EVENTS, INCIDENTS & OPERATIONS Navies focus on threat to Asian shipping lanes A JOINT naval exercise drawing 18 nations, including the US and Russia, began recently in Singapore with participants focusing on the terrorism threat to Asia Pacific shipping lanes, reported Australia's ABC Radio. Twenty ships and 1,600 personnel are taking part in the 13-day event, which is being co-hosted by Singapore and Indonesia. According to Singapore's Defence Minister, Teo Chee Hean, the naval exercises feature live-mine clearing in both nations' waters. Mr Teo said the exercise is an important way of strengthening the growing multi-lateral campaign to increase security for the world's shipping lanes against terrorism attacks. He added that waters throughout the Asia Pacific region are of particular risk because of the importance they hold for global trade.
SA Agulhas to be used as storage vessel
The Antarctic supply vessel, the SA Agulhas, will be used as a temporary storage vessel when salvors pump bunker fuel from a holed bulk carrier under tow off Cape Town, the joint operations committee said. The SA Agulhas, currently on its way from Marion Island, was expected to reach its rendezvous point with the carrier Cape Africa by Sunday, with the offloading of the estimated 1900 tons of fuel possibly only commencing the following week. The Cape Africa is about 160 miles west of Cape Town. The SA Agulhas, which was capable of supporting helicopter operations, will be used as a logistics base at the scene during the task for both salvage personnel and equipment. The joint operations committee said in a statement that the Cape Africa's condition remained "stable" and preparations for the transfer of the bulk fuel continued. "Smit Salvage LTD intends to transfer the fuel to a receiving vessel in the first phase of the salvage operation, which is contingent on the bulk carrier's condition remaining stable and the absence of adverse weather and swell conditions," read the statement.

DAILY SHIPPING NEWSLETTER 2004 – 056 A salvage team, including a naval architect, was flown to the carrier on Sunday to conduct structural and stability surveys, the outcome of which will be used to determine optimally safe working conditions for salvage personnel during the fuel transfer operation. The carrier remained connected to salvage tug Smit Amandla, with the Department of Environmental Affairs and Tourism's oil pollution abatement vessel Kusway IV also in attendance. The South African Maritime Safety Authority has ordered that the bulk carrier remain at least 120 miles off of Cape Town until such time as all bunker fuel has been transferred. The master and crew were flown off the ship on last Wednesday as a precautionary measure after extensive structural damage was reported. The 150,000 Cape Africa is owned by U-Ming Marine Transportation Corporation and was built in 1991. It is carrying a cargo of iron ore and was en route to the Far East from Ponta da Madeira in Brazil.
UK irate over Barcelona cruise move SPAIN’ S refusal to allow Norwegian Cruise Line’ s Norwegian Dream into the port of Barcelona after it sailed from Gibraltar on 28 April has provoked an irate response from the UK government. Speaking to Fairplay, a spokesman for the UK’ s Foreign Office stated that in their opinion there was “no good reason for Spain to deny entry to ships like the Norwegian Dream”. The UK foreign secretary has instructed the British ambassador in Madrid to seek further clarification of the situation and express their disappointment. Referring to the ongoing tension between London and Madrid over the Gibraltar issue, the spokesman admitted that the Spanish government’ s stance on the cruise ship entry had raised concerns within the UK government. “This doesn’ t make any sense … it concerns and disappoints us”said the Foreign Office spokesman. “Actions like this do not make these things any easier,”he stated.
Researchers poised to uncover slave ship secrets The Dutch slave ship Meermin ran aground off the southern Cape coast 236 years ago after an onboard rebellion was almost victorious -- now researchers are poised to find her secrets. "It is the beginning of a larger project to find different slave wrecks around the South African coastline," said Meermin project manager Jaco Boshoff, a maritime archaeologist attached to Iziko Museums. The ship's last moments are a researcher's dream: bottled messages were surreptitiously slipped into the sea and the rebellion of 140 slaves-to-be quelled before the Meermin ran aground. Boshoff said the first of three project phases would kick off on May 18, with a four-day expedition conducting a series of preliminary tests using a land and marine magnetometer, a device measuring the earth's magnetic field and which registers anomalies such as canons and other metal objects, to help map the exact location of the shipwreck. "Once we have found the wreck, the second phase kicks in and will see limited excavation where we will open up sections of the wreck and take selected artefacts," said Boshoff of the R1,6-million Lotto-

