Hi Alma, Thanks for your reply – may I just confirm that this means KVNR do not require a Statement of Common Ground in relation to Dogger Bank Creyke Beck A & B? Hi Alma, Thanks for your response. The deadline for submission to PINS of our documents is March 4th however if KVNR require a separate Statement of Common Ground we would ideally need to know today as this will be an extremely tight turnaround. If, instead, you feel you would prefer to sign up to the Chamber of Shipping Statement of Common Ground, it would be good to know as soon as possible, although this gives us a little more time as are looking to issue this to Chamber of Shipping later this week. We would then issue to yourselves at the same time with a view to you returning a signed copy on Monday March 3rd in advance of the submission to PINS. Unfortunately we are on a short deadline because of the examination timetable. We have also been trying to get in contact with you through the UK Chamber of Shipping as this wasn’t successful we decided to contact you directly. Any assistance you can give would be help for example if you feel you would not like a SOCG or would like to be involved with the UK Chamber. Any questions please do not hesitate to contact myself or Michael CC’d. From: Samantha Westwood Sent: 24 February 2014 12:28 To: '[email protected]' Cc: 'Michael Stephenson'; '[email protected]' Subject: Dogger Bank Creyke Beck A + B - Statement of Common Ground with Forewind Importance: High Good Morning Peter,
3
We have spoken briefly before as part of The Crown Estate cumulative work in 2012 but also you were contacted by th Anatec (on behalf of Forewind) back in 2011 (response on the 25 August 2011) as part of the consultation process for the Dogger Bank Offshore Wind Farm and work undertake as part of the Southern North Sea Offshore Wind Forum (SNSOWF) which involves the Dogger Bank,East Anglia and Hornsea Zones. We are now in the process of taking the first two projects Dogger Bank Creyke Beck A + B to the examination phase of the consenting process. As part of this process the examining committee request that we establish ‘Statements of Common Grounds (SOCG)’ with identified Stakeholders. KVNR (and ECSA) were identified by the examining committee as one of those parties hence we (Forewind) have been trying to contact you via the UK Chamber of Shipping (Richard Nevinson). The following link details the Rule 6 letter (Annex F) that identifies the requirements for Forewind to establish communication and possibly a SOCG with KVNR. http://infrastructure.planningportal.gov.uk/wp-content/ipc/uploads/projects/EN010021/2.%20PostSubmission/Procedural%20Decisions/131126%20Dogger%20Bank%20Rule%206%20Letter%20FINAL.pdf The document attached to the email also details the SOCG agreed with the Chamber of Shipping (COS), please feel free to review this.I think that you’ll see that it correspond to most issues that could be of interest to you, hence why we (and COS) recommend that a joint SOCG might be a useful way to proceed. COS have been involved since the beginning of zonal development and frequently attended meetings about Dogger Bank projects. Therefore they are familiar with the plans and any issues that may impact on the commerical operation of vessels. The following link will take you to the Navigational Risk Assessment (17MB) submitted as part of the consent docuemtaton. Please feel free to review this and get in touch with any questions, on the same website you will also find technical documents covering fishing. http://infrastructure.planningportal.gov.uk/wp-content/ipc/uploads/projects/EN010021/2.%20PostSubmission/Application%20Documents/Environmental%20Statement/6.16.1%20Chapter%2016%20Appendix%20A% 20-%20Creyke%20Beck%20Navigational%20Risk%20Assessment%20-%20Application%20Submission_F-OFC-CH016.pdf We are, due to the examination process, on a very tight deadline. Therefore I’d be grateful if you could let me know this week if you would like to undertake a SOCG with Dogger Bank Creyke Beck A + B. To confirm there is no obligation to do so, this is entirely your decision. To clarify your options are:
Respond by email confirming you don’t want to undertake a SOCG (you are welcome to remain as a notified party). Sign up to the SOCG already agreed with Richard Nevison at the COS. Undertake to establish a SOCG independantly with Dogger Bank Creyke Beck A + B.
Just to make clear this is the consent process for the first two projects only within the Dogger Bank Zone – Dogger Bank Creyke Beck A + B. Thanks for your time. Please feel free to get in touch with any questions; including more detail on the consnet process. Michael cc’d is responsible for the compliation of the SOCGs and will be able to answer any queries on the process that you may have.
