Ataa undangan P.J.M. Presiden Republik Guinea, Sekou Toure, P.J.M. Presiden Republik Indonesia, Dr. Sukarno, mengadakan kundjungan kenegaraan. ke Republik Guinea sedjak tanggal 26 April hingga 28 April 1960.
Dalam kundjungan ini P.J.M. Presiden Sukarno diser-
tai oleh J.M. Menteri Luar Negeri, Dr. Subandrio, J.M. Menteri Perindustrian Rakjat, Dr. Suharto, J.M. D;i.rektur Kabinet Presiden, Mr. Tamzil, J.M. Anggauta Dewan

Duta Luar Biasa dan Menteri Berkuaaa Penuh dengan tugas istimewa, Nona Mr. Laili Roesad, dan beberapa pedjabat lainnja dari Republik Indonesia. Selama kundjungan ini Presiden Sukarno dan para pesertanja telah mengadakan pembitjaraan dengan Presiden Sekou Toure, pemimpinpemimpin dari Pemerintah dan anggauta-anggauta dari Biro Politik Nasional dari Republik Guinea.
Pembitjaraan tersebut diadakan dalam
suasana persahabatan dan saling pengertian sepenuhnja.
Kedua pihak
telah mengadakan tindjauan mengenai masalah-masalah jang terpenting dalam keadaan internasional dan telah djuga membitjarakan tjara dan uaaha-usaha untuk lebih memperkembangkan tali persahabatan jang telah ada antara kedua negara beraangkutan. Ditegaskan oleh kedua belah pihak tentang kejakinan jang sedalam-dalamnja, bahwa ikut-sertanja Guinea dalam mendjalankan politik netral jang positif dan bebas dari ikatan-ikatan politik oleh aalah satu blok jang besar, seperti lebih dahulu telah dinjatakan
dan dilaksanakan oleh Indonesia sebagai politik luar negerinja jang bebas dan aktif, ternjata telah memberi aumbangan jang positif kepada hasrat semesta untuk perdamaian dunia. Pemerintah Republik Guinea menegaskan persetudjuannja jang penuh terhadap dasar-dasar Konperensi Asia-Afrika jang telah diadakan di Bandung dalam bulan llpril tahun 1955 dan kedua pihak menjatakan bahwa sokongan serta ketaatan terhadap pokok-pokok jang tertjantum dalam Piagam tersebut adalah mutlak bagi tertjapainja persamaan pendirian, hal mana akan lebih mendorong hasrat mereka untuk bekerdja-sama. Dalam pembitjaraan-pembitjaraan kedua Presiden mentjatat dengan kepuasan bahwa antara mereka terdapat persamaan pendapat jang besar mengenai hal-hal pokok dilapangan nasional dan internasional. Kedua pihak menganggap sangat panting untuk pada waktu-waktu tertentu mengadakan pertukaran pandangan antara mereka, agar tertjapai saling pengertian jang laras mengenai perkembangan-perkembangan jang dinamis pada peristiwa-peristiwa nasional masing-masing, demikian pula dalam bidang internasional. Kedua pihak menjatakan kejakinannja bahwa tidak akan dapat ditjiptakan perdamaian jang benar-benar selama imperialisme dan kolonialisme
masih ada.
Maka dari itu kedua pihak menegaekan bantuan
sepenuhnja pada bangsa-bangsa di Asia dan Afrika jang masih didjadjah dalam memperdjoangkan kemerdekaannja, untuk menentukan nasib sendiri dan untuk kebebasan.
Kedua pihak menjatakan kemasgulan
jang sungguh-sungguh mengenai berlandjutnja peperangan di Aldjazair, sekqlipun ada keputusan dari Perserikatan Bangaa-Bangsa jang telah mendesak supaja dimulai perundingan-perundingan antara Pemerintah Aldjazair dan Pemerintah Perantjis.
Pemerintah Republik Indonesia
dan Pemerintah Republik Guinea berpendapat bahwa dengan berlandjut-
nja politik berkeraa-kepala terhadap Aldjazair, Perantjis menolak untuk membantu penghentian jang segera dari persengketaan sendjata, dan dengan demikian memikul tanggung djawab jang berat dengan menghalang-halangi rakjat Aldjazair dalam daja-upaja mereka untuk ment japai tuntutan

jang hakiki setjara damai.