The third phase would entail the dissemination of information, including a museum exhibition, workshops and the development of a CD Rom on the Meermin for educational use. If a wreck is found, Boshoff and his team will have to work methodically using a vacuum-like water dredge to clear the wreck area and bring up artefacts. The project team intends surveying an area one kilometre on either side of the Heuningnes River near the De Mond Nature Reserve, near Stuisbaai. He said archaeologists were hoping to find artefacts such as copper, cloth, beads and other common items such as plates and wine bottles. "The Dutch had access to the wreck for a week after... and removed a lot of trade goods such as copper, cloth and beads... [but] there might still be some left, and we are hoping to find chains and shackles... as well as one or two Madagascan-type spears," said Boshoff, saying that archival material indicated that a stash of indigenous weapons had been collected from Madagascar and was used during the uprising. Boshoff said a direct consequence of the project was setting up a properly equipped "conservation lab" in Cape Town to treat sea artefacts as they were brought to the surface, something that was lacking presently. Boshoff said they were optimistic the wreck would be found, given the fact that she was not lost in a storm, researchers had a fairly good idea of her location and she was not lost in deep water, but ran aground relatively close inshore. "From experience of other wrecks in the area, the wreck is probably covered up with sand which would protect the organic material... the top section will be missing, but we hope it will be well-preserved from the waterline down," he said. The initial plan, scrapped because of financial restraints, was to have the Meermin's secrets unearthed and a model built by 2002, to coincide with quadricentennial celebrations of the establishment of the Dutch East India Company in 1602 "I think this wreck will be a bit of an icon... if found it will be the first slave shipwreck found off the South African coast," said Boshoff. Boshoff said as part of the larger three-year project of locating slave shipwrecks, attempts would be made later to also locate the French slave ship La Cybelle which went down off Milnerton in 1756 with slaves from Senegal, and the Portuguese vessel St Jose, which went down off Camps Bay in 1794 with slaves from Mozambique. The Meermin was a three mast "Hoeker" built in Amsterdam in 1759. She left Madagascar on January 20, 1766 with 140 slaves. A few days out the slaves seized an opportune moment and revolted, taking over the ship and killing half the crew. However, they could not sail the vessel and reached an agreement with the other sailors to head for Madagascar. During daytime, the sailors took this course, but at night sailed for Cape Agulhas. The slaves sent two boats full of people ashore to ascertain whether the land they saw was Madagascar, but they were captured by local farmers, leaving the ship offshore, but without means of

