Additional information
ln a letter of 1B February the NVAO requested additional information from the institution about the work-study variant of the programme. Although the visitation schedule in the Certiked report showed that the panel had assessed the work-study variant, the report did not contain any findings and grounds relating to the work-study variant. On 16 and 17 March 2010, some of the panel members visited the programme and one of the workplaces where two students of the work-study programme were employed. The NVAO received the additional assessment on 1 April201O and included it in the formation of its assessment.

Findings Programme obiectives The panel arrives at the following findings and grounds, The programme has geared its exit qualifications to the professional Logistics Management profile which the National Logistics Platform established in 2007. ln addition, the programme uses the competency profile of the Bachelor of Business Adminisiratioh. fnis profile contains six profession-based competencies and two general competencies. The programme has put these competencies into operation in the context of Logistics Management. The programme added a third, integrated logistics management competency. The exit qualifications are coordinated with similar programmes and have been approved by the Councilfor Higher Professional 'eOucation. Lastly, in 2008, the programme added the Body of Knowledge and Skills for the domain Business Administration. The programme uSeS the same exit qualifications for the work-study variant of the programme which started in February 2009.
The report contains a qualitative description of the connection between the exit qualifications of the programme and the Dublin descriptors. For instance, the descriptor knowledge and understanding can be found in the six profession-based competencies of the Bachelor of Business Administration. The descriptor making judgments is expressed in the element of consideration visible in each of the domain -competencies and in the logistics management competency. The programme has competencies for communication skills and learning skills. The separate established panel finds that the Dublin descriptors are fully present in a balanced manner in the exit qualifications.
The professional profile describes severalfields in which graduates will be employed. These are for example purchasing, storage, stock control, production, handling, distribution, transport, supply chain management and demand chain management. ln addition, the graduates have a view of the legal, business economic and management, commercial and information and communication technological aspects of theie fields. The graduates will enter these job fields at a starters' level. After a few years of having worked in professional practice, management positions will be within reach.
The NVAO establishes that the review panel report soundly and recognizably substantiates the grounds on which Certiked considered this theme positive. The NVAO therefore assesses the theme'programme objectives' as satisfactory. Curriculum
The panel arrives at the following findings and grounds. Orientation to the professionalfield is given shape in the so-called 2 + 2 model, in which students gain knowledge of the professional field in the first two years and in the last two years gain experience themselves in professional practice.
Accreditation Organization of the Netherlands and Flanders
Page 3 of 10
The programme has an Advisory Council in which representatives of the professional
field advise the programme on the curriculum and its relevance. Besides orientation to professional practice, the programme also pays atiention to doing research. To prepare for the specializing minor, the students take a course in the setup and methods of research, among other things. ln addition, they conduct logistical research in the second year. The panel has seen the literature list and establishes that the programme uses literature recognized in the professionalfield. -1fre contents of the work-study curriculum are largely the same as the contents of the fulltime curriculum. Examples of themes that are handled are purchasing logistics management, production logistics management, supply chain management and logisti-al research. The themes are incorporated in module assignments that are done in groups of three or four students. ln the third and fourth years, just as the fulltime students, the students take a minor" The fourth-year is concluded by a final project. The biggest difference from the fulltime curriculum is that the work-study curriculum does not include a second language. This component will eventually be removed from the fulltime programme as well. ln a table, the programme has linked the exit qualifications to the curriculum components. The panel has seen the table and establishes that the curriculum gives the students sufficient opportunity to achieve the exit qualifications. ln the descriptions of professions, the competencies put into operation and the level specifications are included as a guide to the educationalcontent, The progrimme recently conducted a study to clarify the relationship between the exit qualifications and the content of the curriculum and to find out if exit qualifications were missing or underrepresented in the programme. Some improvements were made to the curriculum as a result of this study. The current curriculum consists of four years of study, each with four teaching periods of 15 EC each. There are four themes each year between 6 and 8 EC. ln addition, during the first two years the students take general courses. ln the third and fourth years, the students take two minors (a ipecializing and a broadening minor) of 30 EC each. The specializing minor is fixed. For the broldening minor, students can choose from among several minors. Students can also take a minor abroad. Work-study students, just as fulltime students, take a minor in the third and fourth years. The fourth-year is concluded by a final project. The curriculum is composed on the basis of four different learning tracks. Certain courses belong to each learning track. For example the knowledge courses are part of the conceptuai leaning track. The learning tracks provide for the vertical coherence of the curriculum. The horizontal cohesion of the curriculum is created by the central place of the theme during each block. The themes are increasingly complex and deal iirst with the organization and later with the organization chain as the subject of study. The work-study programme consists of a theoretical component, skills component, module assignments and a competency development component. These components are offered to the students in a coherent manner by the overarching theme' The workplace component of the curriculum consists of doing the module assignments, competency development and knowledge development at the company. This componenf is coordinated with learning at the university during the contact days and the Olgitat contact times. The lecturers provide for the development of the students' competencies during the contact days and, in addition, the lecturers and company mentors contact one another regularly, but in any case twice a year, about the students' development of competencies.
