entrepreneur said. As the row over Stelmar Shipping rages in the background, Haji-Ioannou confirmed today yet another deal in his proliferating consumer businesses. Keppel will overhaul the 4,077-gt Neptune (built 1990) so that it is ready for service by mid-February, though HajiIoannou declined to disclose contract figures. The Neptune is better known as the Renaissance Two, once part of the fleet of bankrupt Renaissance Cruises. EasyCruise intends to offer cruises from GBP 29 ($55) per
night.
As part of the refit, the number of cabins on the Neptune will be increased to 250. At just 90 square feet, they will just cram in a double bed and basic en-suite facilities. EasyCruise is expected to start accepting bookings before the end of the year, with the vessel setting sail in the western Mediterranean by the summer of 2005. It will operate in southeast Asia during the winter months, avoiding the competitive fray in the Caribbean. Haji-Ioannou denied however that he would come up against stiff competition from Star Cruises, currently the dominant player in the Asian cruise market. In particular he sought to differentiate himself from the gambling-heavy focus of the company’ s cruises. “I am targeting a different segment and I think the authorities will welcome a lack of gambling. It’ s not about gambling, it’ s about tourists,”he said. The Neptune is due to be delivered on 15 April. V Ships Leisure has won the contract to provide shipmanagement services.
The Singapore connection Cosco Singapore is to pay CNY 578m ($69.8m) to buy a 51% stake in the Cosco Shipyard Group, owners of seven repair yards in China. A ship being repaired at Dalian COSCO Marine Engineering CoCosco Singapore is expected to work with another recent shareholder, SembCorp Marine, which bought a 30% stake in July, to upgrade the yards. It is hoped with modernisation the yards can win future shipbuilding contracts, as well as orders for marine-energy equipment. The stake was formerly owned by Cosco Singapore’ s parent company, China Ocean Shipping, and several of its affiliates. Cosco Shipyards owns repair facilities in Dalian, Nantong, Shanghai, Xiamen and Zhousan.

Rotterdam walk-out Dutch unions are asking for support in a port walk-out aimed at changing government plans to reform the Dutch welfare state. On 20 September, the day before the Dutch Queen presents the government’ s plans for the coming year, workers at Rotterdam will walk out and join a protest march. Photo : Piet Sinke © Unions including FNV, CNV and MHP, says the plans will “contain many proposals and draft legislation which are absolutely unacceptable for the whole Dutch trade union movement and many other social organisations as well.” They claim they will bring about “the complete destruction of the
Dutch type of welfare state.”
“Most probably all port workers will be on strike,”according to Kees Marges, FNV’ s dockers’section secretary. On 27 September similar actions are being planned in other parts of the Netherlands, like Amsterdam. On 2 October a country-wide action day is planned. FNV has planned more strike days in the coming months for Dutch ports should that prove to be necessary. The International Transport Workers’Federation (ITF) has helped spread the word to other countries like Germany, France, the UK and Belgium, where cargoes may be diverted. It is supporting the action as long as nothing illegal takes place. “This government also supported the draft European Ports Directive, which finally was torpedoed by the European Parliament after three year of actions by the European port workers unions,”said Marges. “For many observers and governments like the Dutch, that was an unexpected and unimaginable victory. “The whole Dutch trade union movement is now heading for a confrontation aimed at another victory which, according to many, is also unimaginable. “Well, only a few months ago the cooperation between all trade union bodies was also supposed to be unimaginable.”
MSC confirms Alstom cruisers
Italian shipowner Mediterranean Shipping Co today confirmed an order for two cruiseships at French shipbuilder Alstom, despite failing to secure hoped-for tax breaks that would have shaved 25% off the cost of the ships. MSC will pay EUR 800m for the two passengerships. But the so-called GIE tax break, which would have cut the price by a quarter, was refused after European Commission objections. The ships, which will have 1,275 cabins, will be delivered from Chantiers de l’ Atlantique in June 2006 and March 2007. Reports of the orders first surfaced in March, pending the resolution of the tax issue. There was no news today on whether the company was proceeding with an option for a third vessel. The panamax-

Bulkers buoy Bourbon French shipowner Groupe Bourbon has its bulkers to thank for a bigger first-half profit. Net earnings grew to EUR 44.5m ($55m) from EUR 23.8m in the same period of 2003. The group said it was buoyed by demand for the bulker fleet and a gain of EUR 18.3m from the sale of two of them. It could sell another three older vessels to take advantage of higher second-hand prices in a strong bulk market, it said. Bourbon owns 12 ships, including the three 55,000-dwt vessels to be delivered this year and next. It still has two 1985-built bulkers. It operates between 35 and 40 at any one time through charters, plus a big fleet of offshore vessels, which posted lower profit of EUR 14.7m, down 17% on 2003. oss Jacques de Chateauvieux said he expected full-year profit to be up by 10% over 2003.

Shrinking feeling as number of UK passengers dives UK FERRY passenger volumes will halve by 2010 if nothing happens to revert the decline in the industry, Passenger Shipping Association director William Gibbons warned yesterday. There was a decline of 8% in passenger traffic between 1991 and 2003 and passenger numbers travelling to the continent fell by 21% during the same period. Travel to France is being particularly badly affected. Major market research undertaken in 2003 indicated that the effect of low cost airlines was “even worse than we thought”, Mr Gibbons told delegates at the conference, organised by ShipShape International and Greenwich Maritime Institute, which focused on the challenges faced by the industry.

The PRIDE OF PROVENCE seen here arriving in Calais – Photo : Piet Sinke © In contrast, the number of UK cruise passengers is set to rise by 50% by 2010, reaching an estimated 1.5m. However, Mr Gibbons added that the ferry industry was fighting back with initiatives like the Sail and Drive Programme and lobbying activities vis a vis low cost airlines. He described the industry as a “mature business in temporary decline”. According to Bill Moses, chief executive of Ship Shape International, ferry operators should be looking at the business therein “or perhaps more to the point, what business they should be in”. Some 50% of Viking Line and Silja Line business is leisure he said “and they have an on board offer to match”. Mr Moses told delegates that “these pioneers of the term cruise ferry are an inspiration to us all, until that is, you see their return on capital”. He warned that, while competition from the low cost airline sector had so far been general, Ryanair was now flying to Bilbao while easyJet would soon be adding Tallinn, Riga and Santander to its itinerary. “This all seems a bit too close for comfort, especially for companies such as Brittany Ferries, who have just brought into service a new £110m ($1.78) flag ship for their Plymouth-Santander route.” Asked what might be the next step for the passenger ferry industry, Mr Moses said scale has increased and changes in capacity with it. “That challenges operators to get the balance of supply right. “As we know most don’ t and it is this feature, coupled with a dogged ego trip over market share that leads the industry into the doldrums.” Capacity adjustment, he said, should be high on the agenda and the whole issue of pricing needed to be analysed.

The project to resume the production and modernisation of the AN-124 was launched at the Moscow Aerospace Show in 2003. Volga-Dnepr Group, the world's largest operator of the AN-124-100, together with ANTK Antonov and other interested parties in Russia and Ukraine plan to relaunch production of the plane at Aviastar-SP, the Ulyanovsk-based aviation plant. The AN-124-100 Ruslan was designed in the late 1970s and performed its first flight in 1982. Meanwhile, VolgaDnepr has completed the testing of new loading and unloading equipment for single, heavy pieces of cargo up to 50 tonnes in weight onto IL-76 freighters. Operational tests took place on two flights, the company said.
