SMIT sells semi-submersible vessel 'SMIT Express' SMIT, the world wide maritime service provider, has sold its self propelled semi-submersible docktype vessel 'SMIT Express' to the US-based offshore and construction company Torch Offshore Inc. SMIT is a maritime service provider with the world's seas and harbours are the field of operation. The company specialises in harbour towage, terminal assistance, salvage and transport & heavy lift. The sale is in accordance with the new corporate strategy SMIT formulated in August 2001 which included the sale of the three SMIT-owned E-type semi-submersible vessels, 'SMIT Express', 'SMIT Explorer' and 'SMIT Enterprise'. In the past three years SMIT used the 158.9 m 'SMIT Express' for the transportation of many different sorts of cargo, from conventional submarines to large river cruisers. Torch Offshore propose to convert the vessel into a pipeline installation vessel.

New Zealand Navy ship Endeavor has arrived in Gisborne, a coastal city of the country's North Island, to take fuel from the South Korean grounded log carrier Jody F. Millennium. The ship ran aground on a sandbar on Wednesday night. Oil fromthe ship began leaking on Friday. It is said that between 25 and 40 tons of thick fuel oil have leaked into the sea from a breachedfuel tank.The process of transferring tons of heavy fuel oil from the ship to inflatable barges began on Monday morning, according to New Zealand Press Association (NZPA). The special oil pollution barges are being used to ferry the oil across to the port where it will be pumped into the Endeavor, NZPA reported. A spokeswoman of New Zealand's Maritime Safety Authority was quoted as saying that the oil smell at the beach has lessened, butthe public is still banned from the area. Over the weekend, 30 cubic meters of oil and sand was lifted off the beach and between 600 and 800 liters of oil were collectedby booms. The cleanup and salvage operation has so far cost close to 100,000 U.S. dollars, the NZPA said.
Largest sheep ship heads for Haj
THE world’ s largest livestock carrier, the 51,000 DWT Rodolfo Mata, left Fremantle yesterday en route to Jeddah. The vessel, formerly the container ship Ming Universe, is on its maiden voyage to the Middle East with 115,000 sheep for the Saudi Haj season after a $50M conversion at Singapore’ s PanUnited. The ship is now owned by the Fares Rural Group. Fares MD Peter Lang said the ship has a capacity of 26,000 cattle or 135,000 sheep, and was 40 per cent larger than the previous largest carrier, the Danny F II. Most deck heights on the vessel were 2.4 m rather than the required two metres, he said. The Rodolfo Mata sailed with a complement of 85, consisting of a British master and officers and Pakistani stockmen.
Crew rescued as bulker catches fire EIGHT seafarers were rescued at sea about 125 n-miles north-east of Lanzarote in the early hours of this morning after a fire broke out on the 1,850 DWT Belize-flag bulker Eiffel Sun, Spain’ s maritime safety authority Salvamiento Maritimo said today. “Five Cubans and three Spaniards were rescued from the Eiffel Sun, which was heading for Las Palmas,”a spokesman said. “Rescue services have found no sign of the ship, which had departed from the Moroccan port of Jorf Lasfar.”The Spanish-owned bulker was carrying fertiliser and was bound for Africa. Spanish authorities said the ship is believed to have sunk. The crew members were picked up by a Moroccan vessel that was sailing in the area.

