0. Research background and justification In my research I am interested in the patterns and territorial equivalences in the distribution of EU development resources (see Crescenzi (2009) and Lóránd (2011)). The dissertation presents the results of my examinations in this field. The relevance of this topic comes from the fact that from 2004 there are possibilities in Hungary too raise financial supports offered by EU development programmes, thus it is reasonable to expect unintentional consequences in the respect of these resources’ distribution. During the exploration of this problem, with the theory of the new economic sociology in the background, I interpret the system of development policy as something that intends to help common goods to come into being (see Olson (1997)) – preventing the common bad situation come into existence (see Hirschman (1995)) – when it employs institutional devices (see Elster (1997) in order to enforce territorial equalization principle in the central regulation of resources’ allocation (see Stigler (1989b)). My preliminary assumption is although that the state fails to succeed (see Tullock (2005)) causing counterproductive effects (see Szántó (2006), Merton (2002)). In the research I build on previous studies considerably which discuss (see Konrád – Szelényi (2000)) and empirically show (see Vági (1991) and (1982)) reproduction of inequalities in examination of domestic territorial development policy. I introduce the institutional system under examination – in general (see Benedek (2006)), on the level of the EU (see Forman (2000), Kengyel (2008), Hansen (1974), Horváth (2001), Szigeti (2007)) putting an emphasis on its special characteristics in Hungary. I argue that changes caused by entering the EU can be considered a strong institutional rearrangement (see Csite – Kovách (2002), Kovách – Kučerová (2006), Kovách (2008)) but the main characteristics and patterns of competing for development resources did not changed considerably therefore questions raised by previous studies still remain (see Voszka (2006)). To put the proper questions I relay on the results of the relevant previous researches. I give groups of questions which are tested empirically on the basis of reviewing Hungarian region-developing system’s legislative environment: 1. The effect of beneficiary status as a manifestation of institutional regulation (seeCresenzi (2009), Lóránd (2011), OTK (2005), TTT (1996) and (1999)). 2. The relation of decentralization and resource allocation (see OTK (2005): 112-113, TTT (1996), TTT (1999), Forman (2000), Kengyel (2008)). 3. The relevance of social capital in development policy (see Birch – Whittam (2008), Orbán – Szántó (2006), Füzér – Gerı – Sik – Zongor (2006)). 4. Other administrative factors (urban-hierarchy, changes of the legislative environment and micro-regions) (see Ladányi – Szelényi (2010) [2005], OTK (2005), TTT (1996) and (1999)). The novelty in setting these problems is that in my examination institutional classifications are involved which are fixed as a principle to be applied by the current development policy. The main goal of my dissertation is to examine the effect of these factors that is, to examine the fulfilment of aims which are set by the regulator itself. I do not intend to examine what effect development resources have on certain economic-social problems. It would be difficult to specify anyway because the change of municipal structure is a protracted process, it cannot be judged by human standards (see Fekete (2010a):35). I only intend to form a notion empirically of whether the distribution of development resources has a counterproductive effect or not. In this way the research contributes to coming to know the factors and

mechanisms which determine the distribution of development-politic resources on the one hand, and to helping future planning processes on the other. 1. Data and methods In my research I reanalyze statistic data already existing applying qualitative methods (interviews, content analysis). My databases are complex since I completed them one after another with the territorial backwardness’ relevant indicators and additional pieces of information in order to have the possibility to make calculations containing control variables for the sake of the real connections and models with high internal validity.1 I use data obtained with this procedure mainly in cross-section tests for the factor of time is not present right on the level of data processing. Nevertheless, the time factor appears indirectly because examining the effect of decentralization essentially is comparing resource distributional patterns of planning periods – of the EU. Data are available typically on the level of projects, micro-regions or counties and are aggregated either from the beginning or in consequence of the analysis. Accordingly the units of the analysis are projects, micro-regions (the division depending on the period concerned), counties (and Budapest) or settlements – if we aggregate project-level data to municipal or higher level data. In the course of establishing databases I use holistic kind of pieces of information, that is, I do not take sample of population: I collect data about all the units so I make a statistic reanalysis referring to the whole population. 1.1 Presenting the applied quasi-experimantal designs To test the relation between variables I use comparison of averages, correlation calculation, logistic and linear regression method. The latter one makes us capable to show the relation between variables with the help of a single indicator unambiguously (see Moksony (2006):54). Averages’ comparison can be done by the method ‘non-equivalent control group design’ based on the comparison of a test group and a control group (see Moksony (2005):68). This method has a substantial weakness: it is not suitable to eliminate the original differences in the composition of the two groups thus they serve alternative explanation (see Moksony (2005):70). The possible solutions are the followings: 1. We employ control variables in the model (for details see statistic control in the quasiexperimental patterns later) which eliminate the differences in the groups’ composition to bring the groups onto the same level. 2. To detect the original differences we examine the groups before the intervention. ‘Comparative change design’ typically makes time factorial comparison possible but even so, elements of uncertainty remain (trend’s effect) in the reasoning. A solution for this the problem of uncertainty is the expansion of examination in time. With this step however, we arrive at ‘control time series design’ that is based on the extension of period taken into account (see Moksony (2005):74). The possible differences in trend of the two series of time can be eliminated by this method (see Moksony (2005):73).

