Voorwoord | Foreword Leren van elkaar en leren voor de toekomst; kort samengevat is dat het beeld van een aantal hoogtepunten in het afgelopen verslagjaar. World Vision Nederland wil een lerende organisatie zijn zodat we nog beter en nog meer kinderen wereldwijd een toekomst kunnen geven.
Learning from one another and learning for the future; this epitomises several highlights from the year under review here. World Vision Nederland aims to be a learning organisation, so that we can give still more children all over the world an even better future.
Het is voor ons belangrijk dat we leren van onze partners en doelgroepen in het Zuiden en zij van ons. Dat proces gebeurt allereerst in het veld. Onze programma’s komen tot stand in goede samenspraak met onze partners uit de doelgroepen. Wil duurzame ontwikkeling effectief zijn, dan is het essentieel dat onze partners en mensen uit de doelgroep eigenaar worden van programma-activiteiten en zich er verantwoordelijk voor voelen. Zo ontstaat een proces van wederzijdse duurzame ontwikkeling waarbij ook veranderingen plaatsvinden in denken en handelwijze.
We care about learning from our partners and target groups in the South and want them to learn from us as well.The process starts in the field. Our programmes are devised through joint consultation with our target group partners. Ensuring effective sustainable development requires that our partners and people from the target groups take ownership of and responsibility for programme activities.The result will be reciprocal sustainable development, including changes in mindset and procedures.
Ook in Nederland leren we van onze partners en doelgroepen in het Zuiden. Zo kwamen medewerkers van onze partner in Bangladesh in het voorjaar naar Nederland. Naast besprekingen met de programma-afdeling, organiseerden we een informatieavond voor sponsors. Daar was veel interesse voor en het gaf onze Bengaalse partner inzicht in de betrokkenheid en vragen van sponsors.
In the Netherlands we learn from our partners and target groups in the South. In the spring, for example, staff from our Bangladesh partner came to the Netherlands. In addition to the meetings with the programme department, we organised an information evening for sponsors. The wealth of interest in this event gave our Bengali partner insight into the involvement of and questions from sponsors.
In het kader van de Zip your Lip actie organiseerden we een uitwisselingsproject met jongeren uit Oeganda. Nederlandse jongeren gingen naar Oeganda om meer te leren over de impact van hiv en aids op het leven van tieners, hun families en dorpsgenoten. Daarna kwam een aantal Oegandese jongeren naar Nederland voor informatie-uitwisseling aan leeftijdsgenoten op middelbare scholen over hiv en aids en de gevolgen daarvan.
In the Zip your Lip campaign we organised an exchange project with young adults from Uganda. Dutch young adults travelled to Uganda to learn more about the impact of HIV and aids on the lives of teens, their families and fellow villagers. Afterwards, some young Ugandans came to the Netherlands to exchange information with age mates at secondary schools about HIV and aids and the consequences.
Wereldwijd zijn alle World Vision partners en de internationale organisatie betrokken bij een veranderingsproces dat Our Future heet. Doel van dat proces is om de effectiviteit en kwaliteit van World Visions werk te vergroten, werkprocessen beter op elkaar af te stemmen en inkomsten voor ontwikkelingsprogramma’s te verhogen.
Worldwide, all World Vision partners and the international organisation are involved in a process of change entitled Our Future and aimed at improving the effectiveness and quality of World Vision’s work, coordinating operating procedures better and increasing revenues for development programmes.
Als christelijke organisatie vinden we het belangrijk om ons vanuit onze identiteit in te zetten en tegelijkertijd het werk duurzaam en professioneel uit te voeren.

Introductie In dit verslag legt World Vision Nederland verantwoording af over het gevoerde beleid in het verslagjaar 06/07 (1 oktober 2006 tot en met 30 september 2007). Ook geven we een visie op ons werk nu en in de nabije toekomst.

Underprivileged children, their families and communities are able to determine their own destiny and to live with dignity. Partners in the South are optimally equipped to assist the local population in attaining this. Donors and other stakeholders are informed about and involved in the battle against poverty. The costs of the organisation are within generally accepted boundaries.

Het bestuur heeft vijf keer vergaderd, waarvan één keer in de vorm van een bestuursretraite.Tijdens deze retraite vond een zelfevaluatie plaats. Een andere vergadering stond in het kader van het bezoek van de president van World Vision International, de heer D. Hirsch. Tijdens die bespreking is vooral aandacht besteed aan de veranderingen binnen de internationale organisatie en de gevolgen daarvan voor World Vision Nederland en de relatie met haar zuidelijke World Vision partners.
The board met five times, including a board retreat, where members performed a self-evaluation. Another meeting was dedicated to the visit of the World Vision International Pre sident D. Hirsch. This meeting was dedicated mainly to the changes within the international organisation and their consequences for World Vision Nederland and relations with World Vision partners in the South.
Bestuursleden worden gekozen voor een termijn van drie jaar. Zij zijn in principe eenmaal herkiesbaar voor een nieuwe termijn. Door het verlopen van een termijn en door persoonlijke omstandigheden zijn dit jaar drie bestuurders afgetreden. Er is actief gezocht naar drie nieuwe bestuurders, van wie inmiddels twee zijn aangesteld. Het bestuur is hiermee voorlopig weer op voldoende sterkte, maar vanwege de groei van de organisatie wordt gestreefd naar een bestuur van zeven of negen personen. Het voorzitterschap is dit verslagjaar gewisseld van de heer M.W. Buskens naar mevrouw M. Walrave.
Board members are elected for a three-year term and are eligible to be re-elected once. Because a term expired in one case and for personal reasons, three board members resigned this past year. Efforts were made to find three new board members and two have now been appointed. This restores the board to sufficient capacity, although the objective is to increase the board size to seven or nine members following the growth of the organisation. This review year Mr. M.W. Buskens transferred his responsibilities as chairman of the board to Mrs. M. Walrave. 9