BARGE SUNK SOO HARBOUR, CANADA London, Feb 9 — A report, dated Feb 8, states: Workers arrived to a dredging project on the Canadian side of Soo harbour to find their loaded barge had sunk during the night. Wednesday (Feb 6) workers noticed a small leak on the barge and set up pumps. Efforts were underway to recover the barge Thursday. By this morning divers were on scene to assist in the salvage. The barge sunk leaving only the crane above water. The dredging project will make the harbour about 4 feet deeper in the area where tankers unload. This will allow the vessels to load a full cargo for delivery. CELESTIAL DAWN (Republic of Ireland) London, Feb 8 — Following received from Coastguard Valentia MRSC, timed 0950, UTC: Fishing Celestial Dawn is still aground in the same position. The weather in the area is too bad at the moment for any salvage attempts, not known at present when these will take place. DRESDEN (Liberia) Yokohama, Feb 8 — Vehicle Dresden (37237 gt, built 2000) arrived Aioi in tow of tug Koyo Maru Feb 4 with rudder and engine trouble. EASTERN FORTITUDE (Panama) London, Feb 10 — A press report, dated Bangkok, Feb 10, states:In a precedent-setting action for Thailand, chem.tank Eastern Fortitude,which spilled 240 tonnes of oil off the east coast, may be asked to pay for damages to the environment and local businesses. Sub-Lt Sanchai Kulpreecha, deputy director-general of the Harbour Department, said the state usually asked only for clean-up expenses. This time, however, the government was keen on compensation, to show it was serious about protecting the environment. Owners of the vessel may be asked to pay for damage caused to nature, tourism and the fishing industry. The tanker hit rocks near Sa Mae San Bay in Rayong's Sattahip district on Jan 15, spilling 240 tonnes of low-speed diesel oil into the sea. The oil spread seven nautical miles along the eastern coast. Four teams of environmentalists, insurance experts and business representatives have been formed to assess the damage in addition to clean-up expenses, Sub-Lt Sanchai said. People running tourist resorts, coastal factories and local fishermen would be asked to provide evidence to back a compensation claim. "We will look at international law to seek the maximum compensation available for short-term and long-term impact from the oil pollution,'' said Sub-Lt Sanchai. The oil spill washed ashore at some beaches and clogged up the gear of some fishing boats. Initial clean-up costs were put at 38 million baht. Pichit Mekkittikul, managing director of Independent Consultant dealing in insurance, said Thailand should think about demanding compensation since oil tankers usually buy special insurance packages for such damages. Tankers were required to buy insurance to cover maritime accidents and pollution resulting from them. The vessel is a member of the Britannia Club. The company had already written to the department informing it that compensation of up to 2 billion baht was payable. JODY F.MILLENNIUM (Panama) London, Feb 10 — A press report, dated today, states: Workers with shovels and frontend loaders began cleaning tons of oil from the beaches of a north-eastern New Zealand town today after salvage teams reduced the flow of the heavy fuel from bulk Jody F.Millennium grounded offshore. Within a few miles of the leaking vessel are lagoon breeding grounds for a rare sea bird, the New Zealand spotted dottrel, and many other native species, but no birds were found dead by late yesterday. Some 75 birds have been found with slight oiling but only one red-billed gull has been treated for oil contamination. An international team of salvage experts backed by New Zealand's navy pumped about one-third of the oil from the stricken vessel into storage tanks, reducing the amount escaping into the sea, maritime operations commander John Lee-Richards said. "We're seeing hardly any oil leaking at all, that's why we've begun the shoreline cleanup,'' LeeRichards said. Salvage teams hoped to have most of the oil out of the vessel before the weather deteriorates later in the week, he said. Throughout yesterday, helicopters sprayed chemicals to disperse the heavy oil floating in large patches on the sea. LeeRichards said floating anti-pollution booms have prevented much of the oil from entering nearby river mouths and the harbour area. Maritime Safety Authority director Russell Kilvington said a tugboat will arrive at the spill scene tomorrow to help anchor and stabilize the vessel while her fuel oil is transferred to a navy tanker over coming days. Salvage teams hope to have most of the oil out of the vessel before the weather deteriorates later in the week. The salvors have been able to deploy some of their equipment by helicopter and work is proceeding to prepare for the transfer of bunker oil and /or refloating of the vessel, weather permitting. The objectives are now to seize an opportunity