BESTUURSVERSLAG Wim Tijhaar Educatiefonds voor Hoop en Toekomstkansen

Doelstelling Statutaire doelstelling van het Wim Tijhaar Educatiefonds voor Hoop en Toekomstkansen (WTEF): 1. het bevorderen van de integratie in Nederland door het geven van scholing via het zogenaamde tweedekansonderwijs of via onderwijs aan gedepriveerden in de Nederlandse samenleving; 2. het bevorderen van de scholing van kinderen of jeugdigen tot een leeftijd van twintig jaar in Afrika, Azië of Zuid-Amerika; 3. het bevorderen van de ontwikkeling en scholing en hulp aan vrouwen met kinderen in Afrika, Azië of Zuid-Amerika en voorts al hetgeen dat met een en ander rechtstreeks of zijdelings verband houdt of daartoe bevorderlijk kan zijn, Alles in de ruimste zin des woords. Dit komt er dus kortgezegd op neer dat het WTEF de scholing van kinderen, jeugdigen en hulp en scholing van vrouwen wil bevor¬deren in Afrika, Azië en/of Zuid Amerika en in Nederland de integratie van minderbedeelden met een accent op het bieden van hoop en toekomstkansen door educatie aan allochtonen in onze samenleving. Helaas komt er van dit laatste tot dusver weinig terecht zodat het bestuur voornemens is in het komende jaar daaraan meer aandacht te schenken. In het beleidsplan wordt op deze doelstelling verder ingegaan.

Algemeen In 2014 hield het Bestuur van het Wim Tijhaar Educatiefonds voor hoop en toekomstkansen (WTEF) zich intensief bezig met “zijn” school in Nkondo in het Kibaale district van Oeganda die in september 2011 werd geopend en die in 2013 en 2014 verder werd uitgebreid. Ook was er veel contact en overleg met indieners/aanvragers van nieuwe projecten en werd de nodige aandacht besteed aan monitoring van projecten waarvoor al eerder betalingen en toezeggingen werden gedaan. In bijlage 5 is een rapportage opgenomen over twee meisjes die we individueel ondersteunden en die het uitstekend hebben gedaan. Echter van anderen kregen we ondanks verzoeken geen verdere terugkoppeling zodat vanaf 2015 de ondersteuning en monitoring in Oeganda zelf wordt geregeld. Daartoe is overleg gepleegd en zijn afspraken gemaakt waarop in bijlage 9 en in het Beleidsplan, hierna, verder wordt ingegaan. Omdat door de Belastingdienst alle “Goede Doelen Stichtingen“ worden beoordeeld om te bezien of deze hun Algemeen Nut Beogende Instelling- (ANBI)- status kunnen behouden werd het Beleidsplan van het WTEF geactualiseerd en de voorwaarden tot hulpverlening aangescherpt /geformaliseerd zoals hierboven werd gemeld en in de bijlagen van dit bestuursverslag nader zal worden toegelicht. Het fiscale nummer van de “Stichting Wim Tijhaar Educatiefonds voor Hoop en Toekomstkansen “ is 816850999. De daartoe strekkende beschikking van de Belastingdienst luidt: “U heeft een aanvraag Algemeen Nut Beogende Instelling ingediend. Op basis van de door U verstrekte gegevens blijkt dat de Belastingdienst uw instelling kan aanmerken als een charitatieve, culturele, wetenschappelijke of algemeen nut beogende instelling.” De aanmerking geldt voor onbepaalde tijd”.

Beleidsplan Beleidsplan van het Wim Tijhaar Educatiefonds voor Hoop en Toekomstkansen (WTEF) ten behoeve van donoren en verplichte rapportage aan diverse instanties en andere geïnteresseerden.

Algemeen Het Beleidsplan bevat een overzicht van de activiteiten en projecten en geeft aandacht aan de werving, beheer en besteding der middelen.

Bestuursverslag 2014 Wim Tijhaar Educatiefonds

In 2014 hield het Bestuur van het Wim Tijhaar Educatiefonds voor hoop en toekomstkansen (WTEF) zich intensief bezig met “onze” school die in september 2011 werd geopend in Nkondo in het Kibaale district van Oeganda en die in 2013 en 2014 verder werd uitgebreid. Ook worden/werden in toenemende mate verzoeken tot financiële ondersteuning door individuele jongens en meisjes ingediend wat in 2013 tot tijdrovende beoordeling en afweging bleek te leiden. Daarom heeft het bestuur in 2014 nadere afspraken gemaakt en regelingen opgesteld om het beoordelingstraject te stroomlijnen met behulp van evaluatie /assessment ter plaatse van de indiener van het verzoek. We ontvingen op 29 mei een tussentijds rapport waarbij we enerzijds goed geïnformeerd werden over de gang van zaken maar anderzijds waren er ontwikkelingen en opmerkingen die om nadere toelichting vroegen. De rapportage is opgenomen in bijlage 3 Op basis van deze rapportage en de beantwoording van onze vragen (en detaillering daarvan) is een beleidsplan voor onze school in Oeganda (TCSN) voor de jaren 2014 en 2015 opgesteld. Ondanks de in 2013 door het bestuur opgestelde procedure ter afhandeling van verzoeken tot financiële ondersteuning die door individuele jongens en meisjes worden ingediend, bleek de afhandeling enerzijds nog erg tijdrovend en anderzijds kon niet altijd worden beoordeeld of de verstrekte informatie helemaal kloppend was. In 2013 was al een format opgesteld om alle informatie goed geordend binnen te krijgen en werden checks/controlevragen ingevoerd om via de school van de aanvrager de informatie te verifieren waarna de donatie ook rechtstreeks naar de school werd overgemaakt. Het bestuur overlegde met mr. M. Musheshe, chairman van het Uganda Rural Development en Training programme (URDT) over de mogelijkheid om in Oeganda zelf de evaluatie /assessment ter plaatse van de indiener van het verzoek te laten plaatsvinden. Ook daarover is een beleidslijn overeengekomen, zoals in bijlage 9 is toegelicht.