2.3 Verantwoord besturen De directie heeft van het bestuur de opdracht gekregen om leiding te geven aan de uitvoeringsorganisatie. Het bestuur functioneert als toezichthouder. Dit is in overeenstemming met het Policy Governance model van John Carver (geadopteerd in verslagjaar 03/04) en de Code Goed Bestuur (geadopteerd in verslagjaar 05/06). Het bestuur van de stichting World Vision Nederland treedt op namens de belanghebbenden en morele eigenaren van World Vision Nederland. Deze groepen zijn als volgt gedefinieerd: • Belanghebbenden: kansarme kinderen, hun gezinnen en gemeenschappen • Morele eigenaren: de donateurs en de zuidelijke partners Het bestuur draagt ervoor zorg dat de stichting haar beloften aan de belanghebbenden en morele eigenaren zal nakomen en dat onaanvaardbare praktijken en voorwaarden worden vermeden.
2.3 Good governance The board has instructed the management to provide leadership to the organisation. The board shall act as the trustee, in keeping with John Carver’s Policy Governance model (adopted during the review year 03/04) and the Code for Good Governance (adopted during the review year 05/06).The board of the World Vision Nederland foundation represents the stakeholders and moral owners of World Vision Nederland. These groups are defined as follows: • Stakeholders: underprivileged children, their families and communities • Moral owners: donors and Southern partners. The board shall ensure that the foundation keeps its pro mises to the stakeholders and moral owners and shall prevent unacceptable practices and conditions.
2.4 Onderwerpen bestuur in verslagjaar 06/07 Voor het bestuur waren in verslagjaar 06/07 de voornaamste onderwerpen: • Toezicht op het functioneren van World Vision Nederland; • De ontwikkelingen binnen de internationale organisatie, vooral nieuwe besluitvormingsmodellen en de ontwikkeling van een wereldwijde strategie; • Vaststelling van de jaarrekening verslagjaar 05/06 en het jaarplan verslagjaar 06/07; • Een vergadering met de internationale president; • Bestuursontwikkeling. Reflectie op de wijze van besturen, zelfevaluatie en beoordeling van de directeur; • Voorbereiding en reflectie van de driejaarlijkse World Vision International Council.

Reflection on the method of governance, selfevaluation and assessment of the director; • Preparation of and reflection on the tri-annual World Vision International Council.

3.1 Organisatieontwikkeling De belangrijkste aandachtspunten voor de organisatie in verslagjaar 06/07 waren groei, kwaliteitsbeheer en organisatieontwikkeling. World Vision Nederland wil meer kinderen en hun gemeenschappen ondersteunen in het bouwen van een hoopvolle toekomst. Daarom is er geïnvesteerd in de groei van het aantal programma’s en projecten en - daaraan gerelateerd - een groei van inkomsten. Omdat we een organisatie willen zijn met een breed draagvlak in de Nederlandse samenleving, ligt de nadruk op private fondsenwerving. Het aandeel hiervan is opnieuw gestegen ten opzichte van de totale inkomsten. Dit komt vooral door een toename van het aantal kindsponsoren. Met de opbrengsten worden onze duurzame streekontwikkelingsprogramma’s ondersteund. De inkomsten hiervoor zijn de afgelopen drie jaar verdubbeld en dit jaar was er een groei van 26% ten opzichte van verslagjaar 05/06. Het aantal kinderen dat gesponsord wordt, nam dit jaar toe van 5.811 naar 7.295.
3.1 Organisational changes The most important areas of consideration for the organisation in the review year 06/07 were growth, quality control and organisational development. World Vision Nederland would like to support more children and their communities in building a hopeful future. Accordingly, we invested in expanding several programmes and projects and - along these lines - worked on increasing revenues. Because our organisation aims to establish a broad support base in Dutch society, we focus on raising private funds. The share of such funds in the total revenues has grown again. This is attributable primarily to the higher number of child sponsors. The proceeds are being used to support our sustainable area development programmes. Revenues for this cause have doubled over the past three years and grew this year by 26% compared with the review year 05/06. The number of sponsored children has increased from 5,811 to 7,295.
Opvallend dit jaar is de sterke stijging in inkomsten vanuit de jongerenactie Zip your Lip. De inkomsten waren 30% hoger dan begroot. De overheidsinkomsten laten een lichte daling zien, conform de begroting en het hierboven genoemde beleid.
This year revenues from the Zip Your Lip youth campaign increased dramatically and exceeded the amount projected by 30%. Government funding was down slightly, as anticipa ted in the budget and in keeping with the policy stated above.
De geplande groei houdt altijd rekening met de handhaving en waar mogelijk verbetering van de kwaliteit van het werk. Dit vertaalt zich onder andere in de handhaving van het CBF keurmerk en de ISO 9001-2000 certificering. Het kwaliteitssysteem heeft in dit eerste jaar van ISO certificering aangetoond dat het een belangrijk middel is om de doelstellingen te kunnen monitoren en realiseren. Bijkomend doel is een lerende organisatie te zijn. Op basis van interne audits, monitoring en evaluaties zijn de procedures - waar nodig - aangepast met als doel de effectiviteit en efficiency te verhogen. Het World Vision kwaliteitssysteem - ‘Learning through evaluation with accountability and planning (LEAP)’ - draagt in belangrijke mate bij aan de kwaliteitsverbetering van onze programma’s en projecten. Het hoofd marketing is lid van het Nederlands Genootschap van Fondsenwervers (NGF), waaraan een gedragscode is verbonden. Deze code heeft betrekking op professioneel gedrag, het niet beschamen van het vertrouwen van de donateurs, zorgvuldigheid in alle processen en in het kader van de wet op de privacy, het waken voor tegenstrijdige belangen en het continu ontwikkelen van vakbekwaamheid en relevante kennis.
Projected growth consistently takes into account upholding and wherever possible improving the quality of our work. This is manifested in part by maintaining the CBF hallmark and the ISO 9001-2000 certification. In this first year of ISO certification, the quality system proved important for monitoring and realising the objectives. Being a learning organisation is another objective. Based on internal audits, monitoring and evaluations, procedures have been adapted as needed to increase effectiveness and efficiency. The World Vision quality system - ‘Learning through evaluation with accountability and planning (LEAP)’ - is highly conductive to improving the quality of our programmes and projects. The head of marketing is a member of the Nederlands Genootschap van Fondsenwervers [Dutch society of fundrai sers] (NGF), which observes a code of conduct. This code prescribes professional conduct, i.e. living up to the trust of the donors, observing caution in all procedures and - in the context of the privacy act - averting conflicting interests and continuously enhancing disciplinary expertise and expanding relevant knowledge.
Bij de ontwikkelingen van de plannen voor verslagjaar 07/08 en de meerjarenplanning voor de verslagjaren 08-10 is een hoge ambitie neergezet. Er is gekeken naar mogelijkheden om sneller te groeien, gebaseerd op testresultaten in de private fondsenwerving in verslagjaar 06/07. Het komende jaar wordt een nieuwe meerjarenstrategie ontwikkeld voor de verslagjaren 08/09-10/11 welke de basis zal vormen voor nieuwe plannen.
The plans for the review year 07/08 and the multi-annual projections for the review years 08-10 are very ambitious. Opportunities for more rapid growth have been considered, based on the results of tests with private fundraising during the review year 06/07. During the year ahead, a new multiannual strategy will be developed for the review years 08/09-10/11 and this will serve as a foundation for new plans.

