Voor u ligt de tweede “Informatie aan Trainingsinstituten (IaT)”. Deze IaT nr.2 bevat voor een deel aanvullingen op de eerder gepubliceerde IaT nr.1. Daarnaast bevat de IaT nr.2 aanwijzingen en informatie die gebruikt kunnen worden om de kwaliteit van trainingen verder te verhogen.

1.1
Aanvullingen onderdelen IaT nr.1 Naar aanleiding van vragen uit het veld wordt in deze IaT nr.2 aanvullende informatie verstrekt.
1.1.1
Hoogspanningstraining In aanvulling op de hardware eisen uit IaT nr.1, vindt u hieronder in deze IaT nr.2 een nader invulling van het normenkader voor de Hoogspanningstraining.
1.1.1.1
NSI guideline on High Voltage course according to STCW 2010 The course is aimed at (chief) engineers who do not comply with the Manila amendments of the STCW. The duration of the course will depend on the background and prior knowledge and experience of course participants. However, NSI is of the opinion that it is unlikely that the stated objectives can be achieved in less than 40 hours instruction overall. Assessments should be designed to establish a candidate’s competence by activity in a practical situation. It may also include appropriate oral questioning or a paper exam to establish that a candidate has knowledge, understanding and proficiency of the relevant principles and procedures that cannot be readily inferred from practical demonstration. Candidates may be expected to study for the following day, completed homework may be part of the assessment. Computer Based Training (CBT) Ten aanzien van het ontwikkelen van Computer Based Training (CBT) wil de Inspectie wijzen op de beleidsregel Zeevaartbemanning. Deze beleidsregel vermeldt IMO publicatie STCW.7/Circ.13 - ISSUES TO BE CONSIDERED WHEN INTEGRATING COMPUTER-BASED TECHNOLOGIES INTO THE TRAINING AND ASSESSMENT OF SEAFARERS als basis voor het ontwikkelen van CBT’s.
1.2
Instroom eisen voor deelnemers Met enige regelmaat krijgt de Inspectie vragen of een persoon wel of niet mag deelnemen aan een training. De vraag valt dan vaak uiteen in twee verschillende gebieden. Soms heeft de vraag betrekking op medische geschiktheid van deelnemers, in andere gevallen gaat het over instroomeisen ten aanzien van kennis, ervaring 1 of leeftijd. De Inspectie gaat er ook vanuit dat het trainingsinstituut deelnemers wijst op de mogelijkheden en onmogelijkheden van de uitgereikte certificaten in relatie tot de bruikbaarheid van het certificaat binnen de mogelijkheden van de Wet zeevarenden. dat men niet deel kan nemen aan de training, het betekent dat er geen bekwaamheidsbewijs (STCW certificaat) afgegeven kan worden. 1.2.1
Instroomeis: Medische geschiktheid In de Wet zeevarenden zijn er geen medische instroomeisen vastgelegd. De Inspectie is van mening dat de verantwoordelijkheid voor de deelnemer bij het trainingsinstituut ligt. Wel wijst de Inspectie erop dat het uitreiken van een STCW waardig certificaat inhoudt dat dit certificaat ook daadwerkelijk gebruikt gaat worden voor de invulling van een functie waar zo’n certificaat vereist is dan wel gebruikt gaat worden ten behoeve van het verkrijgen van een vaarbevoegdheidsbewijs of bekwaamheidsbewijs. Voor deze situatie is de Inspectie van mening dat het uitreiken van een STCW waardig certificaat alleen kan plaats vinden aan personen die voldoen aan de in de Wet zeevarenden opgenomen medische geschiktheid eisen, die op hun beurt gebaseerd zijn op Voorschrift I-9 van de STCW 1978 Conventie, zoals gewijzigd.
1.2.2
Instroomeis: Kennis en kunde In een beperkt aantal gevallen is er sprake van een voorgeschreven instroomeis. In een aantal andere gevallen valt er op indirecte wijze wel een gewenste, maar niet verplichte instroomeis, waar te nemen. Daarnaast zijn er nog trainingen waarin geen sprake is van enige vorm van instroomeis.

