LEGYEN EURÓPA KULTURÁLIS FÔVÁROSA, BUDAPEST? Budapest sikere nélkül Magyarország sikere elképzelhetetlen. Ennek felelősségével tisztában vagyunk. Célunk ezért, hogy 2010-ben az Európa Kulturális Fővárosa program − röviden a Budapest2010 Program − keretében, az ország érdekében, a kulturális alapú városfejlesztés módszerével egy élhetőbb, hatékonyan fejlesztett és sikeres Budapestet mutassunk föl. Olyan szerethető várost, amely a budapestiek jobb közérzetét és az ország kulturális, társadalmi és gazdasági versenyképességét szolgálja. Budapest, lakóinak összefogásával és a magyarság egészének támogatásával képes arra, hogy Európa figyelmét és elismerését kivívja. Ehhez mindenekelőtt a városlakókat kívánjuk partnerré tenni, mert hisszük, hogy a sikerrel járó öröm és büszkeség élménye elsősorban azokat illeti, akik aktív létrehozói a változásnak. Budapest úgy lehet versenyképes Európában, ha épít lakóinak vágyaira, kihasználja tehetségüket és tettvágyukat, a fejlődés hajtóerejét pedig újító képességükből, kreativitásukból nyeri. Ha hiszünk abban, hogy együtt többre jutunk, hogy a város nem pusztán azoké, akik hivatásuknál fogva intézik ügyeit, de mindazoké, akik bármilyen módon a javára tehetnek. Ha mély meggyőződéssel hirdetjük városon és országon belül, sőt annak határain is túl: Budapest, a tiéd is. Öt év múlva, 2010-ben Németország mellett, Magyarország egyik városa lesz Európa Kulturális Fővárosa. A program apropóján gyorsuló és gazdagodó városfejlesztési elképzelések elősegítik a viszonylag alacsony beruházási értéken is nagy hozamra képes kreatív ágazatok tudatos felépítését, az információtechnológiai ipar további fejlesztését. Ha a szerencse is mellénk szegődik, Budapest az Európai Unió kulturális eseménysorozatának 25. évében válhat Kulturális Fővárossá. Számos példa áll tehát már előtte. Fővárosok, csak az utolsó 12 évben Lisszabon, Koppenhága, Stockholm, Brüsszel, Helsinki, Prága. Jelentősebb agglomerációk, ugyancsak az elmúlt évtizedből,

SORT OF EUROPEAN CAPITAL OF CULTURE SHOULD BUDAPEST BECOME? Success for Hungary cannot be imagined without success for Budapest. We are clear about our responsibilities in this regard. It is therefore our objective to present a more liveable, efficiently developed and successful Budapest, utilising culture-based mechanisms for city development, within the framework of the Budapest2010 Programme, to achieve this end. It will be an attractive city serving to strengthen the country’s cultural, social and economic competitiveness, along with the well-being of those who live in the city. With the co-operation of Budapest’s residents and the support of the country at large, it will be possible to attract Europe’s attention and achieve much deserved recognition as one of the world’s cultural centres. To accomplish this, it is essential that we enlist the people of Budapest as our partners since it is our belief that the happiness and pride that comes along with success is mainly to be experienced by those who take an active part in engendering change. Budapest can be competitive in Europe if this is based on the aspirations of its citizens and if it utilises their talent and ability to act while allowing the driving force of development to channel their innovative skills and creativity. This will become reality and we will advance further if we maintain that the city not only belongs to those who officially manage its affairs but also to everybody who can in any way positively contribute to the city’s development and if, with the courage of our conviction, we can proclaim in our city and country and indeed beyond our borders that Budapest is truly yours. In five years’ time, in 2010, alongside a German city, one of Hungary’s cities will become the Cultural Capital of Europe. The acceleration and proliferation of ideas for city development pertaining to the Programme will facilitate the structured development of the creative industries generating profit at relatively low levels of investment, and the further development of the information-technology industry. If fortune smiles upon us, Budapest could become the Capital of Culture following in the wake of a series of cultural events in the European Union that has taken place over the last 25 years. There are therefore numerous examples to follow: in just the last 12 years capitals such as Lisbon, Copenhagen, Stockholm, Brussels, Helsinki and Prague have all been honoured; and in the last decade other agglomerations of considerable size have been acknowledged as well, such as Thessalonica, Bologna, Rotterdam, Graz, Genoa and Lille.

Budapest nem csak házainak, utcáinak, infrastrukturális hálózatainak magas szinten szervezett rendszerébôl áll, de mindenekelôtt a lakóiból. Azok vágyaiból, kreativitásából, üzeneteibôl, sikereibôl, kisközösségi és európai összefüggésekben is mûködô mítoszaiból. Az élhető, szerethető nagyváros eszményének megvalósítása a kultúra révén – közös és időszerű európai kihívás. A Budapest2010 Program alapkoncepciója ezért elsősorban a városlakók szemléletének, életformájának, azaz városának alakítása a kultúra eszközeivel. A rendszerváltással, illetve az Európai Unióhoz való csatlakozásunkkal a magyar társadalom, így Budapest lakossága is új perspektívák szerint fogalmazhatja meg jövőképét. Ám, ahogyan a szűk terekhez szokott szem is kezdetben káprázva, hunyorogva, nehezen szokik hozzá a hirtelen kitáruló tér látványához, úgy a jelenkor budapesti társadalma is csak lassan, óvatoskodva fogja föl, hogy lehetősége, cselekvési szabadsága radikálisan kitágult. Bátran nekiláthat ahhoz, hogy egy sokrétűbb, fantázia- és élménydúsabb életet építsen. A Budapest2010 Program nagyszerű alkalom arra, hogy erőforrásainkat, módszereinket egyesítve, a korábbi sikeres kulturális fővárosok tapasztalatait elsajátítva egy élhetőbb, szerethetőbb várost alkossunk. Ahogy az 1896-os világkiállításon Budapest az Ausztriával való kiegyezés történelmi fordulópontját követő, majd három évtized eredményeit, úgy 2010-ben a 20 éves modern, harmadik Magyar Köztársaság fővárosának kulturális örökségét, fejlődését, és a középkelet-európai nagyváros jövőről alkotott vízióját tárhatja lakosai és Európa elé.
Budapest a helyi adottság, a Duna és a víz sokrétû jelentésrendszerének kulturális alapú kibontásával, a kreatív városfejlesztés középpontba állításával a modernizáció és a fenntartható fejlôdés üzenetét fogalmazza meg a város lakói, az ország egésze és Európa számára is.
But for Budapest, these examples cannot be just followed mechanically. Hungary’s capital city has to apply its own approaches and set out on a new path jointly elaborated with its residents to make further progress towards an enlivening series of programmes for the city.
Budapest is not merely the sophisticated system of its houses, roads and infrastructure networks; on the contrary, Budapest is primarily its people. It is made up of its people’s desires, creativity and success, and of the myths relevant in both the context of micro-communities and Europe. The realisation, through culture, of the ideal of a city that people like and want to live in is a common and current European challenge. Thus, the basic concept of the Budapest2010 Programme is primarily to change the outlook and way of life of the city’s residents and the city itself, through utilising the mechanisms of culture. The change in the system and Hungary’s accession to the European Union has allowed Hungarian society, and thus the population of Budapest, to formulate their future according to new perspectives. However, just as eyes that are accustomed to narrow spaces have to get used to the sight of suddenly opening up space by squinting at the brightness, Budapest’s present society is only slowly and cautiously grasping the idea that the opportunities and freedom of action open to them have radically expanded. They can now bravely get started on building a multifaceted life for themselves that is replete with imagination and adventure. The Budapest2010 Programme is a wonderful opportunity to unite the resources and methods learned and acquired from the experiences of other earlier successful cultural capitals, and to create a more liveable and attractive city. At the World Exhibition in 1896, Budapest was able to demonstrate the fruits of its achievement following the compromise that had taken place between the Habsburg Empire and Hungary some thirty years previously. In the same way, the 2010 Programme will present to the people of Hungary, and all of Europe, the cultural heritage of the 20-year-old third Hungarian Republic’s capital, its development and harmonisation of modern and historic culture, and the vision for the future of a major city in East Central Europe.
Budapest will propagate the message of modernisation and sustainable development to the people of the city, the whole of the country and to Europe through a culturebased decoding of the multifaceted system of meanings attached to the city’s local environment, to the Danube and the theme of water, as well as by focusing on creative urban development.

BUDAPEST LEGYEN EURÓPA KULTURÁLIS FÔVÁROSA? Az Európa Kulturális Fővárosa rendezvénysorozat első körében általában az uniós tagállamok fővárosai kapták meg a megtisztelő címet. Ehhez a gyakorlathoz tér vissza Litvánia azzal, hogy 2009-re Vilniust jelöli a címre. És ezt a hagyományt folytatja Magyarország, ha első Kulturális Fővárosa 2010-ben, az ország kultúráját leginkább mozgósítani képes főváros, azaz Budapest lesz. Az előttünk álló néhány évben kis- és közepes méretű városok lesznek Európa Kulturális Fővárosai. Különleges jelentősége lesz tehát annak, ha 2010-ben újra egy metropolisz kapja meg a Kulturális Főváros címet: hosszú szünet után lehetőség nyílik arra, hogy a 21. századi nagyvárosi élet által felvetett kérdések, és az erre adható, kulturális kontextusba helyezett válaszok kerüljenek az európai közfigyelem középpontjába. Budapest saját példájával tudja ráirányítani Európa figyelmét a kultúra meghatározó szerepére, a nagyvárosi élet szociális és környezeti kihívásaira, és az azokra adható válaszokra. Arra, hogy európai polgárként mindannyian tehetünk néhány apró lépést emberi kapcsolataink, életminőségünk javításáért, a közös, természeti és a társadalmi környezet jobbá tételéért. Budapest kiválasztása több szempontból is indokolt. Magyarország egésze így tudna a legtöbbet profitálni ebből a lehetőségből, nemcsak a városba látogatók számának várható növekedésének köszönhetően, hanem azért is, mert a rendezvény az ország lakosságának mintegy 40%-át közvetlenül is érintené. Budapesten keresztül a többi magyar város és település is komolyabb nemzetközi szerephez juthat. Néhány vidéki nagyvárost közvetlenül is bekapcsolunk a Budapest2010 programjaiba. Budapesten már ma is rendelkezésre áll a programsorozat megrendezéséhez szükséges kulturális intézményhálózat, a szolgáltatóipari- és közlekedési infrastruktúra, nem fenyeget tehát a Kulturális Főváros év idejére mesterségesen felduzzasztott szolgáltatási- és kulturális kapacitás

SHOULD BUDAPEST BE A EUROPEAN CAPITAL OF CULTURE? In the first phase of the European Capital of Culture series the distinguished title was awarded to the capitals of EU member states. The practise was adhered to by Lithuania when it nominated Vilnius for the title for 2009. This tradition will be maintained by Hungary if its first Capital of Culture in 2010 is Budapest, the city most capable of revitalising the country’s culture. In the next few years ahead of us, small- and medium-sized towns will be European Capitals of Culture. It will therefore be of special importance if in 2010 a metropolis again obtains the title of Capital of Culture: after a long break, the opportunity will open up to pose questions in regard to 21st-century urban living and for the culturally specific answers to these to become the centre of European general attention. Using itself as an example, Budapest will be able to focus Europe’s attention on its determining role in culture, as well as on the social and environmental challenges of urban life and the ways in which such challenges can be addressed. It will also afford the opportunity to demonstrate how as citizens of Europe, all of us have the potential to make a small step in improving our relationships with others and our general quality of life, as well as to improve our common natural and social environment. There were many reasons for choosing Budapest. The whole of Hungary will be able to profit best from this opportunity which will not only be thanks to the anticipated rise in the number of visitors to the city but also because the event will directly affect 40% of the country’s population. Through Budapest, the country’s other towns and cities will be elevated to a more serious international role. Budapest already has available the necessary network of cultural institutions, the infrastructure of the service industries and of transport to host the European Capital of Culture event, thus it does not have to deal with problems concerning the long-term utilisation and sustainability of a service and cultural capacity artificially boosted to accommodate the European

hosszú távú kihasználhatóságának és fenntarthatóságának problémája sem. A Kulturális Főváros év előkészítése során, Budapesten kell a legkevesebbet az infrastruktúra pótlására fordítani és így több energia szentelhető a programok előkészítésének. A Budapest2010 sikerének előfeltétele, s egyben tartós, pozitív hatása is a regionális együttműködés megerősítése.
Capital of Culture year. During preparations for the Capital of Culture year, Budapest is the least required to focus its attention on extending its infrastructure and will thus be free to devote more energy to preparing for the programmes. A prerequisite for the success of Budapest2010, and at the same time one with a positive effect, is the strengthening of regional co-operation.
Budapest a programsorozat regionális kiterjesztésére törekszik, bevonja a Duna menti és a távolabbi településeket, annak érdekében, hogy ne csupán a fôváros, hanem Magyarország más vidékei is a figyelem fókuszába kerüljenek.
Budapest is striving to regionally extend its series of programmes and is including settlements along and further away from the Danube with the aim of drawing other territories of Hungary into the spotlight.
A város tágabb térségén – a 2,9 milliós Közép-Magyarország régión is túlterjedően, bekapcsolni tervezzük a Budapest körüli városgyűrűt. Így, közel 4 millió fővel számolva, Budapest az egyik legnagyobb térséget integráló, mozgósító Kulturális Fővárossá válhat. Mindez összhangban áll azzal a törekvéssel, hogy a jövő Európája a nemzetállamok közössége mellett, egyre inkább a néhány milliós régiók közösségévé váljék.
It is planned to extend the Programme to the urban areas around Budapest in addition to the Central Hungarian Region of 2.9 million people. Thus, with a population of four million Budapest can become a Capital of Culture integrating and mobilising one of the largest territories. All of this is in harmony with the ambition that the Europe of the future should increasingly become a community comprised of regions with a population of several million people, as well as being a community of nation states.

BUDAPEST, AZ EURÓPA KULTURÁLIS FÔVÁROSA CÍMRE PÁLYÁZÓ NAGYVÁROS? Egy főváros esetében a nemzeti és a városi kulturális örökség fogalma gyakran esik egybe, s ez különösen igaz a Budapestközpontú Magyarország esetében. Számtalan színház, kiállítóhely, koncertterem és más kulturális intézmény mellett, Budapesten találhatók a reprezentatív nemzeti kulturális intézmények, mint például a Nemzeti Múzeum, az Országos Széchényi Könyvtár, a Nemzeti Galéria, a Néprajzi Múzeum, a Nemzeti Színház, a Nemzeti Filharmonikus Zenekar, a Magyar Állami Operaház és mások.
Budapest, a mûemlékek városa A budapesti kulturális örökség első megközelítésben a városhoz legszorosabban kapcsolódó, épített és természeti környezetet jelenti: a városképet, a világörökség részét képező Budai Várat, a Dunát és a dunai hidak panorámáját, a folyót övező városmagot, az Andrássy utat, illetve a város közel 250 műemlék épületét. Budapest egyéni arcát az eklektikus stílusban épült bérpalotákon, bérházakon túl, elsősorban gazdag építészeti örökségének köszönheti. A városképet a kétezer éves római kori romok, a Budai Vár középkori lakóházai, a 400 éves török fürdők, a barokk és klasszicista templomok és paloták, s a város historizáló, szecessziós, modernista, szocreál és 21. századi épületei együttesen formálják. Az épített környezet mellett, legalább ennyire meghatározó a természeti környezet, a Duna, a Gellért-hegy, a dunai szigetek és a Budai hegyek látványa is.

KIND OF CITY IS BUDAPEST IN APPLYING FOR THE TITLE OF EUROPEAN CAPITAL OF CULTURE? In the case of a capital city the concept of national and urban cultural heritage often overlap and this is especially true for Budapest-centred Hungary. In addition to countless theatres, exhibition venues, concert halls and other cultural establishments, outstanding state cultural institutions can be found in Budapest, such as the National Museum, the National Széchényi Library, the National Gallery, the Museum of Ethnography, the National Theatre, the National Philharmonic Orchestra, the Hungarian State Opera House, and others.
Budapest, the city of monuments The initial definition of Budapest’s cultural heritage is the built and natural environment closely integrated and woven into the city: the urban landscape, Buda Castle, the banks of the Danube and the panorama of Danube bridges (which form part of the world heritage), the core of the city standing guard over the river, Andrássy Road, and the city’s 250 buildings listed as historic monuments. Budapest’s unique beauty can primarily be attributed to its rich architectural heritage as well as the villas and apartment buildings built in the Eclectic style. Its urban landscape is formed by Roman ruins dating back 2000 years, the medieval houses of the Buda Castle, the 400-yearold Turkish baths, the Baroque and Neo-classical churches and palaces, the city’s historicizing, Secessionist, Modernist and Social Realist buildings, as well as its 21st-century building complexes. Of at least equal importance in defining the city is the natural environment: the Danube, Gellért Hill, the Danube islands and the Buda Hills.

Budapest szellemi öröksége magában foglalja mindazokat a kiemelkedő művészeti alkotásokat, tudományos és technikai felfedezéseket is, amelyeket Budapesten a város szellemi légköre ihletett, s amelyek az európai kultúra szerves részét képezik.
Budapest’s intellectual heritage is comprised of all the outstanding artistic creations, scientific and technological discoveries which Budapest’s intellectual atmosphere inspired and which form an organic part of European culture.
Az 1873-as városegyesítést követôen, egy minden korábbinál pezsgôbb, gazdagabb kulturális élettel rendelkezô fôváros jött létre, ahol számtalan nemzet képviselôi találkoztak. Budapest valódi olvasztótégellyé vált, ahol nem csupán a Monarchia népei, de más bevándorlók is megtelepedtek, asszimilálódtak, és létrehozták a Kárpát-medence egyik legsokszínûbb kultúráját.
Following in the wake of the city’s unification in 1873, a capital came into being that was more bustling and endowed with a richer cultural life than any that had preceded it, and was one in which numerous representatives of the nation congregated. Budapest became a true melting pot, in which not only peoples from the Monarchy but also other immigrants settled, assimilated and brought into being one of the most multifaceted cultures in the Carpathian Basin.
Budapest kulturális örökségéhez hozzátartoznak a nagyvárosi életmód és a társasági élet olyan hagyományai, helyi sajátosságai, mint például a fürdők, kávéházak és kisvendéglők világa; a korzók és a városi parkok, a vásárcsarnokok, vagy akár az operett, a kabaré és a cigányzene. Ez a miliő, a mára kissé megkopott elegancia Budapest hangulatának egyik meghatározó eleme. Az idelátogató külföldiek szerint Budapest azért izgalmas város, mert nem egyszerre nyílik meg a látogatók előtt, hanem lassan tárja fel rejtett értékeit, nyitottságot és erőfeszítést kívánva az érdeklődőktől.
Forming a part of Budapest’s cultural heritage are the traditions and peculiarities typical of the lifestyles and social atmosphere of a big city, such as the world of bathhouses, cafés and little restaurants, the river promenade and city parks, the covered halls or the operetta, the cabaret and gypsy music. This milieu is one of the most determining elements of Budapest’s now admittedly somewhat jaded elegance. One of the reasons why foreigners visiting Budapest find it such an exciting city is because it does not open up to the visitor’s eye all at once but rather reveals its hidden treasures at a gradual pace, thus requiring openness and effort from those who take an interest in it.

