IPA PROJECTS AT THE FACULTY OF LAW, UNIVERSITY OF PÉCS EUNICOP – SUNICOP – DUNICOP In the framework of the IPA programme, since 2010, Law Faculties of the University of Pécs and J.J. Strossmayer University of Osijek have developed a successful multi-layered cooperation in the field of law. The original idea of the EUNICOP project was to resuscitate the scientific cooperation that used to be more vivid earlier and to promote interpersonal academic dialogue as well as to develop common teaching materials in English. The first year of the cooperation showed an unexpected result: we learnt that there was much greater potential and commitment among the academic and technical staff and leaders of our faculties towards the actual possibilities of collaboration than we might have imagined. This experience led us necessarily to the submission of the second (SUNICOP) and the third (DUNICOP) application, which were selected in the evaluation procedures of competent authorities.

IPA PROJEKTEK A PÉCSI TUDOMÁNYEGYETEM ÁLLAMÉS JOGTUDOMÁNYI KARÁN EUNICOP – SUNICOP – DUNICOP Pécsi Tudományegyetem Állam- és Jogtudományi Kara és az eszéki J.J. Strossmayer Egyetem Jogi Kara 2010 óta sikeres és többrétű együttműködést alakított ki az IPA programok keretében. Az EUNICOP projekt eredetileg a régebbi gazdag szakmai kapcsolatok újjáélesztését, illetve a kutatók és az oktatók közötti személyes – angol nyelvű kutatásban, illetve közös tananyagok kifejlesztésében és oktatásában megnyilvánuló – szakmai párbeszéd elősegítését célozta. Az együttműködés első éve váratlan eredménnyel járt: kiderült, hogy mind az oktatók, a kutatók és a technikai személyzet, mind a kari vezetők sokkal nagyobb elkötelezettséget mutattak a közös munka lehetőségei iránt, mint azt korábban képzeltük. Ez a tapasztalat szükségszerűen vezetett el minket a második (SUNICOP) és a harmadik (DUNICOP) pályázat beadására, amelyet végül az illetékes szervek támogatásra érdemesként kiválasztottak.

As for teaching activities, we have established common ground for offering new courses in English on cross-border, European and regional studies at both faculties. In these courses teaching is conducted by Croatian and Hungarian lecturers who have taken the opportunity to work together on the development of teaching materials; students are recruited from both faculties which means that even Erasmus students could take advantage of the projects. In the SUNICOP project, besides autumn and spring courses, we even organized a one-week cross-border type summer school. In the summer school several teaching activities were conducted as field trips according to the topic of the course. Thus in Pécs students could visit the regional appeal court and correctional facilities for juveniles and learn more about the use of EU funds for development in the surrounding towns. Osijek and Kopački Rit were visited during the one day field trip in Croatia, where environmental and human rights issues were the focal points.

Az oktatási tevékenység körében közös alapot teremtettünk arra, hogy mindkét kar határon átnyúló, európai és regionális témakörökből tudjon a hallgatóknak angol nyelven meghirdetett és oktatott kurzusokat kínálni. A szemináriumokon azok a horvát és magyar oktatók tanítanak, akik megragadták a projekt által kínált lehetőséget, és közös tananyagot dolgoztak ki. A hallgatók mindkét jogi karról kerültek kiválasztásra, ami egyben azt is jelenti, hogy Erasmus hallgatók is részt vehettek a kurzusokon. A SUNICOP projektben – túl az őszi és a tavaszi szemináriumokon – egyhetes, határon átnyúló jellegű nyári egyetemet is szerveztünk, ahol a különböző oktatási tevékenységek a kurzusok témakörei szerinti szakmai kirándulásokon valósultak meg. Ennek megfelelően Pécsett a hallgatók meglátogathatták a bíróságot és a fiatalkorúak börtönét, és megismerkedhettek az EU fejlesztési támogatások környező települések általi felhasználásával. Az egynapos kiránduláson Eszékre és a Kopački Ritre látogattak el, ahol környezetvédelmi és emberi jogi problematikákra koncentráltak. Mindezekkel az eseményekkel mind a hallgatók, mind az oktatók számára sikerrel teremtettük inspiráló nemzetközi környezetet. Az is fontos szempont volt a pályázatokban, hogy a projekt gazdájaként a Pécsi Tudományegyetem megoszthassa a jó tapasztalatait a pályázás, a pályázatmenedzsment és a minőségirányítás területein. Éppen emiatt folyamatos törekvésünk, hogy olyan workshopokat szervezzünk, ahol meg lehet vitatni a határon átnyúló és uniós pályázatok szervezését és menedzselését a pályázatírástól kezdve egészen a jelentéstételig. Megértettük a partner egyetem azon kívánságát, hogy többet tudjon meg az intézményi és kari szinten zajló minőségirányításról, ezért a DUNICOP projektben kerekasztal-beszélgetéseket szervezünk annak érdekében, hogy a tapasztalatainkat és a jó gyakorlatainkat megoszthassuk egymással. By