1.3
Trainingen visserij sector In tegenstelling tot IaT nr.1 bevat deze IaT nr.2 enkele onderwerpen die alleen betrekking hebben op de trainingen voor de visserijsector.
1.3.1
Basis veiligheidstraining vissersvaartuigen In de praktijk blijkt er verwarring te bestaan over de training basis veiligheid en de training basis veiligheidstraining vissersvaartuigen. De aanname die gedaan wordt is dat dit dezelfde trainingen zijn. Dat is niet het geval. Grofweg zitten de verschillen in de wettelijke kaders die van toepassing zijn. Een voorbeeld hiervan zijn de verschillen tussen het SOLAS Verdrag en het Torremolinos Protocol. Daarnaast dient de training basis veiligheid vissersvaartuigen specifiek op vissersvaartuigen toegesneden veiligheidselementen te bevatten. Trainingsinstituten die erkende trainingen aan de visserijsector aanbieden worden er op gewezen dat voor beide type trainingen er een erkenning van de Inspectie nodig is. De erkenning op één van de trainingen kan niet gebruikt worden voor de andere training.

2
Uitvoeringsafspraken
In 2010 is er door de Inspectie aan de leden van de WTI, Rood boven Groen, Arbode Maritiem en de Enkhuizer Zeevaartschool een brief verzonden met een aantal werkafspraken. De werkafspraken in deze brief zijn ten gevolge van voortschrijdend inzicht toe aan herziening. De “Informatie aan Trainingsinstituten (IaT)” zal de plaats innemen van deze brief. In deze IaT nr.2 wordt een deel van de werkafspraken opnieuw bestendigd en er zijn enkele nieuwe toegevoegd.
2.1
Bestendigde afspraken Onderstaande uitvoeringsafspraken worden met deze IaT nr.2 bestendigd.
2.1.1
Tijdig aanvragen vernieuwing erkenning Indien een trainingsinstituut een erkende training wil blijven geven, dient tenminste zes maanden voor het verlopen van de betreffende erkenning een aanvraag voor vernieuwing naar de Inspectie opgestuurd te worden. Aangezien een erkenningsprocedure enkele maanden in beslag kan nemen, bijvoorbeeld omdat niet altijd trainingen gedraaid worden, zal op deze wijze de nieuwe erkenning naadloos aan kunnen sluiten op de verlopen erkenning. De "verjaardagsdatum" van de erkenning blijft dan ongewijzigd.
2.1.2
Lesplan Het lesplan welke ingevolge artikel 2, derde lid, onderdeel d, van de Erkenningsregeling opleidingen zeevaartbemanning ingediend moet worden dient tenminste de elementen te bevatten welke in het voorbeeld lesplan, gepubliceerd op de website van de Inspectie, zijn opgenomen.
2.1.3
Basisveiligheid praktijkomstandigheden Ten behoeve van het aanleren van en demonstreren van een aantal competenties voor de training basisveiligheid gelden de volgende praktijkomstandigheden: • •

Springhoogte bij sprong met overlevingspak en reddinggordel, ongeacht zwembad of buitenwater, bedraagt tenminste 2,5 meter; Het minimum aantal opblaasbare reddinggordels dat tijdens een training basisveiligheid gebruikt dient te worden door de cursisten is gelijk aan 10% van het aantal kandidaten met een minimum van 2 stuks; De minimale hoogte welke met een overlevingspak en reddinggordel geklommen dient te worden bedraagt 3 meter.
Nieuwe afspraken Onderstaande werkafspraken worden met IaT nr.2 toegevoegd aan de bestaande uitvoeringsafspraken. Pagina 10 van 15