Budapesten találhatók az ország legjelentősebb múzeumai és kiállítóhelyei, s a fővárosiak és a turisták között egyre népszerűbb kulturális esemény a múzeumok titkait feltáró Múzeumok Éjszakája. Az elkövetkező években számos nagyszabású nemzetközi kiállítást láthat majd a közönség Budapesten. Ilyen például a Szépművészeti Múzeumban, 2006-ban bemutatandó Luxemburgi Zsigmond és kora című kiállítás, amely 2007-ben Luxemburgba utazik, és az Európai Kulturális Főváros program egyik fontos eseménye lesz. A Budapest2010 olyan hagyomány elemeire talál rá saját múltcserepei közt, olyan személyiségei kapnak megnövekedett jelentőséget, akik a belterjes, zárványszerű kulturális beidegződéseken átlépve, az európai összhagyományt megalapozó értékrend képviselői. Széchenyi Istvántól, Jászi Oszkáron, Bartók Bélán, Kodály Zoltánon és André Kertészen, Molnár Ferencen, Márai Sándoron át Jancsó Miklósig, Rubik Ernőig és Kertész Imréig vagy Esterházy Péterig terjed a sor. Budapest kulturális kínálatában hagyományosan fontos szerepet játszanak a komolyzenei programok. A Zeneakadémia és az Operaház mellett, az Óbudai Társaskörtől a Mátyás-templomig egész évben, nyaranta pedig a Kiscelli Múzeumtól a Városmajoron és a Budai Parkszínpadon át a Margit-szigetig rendeznek hangversenyeket. Az 1600 fő befogadására alkalmas Nemzeti Hangversenyterem Budapest komolyzenei életének újabb, fontos helyszíne. The country’s most important museums and exhibition venues are located in Budapest, and a cultural event entitled the Night of Museums, where museums display their secrets until the early hours, has become increasingly popular among the people of Budapest and tourists alike. In the coming years the public in Budapest will have the opportunity to enjoy numerous large-scale international exhibitions. One such exhibition entitled Sigmund of Luxembourg and His Era, to be held in the Museum of Fine Arts in 2006, will travel on to Luxembourg in 2007 and represent one of the most important events of the European Capital of Culture. Budapest2010 will rediscover its past through highlighting elements of tradition and by placing in the spotlight personalities that represent the values underlying the traditions of the whole of Europe. The list of these personalities extends from István Széchenyi, Oszkár Jászi, Béla Bartók, Zoltán Kodály, André Kertész, Ferenc Molnár and Sándor Márai, through to Miklós Jancsó, Ernő Rubik, Imre Kertész and Péter Esterházy. Classical music programmes play a traditionally important role in the culture to be found in Budapest. Concerts are organised throughout the year at the Music Academy, the Opera House, the Óbudai Társaskör (a social club in Óbuda) and Matthias Church, while summer concerts are held at the Kiscelli Museum, in Városmajor, on the Buda Park Stage and on the Margaret Island. A new and important venue for classical music in Budapest is the National Concert Hall, which has the capacity to accommodate 1,600 people. These days the European public not only recognises Hungary as the homeland of Bartók and Kodály but also as that of György Kurtág, György Ligeti and Péter Eötvös. Festivals with long-standing traditions, such as the Budapest Spring Festival, the international festival of non-contemporary art—first organised in 1981—or the Jewish Summer Festival, which has been going for some years now, attract world renowned performing artists to Budapest every year.

Budapest, a kortárs mûvészetek városa Budapesten jelenleg kétszáznál is több kiállítóhelyen van a kortárs képzőművészet fellegvára, a 2005-től új épületben működő Kortárs Művészeti Múzeum – Ludwig Múzeum mellett. A Mai Manó Ház (Magyar Fotográfusok Háza) 1999 óta nyújt kiállítóteret a kortárs magyar fotográfiának, és nagy hangsúlyt fektet a nemzetközi fotóművészet bemutatására is. A főváros kulturális intézményi szcénájának új eleme a Művészetek Palotája, 2005 őszétől pedig a Millenáris Parkban nyíló Jövő Háza. A kortárs színház- és táncművészetnek szintén az utóbbi, másfél évtizedben alakultak ki a legjelentősebb bázisai Budapesten. A Trafó – Kortárs Művészetek Háza rövid idő alatt a régió egyik emblematikus intézményévé vált: egyszerre ad otthont rangos nemzetközi eseményeknek, és biztosít próba- és fellépési lehetőséget a Magyarországon élő művészek számára. Mára Budapesten kb. 50 független színházi játszóhely működik. Ezek, és a pár éve működő A38 Hajó tekinthetők a kortárs előadó-művészet legjelentősebb fórumainak. A kiterjedt Art Mozi hálózat, a tömegforgalmazásba nem kerülő, „elsüllyedt” filmek Titanic fesztiválja, illetve számos játék-, dokumentum- és animációs filmfesztivál teszi lehetővé, hogy a kortárs filmművészet legjava eljusson a budapesti közönséghez. A kortárs építészet és közönség kapcsolatának erősítésére, kurrens építészeti problémák megvitatására pedig az egész októberben zajló Építészet Hónapja fesztivál kínál alkalmat. A Budapesten működő külföldi kulturális intézetek programjai állandó és fontos elemei a város kulturális kínálatának. A Budapesti Őszi Fesztivál immár 12 éve rangos seregszemléje a hazai és külföldi kortárs produkcióknak. Fontos szerepe van abban, hogy Budapest a kortárs művészetek kitüntetett otthonává vált.
Budapest, the city of contemporary art In addition to the Ludwig Museum of Contemporary Art (in the Palace of Arts since 2005), which is the acropolis of contemporary fine art in Budapest, more than 200 exhibition venues can be found in the Hungarian capital. The Mai Manó House (Hungarian House of Photography) has provided an exhibition space for contemporary Hungarian photography since 1999, and places great emphasis on exhibiting international photographic art as well. A new element in the capital’s cultural institute scene is the Palace of the Arts, and the Future House, to be opened in the Millenáris Park in the autumn of 2005. Contemporary theatrical and dance art has likewise developed its most important base in Budapest over the last one and a half decades. The Trafó House of Contemporary Art (named after an old transformer house) has, over a short period of time, become one of the most emblematic institutions in the region: it hosts leading international events while at the same time providing rehearsal and performance opportunities for artists living in Hungary. At present there are some 50 independent venues for theatrical performances operating in Budapest. These and the A38 Boat, which has been a cultural venue for years, provide the most important fora for contemporary performing art. The expansive Art-Cinema network, and the Titanic festival of “sunken” films, i.e. films that were never put into mass distribution, as well as numerous feature films, documentary and animation film festivals have made it possible to bring the best of contemporary film art to Budapest audiences. The annual Month of Architecture festival, running throughout October, provides the opportunity to consolidate links between contemporary architecture and the public, providing a forum for debate on the current problems in architecture. The programmes organised by the foreign institutions operating in Budapest are a constant and important element of the city’s cultural attractions. For 12 years now the Budapest Autumn Festival has been a distinguished venue for domestic and foreign contemporary productions, and has played an important role in making Budapest a prominent home to contemporary art.

Budapest Középtávú Városfejlesztési Programja (amit a 19. század kiemelkedő városvezetőjéről, Podmaniczky Frigyes báróról neveztek el Podmaniczky Programnak) 2013-ig határozza meg a város fejlődésének főbb vonásait. A Podmaniczky Program egyenrangú célkitűzésként fogalmazza meg az élhetőség, a szolidaritás és a hatékonyság alapelvét. A városfejlesztés legfontosabb tennivalóit úgy határozza meg, hogy szem előtt tartja Budapest reális pénzügyi lehetőségeit, valamint az EU-val, a kormánnyal, a kerületekkel, a magánszférával való együttműködést is számba veszi. A Podmaniczky Program számos olyan fejlesztést irányoz elő, amelyek hozzásegítenek a Budapest2010 Program megvalósításához. Budapest pályázatának sikere esetén a Podmaniczky Program 2006-os felülvizsgálata módot ad arra, hogy a program vázlatosan kidolgozott elemei részletes kifejtésben bekerüljenek a középtávú városfejlesztés ezen alapdokumentumába. A Podmaniczky Program Magprogramja – mely a közeljövő eldöntött fejlesztéseit tartalmazza – a Dunával kapcsolatos fejlesztéseket elsősorban a szennyvíztisztítás kapcsán említi. A mindenképpen megvalósuló fejlesztések közé tartozik Közép-Európa egyik legnagyobb környezetvédelmi beruházása, a Központi Csepeli Szennyvíztisztító kiépítése. A Podmaniczky Program lényegi eleme a Belváros forgalomcsillapítása. Az átmenő forgalom kitiltása a Kiskörúton belüli területről lehetőséget teremt a belvárosi sétálóutca-hálózat kiterjesztésére, a kiskereskedelem fejlesztésére: a Belváros egy kisváros otthonosságával fogadja a Budapest2010 eseményeit. A Margit híd és a Szabadság híd elkerülhetetlen felújítása révén a hidak és környezetük felújítva szolgálják a 2010-es évet. Mi több: a felújítások során új fejlesztésekre is sort lehet keríteni, így a Margit híd „törésénél” tervezett panoráma kávézó üvegbuborékjának elhelyezésére, a budai hídfőben pedig a 19-es és 17-es villamosok összekötéséhez szükséges áttörés meg-
THE PODMANICZKY PROGRAMME AND THE BUDAPEST2010 PROGRAMME: TOWARDS ONE GOAL The Budapest Middle Term Urban Development Programme (entitled the Podmaniczky Programme, named after a prominent leader of the city in the 19th century) lays down the main trends of Budapest’s development until 2013. An equally important objective set by the Podmaniczky Programme is to adopt the principles of a liveable environment, solidarity and efficiency. It outlines the most important tasks to be completed within the framework of urban development by taking into account the actual financial resources available for Budapest, and by co-operation with the government, the districts and the private sector. The Podmaniczky Programme includes numerous development initiatives that will help implement the Budapest2010 Programme. In the event of Budapest winning the cultural capital competitive tender, the review of the Podmaniczky Programme in 2006 will afford us the opportunity to provide more detail to certain elements of the Programme which have thus far only been outlined and include them in this basic document of middle-term urban development. The Core Programme of the Podmaniczky Programme, including those developments that have already been decided on and are due to be carried out in the near future, makes references to developments in relation to the Danube, primarily in the context of wastewater treatment. The construction of a central wastewater treatment plant in Csepel, which will be one of the largest scale environmental developments in Central Europe, is among the developments to be definitely implemented. An integral element of the Podmaniczky Programme is the reduction of traffic in the inner city. Prohibiting through traffic in the area located within the Kiskörút (Little Boulevard, or inner boulevard of Pest) will enable the extension of the pedestrian streets network as well as the development of retail businesses: the inner city will be able to host the Budapest2010 events with the friendliness of a small town. After the necessary renovation of the Margaret and Liberty Bridges, the year 2010 will be greeted by these bridges and the areas surrounding them in new

Ez nem azt jelenti, hogy a Főváros tulajdonosi pozícióján felül semmit sem kíván e területekre költeni; sikeres Kulturális Főváros pályázat esetén a közszféra pozícióját tartalmilag és pénzügyileg egyaránt meg lehet, meg kell erősíteni. A Podmaniczky Program tehát jó alapot ad Budapest pályázatához. Ugyanakkor sikeres pályázat esetén a Budapest2010 Program sok olyan projektet ígér, amelyek új elemet, hozzáadott értéket jelentenek a Podmaniczky Programhoz, miközben nagyon jól illeszkednek annak filozófiájához.

In addition, further development work can be linked to the previously mentioned bridges, such as the placing of a glass bubble, serving as a panorama café, at the “break” of Margaret Bridge, along with the construction of an opening in the bridge’s abutment on the Buda side to facilitate the linking of tram lines 19 and 17. The Podmaniczky Programme also includes the southward extension of tramline 19 as far as the Lágymányosi Bridge, which has assumed special importance since the development of the tram network along the Danube embankment is of prime importance to the Budapest2010 Programme. The Core Programme includes important elements regarding the area beyond the Danube zone, too. The construction of a reduced traffic road network is focused on the centres of the outer districts, and can possibly be linked with the square reconstruction programme of Budapest2010. The two highlighted urban development projects of the year’s Capital of Culture competition are the utilisation of the warehouse in Ferencváros for cultural and recreational purposes, and the mix purpose urban regeneration of the former gas factory premises in Óbuda (Old Buda) in the framework of a PPP, i.e. public private partnership project. This does not mean, however, that Budapest does not wish to commit more funds to these areas apart from what it has already contributed simply because of its ownership. In the event of Budapest winning the Capital of Culture competition, the position of the public sector can and must be strengthened regarding its overall and financial role. To conclude, the Podmaniczky Programme serves as a good basis for Budapest’s competition project. At the same time, if the competition is successful, the Budapest2010 Programme will offer numerous projects contributing new elements with added value to the Podmaniczky Programme, while they will retain harmony with its concept.

Annyi bizonyos, hogy a nyitóünnepen kitüntetett szerep jut a 2009-es év búcsúzó osztrák és litván Kulturális Fővárosának, a záróünnepen a 2011-re készülő finn és észt városnak, és mindkét alkalommal a velünk egy ritmusban lélegző német társ-fővárosnak.
Autumn Festival In 2010 each of the above events will have a somewhat changed image in that the themes will tie in with the European Capital of Culture concept, resulting in some points of emphasis being shifted, usual profiles modified, and new islands opened in order to host cultural events, and to satisfy a (higher) quality community life. These changes will act as catalysts and will affect the festival programmes in the more distant future, too. In addition to the prominent, large-scale events, 2010 will create opportunities for smaller scale festivals, holidays and customary programmes, and will ensure that 2010 becomes the commemorative year for Ferenc Erkel (an outstanding composer of national Romanticism, who composed the Hungarian national anthem) and István Széchenyi (a 19th-century statesman, reformer, and father of the ideal of Budapest). European Capitals of Culture take special care when picking the date, location and theme of their opening and closing ceremonies. This will be the same for Budapest 2010. The final decisions—in line with our principles—will be agreed on after we are familiar with the opinion of the public. However, it is certain that the opening ceremony will give a prominent role to the Austrian and Lithuanian cities of 2009 bidding farewell; the closing event will also pay special attention to the Finnish and Estonian cities preparing for the year 2011. During both the opening and closing ceremony, Budapest’s German partner city, breathing to the same beat as Budapest, will be given a significant role.

In its message addressed to Europe, Budapest focuses on the future: its cultural programmes are built on the idea of developing a big city into a creatively liveable one with sustainable development, and on the relationship between the city and its landscape, within which it places major emphasis on questions pertaining to city and water. The ecological approach with its key concept of sustainable development will be one of the defining ideals of the 21st century. Budapest wishes to demonstrate through its own example the possible solutions given in response to the ever-increasing demand for liveable cities across the world.

A Budapest2010 Program arra törekszik, hogy megújítsa a víz és a köré-fölé épült város kapcsolatát, újra érzékelhetővé és hozzáférhetővé tegye a természeti kincsekben gazdag város vízkultúra adta örömforrásait. Feltárja, és láthatóvá teszi a városi rengetegben a víz és a kultúra által felkínált lehetőségeket. Ráirányítja a figyelmet ember és ember, ember és környezete viszonyának kérdéseire és egy környezettudatosabb élet lehetőségére. A kultúra fogalmát a Budapest2010 Program kapcsán tágan értelmezzük. The emphasis on the relationship between the city, water and culture in the Budapest2010 Programme concerns European and global problems of culture and urban development. In 2010 Budapest will invite all of Europe to participate in an intellectual adventure, to discover and re-discover what our traditional and contemporary architecture, performing arts, social and recreational life, rooted in a shared European cultural history, have to offer. The notion of a city built into the landscape is especially true in the case of Budapest. The Budapest2010 Programme strives to revitalise the relationship between the water and the city built around it, and again make perceptible and accessible those pleasures that the city, rich in natural resources, is able to offer thanks to its abundance of water. The Programme also wishes to explore and make visible the opportunities water and culture are able to provide in an urban jungle. It draws attention to issues pertaining to the relationship between people, as well as between people and their environment, and a potentially more environmentally conscious way of life. In the framework of the Budapest2010 Programme the notion of culture is interpreted broadly. In addition to the arts and sciences our concept of culture embraces the culture of everyday life, the relationship of urban residents with each other and their city, as well as their relationship with the built and natural environment. The relationship between urban residents, the landscape, water, and the city communicates a cultural message that can rely on significant social support at local as well as European levels. Its relevance to the given time and place is obvious. The condition of our environment, and within this the accessibility of life-giving water, is a growing concern for modern man, and to reflect this, the UN declared the period between 2005 and 2015 the decade of “water for life”. The year 2010 is exactly halfway through this period. Just like Budapest being roughly halfway on the course of the magnificent Danube, between the Black Forest and the Black Sea. That is how the Budapest2010 Programme and the Danube are closely related. It occupies the centre position both in time and space: at the time when the city has the opportunity to show itself to be liveable, having regained its harmony with nature, and at a place where Europe’s characteristic circles of culture meet, as they have always done, in a traditional and customary way.

A more recent tradition is Budapest’s own series of celebrations, namely the Budapest Farewell (an annual celebration of the withdrawal of Soviet troops from Hungary in 1991) and the Bridge Festival (organised on the Chain Bridge, closed to traffic and given over to pedestrians, with concerts organised on and around the bridge). Following in the footsteps of these events the city will, in the framework of the Budapest2010 Programme, take possession of the Danube symbolically and factually.

By utilising the Danube as creative, useable, mouldable space, and with the help of new constructions, events, installations, actions and celebrations, the river will be linked to the circulation of the city and will be turned into a community space. “We will play with water”: we will bring it to life, revitalise it, turn it into a public space, an arena, free space and even closed space— in one word: space to live in.

River of light The mysterious or at other times dazzling illumination of the Danube’s water will bedeck the river along its entire stretch in Budapest, and the buildings on its banks will bask in light. This light will then illuminate the whole city and attract people to the riverbank. With the help of the River of Light project the Danube will become even more of an emblem of Budapest than ever before. According to the plans that have been drawn up, the lit-up stretch of river will not end at the city boundaries but with time will continue into the region and—if others join the project—might well cross beyond the Hungarian border. The River of Light will link up settlements situated on the Danube bank, thus symbolising how they are linked together. The energy source for electricity will be the strength of the river’s flow, i.e. the power of the Danube’s water, reviving the tradition of old mills on the Danube, which used to be driven by water wheels fixed onto boats. This major attraction of the Budapest2010 Programme combines innovation and creativity while being an environmentally conscious solution.

Bár a hozzánk érkezőknek mindenekelőtt az válik szembeötlővé, hogy városunk voltaképp két város, Buda, illetve Pest egysége, a Duna mégsem elválaszt, hanem összeköt. Ez volt az alapgondolata Pest, Buda és Óbuda 1873-as egyesítésének is. Ez az eszmei cél azonban, gyakran ma is nehezen érvényesíthető, hiszen az egyik partról átjutni a másikra sokszor nehézkes, és különösen gyalogosan, nem nyújt nagy élményt. Ezért szükséges a belváros közelében egy olyan összekötő kapocs létrehozása a Dunán, amely újradefiniálja az átkelés élményét. Az elmúlt évek nagyszabású városi projektjeinek (dunai pontonhíd, Szabadság híd fűvel burkolása, Híd-ünnep) hatalmas társadalmi támogatottsága, sikere azt ígéri, hogy a Duna köztérré alakítása jegyében a sétálás, a környezettudatos életmód, a kerékpározás értékeit kifejező híd a Budapest2010 Program széles körben közkedvelt elemévé válhat. Egyben pedig a Liszt Ferenc tér – Király utca – Deák Ferenc utca gyalogos tengely meghosszabbítása a budai belváros irányába.
Although it instantaneously strikes visitors that our city is actually a unit of two cities, Buda and Pest, the Danube does not separate but rather joins these parts. This same idea underpinned the 1873 unification of Pest, Buda and Óbuda. However, this ideal is often difficult to put into action even in the present, since getting from one bank of the Danube to the other is not easy and cannot be regarded as such a wonderful experience, especially if you want to do it on foot. Because of this, a link near the inner city should be established on the Danube in order to redefine the idea of getting across the river. The large-scale urban projects of recent times (a pontoon bridge on the Danube, cladding Liberty Bridge in grass, events organised on the Chain Bridge) have received enormous social support. This success has encouraged us to believe that building a new crossing on the Danube, embodying the values of walking, environmentally conscious living and bicycling, as part of turning the Danube into a community space might well become one of the most popular elements of the Budapest2010 Programme. It would also be the extension of the Liszt Ferenc Square–Király Street–Deák Ferenc street pedastrian axis towards the Buda side of the inner city.