Actuele beleid 



Het actuele beleid van het WTEF richt zich vooral op de instandhouding en uitbouw van onze school in Oeganda (TCSN) waarvoor oorspronkelijk een bedrag van € 180.000 ter beschikking werd gesteld, te verdelen over drie jaren. De opening van de school vond plaats per september 2011. In 2013/2014 werd voor de noodzakelijke uitbreiding van de school met 2 praktijklokalen, een bibliotheek en lerarenwoningen (omdat het moeilijk was om bevoegde en bekwame docenten te “verleiden” om te verhuizen vanuit een stedelijke omgeving (Kampala) naar het (afgelegen) platteland) een extra bedrag van € 110.000 ter beschikking gesteld. Veel aandacht is geschonken aan de begeleiding en monitoring van dat project. Het dagelijkse management en toezicht van de TCSN wordt primair uitgeoefend door URDT die er ook in slaagde een gekwalificeerde en energieke Headteacher (Mrs. Anne Nuwagaba) aan te stellen. Daarnaast worden/werden voor zover de aanvragen toereikend zijn, en de rapportage en monitoring bevredigend kunnen worden geregeld, middelen ter beschikking gesteld aan het Nepalproject (EWN) en diverse andere projecten in Afrika, Azië en Zuid Amerika.

Helaas is in de afgelopen jaren de statutaire doelstelling: “het bevorderen van de integratie in Nederland door het geven van scholing via het zogenaamde tweedekansonderwijs of via onderwijs aan gedepriveerden in de Nederlandse samenleving” nauwelijks gerealiseerd kunnen worden. Toch is scholing van met name de allochtone Nederlanders een belangrijke doelstelling geweest van de oprichters omdat zij overtuigd zijn dat een goede scholing in meerdere opzichten toekomstkansen en perspectief biedt voorpersoonlijk geluk en voor een goede integratie en zinvolle plaats en functie in de Nederlandse samenleving. Omdat het naar de mening van het bestuur wezenlijk is dat er draagvlak is in de eigen allochtone achterban is een van de speerpunten van het beleid om educatieve projecten te ondersteunen die worden ontwikkeld /aangedragen/geïnitieerd door rolmodellen uit de eigen culturele groepen.

Werkzaamheden en Projecten. Tijhaar Community School Nkondo – Uganda (TCSN) De bestaande “Rural Community School” in Nkondo gelegen in Bugangaizy County van het Kibaale district in Oeganda telde weliswaar bij oprichting zes lokalen waardoor een senior secondary school ( = 6 leerjaren) tot de mogelijkheden behoort, maar twee daarvan waren in gebruik als bibliotheek respectievelijk vaklokaal (handarbeid/biologie/ scheikunde-laboratorium). In overleg met het bestuur van URDT (Uganda Rural Development and Training- programme) werd in 2012 besloten om de zes lokalen in het hoofdgebouw voortaan alle te bestemmen voor theorieonderwijs en een aparte locatie te bouwen voor de bibliotheek en twee vaklokalen omdat de uitbreiding van het aantal leerjaren en studenten ook tot een groter beslag op deze onderwijsfaciliteiten leiden. Alle werkzaamheden waren per eind 2014 vrijwel afgerond zodat het totale bedrag van de door het WTEF, Coöperatiefonds van de Rabobank Vallei en Rijn en Wilde Ganzen (WG) ad € 110.000 via de gemeenschappelijke rekening bij WG kon worden overgemaakt. De rapportage die daartoe bij WG moest worden overgelegd is opgenomen als bijlage 2 van dit verslag. Zoals gemeld kregen we (ook rechtstreeks) op 29 mei een tussentijds rapport waarbij we enerzijds goed geïnformeerd werden over de gang van zaken maar anderzijds waren er ontwikkelingen en opmerkingen die om nadere toelichting vroegen. De rapportage is opgenomen in bijlage 3.

Onze vragen naar aanleiding daarvan (en de beantwoording daarvan in blauw) is in bijlage 4 toegevoegd). In 2012 financierde het WimTijhaarEducatiefonds voor Hoop en Toekomsten (WTEF) de aankoop van 24 ha. grond voor het praktijkonderwijs, passend bij de “two generation approach”. Immers naast de gebruikelijke vakken die horen bij voortgezet middelbaar onderwijs is er ook een Co-curricular programme waarbij praktijkonderwijs wordt gegeven. Hierbij leren de studenten mais, bonen en groenten te verbouwen en worden zij onderwezen in landbouw-, compostering-, en irrigatietechnieken. Deze kennis en vaardigheden dragen ze ook over bij hun regelmatige terugkeerperioden naar dorp of huis. Bij “onze” school gaat het dus niet alleen over kinderen maar is ook “plattelandsontwikkeling” het doel. Dit om de trek naar de steden terug te dringen door het creëren van mogelijkheden om zelf op eigen erf duurzaam inkomen te genereren. De aankoop van de 24ha grond was enerzijds omvangrijker dan nodig voor het praktijkonderwijs maar diende anderzijds ook om de teelt van gewassen mogelijk te maken waardoor de dagelijkse maaltijd aan alle studenten goedkoper kan worden aangeboden. Hierdoor kunnen de operationele kosten van de Bestuursverslag 2014 Wim Tijhaar Educatiefonds