2.2.1
Hoeveelheid deelnemers Er is geen voorgeschreven norm over het aantal deelnemers aan een training of over het aantal deelnemers in relatie tot het aantal instructeurs of docenten. De Inspectie vraagt wel aandacht voor dit punt omdat de aangetroffen verschillen fors zijn. De Inspectie beraad zich om op dit punt een richtnorm per training op te stellen. Indien er voor een training gebruik gemaakt moet worden van een simulator (o.a. ECDIS, Radarnavigator), dan is de beschikbare simulator capaciteit in grote mate bepalend voor het maximum aantal cursisten.
2.3
Proces rondom het aanvragen van erkenning
Het opstarten van een aanvraag via het aanvraagformulier is van cruciaal belang om tot erkenning van een training te komen. De Inspectie beschouwt de erkenning van een training als een proces van vergunningverlening en is in die zin volledig vergelijkbaar met het proces van vergunningverlening voor scheepsspecifieke certificaten zoals een bemanningscertificaat of een Nationaal Veiligheids Certificaat (voorheen Certificaat van Deugdelijkheid). In dit verband wordt u er op gewezen dat een aanvraag bij voorkeur kompleet wordt ingediend maar dat een onvolledige aanvraag, mits vergezeld van een volledig ingevuld aanvraagformulier, wel in behandeling wordt genomen en als startpunt wordt genomen om het proces van erkenning op te starten. Zonder een officieel geregistreerde aanvraag kan en zal de Inspectie op geen enkele wijze een aanvang kunnen maken met het proces van erkennen van een training.
2.3.1
Communicatie met de ILT In verband met een herschikking taken binnen de afdeling vergunningverlening zeevaart zijn er enkele wijzigingen in email adressen die in gebruik zijn. Hieronder worden de verschillende email adressen opgesomd inclusief een toelichting waarvoor deze gebruikt kunnen worden. Daarnaast vraagt de Inspectie aandacht voor enige e-mail etiquette. Het komt veelvuldig voor dat een e-mail een verzameling is van veel verschillende onderwerpen die vaak ook een groot aantal berichten bevat (zgn. e-mail string). Tussen deze berichten zitten vaak vragen of opmerkingen die van belang zijn. Bovendien dekt de in het onderwerpveld vermelde onderwerpen vaak niet of slechts gedeeltelijk de inhoud van email. Om de communicatie per e-mail overzichtelijk te houden en vertraging in beantwoording te voorkomen is het dringende verzoek om de e-mails te voorzien van een onderwerp wat daadwerkelijk verband houdt met de inhoud van de e-mail en de inhoud van de e-mail overzichtelijk te houden.
2.3.1.1
Verzending aanvragen Het e-mail adres waar de aanvraag en de bijbehorende documentatie naar toe verzonden moeten worden is gewijzigd. Alle aanvragen, voor alle objecten die onder het toezicht van ILT/Scheepvaart – Zeevaart vallen,

dienen te worden verzonden naar dit e-mail adres. Het aanvraagformulier vermeldt het volgende e-mail adres:

2.3.1.3

Vrijblijvende aanwijzingen en informatie
3.1
IMO publicaties De IMO heeft een aantal richtlijnen gepubliceerd die van invloed kunnen zijn op de inhoud van trainingen. Het betreft hier aanbevelingen die niet zijn opgenomen in Nederlands wetgeving of beleidsregels.
3.1.1
Richtlijnen voor navigatie gerelateerde symbolen, termen en afkortingen In IMO publicatie SN.1/Circ.243/Rev.1 van 23 mei 2014 geeft de IMO aanwijzingen voor het gebruik van symbolen, termen en afkorting voor het gebruik bij navigatie werkzaamheden, navigatie systemen en navigatie apparatuur. Deze publicatie vindt u in de bijlagen.
3.2
Innovatie Het beleid van de Inspectie op de inzet van nieuwe technologieën is sinds een groot aantal jaren gericht op het aantonen van het bereiken van het gelijkwaardige niveau dat hoort bij conventionele middelen door de aanvrager. Dit beleid wordt zowel gevoerd op scheepsconstructies, scheepsuitrustingsstukken maar is ook van toepassing op trainingen en de binnen deze training gebruikte apparatuur.
3.2.1
Simulator gebruik De laatste versie van de simulatorleidraad is te vinden op de ILT website.
3.2.1.1
Lifeboat simulator Het Canadese bedrijf Virtual Marine Technology heeft een simulator ontwikkeld gericht op het nabootsen van het strijken/vallen en manoeuvreren met een vrije val sloep. Trainingsinstituten onder toezicht van Transport Canada en de USGC hebben dit type simulator in gebruik genomen.
3.2.1.2
Gebruik simulator in het reguliere onderwijs Het gebruik van simulators om een deel van de voorgeschreven stagetijd in te vullen wordt reeds voor langere tijd toegepast binnen het Nederlandse reguliere zeevaartonderwijs. De daarvoor gebruikte equivalent regeling was echter volledig geschreven op de onderwijssituatie van dat moment waarbij er slechts nog sprake was van geïntegreerde opleidingen. In de praktijk werd de equivalent regeling voor de opleiding maritiem officier, stuurman en scheepswerktuigkundige toegepast. De oude equivalent regeling blijf van toepassing op de stage van de maritiem officier en stuurman, voor de scheepswerktuigkundige is een nieuwe equivalent regeling opgesteld door DGB. DGB zal nog met een verklaring en uitleg komen over hoe beide equivalent regelingen gebruikt dienen te worden binnen het reguliere onderwijs.

3.3
OCW opleidingsinstituten
Er zijn vragen aan de Inspectie gesteld over de status van erkende trainingen in relatie tot de kennisbewijzen vanuit MBO en HBO opleidingsinstituten. Daarnaast is de Inspectie geconfronteerd met opleidingsinstituten die niet op de hoogte zijn van de eisen ten aanzien van de door de ILT erkende trainingen en de afgifte van kennisbewijzen. De voormalige Zeevaartbemanningswet blonk niet uit in duidelijkheid op het punt van erkende trainingen in relatie tot de kennisbewijzen en vervolgens de afgifte van een vaarbevoegdheidsbewijs. In reactie daarop is vanaf 2008 in de kwalificatiedossiers voor zeevaart en zeevisvaart opleidingen opgenomen dat er een aantal trainingen voorzien dienen te zijn van een ILT erkenning. De HBO opleidingsinstituten hebben aangegeven deze lijn uit het kwalificatiedossier te volgen. Met de inwerkingtreding van de Wet zeevarenden afgelopen 3de mei is duidelijker vastgelegd welke documenten er nodig zijn om in het bezit te komen van een vaarbevoegdheidsbewijs. De certificaten afkomstig van erkende trainingen worden als losse onderdelen opgesomd in de artikelen die de afgifte van vaarbevoegdheden regelt. 1 The Maritime Safety Committee, at its seventy-ninth session (December 2004), approved Guidelines for the presentation of navigational-related symbols, terms and abbreviations (SN/Circ.243) prepared by the Sub-Committee on Safety of Navigation (NAV), at its fiftieth session (July 2004) and encouraged their use for all shipborne navigational systems and equipment. 2 The Maritime Safety Committee, at its eighty-fifth session (26 November to 5 December 2008), approved the amendment to the Guidelines for the presentation of navigation-related symbols, terms and abbreviations (SN.1/Circ.243/Add.1) regarding an addition to table 3 of the appendix to annex 1 of the Guidelines for the presentation of navigation-related symbols, terms and abbreviations (SN/Circ.243), introducing a new symbol for AIS Search and Rescue Transmitter (AIS-SART) prepared by the Sub-Committee on Safety of Navigation (NAV), at its fifty-fourth session (July 2008). 3 The Sub-Committee on Safety of Navigation (NAV), at its fifty-ninth session (2 to 6 September 2013), agreed on improved symbols for portrayal of AIS Aids to Navigation (AIS AtoN) in annexed new tables 4.1, 4.2 and 4.3 for the replacement of existing symbols for AIS-based AtoN in existing table 4 of annex 1 of the Guidelines for the presentation of navigation-related symbols, terms and abbreviations (SN/Circ.243). 4 The Maritime Safety Committee, at its ninety-third session (14 to 23 May 2014), concurred with the Sub-Committee's views, and approved the amended Guidelines for the presentation of navigation-related symbols, terms and abbreviations, as set out in the annex. 5 Member Governments are invited to bring the amended Guidelines for the presentation of navigation-related symbols, terms and abbreviations to the attention of all parties concerned. 6