Olyan „pozitív struktúrák” ezek, amelyek izgalmas program helyszíneket jelenthetnek 2010-ben. Medencék, parkok, közterek helyezhetők el rajtuk, ahol csak egyszerűen el lehet üldögélni, de programok is várják az embereket. Mind közül az egyik legizgalmasabbnak ígérkezik a Margit hídhoz, a Margit-sziget déli oldalán, a híd töréspontjához kapcsolódó üvegbuborék, amely turisztikai információs központként, jó időben kilátó teraszként és kávézóként szolgál majd. Déli irányban páratlan látványt kínál a világörökségi helyszínre, és új, a belső Duna-szakasz minden pontjáról látható, a Budapest2010 Programhoz kapcsolódó jel lesz. Később dönthető el, hogy az épület állandó jelleggel, vagy csak a 2010-es év tartamára készül el, de az utóbbi esetben is a legmagasabb kvalitással.
“Positive” structures on the river The river barges and other floating conveyances, joined to each other or stationed separately, on the inner city section of the Danube, form an organic part of the interplay with water heralded by the Budapest2010 Programme. These are “positive structures” that can be used as exciting programme venues in 2010. Pools, parks, public squares can be placed onto them, offering a place to simply sit about or enjoy various programmes. One of the most exciting structures will be a glass bubble on the south side of Margaret Island, attached to the break in Margaret Bridge and serving as a tourist information centre, as well as a view terrace and café in fair weather. To the south it will offer a unique view of the beautiful world heritage site on the Danube (Buda Castle, Parliament, etc.), and, vice versa, it will be a new emblem linked to the Budapest2010 Programme and will be visible from every point of the inner stretch of the Danube. It is a matter to be decided at a later date whether this building should be permanent or be built only for the duration of the year 2010; however, it still should accord with the highest standards even if the latter is the case.

A „lyukakba” telepített kiállítások, kávéházak és különböző programok teljesen új viszonyt teremtenek a folyóval. Új értékkel és sajátos izgalommal töltik meg a vízközelség élményét. Izgalmas módon gazdagítják a budapesti Duna-szakasz jól ismert látványát, ami fölülről (a Gellért-hegyről, a Várhegyről, valamint légi járművekből) nézve érvényesül a legjobban.
“Negative” structures in the river We will create “negative islands” in certain points of the riverbed. These cylinder shaped creations, which will reach down to the bottom of the riverbed and have walls of varying height depending on the water level, will function as new public spaces. Exhibitions, cafés and other programmes organised in these “holes” will create a completely novel relationship with the river and will bring new value and a thrill to the experience of being close to water. These islands will enrich the wellknown sight of the Budapest section of the Danube in an exciting way, which will be best enjoyed seen from above (from Gellért Hill, the Castle Hill and from the air).

A Duna vízminőségének javítása előfeltétele a folyóhoz kapcsolódó fejlesztéseknek, mint ahogyan pozitívan befolyásolja a vízparton tartózkodás élményét is. Az uniós források segítségével, 2010-re elkészülő központi szennyvíztisztító telep beruházásának eredményeként jelentősen javul a folyó vízminősége. A belvárosi Duna-szakaszon nyári estéken egymást érik a sétahajók. Mivel a Budapest2010 Program rengeteg szálon kapcsolódik a Dunához, elkerülhetetlen a városon belüli hajózás, és ennek keretében a kikötési lehetőségek rendszerszerű fejlesztése. Programunk fölgyorsítja azt a folyamatot, amelyben a folyó szerephez jut a város tömegközlekedésében. A jelenleg rendszeresen használt városi kikötők mellé újabbak társulnak a gázgyári teleptől a Közraktárakon át a millenniumi városnegyedig. 2010-ig tovább nő a Duna szerepe a nemzetközi közlekedésben is. A Bécs-Budapest hajójárat népszerűsége nyomán beindul a Budapest-Belgrád útvonalat összekötő járat is. Több kikötési lehetőség nyílik a nemzetközi hajóknak, jachtoknak. Budapest a jelenleginél is nagyobb teret nyer a dinamikusan fejlődő, folyami nagyhajók által lebonyolított európai, minőségi turizmusban, és az Európai Unió mintegy kétszázezer jachttulajdonosának növekvő részét vonzza hazánkba.
Improving the Danube’s water quality is a prerequisite for developments connected to the river, since, for example, it has a positive effect on people’s experience of being by the waterside. With the help of EU resources, the investment in the central wastewater treatment plant will pay off with a significant increase in the improvement of the river’s water quality. A great many pleasure boats run up and down the Danube on the inner city stretch of the river. Since the Budapest2010 Programme is linked to the Danube in numerous ways, it is a prerequisite to develop the system of river traffic and port facilities within that. Our Programme will accelerate the process in which the river will play a part in the city’s public transport. All the way from the gas factory plant to the warehouse and the Millennium quarter, new ports will supplement the one now in regular use. By 2010 the role the Danube will play in international traffic will increase further. After the popularity of the Vienna–Budapest river connection, a similar service will be launched between Budapest and Belgrade. In addition, more port facilities will be available for international boats and yachts. Budapest will gain an increased part in the dynamically developing European quality tourism using great river vessels, and will attract a growing number of the nearly two hundred thousand yacht owners of the European Union.

A Duna nemcsak Budapest, hanem a Közép-Magyarország régió nagy részének, és a Közép-Duna-völgy területfejlesztési stratégiájának is meghatározó eleme. Az Esztergomtól a Csepel-sziget déli csücskéig terjedő Közép-Duna-völgy térség Magyarország egyik legdinamikusabban fejlődő területe. A térség területfejlesztési koncepciójának fontos célja a víz hasznosításának komplex fejlesztése. Ennek érdekében kikötők létesülnek; fejlődik a Dunához kapcsolódó turisztikai infrastruktúra; javulnak a vízi, szabadidős tevékenységek feltételei: bővülnek a turisztikai célú hajózás, evezős sportok, motorcsónaksport, sport- és hobbihorgászat; a vízparti strandolás és szabadidős programok lehetőségei, kiegészülve a bányatavak turisztikai célú hasznosításával. Minden, a Dunával kapcsolatos fejlesztés a nemzetközi hajózási szabályok maximális figyelembevételével történik. A felsorolt gócpontok nem mindegyike valósul meg véglegesen 2010-re. Egyes esetekben a fejlődési folyamat csak elindul, más esetekben pedig ideiglenes megoldások fognak születni. Azonban mindenképpen egy olyan folyamatot indítanak el, ami a Dunát Budapest és a régió egyik fő fejlesztési tengelyévé teszi.

The Danube is a determining element in the regional development strategy not only of Budapest but also of a large part of the Central Hungarian Region and that of the Central Danube Valley. The Central Danube Region stretching from Esztergom to the southern tip of Csepel Island is one of Hungary’s most dynamically developing areas. An important goal in this region’s regional development concept is the complex development of water utilisation. In order to do this ports will be built; the tourist infrastructure related to the Danube will be developed; the facilities for water-related and other recreational activities will be improved, including river traffic catering for tourists, rowing sports, motor boating, sports and fishing, bathing by the water and recreational programmes, as well as the utilisation of mine lakes for tourism. All the development projects related to the Danube will be implemented with maximum adherence to international shipping regulations. The above listed developments will not all be completed by 2010. In some cases a process of development will begin, in others temporary solutions will be created. However, it is certain that these projects signify the start of a process that will make the Danube one of the main axes of development in Budapest and the region.

Mi az, ami Budapestre és az azt körülvevő régióra nagyon jellemző, mi Budapest legfőbb kincse, mi az, ami meghatározza a benne élők mindennapjait, s mi az, ami több formában létezik, s aminek egyetemes üzenete van? A víz. A főváros egyik nemzetközi viszonylatban is legismertebb jelképe a Duna, de legalább ilyen szorosan kapcsolódik a város nevéhez a fürdőkultúra. Budapest szerencsés város: sok ivóvize van, s életteréhez, jólétéhez hozzátartozik a fájdalmakra enyhülést adó gyógyvíz is. A víz olyan téma, amelyre a Budapest2010 Program minden célja felfűzhető, s amelyhez kapcsolódva megfelelő eszközöket találhatunk céljaink megvalósításához. Bízunk benne, hogy a 2010-ben elindított fesztivál Budapest egyik legvonzóbb eseménye lesz az Európai Kulturális Főváros év után is.

The Water Festival—Budapest’s new international joint art festival, with its aspirations to start a tradition, and one of the key events of the Budapest2010 Programme—will be launched at the same time as the project designed to turn the Danube into a public space. What feature mainly characterises Budapest and the region surrounding it? What is Budapest’s main treasure? What defines the life of its residents? And what exists in many forms but still conveys a universal message? The answer of course is water. One of the Hungarian capital’s most well known symbols, at home and internationally too, is the Danube. In addition, bathing culture and Budapest are just as closely associated. Budapest is a fortunate city: it is abundant in drinking water, and its living space and well-being are ensured by thermal water, bringing cures to various ailments. Water is a theme along which all the objectives of the Budapest2010 Programme can be lined up and which will enable us to find the suitable means to carry out these objectives. We hope that the Water Festival to be launched in 2010 will continue to become one of the greatest attractions of Budapest after the year of European Capital of Culture.

A Vízfesztivál helyszínei
The programme that came last in the above list has a concrete precedence. In the year 2000 the lake in the City Park hosted works of art by 23 artists exhibited on the recommendation of a distinguished body of curators; the event was entitled Art-Herald of the New Millennium. The popular island of culture could be viewed from the lake’s shore, the bridge, or close up from boats and pedal boats. Budapest2010 would like to “replay” this event in which the unusual location—the special attributes of the water surface, the ever changing conditions of light, shadow, and reflection, and the play of the wind and rain—create an exciting backdrop to the water- and weather-proof artworks. It is our ambition to continue this event after the European Capital of Culture year in the form of an important biennial programme of the Water Festival.

Partners and organisations participating in the Water Festival The Water Festival is perfectly suitable to attract people and organisations from all spheres of life. Water and the Danube have an impact on the everyday life of the residents, and similarly, it also impacts the business plans of real estate developers, the judgements made by city leaders, the struggles fought by environmentalists, and even offers a timely and exciting challenge for creative artists. The theme of water affects all generations; it is universal and up-to-date. Therefore, it is a great vehicle for social solidarity. From 2006 the team organising the Water Festival, together with its chief arts director, summons virtually all < creative enterprises < cultural institutions and artists < schools < scientific and environmental organisations < companies < urban developers < local governments < and sports organisations in Budapest and its region to come up with ideas and participate in the Water Festival. At the same time, international creative communities will be invited to participate in specific large-scale projects.
What do we expect from the Water Festival? We expect it to become one of Europe’s most interesting and special festivals organised every two years in Budapest and the Danube Valley, raising the interest of the international community and audience, and attracting a great number of visitors in general. We want the Water Festival to attract to Budapest artists interested in and committed to the theme of water, and urge various groups of society to think and act together. Let this festival become a characteristic feature of Budapest and all of Hungary. If the Water Festival is successful, it will preserve and symbolise for a long time the effort and thought that will have placed the Budapest2010 Programme at the service of the culture-based development of this city.

In its competitive tender, Budapest collected numerous plans and ideas in response to the question of how to make the immediate or broader environment of city residents more liveable, attractive, and “comfortable”, and how to attract the interest of Budapest residents as well as Hungarian and foreign tourists visiting our capital in the city and the region. When we talk about liveability and the quality of life we should not forget about the inequality of opportunity that exists between different groups of society and is manifested in the difficulties they experience in accessing cultural property, either in the physical or intellectual sense. The unsolved social issues related to Budapest, the yawning social gaps, and the differences in people’s way and quality of life prompted Budapest2010 to devote special attention to the problems of those groups of society that are lagging behind as well as to the less developed parts of the city, in order to create new opportunities.

Az elmúlt 15 év társadalmi változásainak következtében Budapesten jelentős mértékben megváltozott a térhasználat módja. Átalakult a közterek funkciója, a privát sok vonatkozásban előtérbe került a közzel szemben. A közösségi helyek közterekké váltak, a motorizáció uralkodóvá válásával pedig lényegesen lecsökkent a találkozási pontok száma. Pedig a városi élet sajátosságának, a városi lét utánozhatatlanságának titka éppen a pezsgő közösségi helyszínekben keresendő. Itt zajlik ugyanis a város közösségi élete, a társadalom tagjainak interakciója. Budapest átalakulási folyamatának egyik pozitív eleme a kulturális helyszínek megsokszorozódása. Körülbelül az ezredfordulóra datálódik annak az új folyamatnak az elindulása Budapesten, amely a városi köztereket és szanálásra ítélt területeket spontán kulturális hellyé, alternatív művelődési és szórakoztató központokká alakította. A városlakók elkezdték kreatívan használni az elhagyatott helyeket. Ezek a civil kezdeményezések adtak a városvezetésnek ötletet és bátorságot ahhoz, hogy segítse a közterek visszakapcsolását a város kulturális életébe. A nyári hétvégéken a Lánchíd gyalogosok általi „visszafoglalásával” fesztivál alakult ki, az EU-csatlakozáskor, pedig a füvesített, „vizesített”, gyalogossá tett hidak és a forgalom elől lezárt Andrássy út vált a kulturális események fő helyszínévé. A civil- és a magánszektor, valamint az állami és az önkormányzatok együttműködésének legerősebb példája a Sziget Fesztivál, amely Közép-Kelet-Európa legnagyobb összművészeti fesztiváljává vált az elmúlt 13 év alatt. Ezzel a folyamattal párhuzamosan jelentek meg a város különleges, új színfoltját adó, az utcára települt teraszos kávézókkal teli, pezsgő, új negyedek, mint például a Liszt Ferenc tér, a Ráday utca vagy a Hajós utca, s alakul át a Király utca is.
As a result of the social changes that have taken place in the past 15 years, the way Budapest utilises space has changed significantly. The function of public spaces has changed, and private has taken over public in many aspects. Community places have become public spaces and with the predominance of motorised traffic, the number of meeting points has greatly decreased. This has taken the essence out of city living since it is the bustling community places that give Budapest its special and unique character. These are the places where a city’s community life is lived and where members of society interact. A positive element in the transformation process of Budapest is the increase of cultural venues. The start of a new process whereby the city’s public spaces, together with areas doomed to be bulldozed, were spontaneously made into cultural venues, alternative cultural and entertainment centres dates back to the turn of the millennium. The residents of the city began to use these abandoned places in a creative way. Such civil initiatives prompted the city’s leadership to have the ideas and courage to help reintegrate public spaces into the city’s cultural life. On some summer weekends the Chain Bridge is “reclaimed” by pedestrians and a festival begins. On the occasion of the EU accession bridges made accessible for pedestrians and covered with grass, and Andrássy Road, closed to traffic for that day, became the main venues for the event. The most powerful example of the co-operation between the civil and private sectors, the state and local governments is the Sziget (Island) Festival, which has grown into the largest joint art festival over the last 13 years. Simultaneously with the above process new lively districts filled with open-air terrace cafés appeared in Budapest, for instance in Liszt Ferenc Square, Ráday Street or Hajós Street, contributing a special local colour to the city. In addition, the reconstruction of Király Street, lined with shops, teahouses, cafés and office buildings, ensured that these commercial developments utilising public spaces significantly contribute

Megjelent az igény, és ez az első lépés a városi közösségi élet megreformálása, a köztéri kultúra újraértelmezése felé. Az elmúlt 15 évben elhanyagolt gyárépületek, romlásnak indult területek váltak izgalmas, nemzetközi hírű művészeti központokká, részben a civil- és a magánszféra, részben az önkormányzatok kezdeményezésével és finanszírozásával. Transzformátorházból vált a kortárs művészet jelentős európai bázisává a Trafó, bőrgyár volt a Budapest egyik izgalmas galériájaként működő MEO, kőszállító hajó volt Budapest egyik legérdekesebb zenei klubja és kulturális bázisa, az A38 Hajó, gépgyár volt az állami beruházással létrehozott Millenáris Park, és orvosi műszergyár volt a város „rezgéshullámait összegyűjtő, ötleteket megtermékenyítő” legújabb kreatív helye, a Tűzraktár. Budapest és környéke számos kulturális intézménnyel, fesztivállal büszkélkedhet. Plakátok, szórólapok özönlik el a várost, küzdve a kultúrát fogyasztók figyelméért. 2010-ben azokat a kortárs kulturális kezdeményezéseket kívánjuk előnyben részesíteni, amelyek elősegítik a művészek és a társadalom többi csoportjainak együttműködését, s amelyek hatására eddig elszigetelt csoportok is bekapcsolódhatnak a kulturális vérkeringésbe. Művészeket, művészeti csoportokat ösztönzünk arra, hogy civil szervezetekkel, lakóközösségekkel, de akár a helyi önkormányzatok dolgozóival, állami és gazdasági szervezetekkel együtt gondolkozva, közösen adjanak válaszokat közvetlen környezetük problémáira, kérdéseire. In the motorised traffic versus “liveable city” case Budapest is soon setting precedents for the latter. A genuine demand has manifested itself, which is the first step towards reforming urban community life and bringing new meaning to culture and public spaces. In the last 15 years, dilapidated factory buildings and neglected areas have been turned into exciting arts centres of international acclaim, thanks to the initiative and sponsorship provided partly by the civil and private sector and partly by local governments. For instance, a former transformer house was turned into one of the most important European centres of contemporary art, called Trafó; a leather factory was converted into one of Budapest’s exciting galleries, MEO; the A38 ship, Budapest’s most interesting music club and cultural base, used to be a cargo boat; the Millenáris Park, a state development project, was originally a machine factory; and Budapest’s newest creative venue, called the Tűzraktár (literally meaning fire station), “a place which collects the shockwaves of the city”, was once a medical equipment factory. Budapest and its environs have numerous cultural institutions and festivals. Budapest residents and visitors are awaited every day by a wide range of programmes in theatres, cinemas, concert halls, recreational facilities, museums, libraries and cultural centres. Posters and leaflets inundate the city, attempting to win the attention of the consumers of culture. In 2010 we wish to give priority to cultural initiatives that foster cooperation between artists and other groups of society, and help so far isolated groups enter the cultural circulation. We encourage artists and art groups to seek answers to the problems and issues concerning their immediate environment in partnership with civil organisations, local communities, or even local governments and state or business organisations. In these projects, we devote special attention to young people, their desires and creativity. In order to realise our goal, we will turn to those European countries and artists that have accumulated considerable experience in launching similar art projects.

Riverbanks were automatically and naturally utilised during the industrial urban development of the 19th century. Water was indispensable in many industrial activities and being near a big river helped solve transportation. The first industrial quarters of Pest-Buda were built on the Danube bank, and by the end of the period of dualism the majority of developed industrial zones were situated by the Danube, too. The inner city section of the Danube bank was used as a port and quarry, turning both riverbanks into an almost perpetually active market area. More than a century later, in the post-industrial era, Budapest has to come

There are two characteristic constructions on the Budapest section of the Danube bank that stand as reminders of the once vigorous industrial activities by the river: the warehouse in the heart of the city, and the buildings of the gas factory in the north. realisation of the projects in the next five years. It is tempting to fill the two building complexes to a significant extent with public functions serving culture. However, it is difficult to harmonise this plan with the prevailing attitude in development projects of the present decade whereby developments carried out fully or to a great extent from public funds are not appreciated. Similarly, there is little chance for solutions in which private funds are only used to be the long-term creditor of the development project of a facility carrying out public functions. The model to be adopted in the case of both sites is the following: property development values (supported by city plans), resulting from the location of the two complexes, will be exploited on the project sites, and these values, increased by the value of the plots, will provide the capital base for the local government and the investors to cover accessory costs related to the utilisation of the grounds and the costs of property development related to the implementation of the cultural programme.

A budai Duna-part egyik legszebb szakasza jelenleg a város lakóitól el van zárva. Gyönyörű természeti adottságain túl, olyan kultúrtörténeti emlékeket is rejteget, amelyek abból a korból származnak, amikor a harmónia – a funkció, a táj, az esztétikum egysége – kötelező volt az ipartelepek létesítői számára. A gázgyári negyed kisebb része már mintaértékű módon hasznosult, magántőkére alapozva, világszínvonalú tudásparkot hozva létre. Ez a körülmény sugallja a kulturális fejlődés irányát is. Ez a terület páratlan lehetőséget nyújt arra, hogy Budapesten, komplex módon kialakuljon egy új városnegyed. A terület alakításakor kulcsszó az innováció. Ennek támogatása az Európai Unió számára kiemelt prioritás. Arra van szükség, hogy az egész társadalom elfogadja az innováció szükségességét és aktívan be is kapcsolódjon abba. Az innováció történetének, illetve kortárs kísérleteinek bemutatása ehhez megteremti az esélyt. Ezeknek az esélyeknek a kiaknázása érdekében szerepel a Gázgyár a készülő Nemzeti Fejlesztési Terv kiemelt céljai között.
One of the most beautiful sections of the Danube bank on the Buda side is currently closed to the residents of Budapest. In addition to its magnificent natural features, it possesses cultural values dating back to the times when observing harmony—the unity of function, landscape and aesthetics— was obligatory for the builders of industrial plants. A smaller part of the gas factory quarter has already been utilised using private funds, in a way that could well serve as a model for other projects. The result is a knowledge park living up to world standards. It also sets the trend for future cultural development. These grounds offer a unique opportunity for a new district to be built in Budapest in a complex way. Innovation is the key work in the reconstruction of the site, the support of which is of high priority in the European Union. It is important that the whole of society should accept the necessity of innovation and take an active part in realising it. Displaying the history of innovation and related contemporary attempts provides an opportunity to make this happen. In order to exploit this opportunity the gas factory project is listed among the key objectives in the National Development Plan, which is under preparation.