to refloat the vessel intact and if, in the meantime opportuninty presents, the removal of the polluting material from the vessel. Future work will be to continue to secure the salvors equipment on the bridge deck and on the starboard side of the accommodation; secure vent pipes and continue preparations for refloating and/or bunker transfer. Preparations are proceeding to install the necessary equipment by the salvage team of eight men, weather permitting. The generator has now been installed in a horizontal position on the vessel. Not all equipment has yet been loaded onto the vessel. Half the timber from No.3 hold has now been lost overboard. Tank Whitask is expected to arrive on Sunday from Plymouth. This vessel will be deployed should the transfer of oil be undertaken. Salvors have now deployed their tug Battleaxe, from Swansea, to the site of Kodima. Tug Sigyn remains on station, close to the stricken vessel. The salvors' naval architect has been working on his calculations and preliminary results were made available. These calculations will inform the production of the detailed plan for preparation, refloating, stabilisation and passage plan. The naval architect will arrive at Plymouth tomorrow, from Holland. The master and chief engineer of Kodima are also coming to Plymouth to provide detailed technical advice. Consideration is now being given to the port of delivery and Falmouth is the preferred option. Falmouth Harbourmaster and A & P Dockmaster have been advised of this possibility and detailed requirements for entry will now need to be worked out and agreed. A Surveillance flight, scheduled for yesterday, could not take place and the aircraft has returned to Coventry, while undertaking a south coast and English Channel patrol. The salvors reported a small area of sheen yesterday, in the immediate vicinity of the vessel, which was dispersing naturally and quickly. The owner has appointed a contractor and removal of the timber cargo from the shore has already commenced. Notices to the public are being produced to warn them of the dangers of removing the timber cargo from the shoreline. These notices will be placed in local areas and car parks this weekend. An air exclusion zone for all aircraft is still in place for three nautical miles around the vessel, up to 2,000ft. Brixham Coastguard have been nominated as the emergency controlling authority. Consideration will now be given to marine counter pollution measures around the vessel, particularly for the refloating and passage phases. London, Feb 9 — A press report, dated today, states: C.c. Lykes Liberator, bound Charleston, lost 60 containers of cargo in a violent storm off the coast of France a week ago. The vessel is due in Charleston Monday (Feb 18), officials said Friday. The vessel battled high winds and huge waves Feb. 2, 120 miles off the coast of Brittany and lost about 60 containers overboard, including one holding small quantities of toxic chemicals, French maritime authorities said. Officials believe most of the containers sank. Several other containers fell onto the ship's deck, and at least 12 were damaged, but none of those contained hazardous materials, according to the Coast Guard's Marine Safety Office in Charleston. The Lykes Liberator is due in Charleston Monday afternoon, and officials with the Coast Guard's Marine Safety Office are planning an inspection. PAK ONE London, Feb 9 — A press report, dated today, states: The Navy plans to explode or scuttle a sunken Lpg Pak One that has resurfaced and poses a threat to navigation in the Gulf of Thailand, a senior naval commander said yesterday. The operation can be carried out only after all the liquefied petroleum gas remaining in the cargo holds has leaked from the ship, said Vice Admiral Akanit Muensri, commander of the First Naval Fleet. The vessel's owners or the insurance company will be contacted to cover the cost of the exercise, he said. A naval team surveying the ship found more gas leaking from the ship yesterday, Akanit said. Warning lights on buoys will be installed near the ship to prevent accidents, he said. A source said yesterday that the vessel was drifting towards Cambodian territorial waters. It was about 80 kilometres off Trat's Kood island when it was last inspected yesterday. Akanit said that to blow up the ship would save transport costs and that to permanently sink it would provide a new site for scuba diving. It is necessary to wait until all the LPG has leaked from it to avoid an explosion, the commander said. SEA BEIRUT (Liberia) London, Feb 7 — Reported ro/ro Sea Beirut is to be sold at Dunkirk, by order of court, at public auction, on Mar 1. The auction will commence at 0900 hrs. SUNNY BLOSSOM (Bahamas) London, Feb 8 — Following received from Laurin Maritime, Gothenburg, dated today: Chem.tank Sunny Blossom (11598 gt, built 1986) had an engine-room fire off the Algerian coast around 