school blijvend worden verminderd. Daarnaast zal door bananen- en koffieproductie t.z.t. zelf geld kunnen worden verdiend. Hierdoor ontstaat een duurzame inkomensbron voor de school. Helaas heeft de school momenteel nog steeds te weinig inkomsten om de jaarlijkse kosten te dekken. Omdat desondanks de exploitatie voorlopig niet sluitend was te krijgen heeft het bestuur besloten om de komende jaren per jaar voorlopig €20.000 in de exploitatie bij te dragen zolang de verkoop van landbouwproducten nog niet voldoende oplevert.

Individuele verzoeken Door de opening van onze school door de minister en de TV/RADIO/PERS aandacht daarvoor heeft het WTEF een redelijk grote bekendheid gekregen in de Oegandese regio. Als gevolg hiervan bereikten ons veel verzoeken tot ondersteuning, vaak indringend gemotiveerd door schrijnende verhalen. Enerzijds is het fantastisch om voor een jongen of meisje “het verschil te kunnen maken” waarbij wanhoop plaats maakt voor hoop en toekomstkansen, anderzijds zijn de middelen beperkt en moet gewaakt worden tegen “opgeklopte” verhalen. Het kostte het bestuur relatief veel tijd om verzoeken te beoordelen, de feiten te checken en het toezicht te waarborgen. Er is dan ook in 2013 door het bestuur veel tijd besteed om een soort format te bedenken voor een eerste beoordeling. Daarom kreeg elke aanvrager primair een vragenlijst (zie bijlage 9) en een brief waarin om nadere informatie wordt gevraagd en waaruit blijkt dat de ondersteuning in beginsel tijdelijk is. De via het formulier verstrekte informatie bepaalde in de eerste helft van 2014 onze reactie en waarna bij een positief oordeel de gelden rechtstreeks naar de school werden overgemaakt, mede om risico’s van gelukzoekers te beperken en de aanvragen te schiften. Daardoor kunnen we de werkelijk gemotiveerde en financieelhulpbehoevende studenten nieuwe hoop geven en helpen bij hun toekomstkansen. Echter, mede door de veelheid van verzoeken tot financiële ondersteuning door individuele jongens en meisjes, kreeg het bestuur naar haar gevoel onvoldoende vat op de ernst van de situatie en was de beoordeling van motivatie en geschiktheid van de aanvragers moeilijk. Gelukkig bleek mr. Mwalimu Musheshe ( Chairman van URDT) bereid en in staat om zowel persoonlijk als ook door inschakeling van zijn staf om het beoordelingstraject te stroomlijnen. Dit gebeurt via persoonlijke evaluatie /assessment en een gesprek ter plaatse met de indiener van het verzoek. Aldus ontstond de (betere) situatie dat men in Oeganda zelf de persoonlijke beoordeling doet van de bij ons binnengekomen aanvragen, waarna de aanvragers op onze eigen school kunnen worden geplaatst. Dit zal eventueel leiden tot interne plaatsing in ons boarding house, maar dat moeten ze er maar voor over hebben! Bovendien komt onze subsidie dan bij de eigen school terecht en slaan we “two birds in one stroke!” In bijlage 9 wordt van het traject van overleg en correspondentie ten dien aangaande verslag gedaan.