3.2 Medewerkers, vrijwilligers en personeelsbeleid Vooruitlopend op de gevolgen van de ingezette groei voor de organisatie, is aandacht besteed aan de effecten van de organisatieontwikkeling voor het personeel. Met de medewerkers zijn diverse teambuildingsmomenten geweest die anticiperen op een veranderende organisatie. Hierbij is aandacht besteed aan de structuur, cultuur, interne communicatie en personele ontwikkelingen. Deze onderwerpen komen ook terug in de individuele functionerings- en beoordelingsgesprekken met de medewerkers. Het volgen van trainingen of opleidingen wordt aangemoedigd. Zes medewerkers hebben daar gebruik van gemaakt. Tweemaal in de week vonden dagopeningen plaats. Daarnaast werden weer een dag van gebed, lunchbijeenkomsten met diverse thema’s en een personeelsbijeenkomst gehouden.
3.2 Staff, volunteers and personnel policy In anticipation of the consequences of the growth charted for the organisation, the staff-related effects of the organisational development have been considered. There have been various teambuilding moments with the staff to provide for a changing organisation. Structure, culture, internal communication and personnel changes have been addressed. These subjects are covered at individual performance and evaluation interviews with the staff members, who are encouraged to attend training sessions or courses. Six staff members have used this opportunity. Day openings have been arranged twice a week. In addition, there was a day of prayer, lunch meetings were devoted to various topics, and a staff meeting was organised.
Het aantal medewerkers in loondienst is dit jaar gegroeid van vijftien naar zeventien. Het aantal fte’s is gegroeid van 10,92 naar 13,74. Drie medewerkers zijn vertrokken en vijf in dienst getreden. Vrijwilligers leveren een waardevolle bijdrage aan het werk van World Vision Nederland. In verslagjaar 06/07 hielpen op kantoor vier vrijwilligers op de afdeling sponsorrelaties. Op de afdeling Financiën/ICT was een vrijwilliger werkzaam. Ook dit jaar groeide het aantal vrijwilligers dat actief is tijdens concerten en evenementen. Daarvoor hebben 45 vrijwilligers zich ingezet. Gedurende het jaar hebben zes stagiairs gewerkt aan diverse projecten.
The number of paid staff has increased this year from fifteen to seventeen. The number of ftes has risen from 10.92 to 13.74. Three have left, and five have joined us. Volunteers contribute substantially to the work of World Vision Nederland. During the review year 06/07, four volunteers helped out in the Sponsor Relations Department. One volunteer worked in the Finance/ICT Department. The number of volunteers active at concerts and events increased again this year. Over 45 volunteers were involved. Over the course of the year, six trainees worked on various projects.
3.3 Inkomsten en kosten verslagjaar 07/08 Voor een toelichting op de inkomsten en kosten van verslagjaar 06/07 verwijzen wij naar de jaarrekening in dit jaarverslag. De komende jaren staan in het teken van beheerste groei, waarbij geldt dat de kosten voor de baten uitgaan. In verslagjaar 06/07 heeft World Vision Nederland getest of er ruimte is voor groei en dus meer kinderen kan helpen. De uitkomsten van deze testen zijn positief, zodat we besloten hebben verder te investeren in groei. Vandaar dat de uitgaven, en ook het CBF-percentage, de komende jaren zullen stijgen ten opzichte van de inkomsten, om na een paar jaar weer te dalen. Zo zal World Vision Nederland in staat zijn meer kinderen, hun families en hun gemeenschap te helpen.
3.3 Revenues and costs for the review year 07/08 Explanatory notes about the revenues and costs for the review year 06/07 appear in the chart of accounts in this annual report. The years ahead are expected to bring controlled growth, with costs preceding income. During the review year 06/07 World Vision Nederland explored whether opportunities for growth were available that would make aid to more children possible. The favourable results of these tests led us to decide to further invest in growth.Accordingly, expenditures, as well as the CBF percentage, will increase during the years ahead as a share of the revenues and will decrease again after a few years. World Vision Nederland will thus be able to help more children, their families and their communities.
3.4 Netwerken World Vision Nederland is lid van de brancheorganisaties Prisma en Partos. Prisma is de vereniging van christelijke ontwikkelingsorganisaties, die armoedebestrijding als een gezamenlijke verantwoordelijkheid beschouwen. Partos is een branchevereniging voor Nederlandse particuliere organisaties die actief zijn op het terrein van de internationale samenwerking. World Vision Nederland is lid van de Organisatie voor Capaciteitsopbouw in Ontwikkelingslanden (PSO). Door capaciteitsopbouw van maatschappelijke organisaties in ontwikkelingslanden wil PSO een bijdrage leveren aan structurele armoedebestrijding door Nederlandse organisaties en hun partners in ontwikkelingslanden te ondersteunen met kennisverbreding en financiering. De financiering door PSO is gecontinueerd voor twee medewerkers van World Vision in het Zuiden. 12
3.4 Networking World Vision Nederland is a member of the Prisma and Partos sector associations. Prisma is the association of Christian development organisations that regard eradicating poverty as a joint responsibility. Partos is a sector association serving Dutch private organisations active in international co-operation. World Vision Nederland is a member of the Organisatie voor Capaciteitsopbouw in Ontwikkelingslanden [Organisation for capacity-building in developing countries] (PSO). By building the capacity of socially dedicated organisations in developing countries, PSO aims to further the ongoing struggle to eradicate poverty by Dutch organisations and their partners in developing countries by enriching knowledge and contributing financing. PSO has continued funding for two World Vision staff members in the South.