Kedua pihak
menjatakan bahwa satu-satunja djalan untuk mengachiri permusuhan di Aldjazair ialah bagi Perantjis untuk selekasnja mengakui hak ke1ILerdekaa.n dari rakjat Aldjazair, dan mengambil langkah-langkah untuk menghentikan persengketaan dengan djalan perundingan dengan Pemerintah Sementara Aldjazair. Pemerintah Republik Guinea menolak dilandjutkannja pendjadjahan Irian Barat, auatu wilajah dari Indonesia, dan menjatakan bahwa wilajah jang diduduki harus dipersatukan kembali dengan Republik Indonesia.
Kedua pihak menjatakan dengan tegas tidak dapat membenarkan
keputusan Pemerintah Belanda untuk mengirim kapal-kapal perang ke perairan Indonesia dan mengutuk kegiatan jang tidak bidjaksana tersebut, karena ia semata-mata akan tam.bah mendjelekkan hubungan antara Indonesia dan Belanda.
Hubungan jang memburuk itu menurut
kejakinan kedua pihak tidak memberi mani:aat kepada siapapun dan bagaimanapun tidak ditimbulka.n oleh Pemerintah Indonesia. Kedua Pemerintah pada umumnja mentjela keras kegiatan dari musuh-musuh kemerdekaan rakjat Asia dan Afrika jang mentjoba melukai kedaulatan negara-negara Asia dan Afrika jang baru merdeka. Kedua pihak teristimewa mentjela keras komplotan terhadap Republik Guinea jang baru-baru ini telah terbongkar di Conakry. Kedua Pemerintah menjatakan kemasgulan mereka sedalam-dalamnja terhadap politik rasial jang tidak mengenal batas jang didjalankan oleh Pemerintah Uni Afrika Selatan dan menghukum penindaaa.n kedjam jang dilakukan dan mengakibatkan banjak korban djiwa antara pendu-
duk bangsa Afrika. Kedua pihak menjatakan harapannja jang eungguh-sungguh bahwa konperensi-konperensi Geneva tentang perlutjutan sendjata dan tentang penghentian pertjobaan nuklir akan bermanfaat untuk tertjapainja perlutjutan sendjata setjara umum dan lengkap.
Diharapkan dju-
ga hasil-hasil tersebut akan membawa hasil baik pada Konperensi Puntjak jang akan diadakan di Paris jang bertudjuan menghapuskan perang dingin. Kedua Pemerintah menekankan bahwa konperensi-konperensi punt jak jang akan diadakan dikemudian hari harus mentjakup pandanganpandangan dan kepentingan-kepentingan dari rakjat-rakjat Asia dan Afrika jang merupakan suatu sjarat mutlak dalam usaha-usaha pehjelesaian jang benar-benar untuk mentjapai perdamaian dunia. Kedua pihak mentjatat dengan kepuasan bahwa kundjungan P.J.M. Presiden Sukarno ke Guinea telah membenarkan, lebih-lebih dari semula terdapatnja hubungan dan kepentingan bersama jang mengtkat kedua negara dalam usaha masing-masing dalam lapangan nasional dan internasional.
Demikian telah dibenarkan pula kehendak kedua belah
pihak untuk mengisi tali persahabatan dengan djalan mengadakan kerdja-sama jang lebih erat dalam lapangan ekonomi; kebudajaan dan hubungan diplomatik. Kedua Pemerintah telah mengadakan pertukaran pandangan dalam lapangan perkembangan ekonomi di Indonesia dan Guinea berhubung dengan keinginan kedua belah pihak untuk mentjapai kerdja-sama jang saling menguntungkan dalam lapangan tersebut.
Untuk ma.ksud ini
Pemerintah Indonesia dan Pemerintah Guinea dalam waktu jang dekat akan mengadakan persetudjuan kerdja-sama ekonomi dan perdjandjianperdjandjian lain jang akan menambah lagi isi hubungan ekonomi antara kedua negara bersangkutan.