Homo wetgeving Oeganda Zoals gemeld kregen we (ook rechtstreeks) op 29 mei een tussentijds rapport waarbij we enerzijds goed geïnformeerd werden over de gang van zaken maar anderzijds waren er ontwikkelingen en opmerkingen die om nadere toelichting vroegen. De rapportage is opgenomen in bijlage 3. Ook over de nieuwe Homo wetgeving werd gecorrespondeerd en vooral voor de eventuele gevolgen voor de school. We schreven “Als gevolg van de handtekening van Museveni onder de anti-homo wet is er in Nederland ( en uiteraard niet alleen hier) erg veel negatieve publiciteit over Oeganda in de media. Daardoor ontstond er binnen het bestuur van het WTEF en daarbuiten discussie. Enerzijds zijn we altijd heel beducht om ons te mengen in c.q. te oordelen over binnenlandse situaties en cultuurverschillen maar dit item overstijgt dat. We stelden vragen over een (hopelijk hypothetische) situatie als een van onze leerkrachten homo blijkt te zijn en wordt lastig gevallen. We zouden in zo’n geval wel de vinger aan de pols willen houden en zouden het heel vervelend vinden als de studenten van de TCSN of URDT betrokken raken.” Als reactie kregen we een mail : “In het dagelijks leven is er niks veranderd. De school functioneert normaal en ik ken niemand die bedreigd is vanwege zijn seksuele geaardheid. Daar werd überhaupt bijna niet over gesproken in de eerste 15 jaren dat wij hier wonen.... Ook je genegenheid naar elkaar tonen als stel in het openbaar is ‘not done’. De minister van gezondheidzorg heeft trouwens vandaag bekend gemaakt dat iedereen recht heeft op dezelfde medische behandeling.... dus we hopen dat het bij uitwassen blijft. Vooral vanwege het onbegrip aan de westerse kant hebben we jullie steun nu zelfs meer nodig want de geldkraan wordt wel dicht gedraaid daar organisaties /mensen die zich niet echt in de materie verdiepen. En daar worden we niet vrolijk van. Onze moraal: tegen de verdrukking in blijven volhouden om hier een meer menswaardiger wereld te helpen creëren en langzaam maar zeker mensenrechten op het menu te krijgen. “ Het bestuur van het WTEF blijft alert op deze kwestie. Empowering Women of Nepal (EWN) Empowering of the Women of Nepal (EWN) zet zich in voor de ontwikkeling van de economische en sociale positie van vrouwen in Nepal door ‘Adventure Tourism’. EWN biedt aan vrouwen een aantal trainingsprogramma’s aan waarbij naast kennisoverdracht ruime aandacht wordt besteed aan persoonlijke vaardigheden zoals leiderschap en besluitvaardigheid. De organisatie richt zich vooral op vrouwen uit de lage kasten en uit het zeer arme westen van Nepal. Daarnaast geeft EWN onderdak en onderwijsmogelijkheden aan zestien meisjes, variërend van 6 tot 18 jaar. Het merendeel van deze meisjes was door hun ouders “verkocht” als huishoudelijke kracht aan hotel- en restauranteigenaars in het Mustang district, een van de populairste wandelgebieden in Nepal. EWN startte een hostel in Pokhara waar zij de meisjes, die zij “redden” uit een dergelijke situatie, onderbrengt. De meisjes gaan op school in Pokhara. Onderdak, voeding, schoolgeld, boeken, schooluniform, transport en andere extra activiteiten worden betaald door EWN. Fysieke en mentale gezondheid worden in de gaten gehouden. Voor de opvang en educatie van deze meisjes heeft het Wim Tijhaar Educatiefonds als gebruikelijk weer een donatie verstrekt dit keer specifiek voor het “ kinderenhostel”. Deze donatie werd mede gefinancierd uit de daartoe zelf ontvangen externe donaties! We kregen daarna de volgende terugkoppeling van onze Nederlandse contactpersoon (Gera van Wijk) die bij TriodosFoundation werkt en die regelmatig naar “ons” project in Nepal gaat.

Vanuit Pokhara, Nepal heb ik in het Engels de volgende informatie ontvangen: EWN has been operating a Children’s Home in Pokhara since 2006. The main goal of this program is to provide educational opportunities to disadvantaged children from Nepal. At present we have 14 young girls, the youngest girl is attending grade one and the oldest is studying in grade 11. All of them are doing well in school and at home. Some snapshots of the lives of the girls: - Latun (age 13) from the remote district Dolpo in particular is excelling in her studies. - Angel and Barsa from grade two have recently been selected to display their work at a school exhibition and both of them are very excited about it. - Little Bani is the youngest one at the home. When she joined EWN she was six years old. She very quiet, shy and hardly spoke. Now she is much more confident, happy and enjoying school. - Subashana from Dolpo is also doing well. She has been selected to represent girls’ issues from the Kaski district by the Civil Society Network. Subashana has attended some training related girls’ rights and leadership. - Sita from Jumla recently participated in her school house team volleyball competition. She is a very hard worker, she struggles with her school studies, but she is one of the most positive and happy children in the home. - Sujata, the oldest girl has completed her national exams with good grades. She is now studying at grade 11 and working in the EWN reception for work experience. During the Christmas holidays we have an educational tour planned for the children to Begnas Taal which they are all excited about. We also have various other sport and craft activities planned to entertain and expand their skills, knowledge and creativity. We are pleased to say that the children are happy, healthy and doing well!' Ik had deze schriftelijke informatie graag willen voorzien van een aantal foto's maar helaas is de Internetverbinding in Nepal nog steeds slecht. Ik stuur deze graag na. Aantal opmerkingen t.a.v. 2014 en 2015: - het aantal meisjes is gedaald van 16 naar 14. De twee meiden die het tehuis hebben verlaten hebben dankzij EWN de middelbare school afgerond. Zij zijn niet alleen binnen hun familie maar ook binnen de gemeenschap een inspirerend voorbeeld hoe belangrijk het is dat ook meisjes onderwijs volgen. - EWN heeft er bewust voor gekozen om hun plek niet in te laten nemen door andere meisjes. In plaats daarvan wil EWN voor een aantal meisjes de onderwijskosten op zich nemen. De meisjes blijven bij hun familie wonen die veelal te arm zijn om de onderwijskosten te betalen; EWN zal deze meisjes nauwgezet volgen in hun prestaties. - in 2014 bedragen de jaarlijkse kosten per meisje (accommodatie, kleding & schoeisel, medische verzorging, schoolkosten en buitenschoolse activiteiten) USD 1,300; deze kosten worden voor zo'n 40% gedekt door donaties. De overige kosten worden gedragen door 3 Sisters Adventure Trekking, het trekkingsbureau van de drie Nepalese zussen. - vanuit Nederland kan ik - dankzij een aantal trouwe individuele donaties - ieder jaar zo EUR 3,500 bijdragen. Ik maak dit bedrag in maart over omdat in april het nieuwe schooljaar begint. - de verwachting is dat deze kosten in 2015 met zo'n USD 100 per meisje zullen stijgen; dit vooral door de nog steeds stijgende prijzen voor voedsel, kleding en onderwijs in Nepal.