these events we have successfully created an inspiring international environment for both students and lecturers. It has also been important that the University of Pécs, as the Lead Beneficiary of the projects, can share best practices on tendering and project management and quality management issues. That is why organizing workshops for discussing cross-border and European calls and management of selected projects from the application phase to the submission of final reports is a continuous effort. We have also understood the demand and request of the partner university to learn more about the actual operation of quality management at institutional and faculty level; therefore, in the DUNICOP project, we are organizing roundtable discussions where we can share our experiences and good practices. The managers of these projects are grateful for the IPA programme that has provided with the framework of cooperation and the Deans of the faculties, who have never doubted the success and by their continuous encouragement they have never stopped supporting us. We also thank our fellow researchers and lecturers for their never-ending enthusiasm and highly professional contributions. Students are mentioned last, but this fact does not mean that they have contributed to our projects just peripherally, as they were the target group of our curricula and teaching development activities. Key activities of the projects can be summarized as follows.
International conferences organized as results of research activities During the E/S/DUNICOP projects, four international conferences are organized and papers presented at these events are published in printed and electronic form. All of them are available on the website. The first conference ‘Cross-border and EU legal issues Hungary–Croatia’ was organized by and held at the Faculty of Law in Pécs on 16-18 September 2010. The second conference was entitled ‘Contemporary legal challenges: EU – Hungary – Croatia’ and held in Osijek on 1618 February 2012. Within the DUNICOP project two international conferences are organized. ‘Law – Regions – Development; Legal implications of local and regional development’ (14-15 June 2013, Pécs) offers the possibility for researchers from the Osijek and Pécs law faculties to present their research results, whereas the other one, entitled ‘Aspects of local and regional development’ (4-5 October 2013, Osijek) invites doctorate students to summarize their researches on regional development issues by presenting papers or posters. Conference papers were edited in books in English, Hungarian and Croatian. Books are available on the project website; printed versions of books in English and Croatian can be asked from the editors.

A hallgatókat említjük utoljára, de ez nem azt jelenti, hogy ők a projekteknek pusztán periférikus résztvevői, mivel a tananyagfejlesztési és oktatási tevékenységeknek éppen ők voltak a célcsoportjai. A kutatási tevékenység eredményeként szervezett nemzetközi konferenciák Az E/S/DUNICOP projektek során négy nemzetközi konferenciát szerveztük/szervezünk, és az előadások szerkesztett változatait elektronikus és nyomtatott formában is közzétesszük. Ezek mindegyike megtalálható a honlapon. Az első konferencia ‘Cross-border and EU legal issues Hungary–Croatia’ címmel került megszervezésre Pécsen 2010. szeptember 16-18-a között. A második konferencia címe ‘Contemporary legal challenges: EU – Hungary – Croatia’ volt, és eszéki helyszínnel rendeztük meg 2012. február 16-18-án. A DUNICOP projekt keretén belül két nemzetközi konferencián tudják a kutatók előadni az kutatási eredményeiket. A ‘Law – Regions – Development; Legal implications of local and regional development’ (2013. június 14-15, Pécs) a két jogi kar kutatóinak ad erre lehetőséget, míg az ‘Aspects of local and regional development’ (2013. október 4-5, Eszék) című konferencia a doktorandusz hallgatóknak nyújt fórumot arra, hogy a regionális fejlesztések témában mutassák be a kutatásuk eredményeit és a témában elkészített plakátjaikat. Az eddig megrendezésre került konferenciák előadásainak szerkesztett változatát angol, magyar és horvát nyelven adtuk ki. Courses offered in English as results of curricula development and teaching activity As a result of curricula development during the three project period, several new courses in English have been developed as a result of joint efforts made by lecturers from Pécs and Osijek. Angolul kínált kurzusok mint a tananyagfejlesztés és az oktatási tevékenységek eredményei A három projekt időtartama alatt végzett tananyagfejlesztési tevékenység eredményeként számos új angol nyelvű kurzus jelent meg a jogi karok oktatási portfóliójában a pécsi és az eszéki oktatók erőfeszítéseinek köszönhetően. A hallgatók a PTE ÁJK-án abban a félévben vehetik fel ezeket a szemináriumokat, amelyben azok meghirdetésre kerülnek.