We wish to turn the gas factory quarter into a lively model city of scientific, artistic, economic innovation and the creative industries. With the cooperation of the private sector, civil organisations, the government and the city this district may become one of the most important idea factories— think tanks—in all of Budapest.

A beruházás és a terület fejlesztésének alapvető feltétele az ipari tevékenység utóhatásának kármentesítése, és a római polgárváros régészeti feltárása. E két feladat a projekt értékéhez környezetvédelmi és régészeti, történelmi szempontból is hozzáadott értéket képvisel. A gázgyári terület technológiai park és irodai negyed típusú fejlesztése magánerőből már megkezdődött, és ennek folytatására már ma is vannak igények és elképzelések. A terület elhelyezkedése és speciális adottságai azonban alkalmassá teszik arra, hogy különböző szektorok innovatív elképzelési találkozzanak, s a fejlesztésben a privát és közcélú fejlesztési elképzelések ötvöződjenek. Az első fázisban (2006/2007) a következő alapfejlesztéseket kell végrehajtani (amelyek a terület bármilyen későbbi hasznosításába jól beleilleszkednek): < a Duna-parti sétány kialakítása a Római-part folytatásaként, hajókikötô létesítésével és gyalogos-kerékpáros kapcsolatot teremtve a Hajógyáriszigettel < egyes mûemlék jellegû, illetve szerkezetileg jó állapotú épületek, illetve

Ensuring compensation for the after-effects of industrial activities in the area and the archaeological exploration of the ancient Roman town are basic requirements for investment and development to begin. These tasks represent added value regarding the project environmentally, archeologically and historically. Privately funded development on the gas factory site to be utilised for the construction of a technological park and office quarter has started. Moreover, there is an increasing demand for this site and privately funded development plans to continue the project. Due to the location and special features of the site it is possible for innovative ideas initiated in different sectors to meet, and for private and public development initiatives to be realised within one project. Alternative (creative/cultural/museum and technological/industrial) development ideas will be tested in the first stage of development (2006/2007). At the end of this phase, after the final decisions have been made, the selected development projects are to be completed by 2010. The following basic developments are to be carried out in the first stage in 2006/2007 (ones that fit in with any later development on the site): < A promenade will be built along the Danube as a continuation of the Roman Shore, with a port as well as pedestrian and bicycle access to the Hajógyári (Shipyard) Island.

An organisation will be set up to implement the development programme of the first two years, with the participation of the government, the capital and the district. The organisation’s competence will include the area of the gas factory as well as neighbouring areas (Roman Shore, Mocsáros and Kaszásdűlő areas, Óbuda Island, the bridge in Aquincum and the crescent road of the belt railway), as a result of which the development projects for these parts can be harmonised. Road and bridge developments are incorporated in Budapest’s Middle Term Urban Development Programme. Artists and players of the creative industry need an infrastructural shield to protect them from the stressful constraint of finding exhibition spaces for their work and thus enable them to be fully immersed in their workshop activities and experimentation. For this reason we will set up a network of well equipped studios that will facilitate the dynamic interaction between genres and artists, joint projects between creative communities and guest artists, as well as experimentation with new genres and methods. The network will be suitable to host international residence programmes, too. Due to the protection provided by incubators < artists will gain new professional knowledge and skills (in art and management); < the constant influx of new information and impulses will broaden their scope of ideas and approach;

tourism and attract the attention of foreigners to Hungarian culture and Hungary. This section of the riverbank will match the guest port on the Danube envisioned in front of the warehouse. The barges, jetties, etc. of towns of the Danube Valley will be made accessible for residents living in north Buda and its wider environment. Budapest2010 river lines will provide the connection between the bank by the gas factory and the one by the warehouse.

A Közraktárak rekonstrukciója a Budapest2010 másik kulcsprojektje. Legkésőbb 2006 tavaszára rögzíthető, hogy melyek azok a konkrét funkciók, amelyek a műemlék jellegű épületegyüttesben a kulturális innováció és a kulturális időtöltés igényeit egymásba fonódva szolgálni fogják; továbbá, hogy azok milyen más természetű, hasznot hajtó funkciókkal házasíthatók a területen. A revitalizáció során új épületrész létrehozására is mód nyílik. A Budapest2010 kihívása megköveteli, hogy mind tartalmában, mind megjelenésében egyedi, kivételes épületegyüttes szülessen, amely gyarapítja Budapest városképének emblematikus elemeit. Ennek érdekében a rekonstrukcióra nemzetközi építészeti pályázat kiírásával kerül sor. Az épületegyüttes képessé tehető arra, hogy valódi kapuként fogadja a városba hajóval érkezőket. 2010-ben itt csoportosul majd a stégek, vízi színpadok, uszályok egy része, ahol a nagyobb Duna menti városok egymás mellett és egymást váltva mutatkoznak be kulturális és kulináris programjaikkal. Ideiglenes vagy állandó jelleggel megvalósul a víztükörre terjedő módon a folyóval való egybeépülés. A Közraktárak együttese azért válhat Budapest 2010-es pályázatának egyik kulcsprojektjévé, mert egy helyen képes ötvözni a kulturális innovációt és korunk másik vezéreszméjét, a környezettudatos gondolkodást is. Épületként, de közösségi centrumként is be tudja mutatni a kultúra és a víz találkozását, a város szerkezetébe szervesen illeszkedő közösségi tér eszményét úgy, hogy meglévő építészeti értékeinkre mint megőrzendő hagyományra épít. Az épület alkalmas a 2010-es Kulturális Főváros rendezvényeinek központjaként működni, a megnyitó helyszínéül is szolgálhat. The reconstruction of the warehouse is one of the key projects of Budapest2010. The concrete functions to be accommodated in this building complex of historic value and the design which will weave together the need for cultural innovation and cultural recreation will be finalised in spring 2006 at the latest. Furthermore, it will be decided by that date what other profit generating functions can be exploited here. The construction of a new wing will also be made possible within the framework of the project. A major requirement declared by Budapest2010 is that the new ensemble of buildings be unique and exceptional in its design and appearance and thus become a new emblem in Budapest’s cityscape. Therefore, the reconstruction project will be announced as an international architectural competition. One of the functions of the new building complex will be to serve as a gate for visitors arriving in Budapest via the Danube. A group of jetties, floating stages, and barges will be gathered here in 2010 hosting cultural and culinary programmes organised by the bigger towns and cities on the Danube. Thus, the direct merging of the city and the river will be realised temporarily or permanently by using the water surface as a venue for events. The warehouse development could become one of the key projects of the Budapest2010 competitive tender because it combines two of the fundamental ideas of our times, cultural innovation and an environmentally conscious approach, in one place. In its capacity as a building and a community centre the warehouse complex is able to demonstrate the meeting of culture and water, and the ideal of a community space organically integrated into the city’s structure, while at the same time being based on our existing architectural values, regarding them as a tradition to safeguard. The complex is suitable to become the central facility for the Capital of Culture 2010 events, and could be the venue for the opening ceremony. The building complex will also host various cultural, community and service facilities: < Tourist and information centre (information and visitor centre of Budapest2010) < Lecture hall with a medium seating capacity < Restaurants, cafés < Cultural, commercial service provider < Galleries < Design studios < Theatre, rehearsal rooms for dance art and music

A kinyíló városházán átszivárgó gyalogos élet közvetlen kapcsolatba hozza a mai Belvárost a zsidónegyeddel, az Andrássy úttal, a pesti Broadway és a Liszt Ferenc tér szórakozóhelyeivel. The pedestrian life percolating through the now permeable city hall brings the present-day downtown in direct connection with the jewish quarter, with the Andrassy road, with the pleasuregrounds of the Pest Broadway and the Liszt Ferenc square.

A Budapest2010 Program két kiemelt városfejlesztési projektje mellé sorakozik föl a város megújulásának emblematikus terve: a Városháza-projekt. A program nemzetközi és hazai tervezőket mozgósító építészeti pályázata alapjaiban gondolja újra a Városháza épületét és az azt beágyazó városi téregyüttest. Az Astoria és az Erzsébet tér közötti szakaszon, a Belváros közepén új térség keletkezik, amely az eddigi Belváros súlypontját a városszövet nagyobb kiterjedésű belsejébe teszi át. Az így keletkező teresedés térfalai, az eltűnő bazársor mögül feltáruló Városháza-udvar ölelő karjai, valamint a Madách tér piros téglás házai a Madách-kapuval alkotják e terület határait. A régi, nagy kiterjedésű épület földszinti árkádjainak kibontásával, a két nagy belső udvar lefedésével, az új épületrésszel a mai Városháza minden irányban átjárhatóvá válik. Földszinti helyiségeit üzletek, kávézók, különféle szolgáltatók veszik birtokba. Egyik szárnyában − a ma még a Kiscelli Múzeum elszigetelt épületében lévő Fővárosi Képtár kaphat helyet. Szintén ide kerül a Budapest Galéria tágas kiállítótermekkel, valamint a Budapesti Fesztiválközpont. Továbbra is itt működik a Merlin Színház új, vegyes funkciójú − konferenciák megtartására is alkalmas − színházteremmel. Az új környezet esti életét az itt létrejövő jazz kocsmák is gazdagítják. Itt kap helyet a főváros kulturális idegenforgalmi információs központja, valamint a BTH Tourinform irodái. Ez a közigazgatási és szellemi központ alkotja a holnapi Budapest szívét. A külső környezetben kialakuló mesterséges dombok, sövénysorok, pergolákkal tagolt kisebb, parkos teresedések, pavilonok és szobrok, kutak együttese hatalmas, új közparkot alkot. A kinyíló Városházán átszivárgó gyalogos élet közvetlen kapcsolatba hozza a mai Belvárost, annak sétálóutcáival, a Vörösmarty térrel és a Vigadó téren, valamint az esetleg megépülő gyalogos- és biciklis hídon át Budával, illetve a pesti oldalon dél felé fordulva, az alsó Váci utca, Közraktárak és a Ráday utcát övező szórakozó negyed területeivel. Keleti irányba a Madách-kapun át a Gozsdu-udvar és a kialakulóban lévő Madách-sétány vonalán, gyalogoson közelíthető meg a zsidó negyed, a Király utcán és Andrássy úton át pedig a pesti Broadway és a Liszt Ferenc tér szórakozóhelyei.
Apart from the two key urban development projects, The City Hall Project, emblematising the renewal of Budapest, is also of special significance. The competition inviting the participation of both international and Hungarian architects takes a fundamentally new look at the City Hall building and the urban spaces it is embedded in. As a result of this project a new area will be created in the centre of the inner city stretching between Astoria and Erzsébet Square. Thus, the focal point of the inner city will be shifted into a more expanded centre of the urban tissue. The resulting enlarged space will be delineated by the embracing arms of the City Hall’s courtyard, unfolding into sight due to the demolition of the line of small bazaar-like shops, and the red brick buildings on Madách Square together with its archway. By demolishing the ground level arcades of the old sprawling building, the covering up of the two large inner courtyards and adding a new wing will make the City Hall open from all directions. Its ground level spaces will host shops, cafés and other services. One of the wings will be home to the Municipal Gallery (Fővárosi Képtár), which is currently in the isolated building of the Kiscell Museum at the foot of Óbuda Hills. The Budapest Gallery will also move here, being given spacious exhibition halls, as will the Budapest Festival Centre. Merlin Theatre will continue to operate here with a new multiple function theatre hall suitable for hosting conferences. Jazz pubs will revamp the nightlife of this newly created environment. This complex will also house the Budapest Tourist Office, Budapest’s cultural and tourist information centre, as well as the offices of Tourinform. This administrative and intellectual centre will be the heart of tomorrow’s Budapest. Artificial mounds, rows of hedges, small landscaped spaces articulated by pergolas, pavilions, statues and fountains will create a huge new open public park. As pedestrians will be able to use the opened up City Hall complex as a passageway, today’s inner city area will have direct communication with the pedestrian streets, Vörösmarty Square and Vigadó Square, with Buda—if the plan for a pedestrian and bicycle traffic bridge is realised—and, walking towards the south on the Pest side, with the entertainment districts around the lower stretch of Váci Street, the warehouse and Ráday Street. Going east the Jewish quarter will be accessible for pedestrian traffic along the Madách Archway—Gozsdu Courtyard—Madách Walk (newly planned development) route, while Király Street and Andrássy Road lead to the restaurants, cafés and bars of the Pest Broadway and Liszt Ferenc Square.

Mégis, célunk mindenképpen az, hogy a város élhetővé váljon, sőt, olyan hozzáadott minőséget adjon az ott élőknek, amit máshol nem tudnak megkapni. The 21st century will be the century of cities: half of the world’s population will live in urban areas. In Europe approximately 75% of the population are urban residents. Of course it is fair to say that many people live in cities out of necessity. It is nevertheless our objective that cities should become more liveable places and indeed that they should provide a better quality of life to their residents, unattainable elsewhere. This quality comes precisely from the very hustle and bustle, constant surprises and creative energy that are characteristic of city life. The chief value of a city is represented by the desires, ideas, powers of the imagination and actions of the people who live in it.

Tudomásul kell vennünk, hogy társadalmi, gazdasági, ökológiai problémáinkra nekünk kell megoldást találnunk, s azt is, hogy az egyre komplexebb problémákra egyre kreatívabb, innovatívabb és több szakma tapasztalatát felhasználó válaszokat kell adnunk. A 2006 és 2009 közötti felvezető szakaszban a főváros és a kerületek, valamint kreatív műhelyek összefogásával olyan workshop-sorozatot tervezünk, amelynek keretében meghívjuk európai nagyvárosok vezetőit, kreatív „think tank”-jainak képviselőit, akik városukat kreatív módon alakították. Meghívunk olyan szervezeteket is, amelyek példaértékű megoldásokat találtak városuk szociális, szervezeti, irányítási, kulturális stb. problémáira. A workshopok eredményeképpen a felhasználható megoldásokat adott szervezetek megtanulhatják, és saját területükön meg is valósíthatják. Nem elégszünk meg azonban kizárólag azzal, hogy ötleteket „koppintsunk”. 2010-ben, egy konferencia keretében Budapest égető problémáit állítjuk a középpontba, és magyar és európai szakemberekkel közösen, olyan módszerek kidolgozását tűzzük ki célul, amelyeket később Budapest, valamint más európai nagyvárosok is tudnak hasznosítani. Ez azért is lehet érdekes, mert a közelmúlt történelme miatt Budapest más ritmusban és más értékek mentén fejlődött, mint a nyugat-európai nagyvárosok, s mint ilyen, sajátos megoldásokat sugallhat.
We must be aware that it is we ourselves who should find solutions to the social, economic and ecological problems facing us, and also that increasingly complex problems require increasingly creative and innovative solutions utilising the experience accumulated in a number of professions. In the run-up period of the Programme, from 2006 to 2009, the capital and its districts in co-operation with creative conferences are planning a series of workshops in the framework of which the leaders and creative representatives of “think tanks” from European big cities, who have transformed their own cities through creative methods, will be invited to take part. Also to be invited are the kinds of organisations which have found model solutions to the social, organisational, management and culture problems that cities are beset with. The workshops will offer useful solutions, which organisations can apply and then implement in their own areas. However, we are not content merely to “copy” ideas. In the framework of a 2010 conference we will focus on Budapest’s most pressing problems and in co-operation with Hungarian and European experts will set it as an objective to work out methods Budapest as well as other European cities will later be able to utilise. This could also possibly be of interest since as a result of recent history Budapest has developed at a different pace with a different set of values than have western European cities, necessitating a different set of solutions.

Abban a városban jó élni, ahol a város polgárai nemcsak az épületeken és lakásokon belül, hanem a köztereken is otthon érzik magukat. A közösségi tér, a mindenki számára korlátozás nélkül hozzáférhető nyilvános tér, a társadalmi nyilvánosság színtere, agora funkciója évezredek óta elengedhetetlen feltétele a városi létnek. Itt zajlik a város közösségi élete, a társadalom tagjainak interakciója. Míg a budapesti belváros egyes terei megélénkültek, élettel töltődtek meg és igazi városi agorává váltak, a külsőbb kerületek elhanyagolt köztereiből sokszor kikopott az élet. A tér elveszítette használóját, a városlakó pedig egy nagyon fontos, urbánus, közösségi fórumot.
It is good to live in cities in which its people not only feel at home and comfortable within its buildings and their own homes but in public spaces as well. Community space means something that is fully accessible to all without restrictions and functions as a social agora, a function that has been an indispensable prerequisite to city life for thousands of years. It is in these places that the communal life of a city comes alive and the members of a given society interact. While individual areas in the centre of Budapest have been rejuvenated and have subsequently filled up with people, having become true city agoras, the opposite of this process has come about in neglected outlying areas. Squares have lost their users while urban residents have lost a very important urban community forum.

Miként a Budapest2010 Program központi témája az élhető város, vizsgálódásainak és fejlesztésének kiemelkedő tárgya pedig a víz, a kiválasztott tereken megvalósuló kulturális események, és az oda tervezett installációk egy része mindenképpen rímel erre a tematikára. Ezért a közterek felfrissítésének visszatérő eleme lesz szökőkutak elhelyezése, a látványos vizes performance-ok vagy éppen a régi ivókutak helyreállítása. A köztereken a képzőművészet – ahelyett, hogy érdekes szempontokkal bővítené a városi közéletet, és élő párbeszédet kezdeményezne a járókelőkkel – többnyire alárendelt vagy alkalmi szerepet tölt be. Ezért mai tárgykörök, fogalmak, hívószavak segítségével újszerű szellemű és eredeti alkotások figyelemfelhívó köztéri akciók létrejöttét ösztönözzük. Ezekbe a fejlesztésekbe művészek, kézművesek, tanárok segítségével bevonjuk a fiatalokat és a lakóközösségeket is.
The central theme of Budapest2010 is the development of a liveable city, and water is the prominent subject of the studies and developments within its scope. Thus, the cultural events to take place on the selected squares and some of the installations designed on them echo this theme. For this very reason recurring elements in the revitalisation of public squares will be the installation of fountains, spectacular performances linked to the theme of water, and the restoration of old drinking fountains. The presence of the fine arts in public squares has generally not had the effect of expanding and enriching community life in the city, inviting passers-by to engage in dialogue, but has rather played a subordinated and merely occasional role. Therefore, with the help of up-to-date ideas, themes, and slogans we encourage innovative and original works of art and public events in order to capture people’s attention. In co-operation with artists, craftsmen and teachers we would like to invite young people and local communities to join in such projects.

A parkok, mint közterek nemcsak városépítészeti, hanem kulturális szempontból is újjáélesztik a várost: lehetőséget teremtenek a szabadidő eltöltése mellett, kulturális és közösségi események megrendezésére is. A parkok fontos integráló szerepet tölthetnek be a város életében a közösség önszerveződésének helyszíneiként. 2010-re megvalósul néhány, a városlakók életminőségét alapvetően befolyásoló, nagy parkrekonstrukció: az Epres-kert megnyílik a közönség előtt, megújul a Népliget és az Orczy-kert, és színhelye lesz a Budapest2010 eseményeinek. A város egyes, ma még csak szigetként létező közparkját is bevonjuk a közösségi események helyszíneinek körébe. Az arra vállalkozó helyi közösségek, vállalatok segítségével a parkokat díszkivilágítással biztonságossá, fényes esti sétatérré alakítjuk. A Népligetbe, a „minta fénypark”-ba milliónyi izzót telepítünk. Ez nemcsak egy fényből készült Land Art alkotás, a 2010-es év egyik látványossága, hanem olyan új, éjszakai, kulturális-közösségi tér is, amely közelről, „belülről” is élményt ígér. A sejtelmes, helyenként káprázó fényű ösvények kellemes és biztonságos feltételeket biztosítanak a hely éjszakai használathoz. E fényinstallációt magyar és külföldi művészek, valamint 12-14 éves gyermekek közreműködésével kívánjuk létrehozni.
The park as a public space not only regenerates a city’s architecture but also its culture: it creates the opportunity for recreation in addition to being a venue for community and cultural events. Parks can fulfil an integrating role in urban life and also act as places for communal self-organisation. By 2010 some large-scale park reconstruction projects will be realised, which will have a fundamental influence on the quality of life of Budapest’s residents: Epres-kert will be opening up to the public, while Népliget and Orczy-kert will be renovated, offering new venues for the events of Budapest2010. Public parks at present only existing in isolation will also be included among the venues of Budapest’s community events. With help from local communities and private companies, parks will be installed with lighting. Thus, people will be able to enjoy evening walks in safe and bright spaces. Népliget will be the “model park of light” with a plethora of light bulbs installed in it. This will not merely be a Land Art creation, one of the spectacles of 2010, but also a new night time culturalcommunity space offering a memorable experience from close-up and “within”. Budapest2010 will afford the public the opportunity to take a walk at night or just to spend time sitting about in comfort and safety on paths illuminated by mysterious and captivating light. We would like to create this light installation in co-operation with Hungarian and foreign artists as well as with the help of children aged 12-14.