1.2 Statistical controll As for testing methods, real experiment is the most suitable regarding causality-tests because these tests are the best regarding internal validity thanks to randomization. When we control alternative explanations statistically – that is, in the case of quasi-experiment tests – we get weaker internal validity. There is a method named ‘regression discontinuity design’ however that helps to get a level of internal validity similar to the experimental methods but without the help of randomization (see Moksony (2005):99). The point in this method is that in addition to the variable indicating intervention’s effect (T that has two possible values one of which signs the test group while the other signs the control group.) another control variable is present in the egression equation (X that shows the development status of territorial units in the present examination) (see Moksony (2005):102): Ŷ=b0+b1T+b2X In the present research T shows the beneficiary status regulated by decrees, X shows the aggregated development indicator of the micro-region (e.g. with main component analysis). In the light of the possible analytical methods reviewed above and statistic data concerning the social problem under examination (they are usually from cross-section analysis) I use non-equivalent control group design and – because of its insufficiency – regression discontinuity design in the course of data-processing. 1.3 Further considerations In the course of data-processing and interpretation of the results I intend to pay special attention to that territorial analysis has its own methodology and system of means which – as for my present purpose – is in connection with the use of statistic data in territorial analysis (see Dusek (2004), T.E. (2005)). This is because in the statistic analysis of territorial inequalities the indicators have different values – that is they show minor or major inequalities – depending on what territorial unit we have as the basis of analysis. This mechanism coming from the choice of the given territorial unit is named scales effect (see Dusek (2004):115). Ts direction of distortion is systematic and tendentious – in the case of simpler statistic means and correlation. Using the same statistic method we can see that the higher aggregation level we test, the less territorial inequalities can be shown (see Dusek (2004):117, 119). The changeability of territorial units results in another problem, the zoning effect. It derives from the fact that a given territorial unit can be divided into subparts of the same number in alternative ways. Statistic analysis on alternative divisions results in different degree of territorial inequality (see Dusek (2004):118-119). Thus we need to interpret empirical results of this research with respect to the distortion effect of zoning effect.
2. Results of the dissertation (listed) 2.1 Introduction – objectives and possibilities Vági Gábor distinguishes three approaches for the examination of development plicy’s territorial concern (see Vági (1972)). 1. Accepting development policy’s aims declared we judge execution ‘right’ or ‘false’ depending on whether it satisfies its own purposes which we are agreeing with or not.