Accreditation Organization of the Netherlands and Flanders
Page 4 of 10
The curriculum coordinator monitors the performance of module assignments and sees to it that they are handed in on time. Lastly, training in skills is coordinated with the development of competencies in the workplace curriculum. The panel has heard from the work-study students that they experience the coherence between the workplace and university components as logical and enhancing of each other. Based on this and other findings, the panel agrees with the students without hesitation.
The programme has divided the study load evenly across the semesters. The students have 12 contact hours on average per week, during which the supporting courses are dealt with in the form of, for example lectures and tutorials. ln addition, students work in groups on specific theme or minor assignments, for which meetings are scheduled' fne two minors are 30 EC each; the themes are 6 to B EC per teaching period. The programme employs study career counsellors to monitor study progress. ln addition, iheiutors monitor students in their work for the themes. The programme is smallscale, which enables lecturers to be easily approachable by students. During industrial
placement and graduation, the programme also provides for good supervision. Lecturers have ielephone contact with students and the company mentors at various times and, if the travel distance allows for this, they visit the industrial placement and graduation address. The work-study students have a day off once a week to spend on their studies. One week this is a contact day during which mainly knowledge and understanding are conveyed. On this day, they also discuss their personaldevelopment plan and the portfolio in which they set out which developments they have undergone. The other week, the students have contact with the lecturers via the electronic learning environment Blackboard. Per module, the students have two skills trainings of one day each. According to the students' statements, the number of contact hours is 6 hours a week on average. The total, realistic study load is 300 hours per ten weeks.
The programme admits students with at least a senior general secondary education or senior secondary vocational education diploma, level 4. Students with a deficiency in Economics and Management are also admitted, but in that case after an intake procedure. During this intake, students are tested for their knowledge of a reader they are given prior tolhe interview. The special aspect of the programme is that of the 30 studEnts who enrol in the Dutch curriculum annually, 1/3 of them come from Germany. The German students who want to study at the Dutch programme are first given an intensive course in Dutch. The programme also has a curriculum taught in English. Each year, 30 students also apply for this curriculum. Of these, 1/3 also come from Germiny. The rest come from other parts of the world, mainly Asia' The programme tests the motivation of these students in a telephone conversation and presents the diplomas of these students to Nuffic for verification. ln addition, the students must have a sufficient command of English. The panel finds that the programme's admissions policy is responsible and appreciates the efforts the programme has made to accommodate the great diversity in enrolment. Students of the work-study programme have obtained an exemption on the basis of APL from a large part of the first theme of the first year and exemption for industrial placement. Although the programme does not require the students to have work experience, it is evident from the additional information that the students have usually worked at a company already for years. The panel establishes that the APL procedure is applied correctly and its implementation has brought about the right effect.
Accreditation Organization of the Netherlands and Flanders
Page 5 of 10
The curriculum comprises 240 ECs and therefore meets the statuiory requirements for a Bachelor's programme.
The programme uses a teaching concept called 'Problem-Based Learning-Blended'. This'meins that the students work in a self-directed manner within the themes on assignment components. By adding 'Blended' to the more familiar approach called 'pro6lem-Based Learning', ine programme wants to make clear that the acquisition of knowledge in a meaningiul and authentic context is supplemented by paying attention to the acquisition of knowledge in itself in lectures and tutorials. ln the later years, the students apply the teaching concept in actual practice situations. The curriculum is also subdiviOeO into different learning tracks. The panel considers the learning tracks well recognisable and effective. ln addition, the panel is of the op_inion that justice is done to the integration of the learning tracks during the themes. The learning tracks in the work-study frogramme can also be clearly recognized in the separate study components.
The panel considers the level and structure of the testing appropriate. The programme set out the testing policy in a document from 2007. ln this document, the emphasis is placed on differenttest forms that are needed to test different aspects of the competencies in a correct and responsible manner. For instance, knowledge courses are tested by way of written examinations. Career counselling is tested in the portfolio. This includes refiection reports by the students, but also documentary evidence of the mastery of competencies. ln the theme groups, students create a professional product. and give a presentation on it most of the time. Peer review is part of the assessment of this jroup work. Tutors and subject lecturers determine the marks jointly. The panel seeJpossibilities for improvement on the issue of the transparency of the assessment and the expertise of the lecturers. lt argues in addition for a more robust guarantee of involvement of the business community in assessing the final project, among other things. These are points for attention but they do not affect the panel's positive impiession of the iesting and assessment. The knowledge tests for the work-study programme are the same aS the knowledge tests of the fulltime programme T,he *oii.ing out of module assignments is assessed, for example for application of the knowle-dge and understanding gained in the relevant period' The development of competencies is assessed on the basis of half-yearly tripartite discussions between the lecturer, company mentor and student. The lecturer has final responsibility for the assessment.
