RULES OF DAMAGE ASSESSMENT AND ANALYSIS OF DEVASTATION, TASKS OF RESCUE AND RECOVERY Zoltán HORVÁTH * * Local Government of XIX District of Budapest, Hungary A katasztrófák pusztító hatásai következtében létrejövő kárterületek összetettsége és bonyolultsága igényli, hogy megvizsgáljuk azok jellemzőit, és ezen belül a romosodás különböző formáit. Az információk szerzésének elsődleges eszköze a felderítés, amely alapvető adatokat szolgáltat a műszaki mentéshez és a helyreállítás feladatainak végrehajtásához is. STRENGTH OF SOLID, PAVED RUNWAYS Sándor BARÁTH* * Miklós Zrínyi National Defence University, Budapest, Hungary The ICAO ACN/PCN system provides a method of classifying pavement bearing strength for aircraft above 5.700 kg (12.500 lbs) maximum total weight authorised (MTWA). The ACN is a number expressing the relative effect an aircraft load on a pavement for a specified subgrade strength. The PCN is a number expressing the bearing strength of a pavement for unrestricted operations and indicates that an aircraft with an ACN equal or less than the reported PCN can operate in the pavement, subject to any limitations ont he tyre pressure, or aircraft all-up mass for specified aircraft types. MODERN WATERSAVE SOLUTIONS OF SETTING MILITARY CAMPS PUBLIC UTILITIES Kálmán DÉNES* * Miklós Zrínyi National Defence University, Budapest, Hungary Owing to challenges represented by a fastly growing population and aqua stocks continually decreasing, economizing on drinking water has become an important worldwide task. My essay is meant to highlight the possibilities and solutions that may enable military camps to recycle water. EFFECTS OF CLIMATE CHANGING TO USING MILITARY POWER János PADANYI* Miklós Zrínyi National Defence University, Budapest, Hungary The impact and feature of climate change has been analyzed by many experts in the last few years. Every approach appointed that this change has influence on the daily life: either to be a reason occuring the warm up or 36

suffering of it. In the same time we can find just few papers which are focusing on this issue from a military view, altough the impacts are significant on soldiers and on armed technology as well. On the upcoming pages — showing examples from abroad too — we are explaining some issues regarding to the readiness, preparation and usage of military forces which have to be effective in such kind of challenges. SAFETY ASPECTS OF CRITICAL INFRASTRUCTURES Ferenc KOVÁCS * * Miklós Zrínyi National Defence University, Budapest, Hungary Some past years evens the natural disasters, idustrial accidents, terrorist activities proved that critical situations are exist, the human has stocks of critical situations and has to handle the series of that. We have to be prepared to handle with minimal human and material losses of these situations. MODERN AIRFIELD MAINTENANCE EQUIPMENTS AT THE HUNGARIAN AIR FORCE’S ENGINEER TROOPS Sándor SZABÓ * * Miklós Zrínyi National Defence University, Budapest, Hungary The engineer support of helicopter up- and landing places, the airports have emphasized significance during the different operations. One of the most important tasks of the Air Force is to carry out fast relocation of troops (martial devices), and materials. To fulfill these tasks helicopters and airplanes must have safe helipads and airfields. The most important fundamental tasks of the Air Force engineer subunits are to prepare, to operate, to maintain and to recover helipads and airfields for the safe take off and landing. The article wishes to give a short overview about some modern technical equipment which were established, or will be established in the future at the Hungarian Air Forces SZEKCIÓÜLÉSEK: MŰSZAKI ÉS KATASZTRÓFAVÉDELMI SECTIONAL SESSIONS: MILITARY ENGINEERING AND DISASTER RECOVERY

A tanulmányban mi, a francia találmány továbbfejlesztéseként megszületett távvezérelt katonai eszközökről, a robotokról, azoknak is a műszaki feladatok során történő alkalmazhatóságáról szólunk. MODERN TOOLS FOR MINEFIELD IDENTIFICATION Zoltán KOVÁCS * * Miklós Zrínyi National Defence University, Budapest, Hungary The coming into force of the „Ottawa Convention” resulted significant changes in landmine policy worldwide. Parts and laying principles of the barrier-system can be used by Hungarian Defense Forces had also gone through changes during last years. However, progress of military operations makes it more and more necessary to develop such modern, precision weapons those can destroy military targets in all war-fighting dimensions, even without any human guidance. Landmines might be such weapons of the future. From the other side, new equipment and methods were developed worldwide to detect these modern landmines and to satisfy the requirements of modern warfare: save life and make easy to complete the mission. To keep the eyes on the above mentioned, I would like to intro38

STUDY ON ELIMINATION OF MILITARY UNDERGROUND FACILITIES Maria HERNAD* * HDF 1st Military Pyrotechnic and Warship Batallion All employees should know and recognize the poisonous effects of the chemical agents what are useful by way of them. Hungarian Defense Forces’ pyrotechnic specialists and technical soldiers have to know the explosives, not only how to use it, but which ones the clinical pictures and illnesses caused by them and how to protect themselves. A present publication sheds light on it possibly, that we apply the labour protection rules and defender devices, we may protect our own and our comrades' health and corporal integrity. TNT and Semtex are used in most cases from among brizant explosives. All substances are absorbed through the skin, respiratory tracts or the intestines, but in a different measure. Usually the TNT causes liver and bone-marrow SZEKCIÓÜLÉSEK: MŰSZAKI ÉS KATASZTRÓFAVÉDELMI SECTIONAL SESSIONS: MILITARY ENGINEERING AND DISASTER RECOVERY