2. We do not accept its purposes but treat them as objects of examination. In the course of the analysis we study the relation of purposes and their realization but without the categories of ‘right’ and ‘false’ or any qualification. 3. We only make description of development policy’s objective results and changes without any relationship to the purposes (see Vági (1972):13). As for the present research – and data-processing presented below – I use the second approach in the examination of EU development resources to reveal the effects of – territory-based – institutional regulations. I treat purposes as set by development policy itself, and my aim is to examine these regulations’ realization. That is, I intend to make some kind of immanent critique. According to my assumption introduced above in detail I expect that institutional regulations fail or create inequality dimension in the distribution of development resources at least.2 If my assumption can be supported by empirical results then according to Stigler (1989b: 351) we can assume having revealed the intended consequences of the inteventions. During data-processing I consider the problems mentioned above one by one empirically. It is a circular logic however, if we discuss the problem of beneficiary status in the first place - and with the use of the most databases – and it reappear in the course of discussing other problems. For example, we examine decentralization effect in terms of the rate of allocated resources to beneficiary micro-regions and settlements; we connect the problem of social capital with territorial backwardness and the distribution of civil services; by discussing effects of other static and dynamic administrative factors we get back to the beneficiary status – extending its frames. 2.2 The problem of being beneficiary 2.2.1 Results from the analysis of the development funds in the micro-regions of SouthGreat-Plain 1. The micro-regions lagged behind perform weaker than the others; institutional regulation does not help beneficiary micro-regions into a better position. 2. As for rural development, beneficiary micro-regions perform weaker than the others regarding competition for rural development. Institutional regulations have no equalizing effect in terms of distinction of beneficiary micro-regions. 3. The increase of disadvantaged (beneficiary) settlements’ proportion reduces the efficiency of development policy – ROP projects seem to be a group of exceptions. These results show that backwardness and disadvantages of beneficiary micro-regions and settlements cannot be reduced by institutional regulations, that is, the contra-productive character of institutional regulations cannot be excluded.

It is important to note that present dissertation does not intend to express the role of development resources in (macro)-economic and social development numerically. The only purpose here is to examine inequalities existing already within development institutional system. So our data are not suitable to form an opinion about the effects of these inequalities on actual economic indicators or social differences.

2.2.2 Results from the empirical analysis of the OPRD-projects of NDP 1. Non-beneficiary (non-disadvantaged) settlements in beneficiary micro-regions raise funds to the highest degree, while beneficiary (disadvantaged) settlements in non-beneficiary microregions raise funds to the least degree. 2. The average amount of financial support is larger in beneficiary micro-regions in general than it is in non-beneficiary micro-regions (in the case of both beneficiary and nonbeneficiary settlements). 3. As for beneficiary micro-regions, the average sum of the paid financial support is larger but it is less steep. The effect of support’s rate is more significant in the case of beneficiary settlements. That is, disadvantaged (beneficiary) settlements close up with the developed (non-beneficiary) settlements but within the real scope of support’s rate there is no possibility for that. 4. As for non-beneficiary micro-regions, the paid amount of financial support is larger and increases more steeply in the case of non-beneficiary settlements. That is, disadvantaged settlements fall behind in disadvantaged areas. 5. The amount of paid financial support is much larger in the case of beneficiary settlements which are in beneficiary micro-region and it increases more steeply. That is, beneficiary settlements in non-beneficiary micro-regions are much less in the position to raise funds than beneficiary settlements in beneficiary micro-regions. In the case of NFT ROP projects we can say in general: 6. There is only one case which has a favourable result: it is the beneficiary status’s effect on the rate of financial support. In other cases beneficiary micro-regions are disadvantaged. Calculations based on different types of micro-regions have the following result: 7 Differences are increasing, given that projects for which beneficiary settlements in nonbeneficiary micro-regions apply regarding both support’s rate and sum of support paid are disadvantaged. Therefore we can talk about territorial polarization of support and opening of development scissors. 2.2.3 Results from the empirical analysis of the priority projects 1. There are significant differences in the relation of advanced projects and territorial dimension – it was observed that applications from the Middle-Hungarian Region and nationwide projects have a reasonably better chance for gaining the beneficiary status; and that the increasing number of disadvantaged micro-regions in a county reduces the chance for support. 2. The distribution of sums of support applied in the scope of advanced projects is rather extreme, two tendencies can be shown: a) The increase of claimed support improves the chance for support b) The amount of claimed support that is larger than the average claim regarding the whole population reduces support. It is noteworthy, however, that the direction of claimed support’s effect is different depending on where the project application comes from. 3. As for the embeddedness of advanced projects in power-politics:

a) High politics is a necessary component of gaining support b) Political resources’ effect on the success of the advanced project is not constant but shows changeability. 2.2.4 Results from the interviews Further calculations proved the following statements: 1. The favourable effect of institutional regulations is not real – it is a real advantage on the level of tenders but this favourable effect disappears on a territorial aggregated level – so it can be taken as a regulation or development trap that is in connection with the inequalities of project-generating. 2. Behind this phenomenon we find a combination of several manifestations of a general lack of resources. a) The lack of financial resources directly results in the lack of one’s own resources needed for tenders on the one hand, and credit-worthiness too on the other. b) Limited cultural resources (from the factual knowledge to the experiences obtainable in the course of a competition) coming – partially at least - from the lack of financial support restrict the possibilities of making proper application to compete. c) Poor social resources – which only partially source from political embeddedness, their source can be a well-functioning, stable competing activity – limits the possibility of enforceing interests and immediate learning of relevant pieces of information. 2.3 The problem of decentralization 2.3.1. Results from the analysis of the projects of the NDP and NHDP 2.3.1.1. The micro-level impact of decentralization on the support rate of the projects of beneficiary micro-regions and settlements 1. The average support’s rate in the case of projects from beneficiary micro-regions and settlements is a little bit higher but 2. Regarding ROP(s) in the case of NFT, that is, in a non-decentralized distribution system the support’s intensity is stronger. 3. In the scope of ROP projects a higher rate of support can be revealed in the case of a decentralized system regarding beneficiary micro-regions and settlements. Decentralization as a distinctive resource-organizing and –allocation mechanism has a favourable micro-level effect regarding the beneficiary status while an unfavourably effect regarding ROP developments, but in the scope of regional development operative program beneficiary micro-regions and settlements have advantages in a decentralized system. To sum up, as for average rate of support in projects, disadvantaged micro-regions and settlements are in a better position with a decentralized system regarding resources given specifically on territorial basis.

2.3.1.2. The macro-level impact of decentralization on the sum of funds in the beneficiary micro-regions and settlements 1. The rate of support arriving at beneficiary micro-regions and settlements are higher in a decentralized system. 2. The participation of ROP(s) too is larger in a decentralized system (UMFT) regarding paid supports 3. Whereas examining the rate of development resources obtained by beneficiary microregions and settlements in the scope of regional development operative programs we get the opposite result, that is, it is higher in a non-decentralized distribution system, NFT. Considering beneficiary micro-regions and ROP developments on their own as single factors, decentralized development distribution has a favourable effect on the sum of obtained financial support. 4. Considering both of them at the same time, however, - that is, examining supports obtained by beneficiary micro-regions and settlements within regional development operative programs as the main area of decentralization and regionalism – decentralized system proves to be less favourable and less efficient system. 2.4 The problem of social capital and development policy 2.4.1 Results from county-level analysis 1. Simple models with two variables: a) The high number of beneficiary micro-regions reduces the sum of support obtained (with 163 million Ft on average) b) At the same time, the number of civil services increases NFT-supports realized (with 6.5 million Ft by each civil service on average) 2. The model containing controlvariable shows significant differences in the results: a) The increase of beneficiary micro-regions’ proportion increases financial support for a given territorial unit (with 48.3m Ft on average) b) The increase of civil services’ number too increases the sum of financial support (with 6.3m Ft on average) 3. As for the relation between variables, the following facts are relevant: a) There are fewer civil services in disadvantaged areas b) When the number of civil services increases, the degree of disadvantage of the given area decreases 4. According to the results of the interaction model based on these observations I make the following statements: a) The increase of beneficiary micro-regions’ number strengthen the effect of civil services b) In order to increase the financial support given to a territorial unit by the number of beneficiary micro-regions as institutional regulation, we need average number – 1035 – of civil services or more.