Társadalmi összefogás, kreatív és érzékeny megoldások szükségesek ahhoz, hogy az aluljárók helyzetét javítani tudjuk. E folyamattal párhuzamosan platformot teremtünk a társadalom perifériáján élők életkörülményeinek javítását szolgáló, innovatív javaslatoknak és megoldásoknak. A négyes metró 2009-ben átadásra kerülő szakasza, az Európa Kulturális Fővárosa emlékét hordozhatja a későbbiekben is. A felszíni állomások és a földalatti peronok egyaránt a szokásosnál is nagyobb gonddal, a kortárs építő- és díszítőművészetek java termésének fölhasználásával készülnek el, lifttel a mozgáskorlátozottaknak és kismamáknak, valamint vakvezető csíkkal ellátva.
A tender inviting both Hungarian and foreign artists, companies and civil organisations has been put out for the renewal of Budapest’s underground system. Co-operation from the public along with creative and sensitive solutions are required in order for us to be able to improve the condition of the inevitably “dark world” of the underground. In tandem with this process, a platform for debate will be created to allow innovative suggestions and solutions aimed at improving the living conditions of people on the peripherals of society. The section of metro line 4 to be opened in 2009 will serve as a monument to the European Capital of Culture year. The stations on the surface and the platforms underground alike will be given more attention than usual and will be constructed by utilising the best of contemporary architectural and decorative art, and with lifts installed for the physically disabled and pregnant women as well as facilities aiding the blind.

A háztörténetek összeállítása, gyûjtése olyan közösségépítô feladat, amely megmozgathatja a városlakókat. Compiling and gathering the history of the buildings is a communitybuilding task that may well revitalise urban residents.
A patinás budapesti bérházak udvara egyszerre képvisel kultúrtörténeti és esztétikai élményt. A kerületi önkormányzatok, városvédők és más civilszervezetek és lakóközösségek tevékeny közreműködésével választjuk ki azt a kb. 50 udvart a Terézvárostól a Várnegyedig, amelyek a régi életforma felidézésére és egyúttal kortárs művészeti események megtartására alkalmasak. Az egyébként zárt udvarokra, az erre is följogosító Budapest2010 kártya révén lehet majd bejutni. A házak lakóközösségei a Budapest2010 Program szervezőivel közösen, ezeket az udvarokat – remélhetőleg hosszú távon – kamarakoncertek, kiállítások, színházi előadások kulturális helyszínévé alakítják. Az udvarok közössége vendéglátója lehet akár világhírű művészeknek is, de a lakók vállalhatják egy-egy rezidens művész vendéglátását is, aki cserébe művészeti alkotással, vagy a közösség számára hasznos vagy fontos átalakítással gazdagítja a házat. A háztörténetek összeállítása, gyűjtése olyan közösségépítô feladat, amely megmozgathatja a városlakókat. Ugyanennek a programnak a részeként tervezzük felhívni a figyelmet a bérházak privát történetére, kalandos, regényes sorsára, titkos életére, amelynek felderítése, kibogozása nem feltétlenül történészek, kutatók feladata: a lakóközösségek maguk is végére jár(hat)nak otthonuk sorsának, és ahogy múltba tágul a jelen, megjelenik a város és történelme, felelevenedik a 20. század. A felvezető időszakban kezdődő akció végeredménye, pedig egyegy (egységesre tervezett) táblán, feliraton 2010-ben ott díszeleg majd a házfalakon. Az egyes történeteket füzérbe fonva, a múltat tematizálva „menetrendszerű” séták indulnak majd az egyes épületekhez, ugyanúgy, ahogy a város történetét, szellemi életét meghatározó kávéházakhoz, vagy jeles alkotók életének és munkásságának nyomában. Bejárható lesz az is, mit mutatott meg Szerb Antal az ő Marslakójának.
The courtyards of old Budapest’s apartment blocks represent value in terms of cultural history and aesthetics. With the co-operation of municipal local governments, monument protection organisations, other civil organisations and local community groups, we selected some fifty courtyards from Terézváros to Várnegyed which conjure up an older way of life and are deemed suitable for housing contemporary artistic events. Otherwise closed courtyards will be opened up to those holding a Budapest2010 card. The communities who live in these houses will work in partnership with the organisers of Budapest2010 to convert these courtyards – hopefully for the long term – into cultural venues for events such as chamber concerts, exhibitions and theatre performances. The courtyards’ communities can play host to world famous artists or accommodate a resident artist who will partake in the improvement of the given block by presenting the community living there with his/her artwork or by making other useful and significant contributions. As part of these same programmes we plan to draw people’s attention to the individual histories of these apartment buildings, their adventurous, romantic and secret backgrounds, the exploration and untangling of which is not necessarily a task for the historian and researcher but one open to its residents: as they explore the past of their own homes the city and its history will reveal themselves and the 20th century can be revisited. Compiling and gathering the history of the buildings is a communitybuilding task that may well revitalise urban residents. The findings collected in the framework of this project, organised in the run-up period of Budapest 2010, will be put on a plaque or sign (in a unified format) and placed on the walls of buildings. Individual histories will be connected to form thematic sequences, and “scheduled” walking tours will be organised around them. These tours will also revisit cafés, shaping the history and intellectual life of the city, and explore the life and work of prominent artists.

A városkép dinamizálásának, vizuális megújításának jegyében pályázatokat írunk ki fiatal alkotók, feltalálók számára utcabútorok, irányító táblarendszerek, kül- és beltéri kerékpártárolók megvalósítására, valamint a budapesti tűzfalak látványának megváltoztatására, akár fényfestéssel, akár másfajta vizuális beavatkozással. E program keretében átfogó, művészek és fiatalok vezetésével lebonyolított akciót szervezünk a városromboló, színvonaltalan graffiti és a tagelés megfékezésére és visszaszorítására. Ehhez az akcióhoz kérjük olyan városok segítségét, amelyek megbirkóztak már hasonló feladattal. Ugyanakkor szabad falakat, felületeket ajánlunk lakóközösségek és vállalatok segítségével a fiatal alkotóknak. A létrehozott alkotásoknak a Budapest2010 Program keretében nyilvánosságot adunk. Ennek a keretprogramnak a megvalósításához a számos köztéri kiállítást és pályázatot létrehozó @®© formáció aktív közreműködésére számítunk.
Terek felülrôl Egy város, egy régió képe teljesen megváltozik, ha perspektívát váltunk. A felülnézet kicsinyíthet ugyan, de összeköt, egységesít, határokat mos el és közösséget, viszonyt, hálózatot teremt. A Budapest 2010 Programban számos olyan elem szerepel, amely a levegőből vagy más magaslati pontról szemlélve különösen jól érvényesül. Ezt az adottságot a városunk horizontját meghatározóan színesítő, s azon megjelenő rögzített, nagyméretű hőlégballonok felengedésével használjuk ki. Emellett menetrendszerű város- és régiónézési akciókat szervezünk hőlégballonokkal, amelyek a meghirdetett időpontban egy-egy sportpályáról indulnak, és oda érkeznek vissza.
In the spirit of visual revitalisation and with the aim of regenerating the urban landscape we are putting out a tender to young artists and inventors to design street furniture, a system of signposts, indoor and outdoor bicycle storages, as well as to alter Budapest’s firewalls with the help of ray painting or other visual tools. Within the framework of this programme, led by a team of artists and young people, we will launch a project aimed at stopping the spread of shoddy graffiti and “tagging” which cause damage to the city. To accomplish this we will ask the assistance of other cities that have already successfully combated such a problem. At the same time, with support from local communities and companies, we want to put walls and surfaces at the disposal of young artists to pursue their artistic endeavours. The works of art made on these surfaces will be shown to the public within the framework of the Budapest2010 Programme. We are counting on the active participation of @rc team, which has set up numerous public exhibitions and competitions, to implement this framework programme.
Spaces from above A city or a region appears completely different viewed from a new perspective. Viewed from above things look smaller but also joined together and united; borders are washed away, opening up space for community relationships, connections and networks to form. Many of the installations and developments in the Budapest2010 Programme acquire their true splendour when observed from the air or from very high up. Large hot air balloons, tethered to the ground on the horizon, define and add colour to our city—an opportunity we will utilise in 2010. We will organise scheduled tours with hot air balloons over cities and the region, which will depart from sports grounds and return there.

A kultúra terei Infrastrukturális fejlesztési támogatással alkalmassá teszünk 10 fővárosi és 14 Pest megyei (kistérségenként egy-egy) közművelődési intézményt nemzetközi igényeknek megfelelő, kortárs előadó-művészeti (tánc, mozgás- és táncszínház, jazz, könnyű- és komolyzenei) produkciók színpadra állítására. Célunk ezzel a régió művészeti kínálatának változatosabbá tétele. Ezzel 2010-ig növeljük a régió közművelődési intézményeinek vonzerejét és potenciális részvételét a térség kulturális kínálatának bővítésében, alkalmasabbá téve e tereket rendszeres hazai és nemzetközi művészeti együttműködések lebonyolítására. A projektbe olyan közművelődési intézmények kerülnek be, amelyek nem a főváros belső kerületeiben működnek és/vagy le akarják dolgozni modernizációs hátrányukat, programkínálatuk bővítése és minőségi javítása érdekében. A program mindazonáltal nem a fenntartó önkormányzatok helyett, hanem katalizátorként hatva, az önkormányzatok együttműködésének feltétele mellett kíván hatni s céljait elérni.
Spaces for culture Through infrastructural support we plan to make 10 cultural institutions in the capital and 14 in Pest county (one in each micro-region) fit the requirements of international standards to stage productions of contemporary performing arts (dance, movement and dance theatre, jazz, light and classical music) with the aim of regionally and thematically diversifying the region’s art programmes. We will thus enhance the appeal and the potential participation of the region’s cultural institutions in expanding the area’s cultural programmes, making these spaces suitable for facilitating national and international artistic co-operation. The project will invite cultural institutions operating in Budapest’s outer districts and/or those set on modernising their facilities to take an active interest in expanding their programme offer and improving their quality. The programme is not designed to act instead of the local governments that operate these institutions but rather as a catalyst for co-operation.

In the longer term it is envisioned that, as a result of the Programme, many of the institutions will be able to provide their employees with the opportunity to be trained in areas of international communication and co-operation as well as tender projects by utilising educational support. On the one hand this will provide the opportunity to use and develop language skills and on the other for them to be trained in the area of cultural management in order to be able to professionally deal with cultural and artistic activities, the management of tender projects and sponsorship-marketing activities using non-budget funding.

Expanded spaces During the preparatory period in the run-up to 2010, and in that year too, Budapest and its districts will be offering support to those cultural organisations, which as partners or project leaders, participate in cultural projects supported by the European Union (Culture 2000/2007 eContent, Media). Budapest will set up a fund in order to support the mobility of cultural experts and their participation in the network of European cultural activities. The Programme actively seeks out opportunities to organise more and more European cultural mini-conferences, network meetings, roundtable talks and training sessions between 2006 and 2010 in Budapest and the Central Hungarian Region. It also calls upon cities that have already applied for the title of European Capital of Culture to become its partners.In co-operation with universities, training centres and European training centres, the organisers of Budapest2010 place great emphasis on providing support for cultural management training as well as training pertaining to culture-centred urban development projects.

The Budapest2010 Programme that focuses on the urban regeneration of the Danube, and the theme of water, looks for creative solutions, takes a broader approach to culture and tries to involve the society of our city life to the greatest possible extent. This provides a unique opportunity for Budapest to offer a better quality of life both to its residents and to visitors alike. As a result of the Programme, the city and its environs will have the chance to be rejuvenated physically and intellectually and to reach back to long forgotten values and create new ones that enrich its traditions. The most typical impact of 20th century history on Budapest was the isolation and separation of successive generations from each other. During the forced march of the 20th-century Hungarian history Budapest threw away, bit by bit, its old districts, together with the frameworks of its old lifestyle—for example the six hundred cafés it once had—and its old myths; in other words, the fundamental motives of its very identity. Budapest must find the myths it lost, that which once marked a way of life, and by remoulding these, create new traditions.

Mi ez a számunkra belakható, széles és új világ, amelyben új helyeket, új lehetőségeket és új feladatokat keresünk magunknak. E nemzedékből – nem túlzás – ma sokan vannak, akik gyorsan és tisztán értették meg, hogy ezt a szabad térséget immár leleménnyel, tehetséggel, alkotóerővel, teremteni akarással lehet és kell kitölteni.
Budapesten olyan helyi kultúra létezik, amely egyben európai identitással is bír. Európai identitáson, pedig nem csupán az az evidencia értendô, hogy Budapest Európában van, lakói, a magyarok, pedig szükségképp európaiak is, de olyasféle kulturális azonosságtudat, amelynek éppúgy alapeleme Szent Benedek és Anonymus, mint Grünewald, Jeanne d’Arc, Cervantes, Rippl-Rónai, Tarkovszkij, Virginia Woolf, Goethe, Franz Kafka, Andrássy gróf, Erasmus, Kis Pippin, II. Szulejmán, Kepler, Joan Miró, Edith Piaf vagy Szabó István. Ezt a koncepciót nem a nagy európai nemzetek kultúráiba való felolvadás vágya vezeti, hanem az a természetes igény, hogy a 21. század elején álló magyar nemzet fôvárosa, Budapest a nagy közös mitológia, Európa kultúrájának válhassék alkalmi központjává.
The past one and a half decades prove that there is a new, conscious, creative generation with a clear idea of what path Hungary has set out upon after the change of the political system and the accession to the EU. They understand the reality of a wide new world that they can call home and where they can look for new places, new opportunities, and new tasks. In this generation— and this is no exaggeration—there are many who have come to a quick and clear realisation that an “intelligent void” has been left after the people of the old system left their positions, often burdened as they were with conflicts, and this free space can and must be filled with initiative, talent, creative energy, and a will to create something new.
Budapest’s local culture also possesses a European identity. By European identity we mean not only the simple fact that Budapest is located in Europe and its residents are therefore Europeans, but a kind of cultural awareness of having the same identity, which equally includes St Benedict and Anonymous, Grünewald, Jeanne d’Arc, Mihály Munkácsy, Franz Kafka, Count Andrássy, Little Pipin, Suleiman II, Joan Miro, Edit Piaf and István Szabó. This concept is not prompted to us by the desire to merge into the cultures of great European nations but the natural need for Budapest to become the temporary centre of the great shared mythology of European culture.

A Citadella fürdő a Budapest2010 alapkoncepciójában meghatározott városkaraktert koronázná meg. Vízi park, amely egyszerre a családi szórakozás, ugyanakkor – éppen e sajátosság miatt is a Budapestre érkező – turisták kedvelt tartózkodási helye. A meghívásos nemzetközi ötlet- és építészeti pályázat nyomán felkért tervező, vagy tervezőcsoportok elgondolásai pedig a fürdő műfajának, – a közösségi fürdő terektől a megtisztulás spirituális folyamatát biztosító, egyéni fürdők sorozatáig – mind funkcionális, mind egészségügyi, szórakozásbeli sokrétűségét vonultatják föl. Ez lehetne az egyetlen olyan fürdő, ahol a medence szélére könyökölve, lepillantva, alant egy hömpölygő, nyüzsgő metropoliszt látni. Természet, város, innováció, amely Budapest római, török, majd modern kori hagyományaira alapozva megteremti a 21. század legsajátosabb fürdőkomplexumát. A fürdő beleillik a budai oldal neves fürdőinek sorába. Vízellátása a hegy gyomrában levő hő- és gyógyvízforrások, az elmúlt századokban feltárt és erősített kürtők révén oldható meg. Megközelítése a Rác fürdőtől induló kötélpályás felvonóval, illetve a hegybe több ponton bemélyesztett liftekkel történhet.
If the interests of the residents and leadership of Budapest and those of investors meet, the world’s most extensive and special bathing complex will be created. The Citadella bath would be the finishing touch to the image of the city as it is defined by the basic concept of the Budapest2010 Programme. It is envisioned as a water park offering entertainment for families, and at the same time it would be one of the favourite places visited by tourists, since many of them come to the city because of its baths. The concepts of architects and architect teams to be submitted to the international ideas and architectural tender invitation are expected to reflect the functional, health, and recreational diversity characteristic of baths, ranging from community bathing spaces to private baths, the latter being places of spiritual cleansing. This could be the only bath from where people, leaning against the edge of a pool and glancing down, would see a rolling and bustling metropolis below. Nature, city, and innovation together would bring about the most idiosyncratic bathing complex, based on the Roman, Turkish, and modern traditions of Budapest baths. This bath will fit in with the renowned baths on the Buda side. Its water supply would be ensured by the thermal and mineral springs in the belly of Gellért Hill and funnels that have been explored and strengthened in past centuries. It could be accessed by cable railway departing from Rác bath, and lifts built into the hill.

A Várkert Bazár 2010-re magánberuházás keretében megvalósuló revitalizációjával, újra bekapcsolja a város vérkeringésébe a Vár lábánál fekvő, Vízivárosban található budai kulturális negyedet. A hely sajátos jellege miatt azonban nehéz olyan funkciót kialakítani itt, amely képes olyan nagy számú közönséget vonzani, amekkora – a műemléki felújítás költségeivel is terhes – a beruházás megtérülését reális időhatárokon belül biztosíthatná. Sokat segítene a helyszín látogatottságának szignifikáns értékek szerinti növekedésében, ha nem csupán a helyszín majdani kínálata, szépsége, vagy szolgáltatásai jelentenének vonzerőt. A Vigadó térhez innen átívelő gyaloghíd ötlete, megvalósulása esetén könnyen bekapcsolná a város természetes gyalogos áramlásába a városképileg és építészettörténetileg egyaránt jelentős épületegyüttest. Komoly hatást jelentene, ha a Budai Vár turista tömegei a Várkert Bazár érintésével, közbeiktatott szűrők, forgalmi, vagy közlekedésszervezési akadályok nélkül is lejuthatnának a budai Duna-parthoz.
Itt, a Lánchíd és a Döbrentei tér közötti szakaszon alakulhat ki a Budai-korzó, a szemben lévô pesti sétány párja. A Várkert Bazár impozáns főbejárata, a partszakaszon máris meglévő, értékes faállomány és liget részleges betelepítésével, pavilonok, fagylaltozók, kerthelyiségek, kiállítótermek sorozata jöhet létre. A Budapest2010 szervezői tanácsadóként működnek együtt abban, hogy a Várkert Bazárt olyan érdekes kulturális tartalmakkal és létesítményekkel töltsük meg, amelyek az életminőségről szólnak. With the urban regeneration of the Várkert (Castle Garden) Bazaar to be completed by 2010 in the framework of private investment, the Buda cultural district of Víziváros (Water Town) situated at the foot of the Castle Hill will be joined to the circulation of Budapest. However, it is not easy to find a function for this facility suitable to attract a large enough number of people and thus ensure the return on investment for the project—also burdened by the historic reconstruction of the site—within a realistic time limit. It would greatly increase the number of visitors to the place if it had other things to offer apart from its future programmes, beauty and services. The idea of a pedestrian bridge starting from this location would immediately link the ensemble of buildings, important both in terms of the urban landscape and architecturally, to the natural flow of pedestrian traffic. It would be a considerable advantage to Budapest if the masses of tourists to the Buda Castle were able to get down to the Buda side of the Danube bank with the Várkert Bazaar en route, without being held up by filters and obstacles due to the natural flow of traffic or traffic regulation.
The Buda promenade could stretch between Chain Bridge and Döbrentei Square, matching its counterpart opposite on the Pest side.

