Laboratorium Rotterdam: DECODE SPACE! In Search of New Perspectives on/ for Public Space Case study: Erasmus Medical Centre Discourse The ease with which the term ‘public space’ is used stands in sharp contrast with its complexity, which flows from the world of mixtures, gradients and sometimes deliberately ambiguous demarcations between the public and the private domain. Truly private space is clearly marked off by walls, fences and locks. But truly public space, characterised by openness and randomness, is being gradually replaced by space in which use, behaviour and experience are regulated in more or less subtle ways. In an era of dwindling government involvement and rising privatisation, it is necessary to develop new methods, tactics and perspectives through which the new, hybrid private-public spaces can be understood and designed. In a city like Rotterdam, which has been constructed with a generous surplus of public space (urban-planning buffer zones to accommodate future developments), it is in fact imperative to allow private parties to participate, if an adequate level of quality is to be achieved. Therefore the discourse is no longer limited to a traditional spatial vocabulary; instead it will, for example, have to conceive of potential alliances. A successful public space stands or falls according to the quantity of codes placed upon it, which are in turn determined by the parties that finance the space. By creating boundary-breaking and unexpected connections, private money can be harnessed to produce quality public space. The Medical Enclave With AIR’s Laboratorium Rotterdam we investigate the complexity of the public space via three concrete design cases, three metro station environments. Laboratorium Rotterdam: DECODE SPACE! Op zoek naar nieuwe perspectieven op/voor de publieke ruimte casestudy: Erasmus Medisch Centrum Discours Het gemak waarmee de term ‘publieke ruimte’ wordt gebruikt, staat in een scherp contrast met de complexiteit ervan. Die complexiteit komt voort uit de wereld aan mengvormen, gradiënten en soms opzettelijk onduidelijke afbakeningen tussen het publieke en het private domein. Echt private ruimte is duidelijk afgebakend met muren, hekken en sloten. Maar echt publieke ruimte, die zich kenmerkt door openheid en onbestemdheid, wordt in toenemende mate vervangen door ruimte waar gebruik, gedrag en beleving op meer of minder subtiele wijze worden gereguleerd. In een tijd van terugtrekkende overheid en oprukkende privatisering is het nodig nieuwe methodieken, tactieken en perspectieven te ontplooien waarmee de nieuwe hybride privaat-publieke ruimten kunnen worden begrepen en ontworpen. In een stad als Rotterdam, die is ontstaan met een ruime overmaat aan openbare ruimte (stedenbouwkundige bufferzones om toekomstige ontwikkelingen op te vangen), is er zelfs een noodzaak om private partijen te laten participeren, wil een behoorlijke kwaliteit gehaald worden. Het discours beperkt zich dan ook niet meer tot een traditioneel ruimtelijk vocabu-laire, maar zal bijvoorbeeld ook mogelijke allianties moeten meedenken. Een succesvolle openbare ruimte staat of valt bij de hoeveelheid codes die er worden opgelegd, die op hun beurt worden bepaald door de partijen die de ruimte financieren. Door grensover-stijgende en onverwachte koppelingen te maken, kan privaat geld worden aangewend om kwalitatieve openbare ruimte te produceren.

