Introducing the Tourism Office of Budapest The predecessor of the Tourism Office of Budapest (BTO), the Tourism Office of Budapest, was established in the autumn of 1996 by the Budapest Municipal Assembly, which charged it with responsibility for the capital’s tourism marketing activities. The legal form of the office was amended in August 2001; since that date it has operated as a nonprofit company wholly-owned by the Municipality of Budapest. BTO is responsible for shaping the image of Budapest using a variety of marketing tools. It targets all groups of potential foreign incoming tourists and supplies the travel trade and visitors to the city with a broad range of information and services. The tasks of the Office are covered by the BTO’s annual budget, partly funded by the Municipality of Budapest. This allocation is determined annually. The following table shows the level of municipality funding: 2001 2002 2003 2004 2005 2006 2007 2008 e e e e e e e e 0,96 0,98 1,4 1,39 1,56 1,67 1,41 1,73 million million million million million million million million Exchange rate: e 1=HUF 260
The other element of the annual budget comprises revenues generated by the office (see table below), largely through the sale of the Budapest Card and tourism services, advertising and other revenue. 2001 2002 2003 2004 2005 2006 2007 2008 e e e e e e e e 0,8 1,31 1,5 2,06 2,5 3,1 2,53 2,6 million million million million million million million million Exchange rate: e 1=HUF 260
MARKETING TOOLS Working in the spirit of partnership, throughout 2009 the Tourism Office of Budapest (BTO) is consistently extending and utilizing every available marketing tool in order to reach its target groups in the most efficient way possible. It provides tourists and every player involved in the tourism industry with essential information and a full range of services.

BudapeStudy – media coverage of the capital abroad The BudapeStudy programme is one of the most efficient means of promoting the city. With its help and through invited foreign journalists, television and radio crews, Budapest and the service providers cooperating in the programme receive media exposure throughout the world. In the course of 2-3day Budapest study tours invited journalist guests gain a deep insight into the capital, its tourism services, venues, sights, programmes, gastronomy and other cultural offers through “made to measure” programmes adjusted to the specific medium and the focus of the article or report. BTO maintains constant contacts with members of the foreign media and regularly despatches its latest news and the monthly newsletter.
Budapest Kártya – vadonatúj szolgáltatástartalom, design, intenzív értékesítés
Budapest Card – brand-new service content, design and intensive sales
A több mint 10 éve rendkívül sikeresen mûködô turisztikai kedvezménykártya a világ számos nagyvárosához hasonlóan Budapesten is turisztikai vállalkozások, múzeumok, látnivalók, éttermek ajánlatait tartalmazza, melyeket a kártyát megvásárló – elsôsorban külföldi – vendégek kedvezményes árakon vehetnek igénybe. A Budapest Kártyát évente közel 80 000 turista választja budapesti tartózkodása során. A Budapest Kártya értékesítése jutalékos rendszerben történik, melyhez a BTH Kht. folyamatosan várja az értékesítô partnerek jelentkezését. Az elfogadói/kedvezményadói körhöz szintén várják a turisztikai szolgáltatók megkeresését, együttmûködési javaslatait.
The hugely successful tourism discount card, now past its tenth year of operation, contains – similarly to systems working in many other metropolises around the world – the special offers of tourism service providers, museums, sights and restaurants in Budapest, which card holders (primarily foreign visitors) can take advantage of at discounted rates. The foundation of the Budapest Card system, purchasable with a 48- or 72-hour validity, is free public transport and discounts, which tourism service providers offer to holders of Budapest Card. The BTO has introduced a totally restructured Budapest Card onto the market in 2009. One of the core elements of the renewal and product development process was the formation of modern, experience-based services adjusted to international demands, in the course of which several different new and exciting venues and programmes were built into the Budapest Card. Parallel with changes in content, the Budapest Card has undergone a dramatic renewal which has also impacted on associated appearances, promotional tools and ad designs. What is more, in 2009 the product received its own microsite at www.budapest-card.com. Annually, nearly 80,000 tourists choose Budapest Card while staying in Budapest. Sales of Budapest Card are handled on a commission basis. The BTO welcomes all sales partners interested in marketing the Budapest Card. Enquiries are also welcome from tourism service providers and enterprises with business proposals.