EUNICOP courses / EUNICOP kurzusok Tímea Drinóczi – Nóra Chronowski: Comparative EU constitutionalism (2010) The course has two main parts. The first part deals with European constitutional law, including human rights protection, questions of sovereignty and the division of powers, and implications of the membership on member states’ constitutional order. This latter topic is a link with the second part discussing comparative governance in the Central and Eastern European region. It covers issues such as constitutional principles, main constitutional organs and constitutional judiciary. Zvonimír Lauc – Branislav Malagurski – Péter Tilk: Sharing knowledge on particular cross-border issues: regional level of governance and euroregions I and II (2010) The course gives a general introduction to international law and regional territorial units cross-border cooperation and focuses on NUTS II and III in Croatia as well as the implementation of regional and local governance in Croatia. The system and legal framework of local governments as well as questions of regionalism in Hungary are also covered by the course. As a supportive component, current cross-border and international programmes to support cooperation of regional territorial units are dealt with. Students are asked to make their own conclusion on the differences as similarities of relevant regulatory frameworks. Tímea Drinóczi – Anita Blagojević: Comparative constitutional law: Hungary – Croatia (2010 and 2011) During the course students get an insight into constitutional developments in Hungary and Croatia and get acquainted with the similarities and differences of the Hungarian and Croatian governmental systems and state organs, basic principles influencing governmental systems, legislation and constitution making processes, governments and governmental activity, elections and safeguarding the constitutions.
Tímea Drinóczi – Anita Blagojević: Comparative governmental systems of Central and Eastern European States (2011) In the course basic values and governmental systems, form of state, form of government are dealt with that is followed by the discussion of similarities and differences of governmental systems of selected states in Central and Eastern Europe: Russia, Czech Republic, Poland, Slovakia, Slovenia, Serbia and Romania. Students are requested to make their own internet based research on the electoral system of the chosen states. Nóra Chronowski: European constitutional law (2011) The course deals with European constitutional law, including human rights protection, questions of sovereignty and the division of powers as well as implications of the membership on member states’ constitutional order. Lilla Király– Mirela Župan – Paula Stojčević – Zoltán Nemessányi – Gergely Czoboly: International and European civil procedure (2012) The course ‘International and European civil procedure’ intends to give an overview of some elements of international civil procedure, European civil procedure in family matters (Brussels II regulation; Regulation nr. 4/009), European civil procedure in civil and commercial matters (Brussels I regulation), legal aid and service of documents, collecting of evidence, and European enforcement order. SUNICOP courses / SUNICOP kurzusok Erika Kovács – Mario Vinković: European Labour Law (2012) After an introduction to EU Labour Law and EU Social Policy, the principle and necessity of equal treatment as well as protection of young workers, motherhood and parental leave are discussed. For a better understanding students will be informed about regulation of working time, transfer of undertakings, free movement and related rights of workers, posting of workers as well as Rome I Regulation. Teaching material: Erika Kovács – Mario Vinković: European Labour Law, Textbook, 2012 Zsuzsanna Horváth – Adrienne Komanovics – Dunja Duić – Tunjica Petrašević: EU Law – Institutions of the European Union (2012) The content of the course follows a logic that after introducing the institutional (and legal) system of the European Union and historical development (from Rome to Lisbon) each organ (European Parliament, European Commission, Council of Ministers, European Council, other institutions and bodies, European Court of Justice) is discussed with students. Due to its importance special emphasis is given to the role of the ECJ in the development of EU law as well as the external relations of the European Union. Teaching material: Zs Horváth – A Komanovics – D Duić – T Petrašević: Institutional System of the European Union, Coursebook, 2012 Dubravka Aksamović – Zvonimir Jelinić – Kecskés András: International business law (2012) In last few decades, trade and commerce have faced significant