quintessential links between different layers, landscapes, public and private areas, making them cases of particular interest. Taken together, the station environments present a representative cross-section of Rotterdam’s urban fabric. Among the selected metro stations, the case of Dijkzigt, investigated by Studio Popcorn, manifests itself as the most monopolistic enclave in the city. Metro station Dijkzigt is located near the Erasmus Medical Centre (EMC), which ranks as the region’s secondlargest employer, after the port. Every day, 10,000 to 15,000 people go in and out of the complex to work or to undergo treatment. Measuring 400 x 400 m and outfitted with many internal facilities, it forms a so-called ‘City within a City’. In addition, most of its traffic is regional, national or even global, meaning a direct connection with its surroundings is not self-evident. In fact, more than 80 per cent of the perimeter of the complex seems to disavow its environment absolutely, and therefore the complex can be categorised as an enclave. The identity of the metro station visualises this as well, as a little anonymous plaza with some unimpressive greenery. The question, of course, is why one would expect more, and whether it matters that a part of the city behaves in this way? But the counter-question would be: Why is the potential of such a complex not being harnessed to contribute to a vibrant city? Why are the private parties not being challenged to ‘make a city’? It is precisely this last question that forms the basis of the Laboratorium’s brief, because, since the introduction of the market, urbanness has only been considered to a limited extent, and often what has mattered more has been the project in and of itself. With a complex like the EMC in particular, situated next to the Museumpark and the Euromast Park, it seems obvious that various connections could be made between the art institutions and the EMC, between the EMC and the Museumpark and between the EMC and the Euromast Park. On the one hand, the EMC could use the green spaces as a healing environment, and on the other hand the public could make use of the facilities and infrastructure in the complex. This exchange mechanism is comparable to that of an airport like Schiphol. Only a portion of the functionality of its complex is related to flying (air side), the majority consists of catering and lodging, entertainment and shopping (land side). In this way, a complex like this moves beyond mono-functionality and takes its place within the urban network by means of public space. De medische enclave Met het Laboratorium Rotterdam van AIR onderzoeken we de complexiteit van de openbare ruimte via drie concrete ontwerpcases: drie metrostationomgevingen. De geselecteerde metrostations, Dijkzigt, Maashaven en Slinge, verbinden bij uitstek verschillende lagen, landschappen, publieke en private gebieden, en zijn daarmee interessante cases. De stationsomgevingen laten samen een representatieve dwarsdoorsnede zien van het Rotterdams stedelijk weefsel. Binnen de geselecteerde metrostations manifesteert de door Studio Popcorn onderzochte case Dijkzigt zich het meest als monopolistische enclave in de stad. Metrostation Dijkzigt is gelegen bij Erasmus Medisch Centrum (EMC), dat na de haven de grootse werkgever van de regio vormt. Dagelijks gaan 10.000 tot 15.000 mensen in en uit het complex voor werk of vanwege een behandeling. Met een afmeting van 400 bij 400 meter en vele interne voorzieningen vormt het een ‘stad in de stad’. Daar komt bij dat de meeste bewegingen regionaal, landelijk en zelfs globaal zijn, waardoor een directe aanhechting met de omgeving niet vanzelfsprekend is. Van ruim 80 procent van de randen van het complex is zelfs sprake van absolute ontkenning en is het complex daarmee te categoriseren als een enclave. De identiteit van het metrostation verbeeldt dit ook als zijnde een anoniem pleintje met wat onbeduidend groen. De vraag is uiteraard waarom je meer zou verwachten en of het uitmaakt dat een deel van de stad zich als zodanig gedraagt? Maar de tegenvraag zou zijn waarom de potentie van een dergelijk complex niet wordt aangewend om bij te dragen aan een levendige stad? Waarom de private partijen niet worden uitgedaagd om ‘stad’ te maken? Juist deze laatste vraag ligt ten grondslag aan de opgave van het Laboratorium, omdat er sinds de intrede van de markt slechts in geringe mate stedelijkheid is beoogd, maar het veeleer ging om het projectmatige project an sich. Met name bij een complex als het EMC, gelegen aan het Museumpark en het Euromastpark, ligt het voor de hand verschillende koppelingen te maken tussen de aanwezige kunstinstellingen en het EMC, tussen het EMC en het Museumpark en tussen het EMC en het Euromastpark. Aan de ene kant kan het EMC de groene ruimten gebruiken als ‘healing environment’, aan de andere kant zou het publiek gebruik kunnen maken van faciliteiten en infrastructuur in het complex. Deze wisselwerking is te vergelijken met die van een vliegveld als Schiphol. Slechts een deel van de functionaliteit van het complex heeft betrekking op het vliegen (air-side), daar het merendeel bestaat uit horeca, en-

to work for the ‘city’s interest’, but the right idiom still has to be invented in the course of the Laboratorium. Within this research, the periphery of the area represents an important challenge, as a literal interface between the private and the public domain.

Planned Stages Because the Laboratorium wants to deal with the pragmatic aspects of the general interest, and thereby do justice to reality, directly interested and affected parties are involved with the project at an early stage. In this regard, it is evident that in the case of the EMC this includes only a few big players. Ultimately the Laboratorium aims to decode the ‘alliance landscape’ of an area like this, in order to develop adequate tactics that go beyond the apparent contradiction of public-private. In the subsequent stages, the research results will be translated into diagrams, which are both dimensional and an indication of the power arena and identity. An atlas and a matrix will be created, which will demonstrate various examples and gradients of private-public city production. This can serve to remedy the lack of knowledge and reference during difficult discussions on privatisation of the public space, so that there can be a conscious choice for extensive privatisation or instead for a strong and active government.

Uit de al gehouden workshops blijkt een absolute bereidwilligheid van alle partijen zich in te zetten voor het ‘stadsbelang’, maar de juiste grammatica hiervoor moet in het verloop van het Laboratorium nog worden uitgevonden. De randen van het gebied vormen hierbij een belangrijke opgave als letterlijke interface tussen het private en publieke domein.

Traject Omdat het Laboratorium zich wil bezighouden met de pragmatiek van het algemene belang, en daarmee recht wil doen aan de realiteit, worden er in een vroeg stadium direct belanghebbenden bij het project betrokken. Daarbij valt op dat dit rond het EMC slechts enkele grote spelers betreft. Uiteindelijk wil het Laboratorium de ‘alliantielandschappen’ van zo’n gebied decoderen om vervolgens adequate tactieken te kunnen ontplooien die voorbijgaan aan de schijnbare tegenstelling publiek-privaat. In het vervolgtraject worden de onderzoeksresultaten vertaald naar diagrammen, die zowel ruimtelijk zijn als een aanduiding van het krachtenveld en de identiteit. Er zal een atlas en een matrix worden gecreëerd, die verschillende voorbeelden en gradiënten van privaat-publieke stadsproductie aan het licht brengen. Het gebrek aan kennis en referentie tijdens de lastige discussies over privatisering van de publieke ruimte kan hierdoor worden verholpen, zodat er weer bewust kan worden ingezet op verregaande privatisering of juist op een sterker optredende overheid. Ten tijde van dit schrijven is het onderzoek net los van de kant en moeten de gepresenteerde inzichten en diagrammen gezien worden als de eerste, ruwe suggesties. Het uiteindelijke ontwerponderzoek zal in februari 2007 verschijnen onder de titel: ‘DECODE SPACE! Nieuwe perspectieven op/voor de publieke ruimte’. ZUS in opdracht van AIR foundation.