4.1 Resultaten verslagjaar 06/07 Het afgelopen jaar heeft het programmateam zich gericht op de volgende activiteiten: 1. Kwaliteitsbeheer van lopende programma’s; 2. 4.1 Results for review year 06/07 In the previous year the programme team has focused on the following activities: 1. Providing quality control for current programmes; 2. Starting up and guiding new programmes; 3. Building capacity of southern partners; 4. Responding to acute emergencies and crises.
Kwaliteitsbeheer van lopende programma’s Voor het beheren van de informatie van alle programma’s en projecten die World Vision Nederland ondersteunt, is dit verslagjaar een internationaal nieuw ontwikkeld monitoringen evaluatiesysteem definitief geïmplementeerd. Wereldwijd ontvingen alle partners specifieke training en begeleiding in de opzet van nieuwe programma’s en nieuwe systemen voor rapportages, monitoren en evalueren van programma’s. Het systeem hiervoor heet ‘Learning through Evaluation with Accountability and Planning (LEAP)’. Deze afstemming vond ook plaats met partners op Europees niveau. Het ISO kwaliteitssysteem draagt bij aan het nauwgezet volgen van procedures en afspraken over de wederzijdse verplichtingen die we met partners aangaan. Zo ontstaat er meer zicht op de processen en de kwaliteit van de programma’s. Doel is een grotere impact op de levensomstandigheden van kinderen.
Quality control for current programmes During the review year, an internationally newly developed monitoring and evaluation system was implemented for managing information concerning programmes and projects that World Vision Nederland supports. All partners worldwide received specific training and guidance in setting up new programmes and new programme reporting, monito ring and evaluation systems. The system dedicated to this objective is ‘Learning through Evaluation with Accountability and Planning (LEAP)’. This coordinated effort involved European partners as well. The ISO quality system aids meticulous tracking of procedures and agreements entered with partners about mutual obligations. This provides greater insight into programme processes and quality. The purpose is to achieve a stronger impact on children’s living conditions.
Starten en begeleiden van nieuwe programma’s Vanwege de groei in particuliere inkomsten zijn twee nieuwe streekontwikkelingsprogramma’s gestart in Indonesië: op de Noord-Molukken en in West-Kalimantan. Het programmateam bezocht de programmalocaties en werkte met de staf aan een vijfjarig programmaontwerp. De fondsenwerving voor beide gebieden is gestart. Als voorbereiding op nog twee nieuwe streekontwikkelingsprogramma’s in West Oeganda en Noord West Ethiopië, zijn er analyses gemaakt. Ook vonden verkennende gesprekken plaats met partners in Vietnam en Cambodja voor de start van nieuwe programma’s.
Starting up and guiding new programmes Growth in private revenues has enabled the launch of two new area development programmes in Indonesia: on the North Moluccan Islands and in West Kalimantan. The programme team visited the programme sites and worked with the staff to design a five-year programme. Fundraising is under way for both areas. Analyses have been performed in preparation for another two new area development programmes in West Uganda and Northwest Ethiopia. Exploratory talks about launching new programmes were conducted with partners in Vietnam and Cambodia.
Capaciteitsopbouw van zuidelijke partners Het HOPE-programma (Home-based care, Orphans and vulnerable children, Prevention and Empowerment) wordt gedeeltelijk gefinancierd via Thematische Medefinanciering (TMF) van het ministerie van Buitenlandse Zaken. Dit vijfjarig programma - gericht op jongeren in relatie tot hiv en aids - is goed van de grond gekomen in Oost Congo, Noord Oeganda, Somaliland en Somalië. Lokale partners werden getraind en een uitgebreide beginanalyse in de genoemde gebieden is afgerond. In het kader van de bewustwording zijn er twee uitwisselingsreizen geweest met Oegandese en Nederlandse tieners.
Capacity-building of southern partners The HOPE programme (Home-based care, Orphans and vulnerable children, Prevention and Empowerment) is fun ded in part by Thematische Medefinanciering (TMF) from the Ministry of Foreign Affairs. This five-year programme which caters to young adults regarding HIV and AIDS - is in progress in East Congo, North Uganda, Somaliland and Somalia. Local partners have been trained, and an extensive preliminary analysis has been completed in the areas stated. Two exchange visits involving Ugandan and Dutch teens have been conducted to raise awareness.
Reageren op acute noodsituaties en crises World Vision Nederland heeft programma’s voor voedselzekerheid in Zimbabwe ondersteund. Ook is een bijdrage geleverd voor het verlenen van hulp aan de slachtoffers van de watersnoodramp in Pakistan. Door middel van financiële steun van het ministerie van Buitenlandse Zaken en de Europese Unie werden programma’s uitgevoerd gericht op gezondheidszorg, water en sanitaire voorzieningen in vergeten
Responding to acute emergencies and crises World Vision Nederland has supported programmes for food security in Zimbabwe and has contributed toward aid for victims of the flood in Pakistan. Funding from the Ministry of Foreign Affairs and the European Union has enabled programmes bringing healthcare, water and sanitation to forgotten crisis areas, such as in Somalia, Congolese refugees in Tanzania and civilians in Chechnya.