The impressive main entrance to the Várkert Bazaar, the valuable trees already planted on this section of the riverbank, and the partial landscaping of the parkland would make this place suitable to accommodate pavilions, ice-cream shops, garden terraces and exhibition halls. The organisers of Budapest2010 would have an advisory role in the project so that the Várkert Bazaar’s cultural content and facilities would contribute towards an improved quality of life. This approach can be financially profitable in the longer run since the new place may well attract a demand for new services, such as: < venues suitable for fashion studios, showrooms, haut couture events, and fashion shows

Befejeződik a Mátyás-templom felújítása. A Várnegyed egy sor megújult és új épülettel várja a látogatóit. A budapestieket éppúgy, mint vidéki vendégeit, és azokat a külföldieket, akik a Budapest2010 európai kulturális forgatagát maguk mögött hagyva, a magyar múlt értékeit keresve kaptatnak föl a Halászbástya felé vezető lépcsősoron, utaznak a siklón vagy az addigra megépülő mozgólépcsőn a Várkert Bazártól az oroszlános udvar felé.
Buda Castle is the number one tourist destination in Hungary. It is the country’s spiritual centre, where the relics of the past, cultural values and community symbols all come together in a striking landscape. We trust that by 2010 the last scars of the damage inflicted on Szent György Square during World War II will be healed, and a cultural and tourist centre will occupy the place where the Ministry of Defence and the General Headquarters stood during WW II. The square’s western side, looking over Krisztinaváros (Krisztina town), will hopefully be embraced by buildings again, and the renovation of Matthias Church will be completed. Many new and renewed buildings in the Castle district will welcome the residents of Budapest, visitors arriving from the Hungarian countryside, and those foreigners who—leaving behind the cavalcade of Budapest2010 European Cultural Capital—take to the steps leading up towards the Fishermen’s Bastion, travel on the Funicular or the by then completed escalator, connecting the Várkert Bazaar and the lion court of the Castle, in search of the treasures of Hungarian history.

Robbanásszerűen nő a kortárs vizuális kultúra és az elektronikus zene iránt nagy érdeklődést tanúsító és a crossover művészeteket értő és kedvelő fiatalok száma, a kortárs vizuális média-művészeknek viszont még mindig kevés lehetőségük van arra, hogy megtalálják igazi közönségüket. Ezt a kettős igényt elégíti ki, ugyanakkor a Budapest – fürdőváros imagázst új, szokatlan perspektívából erősíti fel az Akciófürdő-projekt. Az elképzelés részben támaszkodik az egykori, alternatív kulturális eseményre, a Cinetripre is.
Budapest népszerû uszodái, fürdôi, egy-egy estére helyspecifikus performance-oknak, partiknak, média-, képzô- és iparmûvészeti bemutatóknak adnak teret. A rendezvénysorozat ugyanakkor illeszkedik a Budapest Gyógyfürdői és Hévizei Rt. hosszú távú stratégiájához is, melynek keretében, a jelenleg már folyó felújításokon túl (pl. Rác fürdő), négy további fürdő felújítását irányozták elő. A budapesti fürdőfejlesztési elképzelésekben ugyanis egyre erőteljesebben jelennek meg a fürdőkultúra élménygazdasági szempontjai. Ezért a fürdők átalakításánál a hagyományos funkciók mellett, a járulékos wellness, illetve kulturális, szórakoztató szolgáltatások is egyre nagyobb szerepet kapnak. Ehhez a programponthoz csatlakozva folytatni szeretnénk a Törökfürdő képző- és vizuális művészeti, bemutatkozó helyszínként történő hasznosítását, a nemzetközi művészeti projektek folytatását.
The number of young people showing great interest in contemporary visual culture and electronic music, as well as understanding and appreciating cross-over arts is dramatically increasing. However, contemporary visual-media artists are given little opportunity to reach their own audience. This two-fold demand will be met by the Art-Bath project, which will also enhance Budapest’s image as a city of baths by adding a new and unconventional feature to it. This concept partly draws on the formerly organised alternative cultural programme called Cinetrip (parties in unusual venues like baths with film screenings and a mix of music).
On some nights Budapest’s popular pools and baths would be used as venues for site-specific performances, parties, media, fine and applied art events. This series of programmes fits in with the long-term strategy of Budapest Medicinal and Thermal Baths Co. Ltd., in the framework of which, in addition to the currently ongoing reconstruction projects (e.g. Rác bath), the modernisation of four other baths is planned. The concept of an experience-based economy is becoming a more pronounced feature in the bath development plans of Budapest. Therefore, in bath reconstruction projects growing importance is attached to adding wellness and cultural-entertainment services to the traditional functions. In conjunction with this particular programme we wish to continue the development of Törökfürdő (Turkish bath) as a venue giving opportunity for fine and visual artists, and international art projects.

Ability Park Az Ability Park olyan foglalkoztatási program, amely Budapesten és a Közép-Magyarország régióban, közel 150 megváltozott munkaképességű embernek ad munkalehetőséget, és több tucat megváltozott munkaképességűeket foglalkoztató cégnek nyújt megrendelést. Olyan képzési program, amely érthető, megélhető tapasztalati formában ad a fogyatékos személyekkel kapcsolatos információkat, és speciális felkészítést nyújt a legkülönbözőbb szakmai csoportoknak. Olyan turisztikai program, amely azzal növeli Budapest és a régió turisztikai vonzerejét, hogy szélesíti a kínálatot csoportok és családok számára.
Az Ability Park egyesíti a tematikus parkok iránti érdeklôdést és a fogyatékos személyekkel kapcsolatos társadalmi szemlélet megváltoztatásának egyre növekvô igényét. Nemzetközi viszonylatban is egyedülálló esélyegyenlőségi program, amely játékos formában, interaktív eszközökkel segíti a fogyatékos személyek társadalmi beilleszkedéséhez szükséges szemléletformálás folyamatát.
Ability Park The Ability Park is designed as an employment programme offering job opportunities for nearly 150 people with disabilities in Budapest and the Central Hungarian Region, and contracts for dozens of companies employing people with disabilities. It is also a training programme providing information in connection with people with disabilities in a clear and practical way, and offers special training for various professional groups. It is a tourist programme increasing the attractiveness of Budapest and the region as a tourist destination by widening the range of programmes available for groups and families.
The Ability Park satisfies the demand for theme parks as well as the increasing need for social change regarding the approach to people with disabilities. It is a unique equal opportunity programme in an international context facilitating the process of a changed approach required for the social integration of people with disabilities in a playful way, with the help of interactive means.
Duna-parti villamosok Budapest városképéhez, a budapestiek életéhez hozzátartoznak a villamosok. A Budapest2010 Program keretében – a Podmaniczky Programmal összhangban – nemcsak a 19-es villamos nyomvonalának meghosszabbítása, hanem a 17-es és 19-es villamos nyomvonalának összekötése is szerepel. A járat összekapcsolja Észak- és DélBudát, Óbuda szívét a város és a régió legmodernebb tudásvárosával, a lágymányosi Infoparkkal. Jelenleg nem „élő”, a lakosság által nem, vagy csak alig használt területeknek ad új lehetőségeket, új urbanisztikai értéket. Budapest egyik legszebb, a világörökség részét képező negyedén halad keresztül, a Várkert Bazár 2010-re megvalósuló megújításával ismét bekapcsolja a város vérkeringésébe a Vár lábánál fekvő, Vízivárosban található budai kulturális negyedet. Addigra átépül és visszanyeri hajdani polgárbarát funkcióinak javarészét a Budai Vigadó, tovább lüktet a Francia Intézet, megszépül az I. kerületi Művelődési Ház, a nyári hétvégékre lezárásra kerül és kulturális programoknak nyújt helyet a Lánchíd, és gazdag kínálattal megnyílik a felújított Várkert Bazár. A 2010-es év alatt a budai és pesti rakparton futó villamosokat adoptálja a kulturális fővárosi program. A két vonal Margit híd és Erzsébet híd közötti szakaszára már az évadot megelőzően színes, kifejezetten erre az igénybevételre alkalmassá tett növényzetet telepítünk. Az addigra füvessé tett sínpályán különlegesen átalakított szerelvények járnak, ami megnyilvánul a sajátos külső és belső designban. (A konkrét kivitelezésre széles körű pályázatot hirdetünk művészek és kreatív alkotók részére.)
Trams along the Danube Trams form part of the Budapest urban landscape and the life of its residents. In the framework of the Budapest2010 Programme, and in harmony with the Podmaniczky Programme, tramline 19 will be extended and connected with tramline 17. This new line will link north- and south Buda, and the heart of Óbuda with the most modern knowledge centre in Budapest and the region, called Infopark, which is situated in the Lágymányos district and currently offers new opportunities representing urban value to “dead” areas, either barely used or not at all used by the population. The tramline will pass through one of the most beautiful districts of Budapest, forming part of the World Heritage, and after the rejuvenation of the Várkert Bazaar by 2010, it will reconnect the cultural quarter of Buda, located in Víziváros, at the foot of the Castle. By then the Budai Vigadó will be rebuilt and will regain most of its old functions accommodating the greater public. In addition, the throbbing life in the French Institute will continue, the cultural centre of District I will be renovated, the Chain Bridge will be closed to traffic on summer week-ends and used as a venue for cultural events, and the renovated Várkert Bazaar, offering a wide range of facilities, will be opened. Throughout 2010 the trams running along the quarries on the Buda and Pest sides will be adopted by the Capital of Culture Programme. However, before the events of 2010 commence, the sections of the two lines between Margaret and Elisabeth Bridges will be planted with colourful vegetation, specifically made suitable for heavyduty use. Special carriages with a unique exterior and interior design will run on the tracks, which by then will be planted with grass. (A largescale competition will be announced for artists and other players of the creative industry to implement the project.)

Építészeti programok A Budapest2010 év teljes időszakában a főváros építészete különleges figyelemben részesül. Azon korstílusok (historizmus, szecesszió, szocreál), amelyek rendkívüli gazdagságban lelhetők fel Budapesten, folyamatos városkalauz programok témáivá válnak. A historikus, eklektikus építészet Budapest leginkább meghatározó, hagyományos építészeti irányzata. Az Andrássy út, a Nagykörút legszebb palotái, a klasszikus pesti Belváros szinte érintetlen, összefüggő házsorai alkalmasak arra, hogy bemutatásukkal az érdeklődők Budapest naggyá válásának időszakáról sok információt tudhassanak meg. Hasonló módon, a helyi szeceszszió, Európa leggazdagabb szecessziós építészettel bíró városaival vetekszik. Újdonság és a közelmúlt történelmi, kulturális örökségének úttörő feldolgozása lesz a Budapesten, illetve az eseménysorozatba bekapcsolt, régióbeli városok (pl. Dunaújváros) egyedi építészeti értékeinek, szocreál urbanisztikai és építészeti örökségének bemutatása. Ugyancsak Budapest és régiója építészeti értékeit járja körül a Vízfesztivál tematikájához igazodva az Építészet Hónapja – 2010 eseménysorozata, amely a város és a víz kapcsolatának jegyében tart konferenciát, rendez kiállításokat, köztéri eseményeket.
Architectural programmes Throughout the full duration of the Budapest2010 year, special attention will be devoted to the architecture of the capital. Those styles (Historicism, Secession, Social Realism) represented in Budapest in great abundance will be the themes of continuous city tours. Historicism and Eclecticism are the two predominant traditional architectural trends in Budapest. The beautiful old villas on Andrássy Road and the Nagykörút, and the coherent rows of houses, in an almost pristine condition, in the classical inner city of Pest provide ample information for all those interested in the period when Budapest made its fame. Similarly, Secessionist architecture in Budapest places it among cities with the richest Secessionist heritage. A programme focusing on the unique architectural values, Social Realist urban and architectural heritage of Budapest and other towns in the region (e.g. Dunaújváros) will be a novel initiative aimed at the introduction of the historical and cultural heritage of the recent past. The Month of Architecture 2010 Programme series will also be organised around the architecture of Budapest and its region. Tuned in with the theme of the Water Festival, events will include conferences, exhibitions and public programmes all focusing on the theme of city and water.

A kiírás munkacíme: „Víz, otthon, kultúra”: A meg nem épített és a megépíthetetlen. Olyan terveket keresünk, amelyek nem épültek meg, de van bennük valami előremutató és eredeti.
In 2010 we are planning to put on a large-scale exhibition interspersed with conferences under the title “abandoned projects”. The Programme aims to assess the impact architecture has on society and public tastes. The working title of the invitation is “Water, Home, Culture”: Unbuilt and Unbuildable. We welcome projects that have not been realised but which nevertheless have an element of innovation and originality.

A kávéházak világa A Budapesten nagy hagyományokkal rendelkező kávéház kiegészíti az otthon intézményét. Egyfajta vendégfogadó szalon. A privát- és közszféra érintkezésénél létrejövő „találkozási pont”, nem lakás, nem munkahely, ám több e két hely összegénél, s amely a városi társadalom számára sajátságos funkciókat hordoz. Emberi kapcsolatok teremtésének helyszíne. A szabadság értékét, a közélet fejlettségét jellemzi, ahol minden meghatározó politikai irányvonal napi- és hetilapja megtalálható. A kávéházi beszélgetések, viták során pedig kialakul az üzlet, az utca, a város saját véleménye. A kávéházak, kávézók Pest-Buda, majd Budapest közéleti kultúrájában mindig a friss gondolatok, a változások fókuszpontjai voltak. Gondoljunk csak a 48-as forradalomban a Pilvaxra, a kiegyezést követő társadalmi és kulturális átalakulásából részüket jócskán kivevő kávéházakra – a Centrálra, a New Yorkra, a Japánra vagy az Abbáziára, majd a szocializmus éveiben ennek örököseire, a Rózsa presszóra, a Kárpátia körére, vagy éppen ma, a retro igézetében, a Bambira. A törvények nem itt „születnek”, de itt „fogannak” és itt „nevelte fel őket” a város.
A Budapest2010 Program elôkészítése során különös figyelemmel fordulunk a létezô, a közelmúltban újraéledt, és az ezután keletkezô, jellegzetes budapesti közéleti helyszínek, a kávéházak felé. Azokba társasági, kulturális eseményeket, kortárs művészek, kreatív szakemberek segítségével, pedig a patinás műfajt megfrissítő programokat szervezünk. A kávéházakat, mint a programsorozat nem hivatalos információs hálózatát alkalmazzuk.
The world of cafés Cafés, which have a great tradition in Budapest, complement private homes. They are a kind of parlour where guest are received. They are “meeting points” between the private and public sectors; not apartments, not workplaces, but more than the sum of these two: places fulfilling special functions in the life of urban society; places where human interaction takes place. They are a measure of freedom and the state of public life; places where the daily and weekly papers belonging to all the major political trends can be found. Talks and debates in cafés forge the opinion of communities working in the same business, living in the same street, and the same city. Cafés were and have always been focal points of fresh ideas and change in the public life of Pest-Buda, and then Budapest. Pilvax café played an important role during the revolution of 1848, while others—Central, New York, Japan, Abbazia—had their fair share of the social and cultural reforms after the Compromise (the agreement between Hungary and the Habsburg Empire in 1867). Then, during Socialism, there were the successors of these cafés, such as the Rózsa Presszó (Rose Presso) or the Carpathia circle, and now we have Bambi inspired in the spirit of retro. Laws are not “passed” here, but are rather “conceived” and “nurtured” here by the city.
During the preparatory stage in the Budapest2010 Programme, we will devote special attention to these characteristic places of public life in Budapest: the cafés—existing ones, recently revived ones and those yet to be built. We plan to organise social and cultural events in these places and to refresh an old respectable tradition with the help of contemporary artists and creative experts. We will use cafés as the non-official information network of Budapest2010.

Budapest a turisták számára a meglepetések városa. Nagyszerű kulturális öröksége mellett, a legvonzóbb a különös helyszíneken zajló éjszakai élet, a fürdők, a furcsa események, a város „laza” atmoszférája. Az ezredforduló óta gombamód szaporodnak a Duna menti szabadtéri szórakozóhelyek: északon a budai Gázgyár környékétől és a Hajógyári-szigettől kezdődően a pesti Közraktárakban működő Buddha Beach-en át a Nehru Parkig, vagy a másik oldalon az immár hetedik éve sikeres Zöld Pardonig, illetve az idén megnyílt Újbuda Partig. Mára már szinte nem találunk a part menti zöldterületeken vagy a folyón olyan négyzetmétert, ahol a fiatalok ne bulizhatnák át az éjszakát. Ugyanakkor sorra nyílnak és egyre népszerűbbek a belvárosi „romszórakozóhelyek” is, amelyek kissé retrográd feelingjükkel válnak Budapest üde színfoltjaivá. Ezeken a helyeken számos kulturális esemény (koncertek, partik, viták, beszélgetések, filmvetítések stb.) erősíti a közösségi élményt. Ezek a − részben alulról jövõ − kezdeményezések bizonyítják, hogy Budapest él, lüktet és lélegzik, és egyedi városi kultúrát teremt. A Budapest2010 Program egyik célkitűzése, hogy a város még inkább fiatalbarát legyen, így a 2010-es év nemzetközi nagyprojektjeit és művészeti programjait is elsősorban e cél szolgálatába állítjuk.
For tourists Budapest is a city of wonder: besides its marvellous cultural heritage its other most attractive features are its unconventional venues for night life, its public baths, its unusual events and its laid back atmosphere. Since the millennium open-air places of entertainment have mushroomed along the banks of the Danube in places such as the gas factory area in Buda in the north, the Hajógyár Island, the Buddha Beach, hosted by the warehouse in Pest, the Nehru Park, or on the other side of the river Green Pardon, now in its seventh successful year, and the Újbuda Bank, which has just opened this year. These days there is hardly a square metre of green area along the river or on the river itself on which young people are not able to party into the night. At the same time a series of increasingly popular city centre venues of entertainment built on sites of old ruins are also opening up, exuding a feeling of the past and adding new colour and life to Budapest. The numerous cultural events that take place in these venues (concerts, parties, debates, conversations and film screening) inject vitality into the community experience. These initiatives—partly coming from grassroots action—prove that Budapest is alive, breathing and pulsating with life, creating a unique urban culture. One of the objectives of the Budapest2010 Programme is to make the city even more youth-friendly. Thus, big international projects and arts programmes of the year 2010 are primarily geared towards reaching this end.
Városkapuk A kulturális fővárosok hagyományosan nagy figyelmet fordítanak arra, hogy a kívülről érkezőket mi fogadja. Külön kapu programot tervezünk a vízen, repülővel, autóval és vonattal érkezők számára. Ennek alapvetően két célja van: az ünnepélyesség és különösség érzés fokozása, valamint az informálódás, tájékozódás elősegítése. A levegőből érkező látogató elkápráztatására egy Land Art műalkotás kínálkozik, amelyet a fű célirányos nyírásával, kisméretű földmozgatással, színezékkel, esetleg a kifutópályák bevo-násával lehet létrehozni. Az autópálya bejáratokhoz igazi fizikai, az út fölött átnyúló városkapukat tervezünk PPP-beruházásban. Ennek a Budapest2010-re vonatkozó többlete a design eredetisége, illetve a pályázás és tervezés költségei lesznek.
Gyermek- és Ifjúsági Színházak Világfesztiválja Az ASSITEJ − Gyermek és Ifjúsági Színházak Nemzetközi Szövetsége − 2010-ben, Budapesten rendezi meg az V. Biennáléját. A rangos nemzetközi gyermekszínházi világeseményen a víz jegyében összeválogatott darabok és a Duna menti országok meghívott társulatai mutatkoznak be.
City gates Capitals of Culture traditionally focus a lot of attention on what visitors see when they enter the city. We are planning special “gate programmes” to greet visitors arriving in the city by water, air, car or train with the twofold objective of increasing the feeling of celebration and festivity and providing information to help visitors find their way around. To captivate people arriving by air a Land Art project can be installed, which can be implemented by the purpose-cutting of the grass, minor earth- and paintwork, and the possible use of runways. As a PPP funded project we are planning to build city gates at motorway entrances actually spanning across the roads. In this case, the originality of the design concept as well as the tender application and design costs will represent added value generated by the Budapest2010 Programme.
World Festival of Theatre for Children and Young People The 5th ASSITEJ biennale will be organised in Budapest in 2010 by the International Association of Theatre for Children and Young People. This acclaimed international children’s theatre world event will stage selected plays built around the theme of water and invite theatre troupes from countries along the Danube.