The NVAO establishes that it is soundly and recognisably substantiated in the review report on what grounds Certiked considered this theme positive' The NVAO therefore assesses the theme'curriculum'as satisfactory. Deployment of staff The panel arrives at the following findings and grounds. The panel talked to the lecturers and inspected the CVs of lecturers. The lecturers have relevant experience in professional practice. ln addition, the programme also uses guest lectuiers who link their teaching to their experience in professional practi6e. Lastly, some lecturers perform work for the Knowledge Campus Emmen.

This Campus iS associated with the University and is active, among other things, in (commercial) consulting. The panel establishes that the lecturers know the developments in professional practice and interweave it with their teaching.
The programme is part of the Management & Economics unit. ln this unit, the studentlectureriatio is 29.6:1. Sickness absence is under the national average. The panel considers the average available lecturer capacity appropriate for the teaching to be provided.
The lecturers employed at the programme have at least a Bachelor's degree and a teaching endorsement. At present ,70o/o ol the lecturers have a Master's degree. The panel saoke to a team of enthusiastic lecturers and establishes that the programme has already achieved a lot with respect to the teaching endorsement and the level of lecturers.
The NVAO establishes that it is soundly and recognisably substantiated in the review report on what grounds Certiked considered this theme positive' The NVAO therefore assesses the theme 'deployment of staff as satisfactory.
Facilities
The panel arrives at the following findings and grounds' The panel has had a guided tour and establishes that the programme is accommodated in a spacious and well-equipped building with various large lecture halls and working areas for students. ln addition, the building has a multimedia library with a relevant collection of books and journalslf students have questions about scheduling, planning, processing of maks or study progress, they can find information in three different information carriers. The study guiJe containi descriptions of themes and courses, but also the scheduling of exams. Via tne student monitoring system PTogRESS\ll\AM, students can find information on the processing of marks ind study progress. l-study is the Front Office where students can go with questions about their studies. The digital learning environment used within the p-rogramme is called BlackBoard. Changes to the schedule are announced on the intranet of the programme. On intake, the students get acquainted with the study career counsellors. ln the first year, students have two compulsory discussions with their study career counsellor and one in the second year. lf students in the third and fourth year need a discussion, they must inform the study career counsellor of this themselves, The starting point for the discussions is the idea the study career counsellor has of the student's mastery of the competencies. An aid in the discussions is the portfolio that students keep and in which the mastery of competencies must be proved. Students are supervised further in the supervision oi groups. This supervision is done by the tutors. The students assess the study career counselling as good. The panel evaluates the supervision (of international students in particular) as good. The primary duty of the curriculum coordinator of the work-study programme is to supervise students. in particular, he monitors the study progress of the students and identifies any Problems. u{"''*'-'.".

The further supervision of work-study students is in the hands of the lecturers. They supervise the students during contact days and by e-mail, telephone and the electronic learning environment. ln addition, each student has a company mentor who is often his or h-er manager. The students have a discussion with their company mentor once every fourteen days to once a month on average. During a training day, the progiamme trained the company mentors in their role and provided them with a comprehensive manual. ln addition, the company mentor consults with the lecturer and the student twice a year to discuss the student's development of competencies. ln the discussion with the panel, the students confirmed that they have frequent contact with the company mentor as well as with lecturers. The panel establishes that the programme gives shape to the educational principle of self-management in a good way. But the students are not left to their own devices and are thoroughly advised by the programme and the company mentors in selfmanagement.
The NVAO establishes that it is soundly and recognisably substantiated in the review report on what grounds Certiked considered this theme positive' The NVAO therefore assesses the theme'facilities'as satisfactory.

uality assurance
The panel arrives at the following findings and grounds. The programme's quality assurance is embedded in the quality assurance system of the University and the Management & Economics unit. The system has three cycles, first of all an annual cycle in which the teaching is a subject of study and improvement. ln the biennial cycle, student and employee satisfaction is studied and where necessary improved, and a survey is conducted of connection to the labour market among alumni and representatives of the field of work. The six-year cycle is aimed at curriculum innovation and accreditation. The panel establishes that the programme has a sound system to make improvements. ln the report, a number of specific measures for improvement are lisied, such as an improvement that was made as a result of a student satisfaction survey. This improvement concerns the scheduling and study materials. ln addition, the programme conducted a study of exit qualifications that could not or not to a sutficient extent be found in the curriculum. This study also led to actions for improvement.
The programme involves all relevant stakeholders in quality assurance. Besides the progiamhe committee, the programme hears students in student panels during eva'iuations of teaching periods and in the annual evaluations. The lecturers also have seats on the programme committee and participate in various evaluations. They also have a voice in the consultations within the programme team. The professional field also has spokespersons in the form of the Advisory Council. The Advisory Council meets regularly together with the programme management. An alumni day is organized for the alumni and the programme also conducts a survey among the alumni every two years. The panel notes that structural involvement with the alumni and the field of work can be enhanced and embedded. --'-'_