4.2 Programma’s verslagjaar 07/08 Voor verslagjaar 07/08 wordt door de organisatie ingezet op een verdere groei van inkomsten voor structurele ontwikkelingsprogramma’s. Dit betekent dat drie nieuwe streekontwikkelingsprogramma’s worden opgezet. Het programmateam speelt een belangrijke rol - in nauwe samenwerking met de zuidelijke partners - bij de selectie van nieuwe programmagebieden en de opstartfase van nieuwe programma’s. Een inhoudelijke bijdrage zal worden geleverd bij het formuleren van een nieuwe meerjarenstrategie bij onze partners en in Nederland. Daarin zullen strategische keuzes voor geografische gebieden worden belicht, evenals voor specifieke programmathema’s. Ook wordt een organisatieplan voor advocacy (beleidsbeïnvloeding) verder ontwikkeld. Het werven van institutionele fondsen wordt voortgezet, terwijl in verslagjaar 07/08 de belangrijkste focus van de organisatie zal blijven op groei van particuliere fondsen. Kwaliteitsbeheer van programma’s blijft een hoge prioriteit en zal mogelijkerwijs in de toekomst meer vanuit de regio’s worden aangestuurd. In verslagjaar 07/08 zullen de reorganisatieprocessen van de World Vision partnership verder vorm krijgen, wat voor de programma-afdeling mogelijk een gedeeltelijke verschuiving van taken en verantwoordelijkheden zal betekenen richting het Zuiden.
4.2 Programmes for the review year 07/08 The organisation expects to increase revenues earmarked for ongoing development programmes for the review year 07/08. This means that three new area development programmes will be set up. The programme team is key - while working closely with the southern partners - in selecting new programme areas and during the start-up of new programmes. The organisation will also be involved in formula ting a new multi-annual strategy for our partners and in the Netherlands, highlighting strategic geographic choices, as well as specific programme themes. An organisational advocacy plan (influencing policy) will be elaborated as well. Institutional fundraising will continue, while the main focus will stay on increasing private funds during the review year 07/08. Managing programme quality shall remain an important priority and may be more regionally driven in the future.
4.3 Samenwerking World Vision Nederland werkt nauw samen met partners zowel in het Zuiden als in het Noorden om de gezamenlijke doelstellingen te realiseren. De strategische speerpunten zijn een belangrijke leidraad bij de keuze van samenwerkingspartners. Partners zijn World Vision partners, andere hulporganisaties, maar ook bedrijven en artiesten. We zijn een geregistreerde partner bij het ministerie van Buitenlandse Zaken en de Europese Unie.

Co-operation World Vision Nederland works closely with partners in both the South and the North to achieve joint objectives. The strategic spearheads guide the choice of partners. Partners may come from World Vision counterparts and other aid organisations but also include companies and performing artists. We are registered as a partner with the Ministry of Foreign Affairs and the European Union.

5.1 Fondsenwerving Het afgelopen jaar zijn vooral fondsen geworven voor onze duurzame ontwikkelingsprogramma’s. De belangrijkste financieringsbron voor deze programma’s is de sponsoring van kinderen. Daarnaast is ook geld geworven voor noodhulpprogramma’s.
5.1 Fundraising and fundraising means In the past year, funds were raised primarily for our sustai nable development programmes. Other monies were raised for emergency aid programmes. The following means were used toward this end:
5.1.1 Gesponsorde kinderen In juni 2007 heeft World Vision Nederland het 7.000ste gesponsorde kind verwelkomd. In verslagjaar 06/07 groeide het sponsorprogramma met 26% naar 7.295 gesponsorde kinderen. In totaal zijn 1.897 nieuwe sponsors geworven en 413 sponsors hebben hun bijdrage beëindigd (6,5%). Dit is een historisch laag percentage. In maart 2007 bezochten zestig sponsors een avond met Rebecca Quiah en Zir Kung Shahu van World Vision Bangladesh. Er werd een presentatie gegeven over het sponsorprogramma in Bangladesh, het team deed een quiz en er was veel ruimte voor het stellen van vragen en persoonlijke communicatie over en weer. De gasten uit Bangladesh brachten werkbezoeken aan bijvoorbeeld het ministerie van Buitenlandse Zaken en een zakelijke relatie. Ook bezochten ze een middelbare school die deelnam aan de Zip your Lip actie.
5.1.1 Sponsored children In June 2007, World Vision Nederland welcomed the 7,000th sponsored child. During the review year, 06/07 the sponsor programme grew 26% to 7,295 sponsored children. Altogether, 1,897 new sponsors were recruited, and 413 sponsors stopped contri buting (6.5%). This rate is the lowest ever. In March 2007, sixty sponsors attended the World Vision Bangladesh evening with Rebecca Quiah and Zir Kung Shahu. A presentation was delivered about the sponsor programme in Bangladesh, the team did a quiz, and plenty of opportunities were available for asking questions and engaging in one-on-one communication. The guests from Bangladesh visited the Ministry of Foreign Affairs and a business contact, as well as a secondary school that participated in the Zip your Lip campaign.