Ik bezoek Nepal weer in maart-april (als onderdeel van mijn sabbatical) en zal ook vrijwilligerswerk verrichten op het kantoor van EWN. Met alle plezier wil ik jullie dan weer een update sturen over het reilen en zeilen van het Children Home voor meisjes. Namens EWN wil ik mijn oprechte waardering uitspreken dat het WimTijhaarEducatiefonds overweegt om nogmaals het Children Home financieel te ondersteunen. Diverse kleine projecten Nadat in beginsel al het beschikbare geld in een projecten uitgavenbegroting was vastgelegd, kwamen er nog veel verzoeken voor ondersteuning van kleinere projecten Voor zover het bestuur nog wat geld kon vinden en het project aan de normaal te stellen eisen, (zie hierna wat betreft de te hanteren criteria daartoe), voldeed werd positief op een aantal aanvragen (met bescheiden donaties) gereageerd.

Werving De website www.wimtijhaarfonds.nl wordt goed bezocht wat blijkt uit reacties, diverse giften en meerdere binnenkomende aanvragen! Allereerst moeten hierbij de trouwe donateurs worden genoemd die meestal al jaren trouw zijn aan onze Stichting en die per maand, kwartaal of jaar hun schenking overmaken; hiervoor wederom DANK! Beheer Doelstellingen inzake het beleggingsbeleid - De beleggingen dienen te worden afgestemd op de doelstellingen van het vermogen. - Per 1 februari van ieder kalenderjaar wordt de omvang van de uitgavenbegroting van het lopende kalenderjaar vastgesteld. - Op basis van de uitgavenbegroting maakt het bestuur vervolgens een begroting van de liquiditeitsbehoefte, zowel qua omvang als qua timing voor het lopende kalenderjaar. De samenstelling van de beleggingsportefeuille dient te worden afgestemd op deze liquiditeitsbegroting. - Het beheer van het vermogen wordt primair door penningmeester en voorzitter gevoerd maar het bestuur kan bij meerderheidsbesluit elk jaar maximaal 15 % van de portefeuille heralloceren gezien de liquiditeitsbegroting en de te realiseren statutaire doelstellingen. - De uitgaven bedragen minimaal 50.000 euro per jaar of 5 % van het belegd vermogen voor zover dat tot een hoger bedrag leidt . - Gezien het beleid van de te verstrekken donaties/ uitkeringen ten behoeve van educatie is het te verwachten dat het vermogen van WTEF op lange termijn langzamerhand afneemt, tenzij de koerswinst op de beleggingen het structurele tekort van opbrengsten ten opzichte van de uitgaven compenseert. Besteding Het bestuur blijft primair verantwoordelijk voor de selectie, toewijzing en controle/monitoring van lopende projecten. Daarbij blijft het streven om de beheers- en uitvoeringskosten te minimaliseren mede ten behoeve van het creëren van draagvlak voor eventuele donoren. Omdat alle bestuurders hun werk onbezoldigd verrichten, is er daardoor steeds slechts sprake van geringe kosten verband houdende met de website, contributie Kamer van Koophandel en uit bankkosten die samenhangen met de internationale betalingen aan projecten. De totale kosten over al de jaren zijn minder dan 1% van de stichting-ontvangsten. Dit is inclusief de kosten voor de ontwikkeling van de website en de notariskosten voor de Stichtingsakte en verdere schenkingen. Dit is ook te danken aan de onderwijsinstelling waaraan de oprichter langjarig als directeur/eigenaar was verbonden en die de jaarverslagen gratis uit sympathie met de doelstellingen van het WTEfonds vervaardigt. Ook voor de komende jaren worden geen substantiële beheerskosten verwacht. Wel kunnen er kosten gemaakt moeten worden ten behoeve van een goede voorbereiding en lokale monitoring van projecten Voor het toezicht op de grotere projecten is er een samenwerking met het bureau “afgestudeerden van de Universiteit Wageningen” die in beginsel echter geen kosten daarvoor rekent. Op deze Universiteit is er traditioneel sprake van een groot aantal studenten uit ontwikkelingslanden die na het afstuderen terugkeren naar hun moederland. Via de Universiteit kunnen in voorkomende gevallen deze studenten/alumni worden aangezocht om toezicht dan wel controle uit te oefenen op de doelmatige besteding van gelden als in hun omgeving in dat land een project ter subsidiering in aanmerking is gekomen. Uit het vermogen van de stichting worden jaarlijks bedragen ter beschikking gesteld voor concrete kleinschalige, eenmalige projecten van educatieve aard. De leidende beginselen hierbij zijn de beoordeling of: - de voorgenomen bestedingen primaire scholingsbehoeften dekken om aan kinderen/jeugdigen hoop en toekomstkansen te geven, dan wel - betrekking hebben op “empowerment of women” en - de controle/monitoring-mogelijkheden betreffende de correcte en concrete besteding ter plaatse.