They found a black sheep herder who ran away on seeing them, convincing them the land was Madagascar. They returned to the ship. After hearing the news and seeing signal fires, which the Dutch captain had surreptitiously asked for by sending bottled messages to farmers, the slaves went ashore. They were accosted by the local farmers, and when those remaining on board saw this, they attacked the crew. The captain ordered his men to chop through the anchor cable and the ship drifted towards the shore and ran aground.
Greenpeace blocks GM cargo GREENPEACE claims to have stopped the 53,000dwt bulker Global Wind from entering Brazil's port of Paranagua yesterday because it was carrying genetically modified (GM) soybeans, and threatens to block ships carrying similar cargoes. The Vanuatu-flagged ship, carrying 30,000 tonnes of Argentine soybeans, was attempting to enter the Brazilian grain port to 'top off' its load with additional soybeans from Brazil. Many Argentine ports are too shallow for ships to take on a full load and it is common practice for ships leaving Argentina to stop in the deepwater port of Paranagua to top off. GM soya exports have been banned from Paranagua since October 2003, but the port does not prevent GM transit cargo passing through. Greenpeace has launched a campaign dubbed "A Better Brazil without GMOs" and wants no GM soy entering the country to potentially contaminate the GM-free soya in the area.
CASUALTY REPORTING CAPE AFRICA (TAIWAN) Joint Operations Committee reports: An additional salvage tug has been taken on hire by SMIT Salvage Ltd in order to begin the bulk Cape Africa fuel transfer operation as soon as is possible; with S.A.Agulhas' estimated time of arrival in Cape Town now tomorrow evening. During the course of the day today, salvage tug Nikolay Chiker will be discharging some of its own bunker fuel in preparation for receiving approximately 1,000 tonnes of bunker fuel pumped off Cape Africa and will load required fuel transfer equipment during the night. It is expected to depart from Cape Town in the early hours of tomorrow to rendezvous with Cape Africa. and salvage tug Smit Amandla, approximately 160 miles west of Cape Town. Weather permitting, the salvage team hope to begin transferring fuel from Cape Africa during the course of the day on Friday. Upon the S.A.Agulhas return to Cape Town, it will be prepared for its role in the fuel removal operation and will proceed to the scene as soon as is possible over the course of the weekend. Salvage personnel flew out to the casualty yesterday in order to conduct additional surveys regarding the vessel's condition and during the course of the night last night, equipment required for an underwater ROV (Remotely Operated Vehicle) survey departed Cape Town on a supply vessel. Members of the salvage team will be flown out to the casualty later today in order to conduct an underwater survey of the vessel as and when the weather and swell condition allows. The condition of Cape Africa, currently under tow by salvage tug Smit Amandla, is reported to be stable. The transfer of the fuel to a receiving vessel is the first phase of the salvage operation, which is contingent on the bulk carrier's condition remaining stable and the absence of adverse weather and swell conditions - all of which is being closely monitored. SHIPYARD NEWS Doorstart twee RDM-delen Van de 390 werknemers kunnen er 140 weer aan de slag Twee werkmaatschappijen van RDM maken volgende week een doorstart. Het gaat om de activiteiten van RDM Submarines en die van RDM Technology, dat ook opdrachten uitvoert voor het ministerie van Defensie. Hierdoor kunnen 140 werknemers maandag weer in Rotterdam aan de slag. RDM Submarines zal de komende weken opgaan in RDM. Dat wordt overgenomen door het zittende management. Dit onderdeel van de groep bedrijven gaat daarna verder onder de naam Maatschappij de Maas. Door de overname blijven 75 banen behouden. De defensie-activiteiten van RDM Technology gaan door onder de naam RDM Technology en Defence Systems. Het bedrijf maakt onder meer voor de Nederlandse defensie het verkenningsvoertuig Fennek en het kanon Panzerhauwitzer. RDM Technology barstte voor het faillissement al van het werk met een orderpakket van 660 miljoen euro. Eerder deze week werden vier werkmaatschappijen van de RDM-groep failliet verklaard. Voor de twee overgebleven onderdelen, de Nederlandsche Verenigde Scheepsbouw Bureaus en Flycam, is nog geen oplossing gevonden. Daar werkten honderd mensen. De ondernemingen van de zakenman Joep van den Nieuwenhuyzen kampten met een schuldenlast van enkele tientallen miljoenen. De kern van het probleem was echter dat Van den Nieuwenhuyzen dagelijks geld moest toeleggen op de werkmaatschappijen. Het faillissement kostte 390 mensen hun baan. Daarvan zijn er nu dus 140 gered, maar de kans is groot dat de komende maanden nog meer medewerkers weer aan de slag kunnen. ,,Er is sprake van aanlopende orders waar we nieuwe werknemers voor moeten werven,'' aldus Joep van den Nieuwenhuyzen. Hij denkt dat daardoor nog 'enkele tientallen' voormalige medewerkers een nieuwe baan kunnen krijgen.

Shipbuilders in South Korea are investing aggressively in the development of high-value-added niche models as a means to cope with an increasingly crowded market for conventional ships, industry analysts said Monday.
Buoyed by a record volume of orders over the past year, domestic shipyards are spending heavily on research and development for futuristic and new-concept vessels, they said.