1745, UTC, Feb 7. The initial efforts to extinguish the fire were successful but re-flashed. The crew evacuated the engine-room. After the engine-room had been evacuated the Chief Engineer activated the fixed Halon system. After the prescribed period of time, the crew re-entered the engine-room and determined the fire to be extinguished. Two crewmembers, regretfully, received minor burns. The Ship Owner and insurer have contracted a large tug to tow the vessel to the south coast of Spain in order to repair the main engine and the fixed fire fighting system. WAEL 4 (Syria) London, Feb 8 — Lloyd's Casualty Representatives in Greece Report : At noon, Feb 7, during the towage of general cargo Wael 4 (1498 gt, built 1967) vessel listed and sank some four-five nautical miles off the coast Tripitis, south-wst of Crete. Wael 4 was being towed to a safe anchorage in order to repair the multiple fractures of her bottom plate sustained when she grounded on the rocky coast of Tripitis on Dec 5. At that time the vessel was caught with 161 illegal immigrants on board. From the sinking no pollution was caused and navigation is not obstructed. The Harbour Master of Chania, Crete is carrying out the pre-investigation. ZAKAT London, Feb 9 — A press report, dated Feb 8, states: A Canadian frigate in the Arabian Sea has boarded and seized a tanker suspected of smuggling Iraqi oil in violation of United Nations sanctions. For three days last week, HMCS Vancouver ( Photo left ) and other patrolling warships played cat-and-mouse with the Africanregistered vessel Zakat (? tank Zakat (3585 gt, built 1973) as the vessel crept along just inside territorial waters near the Iran-Pakistan border. "It was just our turn, I guess, to take him down when he snuck out of territorial waters," Cmdr. Jim Heath, Vancouver"s skipper, said today in a phone interview from the region. "We stood off at a distance and played a waiting game." When the 1,600-tonne tanker eventually nosed out Monday (Feb 4) and Heath judged that he could get to the Zakat before it could regain territorial waters, Vancouver pounced. A boarding party in a rigid inflatable boat, hard to detect on radar, headed for the Zakat, while Heath steered Vancouver in an end run to cut her off from shore. Heath said his helicopter, vessel and boat closed in at about the same time, "and took the vessel down." When the tanker"s engines died, either because of a breakdown or sabotage , and developed a list to port, Heath worried she might sink. He was aware that a US sailor drowned last month after boarding a suspected smuggler that sank without warning. "I had some concerns for the safety of my crew." The Sea King helicopter hovered over the vessel, covering it with a machine-gun, while a six-man party from the inflatable scrambled aboard. They made a quick check of the vessel"s seaworthiness and found the list was deliberate. The crew had pumped bilge water to one side of the vessel to make it look like it was in distress. Once the vessel was secure, 20 more Canadian sailors went aboard and searched the vessel for two and a half days. The search "revealed significant communications equipment, technical facilities, extensive repair equipment and hidden charts and documentation associated with seasoned smuggling operations and a likely smuggling co-ordination role," the navy said in a news release. Vancouver hooked up a line and towed the Zakat to the approaches of the Straits of Hormuz where it was handed over to another coalition vessel."

SHIPYARD NEWS Hatsu Marine launches Hatsu Excel On 5 February 2002, Mitsubishi Heavy Industries launched Hatsu Excel, the third in a series of five 6332TEU E-type container vessels that it is building for Hatsu Marine Ltd, London. Due for delivery in June 2002, she will fly the UK flag. Mrs Tina Yeh, the wife of Mr Slin Yeh, the President of Hatsu Marine Ltd, cut the ceremonial rope sending the ship down the slipway and into the water for the first time. Hatsu was established on 4 January, 2002. By the end of this year, it is planned that Hatsu will be offering shippers a global container service embracing Asia, North America and Europe. Mr Yeh explains "Our five E-type vessels will all be deployed in the transpacific trade linking North America and Asia. Later this year, we will commence services linking Asia and North Europe and North Europe and North America. However, no specific dates have yet been attached to these plans. We intend building up our organisation in a careful and considered manner." Hatsu Excel and her sisterships have an overall length of 300 metres and a beam of 42.8 metres. They are able to carry containers 17-abreast on deck, 15-wide below deck and have a deadweight of 76,000 tonnes on a service draft of 13.5 meters. Each vessel has a single 12-cylinder Mitsubishi Sulzer RTA84C main engine developing 66,120bhp (48,600KW) to provide for a service speed of 25 knots.