Kedua pihak menjetudjui pula untuk mengadakan persetudjuan kerdja- sama kebudajaan dalam waktu jang tidak lama lagi . Dalam hubugan ini Pemerintah Republik Indonesia telah menawarkan bea siswa bagi mahasiswa- mahasiswa Guinea supaja mengikuti kuliahkuliah dalam universitas Indonesia dan dalam pusat- pusat latihan jang lain . Tawaran ini diterima dengan rasa penghargaan. Kedua Pemerintah telah memutuskan untuk membuka perwakilan diplomatik dalam waktu jang dekat pada jingkatan Kedutaan Besar dengan maksud supaja memadjukan kerdja- sama antara kedua negara . P. J. M. Ils declarent que la seule voie pour mettre fin aux hostilites en Algerie est la reconnaissance par la France du droit des Algeriens a l ' independance et l ' acceptation par elle des

poursuivie par le Gouvernement de l ' Afrique du Sud et condamnent ses actes de repressions brutales qui ont cause des pertes considerables de vies humaines parmi les populations africaines . Les deux parties expriment leur sincere espoir que les Conferences de Geneve sur le desarmement et la cessation des experiences nucleaires rendent possible le desarmement general et complet . Elles souhaitent que ces resultats cont ribuent egalement au succes de la prochaine Conference au sommet prevue

a la liquidation de la guerre froide . Les deux Gouvernements se sont prononces avec f orce pour que les prochaines Conferences au sommet tiennent compte des vues et int erets des Peuples d 1 Asie et d ' Afrique ; Ce qui

Elle a aussi confirme la necessite de rendre effectifs leurs liens d ' amitie par l ' etablissement d ' une cooperati on economique et culturelle etroite et de rel ations diplomatiques .

- page cinq Des vues ont ete echangees entre les deux Gouvernements sur le developpement economique en Indonesie et en Guinee en connexion avec leur desir d ' obtenir une cooperation benefique mutuelle dans ce domaine . A cette fin , le Gouvernement de l ' Indonesie et le Gouvernement de la Guinee ont decide de conclure dans un proche avenir des accords de cooperation economique et d ' autref accords qui vont faciliter encore davantage les relations economiques entre les deux pays . Les deux parties ont aussi decide de conclure des accords de cooperation culturelle dans un avenir proche . Le Gouvernement de la Republique d ' Indonesie a offert des bourses aux Etudiants Guineens pour poursuivre les etudes dans des Universites Indonesiennes et d ' autres centres de perfectionnement • Cett e offre a ete acceptee avec appr eciation. Les deux Gouvernements ont decide d ' etablir leurs relations diplomatiques respectives au niveau d'Ambassades dans un proche avenir , avec en vue l ' elargissement de la cooperation entre l es deux pays . JOINT INDONESIAN-GUINEAN STATEMENT ON THE OCCASION OF THE VISIT OF H.E. THE PRESIDENT OF THE REPUBLIC OF INDONESIA DR • SUK.ARNO TO THE REPUBLIC OF GUINEA
At the invitation of H.E. Sekou Toure, President of the Republic of Guinea, H.E. Dr. Sukarno, President of the Republic of Indonesia paid a state visit to Guinea from April 26 to April 28, 1960. H.E. Dr. Sukarno was accompanied by H.E. Dr. Subandrio, Minister for Foreign Affairs, H.E. Dr. Suharto, Minister for Peoples Industry, H. E . Dr. Tamzil, Director of the Cabinet of the President H.E. DASAAD, .Member of the Supreme Advisory Council, H.E. Miss LAIL ROESAD, Envoy Extraordinary and Minister Plenipotentiary on Special Mission and other officials. During their visit, President Sukarno and his distinguish4 1 escorts conducted talks with H.E. President Sekou Toure, and the leaders of the Government and members of the National Political Bureau of the Republic of Guinea in an atmosphere of friendship and complete understanding. The two parties exchanged views on the most important questions of the international situation and also discussed ways and means of further developing the friendly relations, which exist bet\veen the two countries. The two parties express their deep conviction that the adherence of Guinea to the policy of positive neutrality and nonalignment, previously declared and strictly followed by Indonesia as an independant and active foreign policy proves to be a positive contribution to the universal cause of peace in the world. The Government of the Republic of Guinea expresses its full adherence to the Principle s of the Asian-African Conference held in Bandung in April 1955 and the tw·o parties declare that their support to and observance of these principles are imperative in creating a common standpoint wich will further facilitate their desire for mutual cooperation.