2.5 Administrative differences, administrative changes 2.5.1 Results from the analysis of the OPRD-projects of NDP in the micro-regional hierachy 1. The central status within a micro-region an administrative factor became an inequality dimension because projects from such settlements have the advantage of higher rate and sum of support. The validity of these basic relations is supported by cleared models which control the number of beneficiary settlements and population-urbanization features of micro-regions. They indicate a higher rate (with nearly 3% on average) and a larger sum of support in the case of projects from central settlements (with 78.5m Ft on average). There is a significant difference in the case of central settlements regarding beneficiary status of micro-regions: 2 The central status in a beneficiary micro-region has a negative effect while it has a positive effect in a non-beneficiary micro-region, thus the examined administrative factor does not open wider development scissors in the disadvantaged areas. 3 The paid sum of financial support nevertheless is higher in central settlements without respect of development status of micro-regions. It increases inequalities of development resources because it causes a stronger growth in the areas (micro-regions) with higher capacity of fund raising (disadvantaged areas). The measured change of paid financial support regarding rate of support shows that 4 The central settlements of beneficiary micro-regions are in a better position than that of nonbeneficiary micro-regions in the case of an increasing rate of support. On the bases of the averages estimated by models non-central settlements obtain a lower sum of financial support than central settlements. 5 Although there is a tendency of compensation of lagging behind, the real scope of financial support is not enough for them to deploy. 6 As for different kind of micro-regions, the increasing rate of financial support has a positive effect on the realization of paid financial support in the beneficiary micro-regions’ central areas while it has a negative effect in the non-beneficiary micro-regions’ central areas. 7 As a result of all these effects we can say that the sum of paid financial support is higher in general in beneficiary micro-regions than in non-beneficiary micro-regions, and central settlements have stronger capacity to raise funds irrespective of micro-regions’ development status.3 2.5.2. Results from the analysis of all the NDP- and NHDP-projects about the change of the regulatory context 1. Changing micro-region has a benefit on the level of projects, since 2. its effect on the rate of support is favourable – what is more, cumulative – in the respect that projects from micro-regions which had a beneficiary status previously and still have get a higher rate of financial support. 3
Present results do not answer the question whether projects from the centrum of micro-regions have a positive effect on development for a wider environment of the given centrum or not. (The results from Vági Gábor’s research do not support th existence of such a positive effect.)

3. Continuous beneficiary status originated from a long lasting disadvantaged status has a positive effect on the rough averages of paid financial support but 4. Models with control-variable give different results, namely, projects from beneficiary micro-regions come off worse (they realize lower sums of paid financial support) but their disadvantage is smaller if the micro-region was beneficiary previously (!). 5. Although changing micro-region in itself increases the rate and sum of projects’ financial support, it is true mostly for micro-regions newly funded. 6. It has the benefit of getting into a micro-region if the settlement was beneficiary previously as well but changing from a previously developed (non beneficiary) micro-region to a beneficiary one has disadvantages.
3. Summary of conclusions As for the beneficiary status, it does not have a positive effect when we examine it in form of territorial aggregation because we cannot measure higher fund-raising capacity in beneficiary settlements and micro-regions. On the other hand, projects from beneficiary settlements and micro-regions realize higher rate and average sum of financial support – on the level of projects. This pattern result in a special, contradictory situation, namely, competitors are interested in becoming disadvantaged for the sake of beneficiary status. This interest is supported by the phenomenon that in order to get a higher rate of support and more favourable conditions beneficiary settlements and competitors get involved in developments in the settlements’ cooperation on project level and changing micro-regions. The ability of absorbtion is weaker on the aggregated level of settlements and micro-region, in connection with the results show that the system of resource-allocation of which purpose is exactly to help local characteristics to have a role in the planning procedure of projects making development strategies more adequate has an ambivalent result at least. That is because while the rate of financial support arriving at beneficiary settlements and microregions is higher in a decentralized system and the participation of ROP(s) too is higher in a decentralized distribution system (UMFT) regarding paid financial supports, within the regional development operative program(s) that is the main area of decentralization and regionalism the financial support obtained by beneficiary settlements and micro-region is lower in the case of decentralized resource allocation. The effect of beneficiary status is tinged by administrative factors because it is not the beneficiary micro-regions where the central position status opens wider the development scissors on the one hand and it makes inequalities of financial support stronger by causing a stronger growth in the areas (micro-regions) which originally have a stronger capacity of fund raising (disadvantaged). Finally, examinations revealed another factor in connection with tendencies of fund raising in beneficiary areas: social capital and civil services. According to the data, the positive effect of civil services on fund raising gets stronger by the increasing number of beneficiary microregion and there is a minimum number of civil services necessary for the beneficiary status as an institutional regulation to increase the financial support of a given territorial unit.