Purpose
The purpose of these annexed Guidelines is to provide guidance on the appropriate use of navigation-related symbols to achieve a harmonized and consistent presentation. 2
Scope
The use of these Guidelines will ensure that the symbols used for the display of navigation-related information on all shipborne navigational systems and equipment are presented in a consistent and uniform manner. 3
Application
These Guidelines apply to all shipborne navigational systems and equipment. The symbols listed in the appendix should be used for the display of navigation-related information to promote consistency in the symbol presentation on navigational equipment. The symbols listed in the appendix should replace symbols which are currently contained in existing performance standards. Where a standard symbol is not available, another symbol may be used, but this symbol should not conflict with the symbols listed in the appendix.

Own Ship True scale outline
Symbol
Description Double circle, located at own ship's reference position. Use of this symbol is optional, if own ship position is shown by the combination of Heading Line and Beam Line. True scale outline located relative to own ship's reference position, oriented along own ship's heading. Used on small ranges/large scales.
Own Ship Radar Antenna Position
Cross, located on a true scale outline of the ship at the Physical location of the radar antenna that is the current source of displayed radar video.
Own Ship Heading line
Solid line thinner than the speed vector line style, drawn to the bearing ring or of fixed length, if the bearing ring is not displayed. Origin is at own ship's reference point.

AIS Target (sleeping)

Symbol
Description An isosceles, acute-angled triangle should be used. The triangle should be oriented by heading, or COG if heading missing. The reported position should be located at centre and half the height of the triangle. The symbol of the sleeping target should be smaller than that of the activated target. The COG/SOG vector should be displayed as a dashed line with short dashes with spaces approximately twice the line width. Optionally, time increments may be marked along the vector. The heading should be displayed as a solid line thinner than speed vector line style, length twice of the length of the triangle symbol. Origin of the heading line is the apex of the triangle. The turn should be indicated by a flag of fixed length added to the heading line. A path predictor may be provided as curved vector. For a "Dangerous AIS Target", bold, red (on colour display) solid triangle with course and speed vector, flashing until acknowledged.
AIS Target – True Scale Outline
A true scale outline may be added to the triangle symbol. It should be: Located relative to reported position and according to reported position offsets, beam and length. Oriented along target's heading. Used on low ranges/large scales.
Selected target
A square indicated by its corners should be drawn around the activated target symbol.
Lost target
Triangle with bold solid cross. The triangle should be oriented per last known value. The cross should have a fixed orientation. The symbol should flash until acknowledged. The target should be displayed without vector, heading and rate of turn indication.
Target Past Positions
Dots, equally spaced by time.

Purpose
The purpose of these Guidelines is to provide guidance on the use of appropriate navigation-related terminology and abbreviations intended for presentation on shipborne navigational displays. These are based on terms and abbreviations used in existing navigation references. 2
Scope
These Guidelines are issued to ensure that the terms and abbreviations used for the display of navigation-related information on all shipborne navigation equipment and systems are consistent and uniform. 3
Application
These Guidelines apply to all shipborne navigational systems and equipment including, radar, ECDIS, AIS, INS and IBS. When navigation-related information is displayed as text, the standard terms or abbreviations listed in the appendix should be used, instead of using terms and abbreviations which are currently contained in existing performance standards. Where a standard term and abbreviation is not available, another term or abbreviation may be used. This term or abbreviation should not conflict with the standard terms or abbreviations listed in the appendix and provide a clear meaning. Standard marine terminology should be used for this purpose. When the meaning is not clear from its context, the term should not be abbreviated. Unless otherwise specified, standard terms should be shown in lower case while abbreviations should be presented using upper case.