During the talks, the two Presidents note with satisfaction that there exists between them a. great uniformity of views on fundamental issues in national and international fields. The tw·o parties regard as very important the holding of occasional exchanges of views between them in order that a harmonious understanding may evolve around the dynamic developments in their respective national affairs as well as in the international scene . The two Governments express their conviction that no real peace can be etablished as long as imperialism and colonialism still survive. Consequently, the two parties affirm their full support to the struggle of still dependent peoples of Asia and Africa for free dom, selfdetermination and independence. They have expressed grave concern regarding the continuation of the war in Algeria., despite the decision of the United Nations urging the initiation of negociations between the .Algerian and the French Governments . The Government of the Republic of Indonesia , and the G0 vernment of the Republic of Guinea are of the opinion that by continuing such an adamant pelicy towards Algeria, France refuses to contr~bute to the immediate ces" sation of the armed conflict , thus taking upon herself the grave resp onsibility for obstructing the Algerian people in their quest for a peaceful solution of their legitimate national claim. They declare that the only way to end the hostilities in Algeria is for France to recognize forthwith the right of the Algerians to independence , and to take steps to end the conflict by negotiations with the Provisional Government of Algeria . The two parties express their strong disapproval of the Dutch Government's decision to send warships into Indonesian waters and deno\lllce this ill-advised action as it only adds to the deterioriation of relations between Indonesia and the Netherlands. They are convinced that these deteriorating relations do not benefit anyone and by no means are they created by the Indonesian Government .
In a general way, the two governments deplore the conducts by the enemies of the freedom of the Asian and African peoples who try to encroach upon the sovereignty of newly independent states of Asia and Africa. They denounce in particular the recently discovered plot in Conakry directed against the Republic of Guinea. The two Governments express their deep concern regarding the outrageous policy of racial discrimination pursued by the Government of the Union of South Africa, and condemn its act of brutal suppression, causing a considerable loss of lives among the African population. The two parties express their sincere hope that the Geneua Conferences on disarmament and on the discontinuation of nuclear tests will be conducive to the realization of general and complete disarmament. They hoped that these results will also lead to the success· of th~ forthcoming summit meeting which will be held in Paris with the objective of the liquidation of the cold war. The two G0 vernments emphasize that future summit meetings must incorporate the views and the interests of the peoples of Asia and Africa wich constitute a necessary prerequisite in any genuine efforts to obtain peace in the world. The two parties note with satisfaction that the visit of H.E. President Sukarno to Guinea has confirmed more than ever the existence of many mutual ties and interests which bind the two coun~ tries together in their endeavours in the national and international fields. It has also confirmed the desirability of substantiating their friendly ties by way of establishing closer economic and cultural cooperat i on and diplomatic relations. Views hav,e been exchanged between the t"\rn g overnments on the economic developments in Iµdonesia and Guinea in connection with their desire to obtain a mutually beneficial cooperation in this field. To thi s end the Government of Indonesia and the Government of Guinea will in the near future conclude an agreement on economic cooperation and other agreements that will further substantiate the econo~ic relations between the two countries.
The two parties have also agreed to conclude an agreement on cultural cooperation in the foreseeable future. In this connection the Government of the Republic of Indonesia has offered scholarships to Guinean students to follow courses in Indonesian Universities and other training centres. This offer has been accepted with appreciation. The tw·o Governments have decided to establish their respective diplo ma tic missions on embassy level in the near future, with a view to further promote and enhance closer cooperation between the two countries.
H.E. President Sukarno has extended an invitation to H.E. President Sekou Toure to visit Indonesia at a time he would deem appropriate. This invitation has been gratefully accepted.