ROUTE, PORTS & SERVICES Port of Rotterdam kiest Mercator voor het monitoren van havenverkeer Mercator Software is door Port of Rotterdam geselecteerd om het integratietraject van het WebJonasproject te verzorgen. WebJonas is een centrale webhub waarvan cargadoors over de hele wereld gebruikmaken om hun schepen te registreren in de haven van Rotterdam. Mercator Integration Broker voorziet in EDI-, en in de toekomst ook in XML-integratie zodat gegevens van het Web meteen kunnen doorstromen naar de relevante backend-systemen die zich bezighouden met begeleiding, regulering en veiligheid van de schepen in de haven. De oplossing van Mercator verzorgt o.a. de afhandeling van elektronische aankomstberichten, International Forwarding Transportation of Dangerous Goods Notifications (IFTDGN’ s) en in-/uitklaringen. Deze informatie wordt door Mercator samen met de locatiegegevens van de schepen geïntegreerd in de backend-systemen van de haven. Hierdoor kan de control room precies nagaan wat de schepen doen en de veiligheid in het havengebied waarborgen. Het nieuwe systeem wordt in februari 2002 in gebruik genomen. Peter Hoogenhuijzen, Hoofd Systeemontwikkeling bij Port of Rotterdam, verklaart: "Mercator is een robuuste en flexibele integratieoplossing, hetgeen wordt onderstreept door het feit dat we slechts een klein deel van de functionele mogelijkheden nodig hebben om informatie door te sluizen naar onze verkeerscontrolesystemen. Wij willen Mercator in de toekomst dan ook breder gaan gebruiken, om door middel van de andere functionaliteiten onze voorsprong op de concurrentie te behouden." Met 30.000 schepen per jaar is Rotterdam een van de meest bedrijvige havens in Europa en de wereld.

DAILY SHIPPING NEWSLETTER Mercator De integratieoplossingen van Mercator Software integreren de informatiestromen van bedrijven, partners en hun afnemers zonder dat dit ten koste gaat van reeds gedane investeringen in technologie. Meer dan 7000 bedrijven werken met de software van Mercator, waaronder ruim 1100 klanten in diverse marktsectoren (financiële dienstverlening, gezondheidszorg, nutssector, productie, retail en distributie) die de software bedrijfsbreed inzetten. Port of Rotterdam Port of Rotterdam bestrijkt inclusief industrieterreinen een gebied van ruim 10.500 ha. Dit gebied, dat door de haven zelf wordt beheerd, fungeert als spil voor internationale goederenstromen, herbergt verschillende industrieën en aanbieders van logistieke diensten, en is een centrum voor internationale productienetwerken.
'Haven mist overleg over arbeidsrelaties' Rotterdam - NT - Het ontbreekt de haven van Rotterdam aan een platform waarop werkgevers en werknemers overleggen over arbeidsverhoudingen. Dat is een van de conclusies in het rapport dat J. Dekkers in opdracht van het Gemeentelijk Havenbedrijf Rotterdam (GHR) heeft opgesteld over de arbeidspool SHB. Het concept-rapport werd woensdag bij het GHR besproken maar is nog niet definitief vastgesteld. De definitieve versie wordt waarschijnlijk in de loop van volgende week gepubliceerd. Volgens het onderzoek is een havenpool met een omvang van vijfhonderd mensen levensvatbaar. Dat ligt gelijk aan het aantal waarmee de pool verder gaat na het akkoord dat eind december tussen directie en bonden is gesloten. Een tweede onderzoek, in opdracht van de ondernemingsraad van de SHB, komt ook uit op een dergelijk aantal werknemers. Het Havenbedrijf heeft het onderzoek in laten stellen naar aanleiding van de problemen bij de SHB. De directie daarvan maakte begin november bekend dat het bedrijf in grote problemen was gekomen door een teruglopende markt en dat er 460 mensen van de 960 mensen moesten worden ontslagen. Oproepcontracten Na onderhandelingen met de vakbonden is eruit gekomen dat alle vaste contracten worden ontbonden en omgezet worden in oproepcontracten. Bijna alle werknemers hebben hun nieuwe contract inmiddels ondertekend teruggestuurd. Dekkers constateert in zijn rapport dat de oplossing van problemen zoals bij de SHB wordt bemoeilijkt omdat er op sectorniveau geen platform meer is waarop werkgevers en werknemers de ontwikkelingen in de arbeidsverhoudingen in de haven bespreken. Voorheen was dat er met de havenwerkgeversvereniging SVZ wel. Het huidige Deltalinqs is een belangenvereniging van werkgevers die zich verre houdt van besprekingen over arbeidsvoorwaarden. Ook de Algemene Werkgevers Vereniging Nederland (AWVN) is huiverig voor algemene afspraken met de vakbonden. CAOonderhandelingen worden per bedrijf gevoerd. Per bedrijf In zijn rapport pleit Dekkers niet voor een terugkeer naar de oude situatie waarin werkgevers en bonden sectorbrede cao's afsluiten. "Er zijn goede argumenten om dat per bedrijf te doen," aldus Dekkers. "Maar het zou goed zijn als er een platform komt waarop werkgevers en werknemers belangrijke ontwikkelingen bespreken. Door met elkaar ontwikkelingen te analyseren en visies daarop uit te wisselen, kweek je begrip voor elkaars standpunt." Het gebrek aan een dergelijk platform was de laatste weken voelbaar omdat de bonden tevergeefs probeerden om via de AWVN met de werkgevers afspraken te maken over het in dienst nemen van

DAILY SHIPPING NEWSLETTER overtollige SHB-ers. Pas nadat de bonden dreigden met acties hebben individuele havenwerkgevers, en niet de AWVN, toegezegd hierover te willen praten. Dat overleg is op 19 februari.