Financieel overzicht 2013 van het WTE-fonds voor Hoop en Toekomstkansen Aan giften en schenkingen kwamen in totaal 31 donaties binnen voor bedragen tussen € 10 en € 400; in totaal goed voor een bedrag van € 1345. Aan beleggingsopbrengsten en rente werd € 32.460 gerealiseerd en deze opbrengsten werden volledig aangewend voor donaties aan projecten. Het restant van de uitbetalingen werd gefinancierd door gedeeltelijke verkoop van effecten. De totale kosten bedroegen € 415 bestaande uit kosten wegens webhosting ad €144 effectenprovisie, bewaarloon, kosten voor de Kamer van Koophandel en (internationale) bank kosten ad in totaal €271. De secretaris en overige bestuurders brachten geen kosten in rekening. Het bestuursverslag werd weer gratis gedrukt en verspreid door onderwijsorganisatie Markus Verbeek/NCOI. Aan Projecten werd een totaal bedrag van € 57.615 toegekend. Daarvan is in 2014 inmiddels € 54.615 daadwerkelijk uitgekeerd. De betalingen hadden voor ongeveer 80% betrekking op de Tijhaar Community School Nkondo in Oeganda, zowel voor bijdragen in de operationele kosten als ook voor een speciaal fonds waaruit de schoolgelden etc. kunnen worden betaald voor individuele Oegandese jongens en meisjes ( zie bijlage van het bestuursverslag). Daarnaast werd via de jaarlijkse bijdrage aan het meisjesproject in Nepal een relatief omvangrijke dotatie gedaan. Verder voornamelijk kleinere bedragen zoals aan Stichting Proniños in Peru (zie bijlage 5) en individuele ondersteuningen van studenten zoals een verpleegkundigen-opleiding voor een student van het eiland Flores (zie bijlage 6).

1. INTRODUCTION This is the second report of the Project: ‘Education for youth leadership development and social transformation- TCSN –Uganda’ financed by Wilde Ganzen in collaboration with the Nethelrands based Wim Tijhaar Educatie Fonds (WTEF) and the Uganda Rural Development and Training programme (URDT). The latter is the implementing agency. The Project supports infrastructure development of a community based school, TCSN, in Kibaale District, Uganda. It entails the construction of a library, laboratory and staff quarters. The school aims to teach the students to become change agents in their impoverished homes and communities and develop model homes that have sustainable income and health while they study and get prepared for future leadership. The Project started in December 2012 with kind financial support from Wilde Ganzen and WTEF. Both the library and science block buildings are ready. The staff quarters are at roofing level. This document gives a pictorial update and the financial report. In the appendix we present pictures of other achievements in 2013. We will embark on the final works of finishing and interiors of all buildings as soon as possible. We expect that the remaining work takes not more than six months to accomplish. However, the funds available are exhausted. Hence we kindly request Wilde Ganzen to send us the next and final instalment to the Stanbic account.

2. PROGRESS REPORT CONSTRUCTION COMMUNITY SCHOOL IN NIKONDO The start of the construction went well. The library and science block came up rather quickly. We got a delay in the project implementation as the site engineer left as he a permanent job somewhere. It took us some time to find a replacement. The heavy rains also affected the speed of the work at transport of materials to the site became problematic. However, despite these challenges, the science block and library buildings are finished and are awaiting the fittings and fixtures. We were not very successful to get an expert to fix the science lab interior. We expect to embark on the interior as soon as we get the next instalment as we have now identified a better person. With the hire of a new Head Teacher, the work will be progressing well again. URDT will continue to play its oversight function. Below are pictures that show the 3 buildings in the different stages of development. The banking details are given below.

1. INTRODUCTION Tijhaar Community School Nkondo is a rural based secondary school adopted by URDT and WTEF in 2008. The school is located in Nkondo Village in Bugangaizi County in Kibaale district. The school aims at providing quality education and developmental education to disadvantaged youth through a fully-fledged secondary that uses a two generation approach that links education to home and community development. TCSN currently has 101 students of which 68% are girls from S.1 to S.4. The management of the TCSN would like to thank the WTEF for their continued support to the development and management of the school. This is an update of achievements from January – May 2104. We hope you enjoy the reading and we appreciate your kind feedback.

2. HUMAN AND SOCIAL CAPITAL INCREASED Understanding on current affairs and aspirations developed The school carried out F.C, where staff and students shared ideas, news and other information. As a result they attained deeper understanding on such issues in the world and development in Uganda. They are now able to write essays and speak in public. 3. SUSTAINABLE SOURCES OF INCOME INCREASED BHP Implemented Improved homes with good health, nutrition and general sanitation at individual household and community level Parents and students continued to engage themselves in activities that bring about good health, nutrition and sanitation. As a result, 70% of the homes have good health and are food secure. Increased household income and self-sustenance Parents continued to engage themselves in planting coffee, bananas and apiculture. As a result 45% of the homes have enough income that can sustain their families. Students gained skills through the poultry project at school; A new project started early March 2014 with three day old chicks and students learnt skills to manage such young chicks. Students learning poultry management skills

Sustainable agriculture practices increased. The students continued to learn agricultural practices, they engaged in the growing of water melon, vegetables and onions. They also planted sweet potatoes where part of the land was planted orange fleshed variety sweet potatoes and the other with the usual local sweet potato vanes. They acquired knowledge and skills in the growth of such crops which they transferred to their homesteads ensuring sustainable income and food security.