internationalization. The process of globalization and Europeanization additionally raised the need for international business law. There is a present and significant effort in creating a body of supranational rules with the main purpose of simplifying international trade. This process of internationalization of business law can be traced on European and international level. The course will deal with the most recent developments of European and International law as well with its relation to the most common principles of business law in general. Tímea Drinóczi – Adrienne Komanovics – Nives Mazur-Kumrić – Anita Blagojević: Human rights protection at international, supranational and national level (2012) Human rights protection is a complex system including national, supranational and international protection interacting regimes. It is even truer by the coming into force of the Charter of Fundamental Rights of the EU as well as the intention of the EU to join the European Convention on Human Rights. It is important for student to be aware
of the national (Hungarian and Croatian) human rights procedures in order to apply for the supranational and international bodies. Teaching materials: Adrienne Komanovics – Nives Mazur-Kumrić: Human rights protection at European and universal level; Nóra Chronowski – Tímea Drinóczi – Miklós Kocsis – Judit Zeller: Human rights protection in the EU; Miklós Kocsis– Tímea Drinóczi: Constitutional procedure law concerning human rights’ protection in Hungary (2012) István László Gál – Igor Bojanić – Igor Vuletić: European criminal law (2012) The course enhances to the judicial cooperation in criminal matters in the EU. Judicial cooperation in criminal matters is based on the principle of mutual recognition of judgments and judicial decisions by Member States. It involves the approximation of related national laws and the application of common minimum rules. The minimum rules mainly relate to the admissibility of evidence and the rights of crime victims as well as of individuals in criminal procedures. Zsuzsanna Horváth – Attila Pánovics – Rajko Odobaša – Jelena Legčević: Environmental Protection in the European Union (2012) Environmental policy and law is a relatively new area of the EU integration; due to its extremely dynamic development, now it plays a central role. The aim of the course is to give an insight into the establishment and development of the EU environmental policy and law, their objectives, principles, and areas for action; as well as, into the means that are at our disposal and the future possibilities to reconcile economic, social and environmental development. Issues on the right to a clean environment, the EU energy and climate change policy, and the role of the ECJ and national courts in the development and implementation of EU environmental law will be discussed. Zvonimir Lauc – Branislav Malagurski – Attila Pánovics: Regional and sustainable development (2012) Regional and sustainable development is of high importance in our globalized world. Regions and regionalization and the related European process are dealt with during the course and special emphasis is given to international aspects of regional development, with special regard to EU funded cross-border and international programmes; and toolkits for using international funds. As for Hungary, experiences of the Second National Development Plan (New Széchenyi Plan) and the Activities of the South-Transdanubian Regional Development Agency are presented as well.
DUNICOP courses / DUNICOP kurzusok Tímea Drinóczi – Anita Blagojević: Legislative quality of laws on regional and local development (2013) The course ‘Legislative quality of laws on regional and local development’ gives a deeper overview of quality legislation issues and offers an insight into the best practices and approaches, measures, methods applied in Hungary and Croatia. Having been acquainted with theoretical knowledge, students are invited to form groups and evaluate, criticize and correct the laws governing regional and local development. Zsuzsanna Peres – Josip Vrbošić – Jelena Roškar – Višnja Lachner: Centre and regions, partnership and co-existence – the history of the constitutional relations between Hungary and Croatia with respect to their local regional administration (2013) The course provides a deeper overview of the historical relation of the two countries and offers an insight into more than 800 years long co-existence, common legislation, laws and local administration in Hungary and Croatia. Having been acquainted with the theoretical knowledge, students are invited to form groups and hold presentations about the main persons characterizing the common history of the two countries.