Egy jó fesztiválnak fontos eleme a hangulat, a lakosság, mindenekelőtt a fiatalok bevonása a programokba. Betörni a városlakók életébe ugyan komoly kihívás, ám az ő kizökkentésük a mindennapi rutinból azt jelenti, már tudják, hogy valami fontos esemény zajlik lakóhelyükön. A műfajok kavalkádjából kihagyhatatlanok a gyermekszínházi események.

Performing arts In 2010 we will organise a series of events featuring theatre, dance, music and circus art, introducing the current international trends in these genres, and placing young people at their centre. We will involve several Budapest institutions in the project and provide touring opportunities at venues outside Budapest, which signifies an enormous step forward in regard to Hungarian practise in the field. An important element of a successful festival is creating a good atmosphere, which can primarily be achieved by involving the population and above all young people in the programmes. Attracting the interest of the city’s people is a major challenge, and if they can indeed be distracted from the routine of their everyday lives then it means that they are aware of an important event in their neighbourhood. Theatre for children simply cannot be left out of the wide and colourful selection of genres.
Nemzetközi Kortárs Zenei Fesztivál Magyarország nagy hagyományokkal rendelkezik a zeneművészet területén. Napjaink, világszerte ismert zeneszerzői között több magyar művészt is találunk. Ennek megfelelően, a következő években indul, és 2010-ben kiteljesedik egy hagyományteremtő és hiánypótló Nemzetközi Kortárs Zenei Fesztivál, melynek célja, hogy bemutassa és külföldi művészek alkotásaival összevethetővé tegye a magyar zeneszerzők műveit. A program nem − azaz nem csak − világsztárok felvonultatását jelenti, hanem olyan szerkesztési elvet követ, melynek segítségével a kortárs zene különböző területei és korosztályai is megmutatkozhatnak. E kortárs zenei programok fellegvára, az addigra felépülő, s a Közraktárakhoz közeli BMC – Budapest Music Center Zenecsarnok lesz.
Fine arts Three relevant factors will be reckoned with in regard to the planning of fine arts events. < We will organise an internationally known and renowned fine arts event: we will invite Manifesta, the European biennale for contemporary art, to Budapest. < We will invite at least one internationally acclaimed fine artist using public
spaces for his/her art to install a defining project in one of Budapest’s squares. < We plan to set up a council for the co-ordination of the programmes in 2010 in
regard to the important public collections and exhibition venues in Budapest (Ludwig Museum, Mûcsarnok, Millenáris Park, Hungarian National Gallery, Museum of Fine Arts, etc.) with the aim of harmonising the system of exhibitions organised around the themes of Budapest2010, as well as other parts of the Programme, with professional support from these institutions.
Elektronikus zenei programok Budapest vitathatatlanul Közép-Kelet-Európa parti-fővárosa. Számtalan elektronikus zenei műfajban „dübörög” a város minden hétvégén. Sok fiatal számára ezek a partik jelentik az egyetlen szórakozási formát, de a rendezvények szervezése körüli tennivalók számtalan kis közösséget összetartanak. Az elektronikus zenei programokat nemcsak a zene seregszemléjének szánjuk, hanem olyan programok összességének, amelyek új munkahelyeket teremthetnek fiatalok számára, lemaradt, hátrányos helyzetű csoportokat kapcsolhatnak be a kulturális életbe.
International Festival of Contemporary Music Hungary has long-standing traditions in the area of the musical arts. Many Hungarian artists are to be found among today’s musical composers renowned throughout the world. In accordance with this, an International Festival of Contemporary Music, designed to bridge an existing gap in this field and mark the beginning of a tradition, will commence in the coming years to culminate in 2010, the aim of which is to introduce the work of Hungarian musical composers and to allow space for comparing it with the work of foreign artists. The Programme will not only mean an appearance by world stars but will follow structural principles which will facilitate the presentation of contemporary music from various areas and age groups. The centre of these contemporary music programmes will be the BMC Music Hall—Budapest Music Centre—to be built in the vicinity of the warehouse complex.
Electronic music programmes Budapest is undeniably the party capital in Central Eastern Europe. Numerous genres of electronic music reverberate through the city every weekend. For many young people these parties represent their only form of entertainment and the activities related to the organisation of these events hold together numerous little communities. Electronic music programmes are designed not only to function as music festivals but also as a tool for creating workplaces for young people and involving those from disadvantaged backgrounds in cultural life.

Duna-parti könnyûzenei programok Már most feltörekvőben van egy olyan közép-kelet-európai zenei generáció, amely az európai piacon él, s amely új hangokat hozott az európai zenei életbe. Sajnos ezt a térséget is alapvetően uralja az amerikai popzene – bár pillanatnyilag nem tudjuk megjósolni, mi lesz 2010-ben − éppen ezért örömteli, hogy fel-felbukkannak a térségből is sikertörténetek és egyéni hangok. 2010-ben olyan könnyűzenei programokat rendezünk, amely különböző könnyűzenei műfajokban (rock, világzene, jazz stb.) sorakoztatja fel a térség produkcióit.
Világzenei programok Amennyiben Budapest megnyeri az Európa Kulturális Fővárosa címet, megpályázza a World Music Expo, a világ legnagyobb világzenei vásárának és konferenciájának megrendezését. Ez a vásár több ezer lemezkiadót, ügynökségi képviselőt, állami promóciós irodát, zenészt hozna a városba, valamint alkalmat adna olyan témák megvitatására, mint a hagyomány és innováció, a kulturális sokszínűség és a kisebbségek jövőjének kérdései.
Budapesten, egyedülálló módon találkozott a 80-as 90-es években a népzenei hagyomány és az underground kultúra. Ez a furcsa, talán ellentmondó jelenség adta az ötletet egy olyan folkfesztivál létrehozásához, amely a népművészet mai, fiataloknak szóló üzenetét kutatja, egyfajta „folk-woodstockot” létrehozva.
Light music programmes on the banks of the Danube There is an up and coming new generation of musicians in Central Eastern Europe which makes its living on the European market and which has brought new sounds into Europe’s music life. Unfortunately, this area is basically dominated by American pop music—although at the moment it is not possible to predict what will happen in 2010—therefore, it is a reason for rejoicing that success stories and individual sounds do emerge in the local music scene of the region. In 2010 we will organise light music programmes with a line-up of productions including various light music genres such as rock, world music, jazz, etc.
World Music programmes Should Budapest win the title of European Capital of Culture, it will compete to host the World Music Expo, the world’s largest world music fair and conference. This fair would attract several thousand record producers, agency representatives, state promotion offices and musicians to the city, as well as create a forum of debate for themes related to questions about tradition and innovation, cultural diversity and the future of minorities.
During the 80’s and 90’s the tradition of folk music and underground culture came together in a unique way in Budapest. This strange and perhaps somewhat contradictory phenomenon inspired the idea to establish a folk festival allowing the youth of today to look for answers in folk music in the framework of a “folk-Woodstock”.
Sport A tizenéveseket közösséggé formáló erők egyik legerősebbike a sport, a játék. Korunk új hívószava az extrém sport – melynek művelői egyre nagyobb mennyiségben veszik birtokba köztereinket. Energiáknak, ambícióiknak és sportos lendületüknek karbantartására és támogatására pályákat építünk a BMX-eseknek, gördeszkásoknak, görkorcsolyázóknak és egyéb artistáknak. Kihasználva a kompetitív, de szoros közösségek tudását és erejét, civilszervezetekkel és a fiatalokkal összefogva tréningeket, műhelyfoglalkozásokat szervezünk külvárosi iskolákban, lakótelepeken. Magyarország első olimpiai aranyérmét 1896-ban az athéni kikötő (akkor) hideg tengervizében szerezte, viszont bajnokunk, Hajós Alfréd, a Dunán tökéletesítette úszótudományát. (Építészmérnöki főműve a Margit-szigeti Nemzeti Sportuszoda.) A magyar sportolók elsősorban a múlt század derekán ejtették ámulatba a világot. Éppen a vizes sportágakban (kajak-kenu, vízilabda, úszás és az utóbbit is magában foglaló öttusa) továbbra is az élvonalban vagyunk. A magyar sportnak (is) Budapest a fővárosa. A város az év minden szakában gazdag hivatásos és műkedvelő, bevett és újszerű, helyi érdekű és nemzetközi, vizes és „százaz” sportrendezvényekben. Ez 2010-ben is így lesz, kiegészülve a Budapest2010 keretében kezdeményezett sporteseményekkel. Amennyiben Horvátországgal karöltve Magyarország nyeri a 2012. évi Labdarúgó Európa Bajnokság rendezési jogát, akkor 2010-ben föl kell avatni a megújított Puskás Ferenc Stadiont. Az esemény nem lehet más, mint a Budapest2010 jegyében a sport és a kultúra európai seregszemléje.
Sport Sport and games are among the strongest community bonds for teenagers. One of the buzz words of our times is extreme sport, the participants of which can be seen pursuing their interest in public spaces and squares in growing numbers. In order to channel their energies, ambitions and sporting drives, we will build, maintain and support tracks for BMX riders, skateboarders, roller-skaters and others. Utilising the knowledge and potential of these competitive and close-knit communities we will organise trainings and workshops in schools and housing estates in outlying areas in co-operation with civil organisations and these young people. Hungary’s first Olympic gold medal was won in water: Alfréd Hajós (his main architectural work is the National Sports Swimming Pool on Margaret Island), who perfected his swimming skills in the Danube, and later became the first Hungarian swimming champion in 1896, in the (then) cold sea of the port in Athens. Hungarian sportsmen are among the best in water sports such as canoeing, water polo, swimming and pentathlon, which includes swimming. Budapest is the capital of Hungarian sport, hosting a wide range of professional, amateur, traditional, new, local or international sporting events throughout the whole year, with this trend continuing in 2010. Budapest2010 has included these sporting events in its Programme and will supplement it with others organised in co-operation between Budapest and the region. If Hungary wins the joint bid with Croatia to host the 2012 European football championship finals, the renovated Puskás Ferenc Stadium will have to be “put to the test” by being the venue for a European festival of sport and culture organised in the spirit of Budapest2010.

A Budapest2010 sikerének előfeltétele, s egyben tartós pozitív hatása is a regionális együttműködés megerősítése. A 2010-es év eseményei kiterjednek az egész régióra, sőt túlnyúlnak az országhatárokon is. Due to its size, Budapest is a major factor in a small country. This fact will not be changed by any celebratory year, however, an attempt can be made through the Budapest2010 Programme to turn Budapest into the gateway for other Hungarian towns and regions to go into Europe, while Europe would get the chance to take a glimpse into the cultural treasures of Hungary. Strengthening regional co-operation is a pre-requisite for the success of Budapest2010 and at the same time a lasting positive contribution it will leave behind. The events of 2010 will affect the entire region and will even go beyond the borders of Hungary. On the one hand, the year of culture will include the cultural programmes organised by cities in the region, such as the following events related to the Danube: < Ister Days in Szentendre < International Danube Tour from Passau to the Black Sea < Mosaic Festival in Dunaújváros
A Budapest2010 támogat minden olyan helyi kezdeményezést, amely tematikailag illeszkedik a kulturális évad koncepciójához, sőt egyenesen kihasználja a régió nyújtotta adottságokat helyspecifikus programjainak megvalósítására. Budapest2010 supports all local initiatives thematically fitting in with the concept of the cultural year and directly exploiting the advantages offered by the region in the implementation of their programmes. The region has a vast number of venues, as well as built and natural areas worthy of the interest for Hungarian and foreign investors: the by now theatrical base in Zsámbék, the Cifra Palota (Ornamented Palace) in Kecskemét, the Contemporary Art Institute in Dunaújváros, the main square and the section of the Danube bank in Vác, the Grassalkovich Palace and the artists’ colony in Gödöllő, the djami in Esztergom, the Eszterházy Palace and the still standing mills in Tata—and the list could go on.

The region’s cultural programmes draw on local traditions as well as the popularity and infrastructure of its festivals. Thus, the Spring/ Summer Festival in Szentendre will be included among the programmes and proposals of the organisers will be integrated into the cultural year’s programming. Budapest2010 will realise co-operation with the Kodály Festival in Kecskemét, the Theatrical Saturdays in Zsámbék, the Monteverdi Choir Festival in Esztergom, the Beethoven Festival in Martonvásár and the Kossuth Recruitment in Cegléd. In co-operation with the local governments, civil organisations and cultural institutions, the Capital of Culture will organise programmes facilitating the exploration and introduction of natural attractions in the region, such as programmes in the following places: < the National Park in the Kiskunság < the game park and botanical garden in Budakeszi < the Gerecse Mountains < the Pilis Mountains < the Zsámbék Basin < the Galga Valley < the lake in Tata

Szintén hangsúlyos elem lesz a lovas turizmus további élénkítése, a lovas kultúra bemutatása. A programkínálat bővítésének céljából ki akarjuk használni a régiós települések infrastruktúráját, a megújult régiós művelődési házakat arra, hogy a kulturális évad nemzetközi együttműködésben megszületett produkcióit ott is bemutassuk, izgalmas kiállításokat szervezzünk Dunaújvárostól Esztergomig, sőt a határon túl Párkány és Komárom térségében is. Előadó-művészeti és képzőművészeti projektjeinkbe Szlovákiából is bevonunk művészeket.
We wish to introduce the wine-districts in the region as well as the traditions linked to them at the wine festivals in Etyek and Budafok, and the Neszmély wine region. Another prominent feature will be the further rejuvenation of equestrian tourism and the introduction of equestrian culture. In order to extend the choice of programmes we would like to utilise the infrastructure in the region’s settlements, as well as the modernised regional cultural centres, hosting the productions realised in the cultural year through international co-operation, in conjunction with exciting exhibitions at venues from Dunaújváros to Esztergom, and beyond the border, in Sturovo (Párkány) and Komarno. We will invite artists from Slovakia to participate in our performing and fine arts projects.

Június 29-ét, a Nemzetközi Duna Napot pedig nem a régióval, hanem a hagyományoknak megfelelően a Duna menti országokkal közösen kívánja 2010-ben megrendezni. A régión belüli kommunikációhoz, mobilitáshoz, a már létező kapcsolatok megerősítéséhez nagymértékben járul majd hozzá a dunai közlekedés fejlesztése, rendszeres gyorsjáratok létesítése, hajókikötők építése. Ez a folyamat azt is lehetővé teszi majd, hogy megmutathassák magukat különféle, a Dunára, hajókra/uszályokra települt programok Esztergomtól Dunaújvárosig több helyszínen is, afféle kulturális vándorcirkuszként. Annak érdekében, hogy Budapest más magyarországi városokkal osztozzon a 2010-es év adta lehetőségeken, további elgondolások is formálódtak, amelyek közül a partnerekkel való egyeztetés során kristályosodik ki a végső megoldás. Az elv mindig ugyanaz:
legyenek olyan idôszakok, amikor Budapest jelképesen félárbocra ereszti a kulturális fôvárosi lobogót, hogy az átmenetileg más vidéki városházán lengjen. Ezen idôszakokban a partnerváros szolgálatába állítjuk infrastrukturális, tájékoztatási és egyéb arzenálunkat, amelynek révén Európa megismerheti az illetô város kínálatát a maga teljes gazdagságában. Az Európa Kulturális Fővárosa 2010 pályázata Budapesten kívül 10 magyar várost késztetett kulturális jövőjének végiggondolására, annak bizonyítékául, hogy a kultúra jövője nagyon is foglalkoztatja az országot. Ennek jelentőségét, s egy esetleges nyertes pályázat után a győztes felelősségét fölismerve, Budapest megújulását kizárólag a partnervárosoktól érkező kulturális hatások integrálásával, a velük való szoros együttműködéssel tartja megvalósíthatónak. Így a Budapest2010 Program nem pusztán a főváros, de az egész ország kulturális megújulását, egyben megerősödését is szolgálni képes. A Budapest2010 Program fel fogja használni a pályázatokban felgyülemlett ötleteket, terveket, s a városoknak lehetőséget ad arra, hogy 2010 folyamán a budapesti programmal szorosan összefonódva, minél többet valósítsanak meg terveikből. Mindezek érdekében a Budapest2010 Program eseménysorozatába bekapcsolható néhány vidéki város programja, rotációs elven. A rotáció történhet a négy évszak, négy égtáj elve alapján is: ekkor négy vidéki városra kerülne sor tíz-tíznapi időtartamra. De a választás eshet az egyetemi városokra is, az óramutató szerinti vagy azzal ellentétes körforgásban. Amennyiben Budapest nyeri el az Európa Kulturális Fővárosa címet, törekszik arra, hogy a Budapest2010 Program végkicsengése egy „Magyarország 2010” Projekt irányába tolódjon el.
In 2010, Budapest2010 wants to organise the International Danube Day on June 29th, not with the participation of the Central Hungarian Region but—according to a long standing tradition—in co-operation with other Danube countries. The development of Danube traffic, introducing scheduled express lines and the construction of port facilities, will greatly contribute to communication and mobility within the region and the strengthening of already existing relations. This process will also enable programmes organised on the Danube, ships and barges, at numerous venues from Esztergom to Dunaújváros, to function as a kind of “cultural travelling circus”. Other ideas have been proposed for other Hungarian towns to be able to join Budapest in exploiting the opportunities in the year 2010. The best suggestions will be selected during a negotiation process between the partners, but the guideline will remain the same:
there should be periods when Budapest will step out of the limelight as the Capital of Culture and give space for others to be in the foreground of the cultural year Programme. In these periods the Programme’s entire array of infrastructural, information and other facilities will be given over to the partner cities, as a result of which their colourful choice of programmes will be made fully available for other European cities. The European Capital of Culture competition inspired ten Hungarian towns besides Budapest to think about their cultural prospects, which proves that Hungary is deeply concerned with its cultural development. Having recognised the significance of this as well as the responsibility to be born by the future winner, Budapest sees its own revitalisation feasible through the integration of cultural contributions by partner towns and cities and close co-operation with them. This way the Budapest2010 Programme facilitates not only the cultural revitalisation and strengthening of Budapest but that of the entire country. In order to fulfil the above, Budapest2010 will include the programmes of other Hungarian towns based on a rotary system, which might be put in place based on the four seasons or the four cardinal points: in this case four towns in the countryside will take turns and each will be allotted a ten-day period. Another possibility is for university towns and cities of the country to take turns according to a system of clockwise or counter-clockwise rotation. The Budapest2010 Programme will consider all ideas and plans accumulated in the submitted projects, and is committed to giving the greatest opportunity for their realisation during 2010, in close co-operation with the Budapest2010 Programme. If Budapest wins the title of Cultural Capital of Europe, it will strive to shift the focus of the Programme in the direction of a “Hungary 2010” project.

A kreativitás kulcsfeladatként való megjelenítése elősegíti a Budapest2010 eseménysorozat stratégiai megalapozását. A kulturális gazdaság nem egyszerűen egy a lehetséges fejlesztési területek közül, hanem az egyik legfontosabb növekedési tényező a központi régió számára. Ezek az országos és regionális stratégiában megfogalmazott lehetőségek azonban akkor válhatnak valóra, és segíthetik elő a Budapest2010 eseménysorozat megrendezését, ha a stratégiák továbbfejlesztése nyomán kialakuló programok uniós finanszírozásban részesíthetők. A jelenleg formálódó 2007-2013 közötti uniós költségvetés nagyban hozzájárulhat majd a Budapest2010 Program megvalósításához, mert a kultúra az Unió által olyanynyira hangsúlyozott megújulás és versenyképesség egyik hordozója, amely a strukturális támogatások egyik célterülete. 2006 után a Közép-Magyarország régió a „versenyképesség és foglalkoztatás” célkitűzés keretein belül számíthat uniós forrásokra. The key task in the strategy of the Central Hungary Region is the development of the region into a “creative place”. Setting creativity as a key task facilitates the strategic planning of the Budapest2010 Programme. Culture-based economy is not merely one of the possible areas of development but one of the most significant factors of growth in the Central Hungary Region. Opportunities contained in Hungary’s national and regional strategies can only be utilised and can only promote the organisation of the Budapest2010 Programme series if EU funding is available for the implementation of programmes realised on the basis of these strategies. The EU budget being drafted for the period 2007-2013 can greatly contribute to the realisation of the Programmes of Budapest2010 since the European Union emphasises culture as one of the means of urban regeneration and competitiveness, and therefore has made it one of the target areas of structural funds. After 2006, the Central Hungary Region can receive EU funding within the framework of the “competitiveness and employment” objective. In regard to the Budapest2010 Programme the following areas may receive support: < compensation on brown field areas—this might be important for the utilisation of the gas factory for cultural and recreational purposes;

The trend suggested by the proposals for the new structural funds regulations allows “phasing-in” regions to receive EU structural funds in thematic areas entitled to support only in the convergence but not the competitiveness objective. If the new proposals are adopted, new areas will be eligible for support in the Central Hungarian Region, which means the following additional areas of support in regard to the Budapest2010 Programme: < developments in tourism-related infrastructure; < large-scale rehabilitation projects in public areas; < modernisation of cultural venues and institutions.