4. DEMOCRATIC PRACTICES AND GOOD GOVERNANCE INCREASED Leadership skills increased The prefects continued to exercise their duties as leaders, working together with teachers on duty. This is based on weekly and prep supervision duty rosters. As a result they have become effective in decision making, mobilization, fluent in communication and selfdriven.

5. PRUDENT PRIMARY HEALTH CARE PRACTICES INCREASED Games and sports for physical fitness Student talents development increased and physical fitness building continued. The students have continued to be active in netball, volleyball and football. This has been supplemented by the newly acquired sports equipment. School kept clean The students communally cleaned the compound, latrines, classrooms, dining halls, hostels, kitchen and poultry house. They therefore remained self-driven and in a healthy environment. Students continued to beautify the compound by planting new flowers. They have thus remained healthy, self-driven and in a healthy environment.

6. 7. ENABLING LEARNING ENVIRONMENT MAINTAINED Construction of infrastructure on going The school managed to construct the main building with 6 classrooms and offices over the last 3 years. The library, science block and teachers house will be completed by the end of 2014, thanks to generosity of WTEF, WG and ASI. The teachers’ house is now roofed. However, with joined efforts, the building will be completed by the end of the year. When completed and occupied, management and the administration of the school will be eased. Rain water harvesting system improved The school buildings are now all guttered. Two underground tanks were constructed and one is 80,000 litre capacity which is able to supply the whole school with water throughout the term. Recruitment of new staff Four qualified staff members were recruited and these included the teacher for mathematics/Physics, History/CRE, Biology/Chemistry and the poultry care taker.

Anne Nuwagaba and all members of the staff of the Tijhaar Community School Nkondo, Many thanks for the Progress report 1 for WTEF for the first period of 2014 which we discussed in the board, yesterday. We find it very interesting to read about the events and developments of our school. You asked us for a feedback and we are glad to do so. At first we would like to get some more information about the decreasing number students. In 2013 the number o f students was 124/125 from which 78% girls and now it is 101 students of which 68% is girls. Can you explain the background of this development? We calculated that the number of boys is roughly the same but we lost a substantial number girls? Of course we like to educate boys but the support of girls and women is in line too with the focus and ambition of the WTEF. The decrease in numbers has been a concern to URDT well. Therefore, we asked the Head Teacher to inquire and present an analysis of the causes and prepare an action plan. Below the analysis. It’s a complex matter. However, we trust that the school will become stable in terms of intake. Sponsorship of the more disadvantaged students may also help to get the right students for the school. It’s a process though as we need to orient staff and equip them with skills for knowledge transfer. We think that there is a good progress in leadership skill development by working together with teachers on duty and we expect that this training and the construction of the teacher- house to house 6 teachers is very important to bind and attract skillful and motivated teachers. About UCE and the the academic excellence: we think to understand that 33 students reached succesful the GCE-O- level by receiving the Uganda Certificate of Education (UCE) after finishing the four year (lower) secondary school .We know the UCE examinations are administered by the UNEB but can our students sit their exams at their own TCSN and are we registered for that yet? Not yet. It hinges on finishing the buildings. The Ministry is cooperative and the new HT is continuing with the required paperwork. At the opening of the school we promised a extra 10.000 euro on receiving that registration! That is very much appreciated. We will get there. We sometimes move 2 steps forward, and one step backward.. Is Div II a better performance than Div III yes and means DIV IX in fact that that student has failed? No, but (s)he did not very well. What result do you need to continue with senior secondary school ( A-level)? It depends on the school’s criteria. The higher the quality level (linked to the height of school fees as well) the higher the criteria. When do you expect we can start with our own senior secondary school as we have six classrooms now and a separate scienceblock and library by the end of the year. We hope to get an examination centre qualification by next year to manage an O-level school. We think it is wise to first ensure a more sustainable income for what we have developed, before adding A-level. The latter requires additional resources at it must offers different courses, then a need different teachers. In the meantime the Nkondo girls have a chance to go to the A-level section URDTGS. The girls that quality for certificates: we encourage them to join a certificate in rural entrepreneurship and development studies at ARU or join URDT Institute for vocational and youth leadership studies. Because we encourage the students and parents to do BHPs we hope in future that their parents will give priority to fund their children’s education in tertiary institutions, like the ones we mentioned. However, as explained above, more needs to be done to make this a reality. Especially mind-set change is key. All in all we are dealing with a rather complex process to be handled by a community school with limited human resource capacity. We ask for your patience and we go step by step. We are grateful for WTEF support so that students can join the URDT founded institutions for transforming communities are more strategic levels.

BIJLAGE 6: Dank-mail TCSN naar aanleiding van overmaking “3rd installment for operational costs”. Dear Wim, Thanks very much to the third and last contribution from WTEF to the TCSN operational costs. I have forwarded the good news to the HT and bursar. Since we last communicated, we have made progress with strengthening the school. Especially URDT gave a lot of backup support in administration and management. For example: i) the school now has a student tracer system in place that starts from the moment the student enters the school and also collects data of those that have left for learning purposes. ii) a study was carried out to understand the cause of drop-outs and measures have been taken to ensure a high retention level. iii) The parents and teacher association is functional. iv) The school has a licence and in addition, all documents required for attaining an examination centre number are submitted to the Ministry of Education. We expect that from 2015 onwards, all students can sit exams from the TCSN.