Mirela Župan – László Kecskés – Kolos Kovács – Paula Poretti: Compensation for regional environmental damages (2013) The course on ‘Compensation in regional environmental damages’ offers a deeper insight into legal mechanisms available in cases of regional cross border environmental damage. The course is based on EU and Hungarian and Croatian national legislation in the field of international civil procedure and choice of law in tort cases related to environment. Erika Kovács – Mario Vinković – Zoltán Bankó: Cross-border mobility of workers (2013) The course ‘Cross-border mobility of workers’, including regional migration of workers, aims to give students an understanding of the impact of cross-border mobility on the achievement of goals of the revised Lisbon Strategy and implementation of the European Employment Strategy. Worker mobility has been identified as a key factor to stimulate growth and employment in Europe. Globalization and economic restructuring have led to the identification of new crossborder imbalances in specific sectors of activity. The course is created not only with the aim to give students a specific level of knowledge about the topic, but also try to give the answer refeming to the impact of cross-border mobility of workers on local and regional development. Teaching materials: E Kovács – M Vinković – Zoltán Bankó, Handbook on cross-border mobility of workers (2013) Igor Bojanić – Igor Vuletić – István László Gál – László Kőhalmi: Criminal law protection of environment in Hungary and Croatia (2013) The course ‘Criminal law protection of environment in Hungary and Croatia’ gives deeper overview of criminal law legislation on environmental protection in Hungary and Croatia. During this course students will learn about basic principles on environmental protection in criminal codes of these two countries. They will form groups in which they will discuss subject-oriented practical cases.
Workshops on project management In order to change the best practice on EU project management two workshops were organized in EUNICOP and SUNICOP projects. Within the EUNICOP project, the Partners exchanged experience on previously managed EU projects introducing them to each other’s staff. In SUNICOP project, the topics were more focused. Participants of the workshop discussed the importance of international projects in the life of their institutions and their positive effects on international relations, marketing, development of academic and personal contacts and in widening their students’ perspectives. The Jean Monnet Programme – which is of vital interest to higher education during the accession period – was introduced in a detailed manner both from academic and technical aspects. As from 2013 Croatia will be a member of the EU, a lot of new possibilities open for them to apply for EU grants. These new calls for proposals are introduced in DUNICOP project through successfully managed projects of various types. The possibility and interest for future common applications in various fields of law will also be discussed. As a result of these workshops, the Faculty of Law in Osijek successfully introduced the Erasmus programme, was successful in applying for Jean Monnet Module grant and took part in several other applications with the University of Pécs.

Az EUNICOP project során a partnerek bemutatták a korábbi uniós projektjeiket, és megvitatták a menedzsmenttel kapcsolatos tapasztalataikat.A SUNICOP projekt esetében a workshopok meghatározott témák köré szerveződtek. A résztvevők a nemzetközi projektek fontosságáról beszéltek, és azok hatásait említették, amelyek pozitívan befolyásolták az intézményi nemzetközi kapcsolatokat, a marketing tevékenységet, a szakmai és személyes kapcsolatokat, illetve a hallgatók szemléletmódjának változását. A Jean Monnet Programme-ról – amely a csatlakozási periódusban alapvető fontosságú a felsőoktatási intézmény számára – a partner egyetem részletes szakmai és technikai tájékoztatást kapott. Mivel Horvátország 2013-ban az EU tagjává válik, számos új pályázati lehetőség lesz elérhetővé számára. Ezekkel az új pályázati lehetőségekkel ismertetjük meg a partner intézményt a DUNICOP projektben úgy, hogy különböző típusú, már sikeresen lebonyolított projekteket mutatunk be. A jövőbeli együttműködés lehetőségei ugyancsak megvitatásra kerülnek. Az említett workshopok eredményeiként az J.J. Strossmayer Egyetem Jogi Kara sikeresen elindította az Erasmus programot, eredményesen pályázik Jean Monnet Module támogatásra, és vesz részt számos pályázatban a Pécsi Tudományegyetemmel együtt.