A 2008-as esztendôben a budapesti Tourinform-irodák szolgáltatásait – személyesen, telefonon vagy elektronikus úton – mindösszesen mintegy 800 ezren vették igénybe.
One of the fundamental roles of BTO is to provide information for tourists and to mediate and market, under equal competitive terms, tourism services through its network of five information offices. Trained, multilingual experts have an extensive information database at their disposal in the Tourinform offices operated under uniform quality criteria and service standards. The municipal information offices present the current Budapest tourism offer, programmes and accommodation options, plus they assist in informing tourists with BTO’s free publications and complimentary brochures published by partners. Guests can take advantage of the skills of experts here to plan their entire stay in Budapest, indeed they can also book all the services they may need while in the city (accommodation, cultural programmes, sightseeing tours, transport etc.). The information offices play an active role at various major programmes, professional or public events, with the aim of promoting the city of Budapest and providing expert, tailored information to the public from information booths at the given venue. In 2008 more than 800,000 visitors used the services – in person, by telephone or via e-mail – of the Budapest Tourinform offices. 9 www.budapestinfo.hu

• Spanyolországi kampány A 2008-as év Budapest nemzetközi turisztikai promóciójának egyik kiemelt célpiaca Spanyolország volt, ahol tavasszal a BTH Budapesti Turisztikai Szolgáltató Kht. az MT Zrt. madridi képviseletével és a BKD RMI-vel közösen komplex reklámkampányt indított. A széles közönséget célzó spanyolországi kampány két fontos küldôterületre koncentrált, tekintettel arra, hogy ezekrôl a helyekrôl van közvetlen légi összeköttetés. Madridból a Malév (mellette az AirEuropa is), Barcelonából pedig a Clickair fapados légitársaság üzemeltet menetrend szerinti járatokat. A kampány legfontosabb elemei a következôk voltak: – Formula–1 nyereményjáték és közös megjelenés a Fornettivel – Plakátok a madridi buszokon – óriás poszterek a madridi metróban – Budapest-cikk az Oxigeno címû újságban – Kulturális programok a madridi Európa-héten – Segway-reklámok és budapesti információterjesztés – Turistainformációs pult a Madrid Columbia metrómegállóban
• Spain campaign Spain was picked as one of the priority target markets of Budapest’s international promotion drive in 2008. In spring of that year the Tourism Office of Budapest (BTO), in partnership with the Madrid office of the Hungarian National Tourist Office and Budapest and Surroundings Regional Marketing Directorate, launched an integrated advertising campaign. The Spain campaign targeting a broad audience focused on two important source areas that have direct air links to Hungary. Malév (and AirEuropa) operate services from Madrid, while budget airline Clickair operates scheduled flights from Barcelona. The following is an outline of the key elements of the campaign: – Formula 1 competition and joint presentation together with Fornetti pastries – Posters on buses in Madrid – Giant posters in the Madrid metro – Budapest article in Oxigeno newspaper – Cultural programmes in Madrid’s Europe Week – Segway advertisements and Budapest information promotion – Tourist information desk at Madrid Columbia metro station
Katalán promóció Katalóniában május 1-jén indult a kampány, melynek keretén belül 15 televíziós csatornán és a helyi rádiócsatornákon voltak láthatók, illetve hallhatók hirdetések. A kampány 30 napos idôtartamban népszerûsítette Budapestet mint ideális city-break desztinációt, ahová a Clickair fapados járattal lehet Barcelonából a legkönnyebben eljutni.
Catalonia promotion The campaign in Catalonia got underway on 1 May. Advertisements were aired on 15 TV stations and on local radio stations. During its 30-day run the campaign advertised Budapest as the ideal city-break destination, with easy connections from Barcelona flying low-cost carrier Clickair.