Zo organiseerden we in het najaar van 2006 een stadscampagne in Amersfoort. Door veel verschillende kanalen in te zetten in een geografisch geconcentreerde regio, waren we in staat honderd sponsors te vinden in Amersfoort en omgeving. Ook zijn er testen geweest met telemarketing, huisaan-huis acties en deelname aan verschillende evenementen. Participatie in de Jonge Gezinnenbeurs leverde voor fondsenwerving niet het verwachte resultaat op. De samenwerking met de EO op het Eva Jubileumfeest was inhoudelijk succesvol en leidde ook tot nieuwe sponsors.
Testing fundraising means In the review year, 06/07, the marketing department tested many different types of fundraising. In the autumn of 2006, for example, we organised a city campaign in Amersfoort. Tapping into several different channels in a geographically concentrated region yielded a hundred sponsors in and around Amersfoort. Other tests concerned telemarketing, door-to-door campaigns and participating in different events. The Jonge Gezinnenbeurs [young families’ fair] did not generate the funds expected. Working with the EO at the Eva anniversary celebration was more successful and yielded new sponsors as well.

Zip your Lip De jongerenactie Zip your Lip is voor de zestiende keer georganiseerd, met positieve resultaten. De totale opbrengst bereikte e 431.904, een historisch record. De resultaten van de actie worden besteed aan het HOPE-programma in Oost Afrika. Sinds dit jaar incasseert World Vision zelf het geld van de sponsors van deelnemers aan Zip your Lip. De inschatting is dat deze operatie mede heeft geleid tot een verhoging van de totale opbrengst met e 100.000. Met deze manier van campagnevoeren zijn voor de scholieren ook gevaren van verlies of diefstal uitgesloten. Bijkomend voordeel is dat jongeren niet zelf het geld hoeven te innen. Daarmee wordt de drempel om aan de actie mee te doen lager.
Zip your Lip The Zip your Lip youth campaign, organised for the sixteenth time, was a big success. Total returns reached a record high of e 431,904. Proceeds from this campaign will be spent on the HOPE programme in East Africa. This year World Vision started collec ting the money directly from the sponsors of the Zip your Lip participants. It is estimated that this operation has significantly contributed to the increase of total returns by e 100,000.This campaign procedure also eliminates the danger that secondary school students will lose money or be robbed. Nor do they need to collect the money themselves anymore. This lowers the threshold for participating in the campaign.
EO-jongerendag Een van de hoogtepunten was de EO-Jongerendag met ruim 30.000 deelnemers, waar twee tienermeisjes op het hoofdpodium vertelden over hun ervaringen in Oeganda. De collecte op die dag was voor World Vision. De opbrengst was ruim e 30.000 euro en wordt besteed in Noord-Oeganda.
EO youth day One of the highlights was the EO youth day with over 30,000 participants, where two teenage girls mounted the main stage and described their experiences in Uganda. Funds raised that day went to World Vision. The proceeds, which exceeded e 30,000, will be spent in North Uganda.

5.2 Voorlichting en bewustwording In het kader van het bewustwordingsaspect van Zip your Lip zijn er twee uitwisselingsreizen geweest met Oegandese tieners en Nederlandse tieners in Nederland. Op dertien scholen in Nederland is een scholentour verzorgd door het team van Zip your Lip met jongeren uit Oeganda, in samenwerking met de hiphopformatie NOA. Nederlandse jongeren kwamen zo in gesprek met Oegandese tieners, die vertelden over hun persoonlijke ervaringen met hiv en aids in hun directe omgeving. Ook gingen Nederlandse scholieren naar Oeganda om daar met eigen ogen te zien wat de gevolgen zijn van de hiv en aids epidemie, vooral voor tieners in de dorpen en op scholen.
5.2 Education and awareness The Zip your Lip awareness-raising activities included exchange visits with Ugandan and Dutch teens in the Netherlands.The Zip your Lip team arranged for teens from Uganda to tour thirteen schools in the Netherlands, in conjunction with the NOA hiphop group. This initiated conversations between Dutch young adults and Ugandan teens, who described their personal experiences with HIV and AIDS in their immediate surroundings. In addition, Dutch secondary school students travelled to Uganda to witness the consequences of the HIV and AIDS epidemic, especially as it has affected teens in the villages and at schools.
World Vision Nederland probeert zoveel mogelijk free publicity te genereren. In verslagjaar 06/07 was er veel aandacht in de pers voor World Vision Nederland. In totaal is de organisatie 386 keer genoemd in de plaatselijke, regionale en landelijke pers. Ook de televisie deed mee (EO programma ‘Nederland helpt’, uitzendingen over de EO Jongerendag en programma’s bij The Box). De lokale pers besteedde bij de stadscampagne in Amersfoort veel aandacht aan de reis van een Amersfoorts gezin naar hun sponsorkind in Tanzania.
World Vision Nederland tries to generate as much free publicity as possible and received extensive press coverage du ring the review year 06/07. Altogether, the organisation was mentioned 386 times in the local, regional and national press and was featured on television as well (EO programme ‘Nederland helpt’, shows about the EO youth day and programmes on The Box). In the Amersfoort city campaign, the local press highlighted an Amersfoort family’s visit to their sponsored child in Tanzania.