Roundtables on quality management A discussion of regulatory frameworks of quality management in Hungary and Croatia, introduction and operation of systems at institutional and faculty level is a new activity of the DUNICOP project. We envisage deepening our knowledge and share good practices we may use for the implementation and development of our systems.

Added values As a result of the common work of the law faculties of the University of Pécs and J.J. Strossmayer University Osijek, new perspectives were opened in numerous fields. Researchers invite each other to international conferences ensuring publication possibilities for each other. Common research work continues also outside the IPA projects. New successful projects were implemented based on the acquried experiences and exiting needs. There are new project proposals for Erasmus Mundus 2013 call under submission widening international relations of both universities. The bilateral agreement between the Faculties resulted in introducing full Erasmus mobility and the Croatian Partner started to host Erasmus students from other European countries. Croatian students have made friends with Hungarian ones and got acquainted with the Hungarian higher education system, the University of Pécs and its offers for learning and research. They have become more familiar with the town and the region. After graduation in Osijek one of the students performed internship in the Project Office of the Faculty of Law in Pécs, and another one gained scholarship from Visegrád Fund for PhD studies in Pécs. Administrative staff of the faculties also benefited from the cooperation. A lot of administrative and organizational issues, such as organization of mobility, credit transfer, integration of foreign language courses into the curriculum and possible joint degrees are discussed continuously by persons in charge. Thus sustainability and capitalization of project results seems to be greatly ensured for a long time.

A kutatók, elismerve egymás szakmai kvalitásait, nemzetközi konferenciákra hívják egymást, és így alkalmat adnak a kutatási eredmények publikálására is. A közös munka folytatódik az IPA projekteken kívül is; a tapasztalatokra és az igényekre alpozva több új sikeres projekt indult el. Új pályázat van benyújtás alatt az Erasmus Mundus 2013 kiírásra, amely célja mindkét egyetem nemzetközi kapcsolatainak a bővítése. A jogi karok közötti bilaterális egyezmény az Erasmus mobilitás megindítását eredményezte, és az eszéki egyetem több Erasmus hallgatónak ad lehetőséget a horvátországi tanulásra. A horvát hallgatók megismerkedhettek a magyar hallgatókkal és a magyar felsőoktatási rendszerrel, illetve azzal a kínálattal, amit a Pécsi Tudományegyetem ajánl az oktatás és kutatás területén. Az eszéki diploma megszerzése után egy horvát hallgató szakmai gyakorlaton vett részt a PTE ÁJK Pályázati Irodájában, egy másik pedig a Visegrád Fund támogatásával folytat Pécsen doktori tanulmányokat. A karok adminisztratív alkalmazottjai is sokat profitáltak az együttműködésből. Számos adminisztratív és szervezési kérdés megvitatásra és megoldásra került, különösen a mobilitás szervezése, a kreditek elismerése, az idegen nyelvű tárgyaknak a képzési struktúrába való integrálása, illetve közös képzések kidolgozásának a lehetősége. Így a projektek eredményeink a fenntarthatósága és a hasznosítása nagymértékben és hosszú távon biztosítottnak tűnik.
DUNICOP Launching the DUNICOP project (HUHR/1101/2.2.1/0005) was motivated by the successes of the EUNICOP and the SUNICOP project. It continues the intensive co-operation between the Universities of Osijek and Pécs in the field of law that was initiated by the EUNICOP and strengthened further by the SUNICOP project. DUNICOP is a common research and curricula development project that includes joint training on tendering as well as quality management. Research activity is now open also to post-graduate researchers. DUNICOP is co-financed and supported by the European Union through the Hungary-Croatia IPA Cross-border Co-operation Program and the two participating law faculties. The Lead Beneficiary is the University of Pécs, Faculty of Law, the Partner is Josip Juraj Strossmayer University, Faculty of Law, Osijek. For project activities a total budget of 223 196,66 € (HU a sum of 120 366,66 €, HR an amount of 102 830 €) was approved for the duration of 12 months (1 February 2013 – 31 January 2014). The project has more divergent and interrelated scopes which can strengthen the effect of one another. Among these the following can be mentioned: creating joint regional research in the field of law, sharing knowledge in specific regional development, cross-border and environmental issues, enhancing cooperative teaching activities and curricula development, exchanging good practice in tendering and project management as well as quality management, promoting joint results. These scopes are achieved through different activities: informal meetings of researchers and lecturers, common courses with the participation of Croatian and Hungarian and Erasmus students, common research of Croatian and Hungarian researchers, individual research activity conducted by post-graduates, a conference where the knowledge gained can be shared, publication of the research results and discussions of the conference in three books in Croatian, Hungarian and English.

