Failing to plan = planning to fail Locatie: Vanderlande Industries Industries Industries - Veghel Aanwezig 20 mensen Onderwerp: Multi-projectplanning met Primavera We beginnen de avond met een indrukwekkend rondleiding door het ‘Innovation Center’ van Vanderlande Industries Industries, waar nieuwe transportsystemen worden uitgeprobeerd. Onze gastheer, Gilbert Schapendonk opent de avond en geeft een korte inleiding over het bedrijf Vanderlande Industries Industries Industries, een bedrijf met 2000 medewerkers, waar planningen van alle grote projecten centraal worden gemaakt in Primavera. Zie de volgende plaatjes uit de presentatie van de gastheer.

Traditioneel maakte bij Vanderlande Industries Industries alle projectmanagers hun eigen planning, in een range van producten, waaronder MSProject en Excel en Real Time Projects.
Fig 4: single project planning Een groot probleem daarbij is het gebrek aan overzicht over wat er gaande is en wie wat gebruikt. Daarom is een groot project begonnen om wereldwijd alle (grote) projecten in een centraal systeem te plannen door een centrale plannings afdeling. Deze centrale planningen sluiten aan bij het ERPsysteem, zodat heel VANDERLANDE INDUSTRIES INDUSTRIES centraal gepland is. Central Planning telt zo’n 6 planners, op HBO en WO niveau, verders heeft elk Customer Center zijn eigen Project Planner die de details aanbrengt in de planningen (8 planners). Alleen deze planners werken daadwerkelijk in Primavera, alle andere betrokkenen kunnen alleen in de data kijken. Het plaatje op de volgende pagina laat zien, dat het systeem aan elk van de betrokken partijen een eigen view toont. Dat maakt het tool ook tot een belangrijk communicatiemiddel. Projectbetrokkenen zien hun eigen project, de organisatie als geheel ziet de som van alle projecten. In het bijzonder zien we dat er een totaalplaatje is van de benodigde resources en van de benodigde productiecapaciteit. Het gaat niet alleen om het centraliseren van de planning, het is ook een echte ‘multiprojectplanning’ in de zin dat een doorsnede gemaakt kan worden over de resources: waar knelt het, welke projecten worden daardoor geraakt, waar moeten er (tijdelijke) resources bij?

Een belangrijke voorwaarde voor de centrale planning is, dat alle planningen homoloog zijn: elk project wordt volgens een vast template (vgl fig. 4) gepland, zodat samenvoegen van projecten eenvoudig is. Bijzonder aan de planning is, dat ook projecten die wellicht in de toekomst aan de orde zijn, al in de totaalplanning zijn opgenomen. voor verrassingen komt te staan. Als een contract wordt afgesloten, wordt deze planning opnieuw bekeken en omgezet van ‘What if (quotation) tot ’Active‘ (Live) project’. Daarmee doorloopt de planning drie stappen van acquisitie tot uitvoering: PQS: Project Quotation Schedule IMS: Initial Master Schedule (de baseline) PMS: Project Master Schedule Elke planning wordt wekelijks door de Project Planner met de Projectleider gemonitored. Daarbij speelt vooral de Estimate to Completion een rol. Bij echte problemen wordt ook het team erbij betrokken. Projectleider en (Central) Planner leren hier van elkaar. Daardoor speelt Central Planning ook een rol als centraal aanspreekpunt: ze weten precies van de hoed en de rand. Vertraging die consequenties heeft naar de klant wordt in de planning opgenomen, vertraging die binnen de float blijft niet (wordt opgevangen). Daarbij speelt ook een rol, dat ook de klant vaak met vertraging kampt, waardoor interne vertragingen mogelijk minder belangrijk worden. Hoe betrouwbaar zijn de planningen die op deze manier worden afgegeven? De input in de planningen is zeer belangrijk t.a.v. de betrouwbaarheid van de planning, Rubish in is Rubish out. Gezien dat de resources direct proges geven op de activiteiten in de planning o.a. door middel van Timesheets wordt de betrouwbaarheid verhoogd. Vanderlande Industries Industries gebruikt Primavera voor de centrale planning (Single - en Multi Project Planning) en JD Edwards als ERP. Deze twee tools werken samen. De Single Project Planning voorziet ERP van gegevens en ERP meldt consequenties terug aan Primavera CP. ERP werkt door naar de Supply Chain (Manufacturing & Purchasing), zodat gekozen kan worden waar ter wereld (vgl. dia 10) diensten betrokken worden. Resource planning loopt parallel over projecten en Departments, zodat deze twee elkaar niet bijten (het centrale dilemma van de matrixorganisatie). In de toekomst wil Vanderlande Industries gaan werken met Earned Value Analysis en Risico Managment (PERT) in Primavera. Dit komt in een later stadium van de implementatie van Primavera naar voren. Analyses kunnen uit verschillende overzichten komen, bijvoorbeeld een doorsnede over projecten, rollen, resources, etc. De volgende plaatjes laten een stukje analyse zien. Deze analyses kunnen gemaakt worden op verschillende aggregatieniveaus (project, department, etc.). Beide dia’s laten zien hoe belastingen geaggregeerd worden. Fig 7 laat zien waar capaciteit vandaan komt, fig 8 laat zien waar belasting vandaan komt per project.

Alle klanten projecten worden nu centraal gepland, in de toekomst wil Vanderlande Industries ook de interne projecten met Primavera gaan plannen. Zorg voor een brede ‘awareness’ in de organisatie, niet alleen de direct betrokkenen, maar ook een brede omgeving daarvan Management is belangrijk om druk uit te oefenen op medewerkers; daarnaast is het van groot belang dat de organisatie (en in het bijzonder de projectmedewerkers en Projectleiders) de operatie positief accepteren Betrek vanaf het begin de belanghebbende medewerkers erbij R&D is moeilijk in een centrale planning te betrekken De klant is wel betrokken bij de centrale planning (heeft daar belang bij) Leidt mensen goed op, er bestaan goede simulaties om te begrijpen hoe het werkt ‘High potentials’ bij Central Planning zijn erg belangrijk, omdat ze meer kunnen dan alleen plannen . Ze werken maar een paar jaar bij planning, daarna stromen ze door Je hebt gedreven planners nodig, mensen die het als hun professie zien