Ars Danubiana Az Ars Danubiana-projekt keretében történetileg megalapozott, illetve a kortárs művészeti tendenciáit képviselő, minőségi produkciók születnek (színházi előadások, hangversenyek, táncművészeti produkciók, kiállítások), amelyek a régió kultúrtörténetében kiemelkedő alkotóművészek œuvre-jére, valamint a mai alkotó- és előadóművész-nemzedékek legkiválóbb képviselőinek munkájára építenek. A főváros művészeti intézményei (elsősorban prominens nemzetközi fesztiváljai) minden produkcióban részt vesznek, egy-egy vidéki város, egy-egy német város, valamint az Európai Unió új tagjai, illetve „tagjelöltjei” köréből egy-egy város művészeti intézményeinek társaságában. Ez a „kvartett” szerkezet alkalmat ad arra, hogy a német partnerekkel együtt bevonja a régió kulturális intézményeit, demonstrálva a szolidaritást, amely máskor akár centrum-periféria relációként is értelmezhető.
Art Danubiana In the framework of the Art Danubiana project, established quality productions and productions representing contemporary trends in art will be staged (theatrical performances, concerts, dance performances, exhibitions), based on the oeuvre of artists occupying an outstanding place in the region’s cultural history as well as the most renowned representatives of contemporary creative- and performing artists. The art institutions of the capital (especially its prominent international festivals) will participate in all the productions, accompanied by three other art institutions—one from another Hungarian city, one from a German city, and one from a city in one of the new EU member states or potential EU candidates. This quartet provides the opportunity for involving the German partners and the region’s cultural institutions outside Budapest, demonstrating solidarity and ensuring a relationship between the centre and the periphery.

De-Centrál Café Budapest egyik legelegánsabb és legerősebb kulturális hagyományokkal rendelkező kávéházának nevével játszva alakítottuk ki azt a programcsomagot, amely magyarországi városok fiatal alkotóközösségeit, civilszervezeteit, klubjait, fiatal művészcsoportjait hívja meg a Budapest2010 Programsorozatba. Minden budapesti művészeti helyszínt arra fogunk bíztatni, hogy kulturális együttműködés során alakítsanak ki közös programokat. A részt vevő kávéházak, galériák, klubok, helyszínek, amelyek részt vesznek a programban, megkülönböztető jelzést és támogatást kapnak ahhoz, hogy programjukat „de-centralizálni” tudják.
Danube-bank-section In the framework of the Budapest2010 Programme cities and towns by the Danube will receive the opportunity to introduce themselves: each participant will be assigned a part of the Danube bank—facilitated by the two key projects—and will settle there from spring to autumn. It will be up to them how to use this opportunity: they might want to launch boats to Budapest, or set up temporary jetties, use stationary boats or any other solutions as venues for events showing and interpreting the various cross sections of their cultures. Since Budapest is approximately situated halfway down the Danube, cities and towns from the upper and lower sections of the Danube will be equally invited. This project primarily focuses on the mutual influence of contemporary cultures on each other, however, folklore events, gastronomical and tourist programmes are also encouraged. Potential participants (only a selection) include: Beograd, Braila, Bratislava/ Pozsony, Dunaújváros, Galac, Győr, Ingolstadt, Ismail, Komarno/Komárom, Linz, Mohács, Novisad/Újvidék, Paks, Passau, Regensburg, Ruse, Ulm, Vidin, Vienna, Visegrád, and Vukovár.
Cities of culture In the spring and summer of 2010 Budapest will involve each one of the ten cities running for the title of European Capital of Culture. This means the invitation and inclusion of their Programmes in the Budapest Programme as well as the provision of venues for these—e.g. Millenáris Park, Chain Bridge. Furthermore, special attention will be drawn to the given city for the time-period allocated to it. Initiatives of the major Budapest-based Programmes to give a significant part to these cities will enjoy support. In the framework of the European Capital of Culture public transport services to the partner towns will be put into operation and information stands will be set up in the Budapest2010 centre to provide support for representatives and their programmes.
De Centrál Café Using the pun offered by the name of one of Budapest’s most elegant cafés and one possessing the strongest cultural traditions, De-Central, a programme package was designed, inviting the young creative communities, civil organisations, clubs and groups of young artists of Hungarian cities to participate in the Budapest2010 Programme. We will encourage all art venues in Budapest to host joint programmes realised in the framework of cultural co-operation. The participants—cafés, galleries, clubs and other venues—will be able to enjoy a distinctive position and support in order to de-centralise their programmes.

A nemzeti stratégiai fejlesztéspolitika alapját két dokumentum, az egyeztetés alatt álló Országos Fejlesztéspolitikai Koncepció és az Országos Területfejlesztési Koncepció jelenti. Mindkét dokumentum alapvetően versenyképességi forgatókönyvre épül, azonban nem nélkülözi a fenntartható fejlődés által igényelt beavatkozásokat sem. A két magyar keretdokumentum koncepcionálisan alátámasztja a Budapest2010 Programot, hiszen mind Budapest és környezetének fejlesztését, mindezen területek turisztikai potenciáljának növelését, kulturális gazdaságának erősítését, valamint a Duna teljes revitalizációját. alapfontosságúnak tartja. The two basic documents of Hungarian strategic development policy are the National Development Policy Concept (OFK in Hungarian) and the National Regional Development Concept (agreement in process). Both documents are built on a competitiveness scenario; however, they also include measures required for sustainable development In their concept, the two Hungarian framework documents are in line with the Budapest2010 Programme since they regard the development of Budapest and its environment, the increase of the tourism potential and cultural economy of these territories, as well as the overall urban revitalisation of the Danube as of fundamental importance. If Budapest wins the right to organise the Capital of Culture Programme, the projects and guidelines contained in the two documents can and must be integrated into the detailed national plans drafted in accordance with EU principles. After 2006, the Cohesion Fund will continue to support primarily transport-related and environmental projects, however, the system of funding will change since it will most probably include issues related to the areas of urban transport and energy efficiency. The following areas may receive EU support: < development of public transport networks; < prominent environmental projects—e.g. the central wastewater treatment plant project of the Podmaniczky Programme.

Therefore, in the case of a favourable decision, we may well expect financial support for programmes based on these strategies. There are several convergence points between this tender and Hungary’s regional goals, but this chapter will include only those that have been designed to implement this particular goal.

A Budapest2010 átfogó projektjein kívül számos, megfogalmazott céljainkhoz rendelt program, projekt, beruházás valósul meg a felvezető és a megvalósulási szakaszban. E pályázat kereteket, lehetőségeket, irányokat jelöl ki. Ezzel a keretprogrammal olyan akciókat, programokat és művészeti alkotásokat szeretnénk inspirálni, amelyek a pályázat koncepcióját képesek továbbgondolni, megjeleníteni, a lakosság és az érdeklődők számára érthetővé és megélhetővé tenni. A skála rendkívül széles: városrésznyi fejlesztésektől terjed azokig a megmozdulásokig, amelyeket helyi kisközösségek, civilszervezetek valósítanak meg.
Apart from the comprehensive projects of Budapest2010 a great number of programmes, projects and developments assigned to our objectives will be implemented in the preliminary and actual period of realisation. The tender will specify frameworks, opportunities and directions. The framework Programme aims to inspire initiatives, programmes and works of art capable of having a creative approach to the concept outlined by Budapest2010 and making it visible, understandable and perceptible for the population and those interested. There is a wide range of opportunities from development projects concerning entire districts to initiatives realised by small local communities and civil organisations.

Ideas will be collected and evaluated in a tender system by Hungarian and foreign experts invited by the Budapest2010 Programme office. Our cultural programmes are committed to including both Hungarian and foreign participants, performers and people contributing and realising ideas, and therefore, all tender invitations are addressed to both Hungarian and foreign applicants.

A Budapest2010 Program nemcsak tartalmában, hanem az új kommunikációs technológiákat felhasználó, újszerű megoldásokkal is korszerű és újító lesz. A Budapest2010 Program információtechnológiai alapját a mobil eszközök és a vezeték nélküli hozzáférések közeljövőben várható, gyors ütemű fejlődése és egyre nagyobb léptékű kommunikációs fajsúlya határozza meg. A koncepcionális modell a Web-korzóra való fellépés állandó virtuális lehetőségén alapul. Ez egy Internet TV állomás, mely a rendezvénysorozat központjából és helyszíneiről sugározza adását − reggeltől, az adott programnap végezetéig. A megoldás tartalmaz minden olyan értékes funkciót, ami egyben, más módon nem érhető el, de a III. évezredben látványosan felkínálható a felhasználók számára. Élénkíti a kommunikációt a virtuális részt vevők között. Az alkalmazás a passzív szemlélőből aktív részt vevőt generál azáltal, hogy technikai eszközén keresztül részt vehet a nézők között folyó eszmecserében, valamint üzeneteket juttathat a műsorba. Biztosítja a játékosságot, a bizalmat, integrálja a nézőt és az alkotót a folyamat közös létrehozása, ami ezáltal, kizárhat minden polarizációt. Ez a rendszer felvállalja a kultúra reklámozásának szerepét, biztosítja az élőben történő közzététel lehetőségét, a már lezajlott programok archiválását. Tovább fejleszthető, bővíthető regionális, területi, kulturális központok irányába hálózatként. Ez azért is indokolt, mivel sokkal olcsóbb, mint a hagyományos televízió, annak ellenére, hogy a kommunikáció nem egyirányú. Gazdaságilag ennek mértékében aknázható ki, hiszen kitölti a tartalompiac jelenlegi hiányosságait, valamint pontosan felmérhető és behatárolható a piaci területen jelenlévő multinacionális cégek üzleti érdeke.
The Budapest2010 Programme will not only be modern and innovative in its content but also in the way it utilises the latest communications technology for novel solutions. The information technology basis of the Budapest2010 Programme is determined by the fast developing mobile means and wireless applications sector and the increasing role they are anticipated to play in telecommunications in the near future. The model concept is based on the non-stop virtual possibility of stepping on the Web Promenade. An Internet TV station will broadcast events from the Programme centre and the venues—from morning until the scheduled finish of the programmes. This solution has all the attractive features that are otherwise not available in one package but will now be offered to impress users in the third millennium and revitalise communication among virtual participants. It will turn passive observers into active participants by allowing viewers to participate in the flow of ideas exchange with the help of technical means, as well as enabling them to send messages to the show. This solution offers playfulness and trust, and it integrates viewers and artists into a joint creative process, thus excluding the chance of polarisation. This system takes on a promotional role for culture and makes it possible to access live broadcasts as they happen as well as the archiving of programmes that have already been broadcast. It can also be updated and developed into a network of regional cultural centres. In comparison with traditional television, which is a means of one-way communication, this new interactive solution is much cheaper, which is further justification for its introduction. Accordingly, it can be well exploited in economic terms, since it fills the present gaps in the content market, and also because the business interest of multinational companies in this segment can be accurately measured and defined.

Egy ilyen jelentős nemzetközi rendezvénysorozat alapos, többirányú és hosszú távú felkészülést igényel: nemcsak a szervezésnek kell évekkel korábban megindulnia, nemcsak a működést/működtetést lebonyolító szervezeti struktúrát kell kialakítani és szakemberekkel feltölteni, hanem: < társadalmasítani kell az egész eseményt: teret és lehetôséget biztosítva a civilszervezeteknek, önkénteseknek, felkészülési, tanulási esélyeket nyújtva nekik
A significant international programme requires fundamental, manifold and long-term preparations. Organisational work has to start years in advance, operational/management structures have to be established and experts sought out, but the following are also of vital importance: < social inclusion in regard to the entire event: civil organisations and volunteers have to be given the opportunity to prepare for the programmes and learn;

Szervezés Organisation
Mindez kiegészíthető egy többnyelvű Mobil Guide rendszerrel, mely mobiltelefonos eszközökön, Wi-Fi megoldásokon keresztül vezeti a résztvevőket a város területén található múzeumok tárlatain, vagy az utcán segít a jeles épületek történetének megismerésében. A felhasználó a Mobil Guide rendszeren keresztül sétaútvonalakat kérhet, tájékozódási kérdéseket tisztázhat, játékokban, vetélkedőkben vehet részt. A Budapest2010 információtechnológiai elképzelése létrehoz egy virtuális, interaktív várost a városban, ami önállóan és kooperatívan is képes működni a programfolyamban. Interaktivitása kiterjed a működésre és működtetésre egyaránt, hiszen folyamatosan ott lebeg a valóság és a k épzelet határán. Látszólag a felhasználó döntésének alapján működik, pedig állandóan és önállóan is jelen van, és olyan struktúrát alkot, mely bármely pillanatban, kulturáltan és eredeti módon segít eligazodni a városi- és információs dzsungelben.
A Budapest2010 kártya A 2010-es év eseményei az intelligens Budapest2010 kártyával lesznek látogathatók. Ez a sokat tudó, bankautomatáknál feltölthető eszköz, belépőjegyként (és közönségszámlálóként) szolgál, (feltöltés szerint) érvényes a legkülönbözőbb programokra, közlekedési eszközökre, a kártya azonosítója szerinti nyelven lesznek hallgathatók a programismertetők, és még az ásványvizes automatákhoz is lehet használni.
All of this can be supplemented with a multi-lingual Mobile Guide system, which guides participants to museum exhibitions in the city through mobile means and wi-fi solutions, or helps users to find out about the history of famous buildings. Through the Mobile Guide’s system, users can request routes for guided walks, ask for directions, or even participate in games and quizzes. In the Information Technology concept envisioned by Budapest2010 a virtual, interactive city is created in the physical city with the flow of programmes functioning both independently and in co-operation. Its interactivity extends to both its functioning and its operation, since it continually hovers on the border between reality and the imagination. The guide seems to operate based on the users’ decisions, but it is actually constantly and independently present, creating a structure that is able to assist users to find their way in the urban and information jungle at any given moment and in a cultured and original way.
Budapest2010 card People will be able to visit the events of 2010 with an intelligent Budapest 2010 card. This smart tool, which can be charged up at ATM machines, works as an entrance ticket (also registering the number of visitors to an event) and will be valid for a diverse variety of programmes and means of transport. It will provide information on programmes in the language of the registered user and can even be used for mineral water vending machines.
Egy teljes évet, az egész várost és a régiót felölelő rendezvényáradat lebonyolítása elképzelhetetlen az eseményeket pártoló tagok, önkéntesek, lelkes civilek aktív közreműködése nélkül. A számtalan esemény koordinálása, az idelátogató külföldi és magyar érdeklődők fogadása, tájékoztatása, a helyi-kerületi-területi (információs) központok kialakítása, működtetése, a helyi rendezvényötletek megvalósítása mind-mind rájuk épül.
Organising a huge number of events embracing the whole of the city and the region over the course of one year is unimaginable without the active co-operation of supporting members of the various programmes, volunteers and other enthusiastic members of society. The co-ordination of the numerous events, the reception and orientation of visitors from Hungary and abroad, the setting up and running of local-district-regional (information) centres, and the implementation of local ideas for events all depend on them.
A felkészülés négy éve teremti meg az esélyt arra, hogy Budapest szívélyes, nyugodt és elôrelátó házigazdaként, jól megszervezett eseménysorozattal várja az érdeklôdôket.
The four years of preparation will allow Budapest to await its guests as a warmhearted, tranquil and far-sighted host with a well-organised series of events.
Legalább ennyire fontos a közönség felkészítése is. Ez a folyamat azonban, távolról sem csak a bevezető PR-akciókat jelenti, hanem a főváros és régiói lakóinak „beavatását”, befogadó készségük, nyitottságuk növelését, a kortárs művészetek, különösen a vizuális művészetek népszerűsítését, a tágan értelmezett kultúrafogalom elemeinek lefordítását mindennapi életükre. A Budapest2010 Programiroda 2006 januártól öt főállású munkatárssal kezdi működését. Egyik teendője a majdan 2011 végéig tevékenykedő (közhasznú vagy részvény-) társaság alapításának előkészítése, amely átveszi majd a program megvalósításával kapcsolatos teendőket. A társaságban a Fővárosé lesz a túlnyomó többség, szerepel benne a Közép-Magyarország régió és/vagy Pest megye, de tagja lehet a Kulturális Minisztérium, és a leginkább érintett kerületek, illetve régiós városok. Legnagyobb kiterjedése idején − 2009 elejétől − a társaság mintegy 30 főt és további külső munkatársakat foglalkoztat majd.
It is at least as important to prepare the public. However, this process not only means introductory PR work but also the “initiation” of the residents of Budapest and the region by increasing their receptiveness and openness, popularising contemporary art, and especially visual arts, as well as translating the terminology related to the broader interpretation of the culture concept into the language of people’s everyday lives. The Budapest2010 Programme office will begin its work from January 2006 with five full time members of staff who, among other things, will be involved in the preparation of the setting up of a (non-profit or shareholding) company that will operate until the end of 2011, managing tasks related to the implementation of the entire Programme. In terms of membership, Budapest will enjoy the majority, but the Central Hungarian Region and/or Pest County will also be given seats, and the Ministry of Culture as well as the districts and towns in the region affected most by the Programme can be members too. At its peak—starting from the beginning of 2009—the company will have some 30 employees as well as additional external colleagues.

ÖSSZEFOGLALÁS SUMMARY
Az Európa Kulturális Fővárosa olyan fogalommá vált, amivel élni az európai egység gondolata mellett, egy egész nemzet javára kell. A program elsődleges célkitűzése az európai kulturális sokszínűség és együttműködés erősítése. Az Unió elsősorban ma is azt várja a tagállamoktól, hogy az alapcél szempontjából leginkább felkészült és alkalmas várost terjesszék fel az Európa Kulturális Fővárosa címre. Budapest, az ország és a magyarság kulturális központja, eszmei és infrastrukturális értelemben is felkészült arra, hogy európai léptékű programsorozatot rendezzen 2010-ben. Meggyőződésünk, hogy erre az alapra építve lehet az Európa Kulturális Fővárosa akciósorozattal kapcsolatban megfogalmazott uniós célokat a legmegfelelőbben megvalósítani, és az ország és a magyar kultúra egészének érdekét a legjobban szolgálni. A Budapest2010 egyik központi eszméje a regionális szinten való gondolkodás szükségessége.
The European Capital of Culture has become a notion to adapt—alongside that of a united Europe—to the benefit of an entire nation. The Programme’s primary goal is to foster the growth of cultural diversity and co-operation. The European Union expects its member states to appoint cities to the title of European Capital of Culture that are best prepared and suited to fulfil its basic objective. Budapest, in its position as the cultural centre of the country and of all Hungarians, is prepared both intellectually and infrastructurally to stage a Programme series of a European scale in 2010. We are convinced that built on such a solid foundation, the objectives set by the European Union in connection with the European Capital of Culture can be met in the most appropriate way, to serve the best interests of the country and Hungarian culture as a whole. One of the central ideals of Budapest2010 is the necessity to think on a regional level.

The objectives set by our Programme will promote co-operation in regard to the relationship between man and nature, the capital and its environment, Buda and Pest, children and adults, the poor and the well-off, those with disabilities and the able bodied.
A Budapest2010 pályázat megfogalmazói olyan programot kívántak felvázolni, amely Budapest hatalmas kulturális kínálatára építve, azt dinamizálva segíti elő, hogy a város új pozíciókat nyerjen a régió nagyvárosai – Bécs, Prága, Pozsony, Ljubljana, Zágráb – pozitív, nemzeti közösségeik és az európai közösség egésze javát szolgáló, hasznos versenyében.
The writers of the Budapest2010 competitive tender wished to outline a Programme which will help Budapest gain new positions in the positive and useful competition between the cities—Vienna, Prague, Ljubljana, Zagreb—across the region, serving the interests of national communities as well as the entire European community, by building on and revitalising the great cultural variety offered by Budapest.
