EU : waarom ? Vinden van middelen voor een uitvoeringsprogramma: EU is een kans Netwerk van forten om subsidies aan te vragen bij de EU Kennis Invloed op beleid: Belvedere gedachtegoed EU draagvlak voor het NHW project
European examples
Why this project ??? European wide fortresses are re-used Answering questions for European wide problem Building on previous projects EU projects (ASCEND, Baltic Fortress Route, Repair)

Enabling conditions Restoration Accesibility and safety
Restoration
Komarom atelier
Landing area to the fluvial port Reutilization of the first level of the Danube Bastion
Accesibility and safety
Arras citadel - accessibility
Conclusions enabling conditions “Think before you act” Look very good at enabling conditions towards future reuse Dont start to restaurate at once but think about future reuse before the investment phase Develop step by step your restauration proces instead of everthing in 1 step Government must do the basic investment for restauration to make a succesfull project For accesibility and safety take into account the situation to the site, into the site and within the site
Governance models
Organisation Suomenlinna
Involved organisations
PAOLA model
Paola Heritage Foundation
Paola Local Council

Conclusions governance models: “think before you act” 4 levels of governance models National, regional, local and site level Public, Private and Public/Private models Mobilisation (bottum up) or programming (top down) Choice depends also on the enabling conditions Palet of choises

But strong advise is multifunctional use…. Make a combination of different function in the fortress
Redevelopment Arras: aim is multifunctional use
Unesco
Different redevelopment scenarios: “think before you act” Profit to non profit scenario’s and everything in between Look for Mulitfunctional solution on site level (not only a museum) Role of governement: be aware that to much strict regulations conditions for re-use Language between entrepeneurs and government is different For Unesco an intergrated approach for planning and management is essential to evaluate the properties over time
Atelier Kaunas
Finance EU funding: take action now for the new funding period 3 calculation methods to measure maintenance Different examples of how to finance fortification systems (public/private)
Atelier Venice

Transnational value of At Fort Some quotes…..
Karen Gijssen As a result of the exchange meeting in Helsinki the province of Antwerp took over some examples of restauration techniques in Helsinki in their implementation plans
Daniele Sferra Partners long term strategy and their experienced dilemma and solutions of nature versus heritage conservation were the inspirating pillars for the Forte Marghera Recovery Plan as green gateway between the lagoon of Venice and the mainland of Mestre and the surrounding urban areas
Heikki Lahdenmäki What has been most inspiring is to meet architects, historians, archeologists, conservators and craftsmen working with similar fortifications and problems as we are.
Andrea Thyssen First of all we learnd of our partners to be more relaxed in important questions. For example we learned that nature protection has not be regarded as absolute, but that you might compromises in most of the cases.
What are we going to do and deliver the next half year?
Next ateliers in 2013

Conclusion half way: think before you act Redevelopment of fortresses is possible in different ways Palet of governance models to organise it But take into account enabling conditions: accesibility, restoration, history, vegetation, economy etc….
Think before you act………
Think together, work together, live and let live...
We are ready to do the second phase !!!!
Thank you for your attention!