5.4 Marketing in review year 07/08 We expect the number of sponsors to increase again during the review year 07/08. Children in Indonesia and Ethiopia will be sponsored via World Vision Nederland for the first time this year. A fundraising agency selected during the review year 06/07 will help World Vision Nederland achieve its objectives.The Customer Relations Department will be prepared and restructured to accommodate the increased number of sponsors. In the review year 07/08, the entire website was renewed and completed. E-marketing will become more important, and a current, dynamic website is essential toward this end. The website now features a wealth of information about our projects, sponsoring a child and the organisation.

5.4 Marketing in verslagjaar 07/08 Voor verslagjaar 07/08 verwachten we opnieuw een stijging in sponsors. In verslagjaar 07/08 worden voor het eerst kinderen in Indonesië en Ethiopië via World Vision Nederland gesponsord. Een fondsenwervingsbureau dat in verslagjaar 06/07 is geselecteerd, gaat World Vision Nederland helpen om de doelstellingen te verwezenlijken. De afdeling sponsorprogramma wordt op de groei in aantal sponsors voorbereid en geherstructureerd. In verslagjaar 07/08 is de hele website vernieuwd en afgerond. E-marketing zal een grotere rol spelen. Daarvoor is een actuele en levendige website belangrijk. Zo is er onder andere meer informatie over onze projecten, het sponsoren van een kind en de organisatie.

1. Waarderingsgrondslagen
1. Accounting policies
Algemeen De jaarrekening is opgemaakt conform de Richtlijn Verslaggeving Fondsenwervende Instellingen van het CBF. Alle bedragen zijn opgenomen in euro’s. Alle activa en passiva zijn opgenomen tegen nominale waarden, tenzij anders vermeld.
General The accounts have been prepared in accordance with the CBF guidelines (Central Bureau on Fundraising). All amounts are stated in euros. All assets and liabilities are entered at nominal value, except when stated otherwise.
a. Materiële vaste activa Deze activa zijn opgenomen tegen de verkrijgingsprijs onder aftrek van de afschrijvingen. De gebruikte afschrijvingspercentages zijn gebaseerd op de verwachte economische levensduur. Er wordt lineair afgeschreven op basis van de verkrijgingsprijzen.
a. Tangible fixed assets These assets are entered at historical costs, less depreciation. The depreciation percentages used are based upon the expec ted economic life. Depreciation is calculated on a straight line basis according to historical costs.
b. Vorderingen Vorderingen zijn opgenomen tegen nominale waarden, onder aftrek (indien van toepassing) van een voorziening wegens mogelijke oninbaarheid.
b. Accounts receivable Receivables are entered at the nominal value, less (if applicable) a provision for uncollectible debts.
c. Baten De baten bestaan in hun geheel uit bijeengebrachte en ontvangen gelden gedurende het verslagjaar. Ontvangen baten in vreemde valuta zijn gewaardeerd tegen de actuele wisselkoersen. Gerealiseerde koersverschillen worden verantwoord onder bijzondere baten/lasten. Onder de baten ‘Diverse Projecten’ zijn de ontvangen gelden verantwoord in het kader van de activiteiten Zip your Lip en Global Aid Partner.
c. Income The income is the total of all monies collected and received during the review year. Income received in foreign currency is accounted for at current exchange rates. Exchange rate diffe rences are listed under exceptional items. The income mentioned under ‘other projects’ is money raised with Zip your Lip and Global Aid Partner.
d. Nalatenschappen Nalatenschappen worden opgenomen in de jaarrekening zodra de omvang betrouwbaar kan worden vastgesteld.
d. Inheritances Inheritances will be listed in the annual accounts as soon as their amount is determined in a reliable manner.
e. Besteed aan doelstelling De verantwoorde baten worden, onder aftrek van de lasten, doorbetaald aan World Vision International Inc. te Monrovia (Verenigde Staten) ter volledige overboeking naar de projecten. Een aantal projecten worden rechtstreeks vanuit Nederland betaald.
e. Committed to objectives Income accounted for, less costs, is transferred to World Vision International Inc. in Monrovia (United States) for payment to the projects. Some projects are paid directly from the Netherlands.
f. Kosten fondsenwerving De kosten fondsenwerving zijn opgenomen in de jaarrekening. Er is rekening gehouden met de overlopende posten.
f. Costs of fundraising The costs of fundraising are specified in the annual accounts, taking into account relevant accruals.
g. Grondslag voor bepaling van het resultaat De baten worden toegerekend aan het verslagjaar waarin deze zijn ontvangen. De lasten worden toegerekend aan het jaar waarop zij betrekking hebben. Bij het opstellen van de staat van baten en lasten worden de kosten toegerekend aan fondsenwerving c.q. doelstelling.
g. Procedure for determining the results Income is assigned to the review year in which the items are received. Costs are assigned to the year to which they relate. In drafting the statement of income and expenditures, costs are assigned to the items fundraising or, as the case may be, objectives.

3. Beleggingen
3. Participating interests
De beleggingen betreffen deelnemingen in Oikocredit. Oikocredit is een coöperatie en heeft als doel financieel krediet ter beschikking te stellen voor de ontwikkeling van arme gemeenschappen in ontwikkelingslanden. De leden zijn nadrukkelijk uitgesloten van iedere aansprakelijkheid voor de schulden en verplichtingen. Een dividend van 2% is uitgekeerd in de vorm van aandelen en dit is toegevoegd aan de deelneming.
Participating interests concern a participation in Oikocredit. Oikocredit is a co-operative dedicated to mobilising financial credit for development of poor communities in the developing world. Members are not held liable for the debts of the cooperation. A 2% dividend is paid in the form of a stock dividend and added to the participation.