Mindhárom szállodai helyszínen magyar idegenforgalmi kiadványok kerültek terjesztésre, a monitorokon folyamatosan Budapestet népszerûsítô rövidfilmeket vetítettek.
the music and culture presentation of Hungarian fooddrink-traditions was staged in Tokyo’s Royal Park Hotel, and then in later years the venues were broadened out to take in the Rihga Royal Hotel, Osaka and the Sheraton Grande Tokyo Bay Hotel in Tokyo’s Disneyland. All three hotels are characterized by profiles covering both domestic and foreign guests, therefore the displays of Hungarian culture and gastronomy succeeded in reaching a wide international audience. Once again Gundel Restaurant was cooperating partner in the event series; chefs and sommeliers with experience in Japan from previous years were delegated in the hotels. Hungarian tourism publications were distributed at all three hotel venues, and short Budapest promotional films were screened non-stop on monitors.
• Beijing Hungarian Week The Beijing Hungarian Week, organized in cooperation with the Beijing office of the Hungarian National Tourist Office and Budapest and Surroundings Regional Marketing Directorate, was staged in Wangfujing, the capital’s busiest pedestrian street popular with both the Chinese and foreigners. The site was 1 km from Tiananmen Square and the Forbidden City. One quarter of the street has been designated a pedestrian zone, while the other part open to vehicular traffic is lined with boutiques, shopping centres, restaurants and 4-, 5-star hotels. The Hungary street stand featured a Hungarian open kitchen, design and Hungarian goods and market, as well as a dance and music presentation. People interested in the information stand were greeted by Chinese-speaking hostesses and offered brochures on Budapest and Hungary.
• Orosz roadshow A szeptember 29. és október 2. között megrendezésre kerülô szakmai prezentációsorozat és a hozzá kapcsolódó – több utazási iroda és budapesti szolgáltató részvételével megvalósuló – workshop két helyszínen, Moszkvában és Szentpéterváron zajlott a Magyar Turizmus Zrt. orosz külképviselete, a BKD RMI, a Mûvészetek Palotája és a Budapesti Fesztiválközpont Kht. és BTH Kht. közös részvételével. A Budapestet, a régiót és a fôvárosi szolgáltatásokat, programokat népszerûsítô szakmai találkozókra az orosz sajtó képviselôi, utazási irodák és helyi szakmai szervezetek képviselôi kaptak meghívást. Szentpétervárott emellett a BTH Kht. a nemzeti képviseletek hivatalos rendezvényén, az Antor találkozón is bemutatkozott, így az oda meghívott szakmai kör számára is lehetôség nyílt a színes fôvárosi kínálat megismerésére.
• Russian roadshow The trade presentation series and related workshop – involving several travel agencies and Budapest service providers – was staged at two venues, in Moscow and in St Petersburg, between 29 September and 2 October. The roadshow was organized jointly by the Russia office of the Hungarian National Tourist Office, the Budapest and Surroundings Regional Marketing Directorate, the Palace of Arts, the Budapest Festival Center and the BTO. Representatives of the Russian media, travel agencies and local professional organizations were invited to attend the professional gathering promoting Budapest, the region and services and programmes in the capital. While in St Petersburg, the BTO also presented at the official event of the national tourist office representations, ANTOR, thereby offering the chance to acquaint invited experts with the full tourism potential and offer of the capital.

Budapest in the vanguard In 2008, Budapest achieved 8th place in the Best City Break Destination category of the British Travel Award (BTA) campaign. Budapest reached this significant position alongside such prestigious destinations as this year’s winner New York, last year’s winner Barcelona and Paris, London, Rome and Prague. Following in the wake of Travel & Leisure magazine’s glowing report in 2006, in 2008 Budapest once again featured among the 20 best European Christmas fairs, this time in the Times online list. However, even this achievement was bettered by the December Travel supplement of the Sunday Times, where Budapest was ranked first among the six best European fairs.