Zandbanken voor behoud van Scheveningen Den Haag – Staatssscretaris De Vries wil zandbanken aanleggen voor kustplaatsen als Scheveningen om te voorkomen dat zulke badcentra over vijftig jaar overstromen. Volgend jaar wil ze een onderzoek starten naar deze aanpak. De Vries (verkeer en waterstaat, VVD) kondigde dit gistermiddag aan in het Kurhaus te Scheveningen tijdens een drukbezochte conferentie over de gevolgen van een dreigende zeespiegelstijging. Ze liet ook weten dat het rijk nog dit jaar een diepgaand onderzoek begint naar kustuitbreiding tussen Hoek van Holland en Kijkduin en naar twee andere 'zwakke schakels', de kop van Noord-Holland en de kust van Zeeuws-Vlaanderen. Haar departement gaat deze onderzoeken leiden. Eerdere regionale studieresultaten worden bij het onderzoek betrokken. De conferentie in Scheveningen was gewijd aan de verwachting van deskundigen dat het zeeniveau over vijftig jaar gevaarlijk hoog kan worden, vanwege klimaatveranderingen De Vries schaart zich achter die prognoses. Ze riep op tot een discussie over 'creatieve en vernieuwende' maatregelen. Binnen haar ministerie heeft ze daarvoor een denktank opgericht onder de naam 'Kerend Tij'. De bewindsvrouw wil toekomstig overstromingsgevaar van de Noordzee vooral keren door 'zeewaartse uitbreidingen', in de vorm van nieuwe zandduinen. Dat al eerder geopperde systeem voor de dunne Westlandse kust wil ze nu ook toepassen bij badplaatsen, want ook die lopen risico. Zo is al gewaarschuwd dat het Kurhaus rond 2050 in het water kan komen te staan. De Vries zei gisteren dat ze kiest voor handhaving van de huidige 'afslaglijnen' in de kustplaatsen. Ze wil dit ook vastleggen in een nieuwe wet die ze thans voorbereidt. "Ik kies daarvoor, omdat het huidige risiconiveau maatschappelijk wordt aanvaard". Haar keuze betekent dat zandbanken voor de kustplaatsen moeten worden aangelegd, om de eerste golven op te vangen. Ze noemde die aanpak 'een ware trendbreuk' ten opzichte van tien jaar geleden. Wel moet deze verdedigingsstrategie voor badplaatsen eerst via proefprojecten op uitvoerbaarheid worden onderzocht. Dat gebeurt volgend jaar. Recreatie : De Vries stelde dat de nieuwe zandbanken kansen bieden voor recreatie en toerisme. "Maar we schieten er niet veel mee op als we die zandige zones dan weer gaan volbouwen". De staatsssecretaris noemde de zandbank-oplossing beter dan een echte verschuiving van de kustlijn in de richting van de zee. "Want wie zou nou honderden euro's willen betalen voor een kamer in het Kurhaus, als er geen uitzicht meer is op zee?" De winst voor zandbanken voor de badplaatsen is dat ze landinwaarts, vlak achter de kustlijn, geen veiligheidszone meer hoeven aan te houden. Daar hoeft ook geen bouwstop meer te gelden. Wel moeten bij uitbreiding of vernieuwing van bebouwing technische maatregelen worden getroffen om schade te voorkomen.