6. Net equity
Vrij besteedbaar vermogen Het vrij besteedbaar vermogen heeft als doel om ook op de langere termijn aan verplichtingen te kunnen voldoen wanneer de inkomsten teruglopen. De maximale hoogte van het vrij besteedbaar vermogen bedraagt twaalf maanden exploitatiekosten verminderd met de directe kosten. De resultaten van het verslagjaar worden toegevoegd of komen ten laste van het vrij besteedbaar vermogen. Het resultaat over verslagjaar 06/07 is toegevoegd aan het vrij besteedbaar vermogen. Voor verslagjaar 06/07 geldt dat het vrij besteedbaar vermogen is toegenomen tot e 961.539. Dit betekent dat het vrij besteedbaar vermogen nu hoger is dan de norm van e 850.500 voor verslagjaar 06/07.
Disposable equity The purpose of the disposable equity is to fulfil the organisation’s obligations over the long term, in the event that income falls. Disposable assets must not exceed a full year’s expenses minus direct costs. The results of the review year are added to or subtracted from disposable assets, as the case may be. As to the review year 06/07, disposable assets have risen to e 961,539. This means that the disposable assets exceeded the criterion of e 850,500 for review year 06/07.

Op 26 augustus 2006 is er een huurovereenkomst aangegaan voor de huur van een kopieerapparaat gedurende een periode van zestig maanden. Deze overeenkomst kan niet tussentijds worden opgezegd. On 26 August 2006 a sixty-month lease was signed for a photocopier. This agreement cannot be terminated before the end of the contract. Total contract obligation is still e 11.633. On 30 June 2003 a sixty-month lease was signed for office accommodations, from 1 August 2003 through 30 July 2008.We have given notice to terminate the rental agreement as per 30 July 2008, as the current office location has become too small. A bank guarantee has been issued by ABN AMRO in the amount of e 13,184.

11. Correction Chart of Accounts review year 05/06
Van SHO (Samenwerkende Hulp Organisaties), waarvan World Vision Nederland gastlid is met betrekking tot de hulpverlening aan de getroffenen door de Tsunami in Azië, is in het verslagjaar 04/05 een bedrag van e 475.000 ontvangen en in datzelfde jaar ook geheel gecommitteerd en overgemaakt naar de partners. Abusievelijk is deze toelichting niet opgenomen in het jaarverslag 05/06.
During the review year 04/05 World Vision Nederland received E 475,000 from SHO (Cooperating Humanitarian Aid Organisations) toward helping Tsunami victims in Asia. The entire sum was allocated and transferred to the partners that same year.This explanatory note was incorrectly omitted from the Chart of Accounts 05/06.

The gross salary of the director, including holiday allowance, equalled e 61,016. Board members do not receive any remuneration, except for travel and accommodations when appropriate.

Ten opzicht van het verslagjaar 05/06 zag World Vision Nederland de inkomsten uit het sponsorprogramma met 26% groeien. Hiermee wordt de trend van de afgelopen jaren opnieuw gecontinueerd. De strategische keus van de organisatie om de focus op het sponsorprogramma te vergroten, blijft komend verslagjaar onveranderd. Omdat binnen de internationale World Vision partnership de focus ook op groei van dit programma ligt, zijn de benodigde middelen voor de beoogde groei door hen beschikbaar gesteld.
Compared with the review year 05/06, World Vision Nederland’s sponsor programme revenues increased 26%. This continues the trend from recent years. The organisation’s strategic decision to focus more on the sponsor programme will remain unchanged during the review year ahead. Because the international World Vision partnership aims to expand this programme as well, it has made available the means required for the growth envisioned.
Dit jaar hebben we er voor gekozen om de sponsorbijdragen van Zip your Lip te innen via automatische incasso. De totale opbrengst van de actie was e 431.904 (begroot: e 330.000). Ook dit jaar was de jongerenactie gekoppeld aan de TMF-subsidie van het ministerie van Buitenlandse Zaken. Vanuit deze subsidie wordt onder andere een uitwisselingsproject betaald. We started collecting sponsor contributions from Zip your Lip via direct debit this year. Campaign proceeds totalled e 431,904 (budgetted: e 330,000). This year’s youth campaign was once again linked to the TMF grant of the Ministry of Foreign Affairs, which covered an exchange project and other operations. De kosten binnen de organisatie zijn hoger dan gebudgetteerd. Al enige jaren is het verminderen van de werkdruk een speerpunt in de organisatie. Omdat we van mening zijn dat medewerkers een belangrijke schakel zijn in het (succesvol) functioneren van World Vision Nederland wordt het personeelsbestand kritisch bekeken en waar nodig uitgebreid. Zo is onder andere de functie van communicatiemedewerker uitgebreid. Hierdoor kunnen we meer aandacht geven aan de doelstelling voorlichting en bewustwording.
Costs within the organisation exceed the budget. Reducing pressure on the job has been a spearhead within the organisation for some years now. As we believe that staff are important for World Vision Nederland to operate successfully, the contingent of employees is being reviewed and expanded as needed. The communication officer’s job description, for example, has been expanded to focus on raising awareness.
Al onze bijdragen aan de programma’s worden afgesproken in USdollar. Door de ontwikkeling van de US-dollar in het verslagjaar, hebben we onze programma’s kunnen uitvoeren tegen een voor World Vision Nederland gunstiger koers dan begroot. Over het verslagjaar hebben we een positief koersresultaat gerealiseerd van e 127.080.World Vision Nederland heeft het verslagjaar afgesloten met een positief resultaat van e 264.692. Dit is toegevoegd aan het vrij besteedbaar vermogen.

Because the rate of the US dollar fluctuated during the review year, we have conducted our programmes at a more favourable rate for World Vision Nederland than projected.