Events / Budapest Christmas Budapest Christmas Market on Vörösmarty Square The Advent-Christmas series organized over an entire month during the off season is not only one of the highlights for locals preparing for the coming holiday but it has also become a marvellous scene in one of the favourite shopping districts for foreign tourists. In fact, virtually everybody staying in Budapest during this period visits the square. The Budapest Christmas Fair perfectly combines the winter season’s principal motivations, Christmas shopping and experiencing the authentic seasonal ambience, which is primarily the reason that each year it attracts an ever larger number of visitors, finally crossing the 600,000 threshold in 2008. Thanks to promotional work for the event, Budapest has developed itself into a popular winter destination while its traditional downtown Christmas market has become a recognized and sought-after attraction throughout Europe. Budapest turizmusa a számok tükrében 2008
Budapest tourism: facts and figures 2008
2008-ban 2,5 millió vendég (ebbôl 2,1 millió külföldi) 6,01 millió vendégéjszakát töltött el a budapesti kereskedelmi szálláshelyeken és ezzel a vendégszám tekintetében mérsékelt növekedést (100,3%) produkált az elôzô év azonos idôszakához képest, míg a vendégéjszakák vonatkozásában, kis mértékben (96,5%) elmaradt a 2007-es évhez viszonyítva. A 2008-as év elsô és második fele egymással teljesen ellentétes képet mutat.
In 2008, 2.5 million guests (of whom 2.1 million were from abroad) spent 6.01 million guest nights in public accommodation in Budapest, thereby producing modest year-onyear growth in the number of guests (100.3%), while in terms of guest nights there was a slight downturn (96.5%) compared to 2007. The first and second halves of 2008 were completely different. Between January and May the number of foreign guests staying in public accommodation rose by an average 10% per month in comparison with the previous year, which is significant growth even over a long-term perspective, and there was a month when the increase in foreign guest numbers exceeded 20%. However, in the second half of the year there was a dramatic shrinkage in the number of guests arriving in the capital and in the number of guest nights as well as the amount of revenue they generated in hotel charges in Budapest. An examination of the detail behind the annual average data shows that the first waves of the economic crisis reached Budapest tourism – built largely on foreign guests and foreign guest nights – in June 2008. Investigation of the events in international economic life reveals that in the first round constant fluctuations in exchange rates, then the credit crunch, and the deepening global economic recession evolving out of this did not provide any form of settled background for tourism as a whole, and of course not for Budapest tourism, either. Those countries in which the negative effects of the economic crisis were first felt (USA, Germany, Spain, France, Italy) are traditionally Budapest’s most important source countries for tourism; from the second half of the year the propensity to travel was noticeably down and this was reflected in an immediate drop in revenue in the capital’s hotels. The downturn was to a certain extent counterbalanced by the boom experienced at the beginning of the year, which is how the guest number statistics show very slight growth over the year as a whole. Unfortunately, an analysis of the domestic environment for tourism shows numerous events in 2008 that not only did not contribute to a development of the sector but indeed acted against the sector, damaging on many occasions the view of Hungary/Budapest both within the country and abroad – disturbances on the streets of Budapest, on several occasions within one month, and the strike of airport workers and railway employees – which restricted one of the fundamental pillars of tourism, the free movement of tourists, for shorter or longer periods, and hampered the operational capacity of the industry. At this moment in time, opinion is divided within the tourism profession with regard to the extent, and within what sort of timeframe, the credit crisis and the resulting global economic recession will impact on the tourism sector. Since the true extent of the economic downturn simply cannot be measured at the moment, each week sees the publication of new economic forecasts, all of which point in roughly the same direction: aside from the most basic expenditures, households are more likely to save than spend, sums allocated for travel are redeployed, thereby leading to a decline in tourism. By continually analysing events in the crisis we intend, in 2009, to research and then reach and mobilize – with the help of our system of marketing tools – those target groups who can compensate for and offset the negative impacts of the recession on Budapest tourism, and on whom it will be possible to build in the long term regarding city sightseeing tourism due to their geographical or economic position.