DAILY SHIPPING NEWSLETTER Als de bouwers van de Westerscheldetunnel eerder dan 1 juli klaar te zijn, komt nog eens 200.000 euro per maand bij. Zodra de tunnel wordt geopend, legt de provincie de bestaande veerdiensten over de Westerschelde stil. Tussen Vlissingen en Breskens moet dan een fiets-voetveer gaan varen. Het eerste speciale vaartuig hiervoor is pas in het najaar van 2003 klaar; het tweede in het voorjaar van 2004. Dit betekent dat de bestaande veerboten moet blijven doorvaren. De schepen zijn niet op tijd beschikbaar, omdat de voorbereidingen ervoor stagneerden. De provincie kon niet tot overeenstemming komen met rederij Wagenborg. Daarop besloot de provincie zelf schepen te bestellen. Gedeputeerde J. Hennekeij vertelde vrijdag de Statencommissies algemeen bestuur en verkeer en vervoer dat de tijdelijke inzet van de PSD-schepen op basis van een spitsdienst twee ton per maand kost. Dat wil zeggen dat gedurende een deel van de dag een halfuurdienst wordt gevaren. Hennekeij strooide met nog meer cijfers. Het dagelijks provinciebestuur raamt de totale kosten van het fiets-voetveer op 2,8 miljoen euro per jaar. Daarvan wordt verreweg het grootste deel gedekt door een spaarpot van de provincie en door subsidie van het Rijk. Als het basistarief voor een overtocht met het veer op het niveau van een treinkaartje eerste klas komt te liggen (2,20 euro), moet de provincie er jaarlijks nog 600.000 euro bij leggen. Hechten de Staten evenwel aan een basisprijs die, zoals aanvankelijk de bedoeling was, is gekoppeld aan een treinkaartje tweede klas (1,40 euro), dan moet er elk jaar 900.000 gulden bij.
Veerponten bij IJmuiden uit de vaart AMSTERDAM - Het tweede autoveer over het Noordzeekanaal in IJmuiden mag uit de vaart worden genomen. Dat heeft de president van de Haarlemse rechtbank, A. Schotman, gisteren bepaald in een kort geding dat door zes gemeenten langs het Noordzeekanaal tegen de staat was aangespannen. De rechter staat het inperken van de andere veerdiensten over het kanaal voorlopig nog niet toe. Volgens de rechter zal het uit de vaart halen van de autopont in IJmuiden geen capaciteitsproblemen opleveren. Reizigers die dagelijks van het veer gebruikmaken, kunnen zich instellen op langere wachttijden. In 2003 wil minister Tineke Netelenbos (Verkeer en Waterstaat) de autoveren in Velsen en Zaandam vervangen door speciale diensten voor fietsers en voetgangers. Het aantal overtochten wil zij verminderen. Deze laatste maatregelen vindt de rechter onrechtmatig tegenover de gemeenten langs het kanaal, omdat de gevolgen hiervan onduidelijk zijn. De gemeenten, die worden gesteund door Amsterdam en de Amsterdamse kamer van koophandel, verzetten zich al jaren tegen de plannen van de minister. Schotman vindt dat met de belangen van bromfietsers en langzaam verkeer onvoldoende rekening is gehouden. Zo staat niet vast of dit verkeer inderdaad weinig van de veren gebruikmaakt. Ook is onbekend hoe groot de druk zal zijn op het enige autoveer dat in de vaart blijft, dat bij Buitenhuizen. Bovendien vindt de rechter dat de huidige voorzieningen voor calamiteitenbestrijding niet worden gecompenseerd. Ambulance en brandweer maken ook gebruik van de autoveren.

NAVY NEWS Navy's largest warship heads for War on Terrorism flagship role The Royal Navy's largest warship HMS Ocean is setting sail for the Indian Ocean to take over the role of the UK flagship in the war against terrorism. The warship is being deployed to allow HMS Illustrious with the 40 Commando regiment to return home. HMS Ocean has sections of the 45 Commando Royal Marines on board. It will depart from Portsmouth, Hampshire. The ship will remain in position in the Indian Ocean for as long as the navy remains a part of operations in the area to pursue members of the al Qaida terrorist network.