Eind 2009 heb ik Stichting Proniños opgericht om kinderen in ontwikkelingslanden naast het reguliere lesprogramma extra scholing te bieden. Omdat kinderen in deze landen zeer beperkt geschoold worden, bieden wij het lesprogramma van Aflatoun (www.aflatoun.org) aan dat kinderen een solide basis geeft voor een betere toekomst. Dit programma omvat vijf modules: - sparen en leren omgaan met geld - plannen en budgetteren - persoonlijke ontwikkeling - milieu en duurzaamheid - (communicatie met) de wereld Aan de hand van deze thema's worden de kinderen zich bewust van hun rechten en verantwoordelijkheden als wereldburgers en krijgen zij de kans om een beter bestaan op te bouwen in de toekomst! Wij geloven: Extra Scholing, Extra Kansen! Op dit moment worden er 2450 kinderen aanvullend door ons geschoold in Peru, Kenia en Ethiopië. Deze aanvraag is voor ons project in Peru waar wij in de rurale gebieden van de departementen Huancavelica en Ayacucho werken. Dit zijn de armste gebieden in Peru. De mensen leven hier zelfs in extreme armoede en het aantal analfabeten is hoog. Daarnaast heeft de terroristische organisatie ‘Het Lichtend Pad’ hier zijn littekens nagelaten en dit is nog steeds merkbaar. Om de kinderen hier een extra kans te geven op een betere toekomst zijn wij gestart met het geven van het sociaal financiële lesprogramma in samenwerking met de microfinancieringsorganisatie FINCA Perú. Op dit moment worden er 1500 kinderen aanvullend geschoold en in 2015 gaan we uitbreiden naar 2000 kinderen waar we mede uw steun voor vragen. In de bijlage zenden wij u onze begroting voor 2015, het projectplan, ons jaarverslag 2013 en ons beleidsplan 2014. Mochten er vragen zijn dan horen wij dat graag. BIJLAGE 8: Aanvraag Stichting Burung Manyar t.b.v. studie verpleegkundige. Geachte heer C. D. Kooter Namens de Nederlandse Stichting Burung Manyar (de Wevervogel) stuur ik u deze mail. Wij verlenen medicijnhulp aan Indonesische nierpatiënten, dat blijft ons hoofddoel, maar af en toe bemiddelen we ook voor andere projecten, mits die te maken hebben met de gezondheidszorg in Indonesië. Zo hebben we sponsoring gezocht en gevonden voor een studente verpleegkunde, afkomstig van het Indonesische eiland Flores. Als zij haar studie van zes jaar in Jakarta beëindigd heeft, gaat zij terug naar Flores, waar een schrijnend tekort aan hoog opgeleid personeel in de medische zorg is. Sponsoring van haar opleiding betekent dus indirect ook bijdragen aan de verbetering van de medische zorg op Flores. Dit verderstrekkende gevolg motiveerde ons om dit project te adopteren. Het laatste semester van haar volledige opleiding vraagt nog om financiering. Daarom nodig ik u uit om haar geheel of gedeeltelijk te helpen door ons een financiële bijdrage toe te kennen. More-over the WTEF never will pay donations directly to private persons themselves but always to the school/university /academy were they study or enroll.

If /when the Wim Tijhaar Education Fund decides to support a student than the school fee will be transferred

directly to the bank account of the school, after receiving an invoice of that school. The policy is also that a school fee will be given only once or sometimes twice, so the student has to apply for new donations at other sponsors. Moreover our representative in Uganda can contact/visit you or/and school board to verify the information and/or progress Before the board of the Wim Tijhaar Education Fund can decide about your request they have some questions for you to be answered. As you see we underline that we have limited funds and only can be a lender of last resort for a short time. Nevertheless the board decided to support some requests for 2014 for amounts of mostly 450 euro. It is noble on your part to support them. Thanks. But as you point out resources are limited. Selection of genuine applicants can be tricky. We go through such difficulties when selecting girls for our. School. Overtime we have masters skills for assessment. I want to agree with your proposal. Given that TCSN is a mixed school with inclination to girl child and that it a boarding school, it is possible to take on students you sponsor from senior one to four. We then have to work out modalities for back home projects and other life skills that will empower them to advance to higher levels. I hope Alida has some more ideas in this direction. We kill many birds with one stone: the fund further supports the school, we enable vulnerable students to start learning skills for self help, we empower relatives that are guardians to invest in productive ventures for economic change and also assist your foundation to select and support genuine students. /Moreover we find it very difficult to reject the outcry for help of those who deserve to be helped in a difficult and/or desperate situation. If URDT/TCSN can sort out the genuine/vulnerable students, we are able/willing to respond to the several requests and offer a helping hand by refering to the Nkondoschool. Doing so we are able to allocate nearly all our limited funds to our own school and be of further support for the school too. Do you think we should pay instead of max. two years, more years as you suggest: “it is possible to take on students you sponsor from senior one to four” or do you mean that enrollment in every year could be possible. Normally we pay 1 or 2 instalments/terms ( at a maximum of 900 euro in total) but I think that 500 euro pro year is not a problem with 50 euro extra for the assessment, done by our own school. I have to discuss in the board all implications, of course. As we have a board meeting next Tuesday and as some students (mostly girls and 1 boy in agony) are awaiting a answer on their request, it would be very helpful if you could make up/complete/alter our mail reply –format in which we could suggest to refer to the TCSN and try to enroll in Nkondo.