DUNICOP teaching activity Spring courses, 10-13 April 2013, Pécs Tímea Drinóczi – Anita Blagojević: Legislative quality of laws on regional and local development The course ‘Legislative quality of laws on regional and local development’ gives a deeper overview of quality legislation issues and offers an insight into the best practices and approaches, measures, methods applied in Hungary and Croatia. Having been acquainted with theoretical knowledge, students are invited to form groups and evaluate and criticize and correct the laws governing regional and local development. Topic 1 Defining quality legislation. Documentaries Topic 2 Evolution of better policy in the EU, Hungary and Croatia Topic 3 The use of ICT in legislative processes in the EU, Hungary and Croatia Topic 4 Impact assessment in the EU, Hungary and Croatia Topic 5 Consultation in the EU, Hungary and Croatia Topic 6 Quality drafting in the EU, Hungary and Croatia Topic 7 Quality draft in the EU, Hungary and Croatia Topic 8-9 Work in groups: research Topic 10-13 Work in groups: presentations of results Guideline for work in groups: selected laws (EU, Hungary, Croatia) on regional and local development have to be analyzed using the perspective of quality legislation, that is whether the piece of legislation has been properly consulted, evaluated, adopted, published, drafted, formulated, in terms of language, structure etc. in accordance to the principles and rules applicable; examining the possible legal remedies applicable if there are any failure or shortage; making proposals on the possible legislative actions aiming the correction of the laws.
Zsuzsanna Peres – Josip Vrbosić – Jelena Roskar – Višnja Lachner: Centre and regions, partnership and co-existence – the history of the constitutional relations between Hungary and Croatia with respect to their local regional administration The Hungarian Kingdom and Croatia had a more than 800 years long common historical relation before the compromise of 1868 that sometimes weakened, sometimes strengthened but later created the basis of the Hungarian-Croatian Compromise of 1868. The common history of these two states whose different interpretation even led to the provisory separation of them in 1848 started at the end of the 11th century, at the reigning time of King Ladislaus the Saint. The historical questions related to the birth of the stately alliance of these two countries became subject of daily political propaganda among the nationalistic movements of the 19 th century. The course of legal history, in general, should provide students an understanding of Croatian and Hungarian legal system and legal culture as a separate part of the corresponding processes in Europe. Autumn courses, 6-8 November 2013, Osijek Mirela Župan – László Kecskés – Kolos Kovács – Paula Poretti: Compensation for regional environmental damages The course on ‘Compensation for regional environmental damages’ offers a deeper insight into legal mechanisms available in cases of regional cross-border environmental damage. The course is based on EU and HU – CRO national legislation in the field of international civil procedure and choice of law in tort cases related to environment. the revised Lisbon Strategy and implementation of the European Employment Strategy. Labour mobility, migration and commuting have not been enough a subject of traditional socio-legal and economic theory and teaching. Free movement of labour constitutes one of the central principles of the EU and is an important component of the single market and a core element of regional development in terms of employment. Worker mobility has been identified as a key factor to stimulate growth and employment in Europe. Globalisation and economic restructuring have led to the identification of new cross-border imbalances in specific sectors of activity. The course is created not only with the aim to the students a specific level of knowledge about the topic, but also try to give the referring to the impact of cross-border mobility of workers on local and regional development. Igor Bojanić – Igor Vuletić – István László Gál – László Kőhalmi: Criminal law protection of environment in Hungary and Croatia The course ‘Criminal law protection of environment in Hungary and Croatia’ gives adeeper overview of criminal law legislation on environmental protection in Hungary and Croatia. During this course students will learn about basic principles on environmental protection in criminal codes of these two countries. They will form groups in which they will discuss practical cases connected to this subject.