Chinese killed in Gwadar bomb
THREE Chinese engineers involved in construction work at Gwadar deep water port in Pakistan were killed and 12 others including 10 Chinese nationals were seriously injured in a car bomb attack in Gwadar town yesterday. The names of the Chinese victims and their employer companies have not been released. Security forces have arrested two suspects. Pakistani authorities said that a vehicle carrying 12 Chinese to the project site was hit by a powerful bomb in a parked Suzuki car when it reached the port area. All the injured were taken to hospital in Karachi. “It was not a suicide bombing attempt,”Pakistani communications minister Babar Khan Ghouri told reporters. “Material found at the scene suggests the explosive device was remote-controlled.”Karachi has vowed to punish those responsible. Meanwhile, Sun Ghun Ye, the Chinese Consul General in Karachi, has said none of other Chinese engineers would abandon the project. "We will complete the project and we will not suspend work … China and Pakistan are tied in a strong bond of friendship, which will continue," he said. As many as 300 Chinese engineers and other workers are involved in port construction work at Gwadar that is expected to be completed in December, four months ahead of schedule.

Costa upgrades S American cruises
COSTA Cruises has underlined its commitment to the South American market by promising to replace the 1,000-passenger capacity Costa Allegra with the 2,350-passenger Costa Victoria when the southern hemisphere season starts again in December. The 1,350-passenger Costa Tropicale will continue the season out of Brazil, Uruguay and Argentina for the 2004-2005 season, as before. Francisco Ancona Lopez, a marketing consultant for Costa Cruises, estimated that the number of passengers carried in 2004-05 will rise to 40,000, up from the 25,000 passengers in the 2003-2004 season.
PIL places order for its first panamax vessels (SINGAPORE) Singapore's Pacific International Lines (PIL) is venturing into the 'panamax' world with an order for its first 4,250 TEU box ships from China's Dalian New Shipbuilding Industries. The two 43,000 GRT ships will be delivered in the second half of 2006, and will be the largest ships in PIL's fleet of nearly 92 vessels. PIL said in a statement that the order underscores its aspirations to become a 'globally diversified operator'. The former regional operator launched a weekly service from the Far East to Europe nearly two weeks ago and will commence a service linking China to eastern Australia next month. The order, according to PIL, 'endorses the confidence which PIL has in the Chinese shipyards and particularly DNS. 'These yards are now producing high-quality vessels for shipowners from all over the world. Many owners are returning to Chinese yards for repeat orders which is a measure of the level of satisfaction both in quality and pricing,' PIL said in its statement. PIL added that it expected to order more vessels from DNS. On hand for the signing ceremony was Singapore's Minister for Transport Yeo Cheow Tong, who was leading a 30-member business delegation from 23 local transport and logistics companies to China from April 26 to 30. PIL owns and operates a fleet of 92 vessels with a total capacity of about 111,000 TEUs, as at May 2003.

Brasilia hails role of Santos
BRAZILIAN transport minister Alfredo Nascimento has stressed the importance to the country of the port of Santos at a conference that began over the weekend in Brasilia. Speaking at Santos Export 2004, Nascimento promised full government support to help South America’ s largest port obtain the public and private investment it needs to keep the country’ s export drive moving ahead. The port suffers from transport bottlenecks and needs better links to its hinterland. “Holding this conference here in Brasilia underlines the importance we place on Santos. We need an ambitious plan bringing in investment and opening up new opportunities for Santos,”the minister said. The conference was attended by a number of senior government ministers and 200 delegates from port terminal operators, including Fertimport (Bunge Group), T-Grao Cargo, Fosfertil-Ultrafertil and container terminal operators Santos Brasil and Libra Terminais (Terminal 37).
US Coast Guard for Malaysian ports
They will ensure that the ports comply with the global ship and port security code that comes into effect in July Members of the United States Coast Guard will be stationed at major Malaysian ports from the second half of this year. They will check whether these ports comply with the International Ship and Port Facility Security (ISPS) Code that will be enforced in July. The checks will be carried out even if the ports have compliance certificates issued by the Malaysian Marine Department, the Malaysian authority designated to implement the code. According to the Coast Guard, this measure will complement the ongoing Container Security Initiative (CSI) checks being conducted by the US Customs in Port Klang and soon at the Port of Tanjung Pelepas. The extent of the evaluation by the Coast Guard is not clear. But the move will further stamp the presence of US officials in foreign countries to assess the security and safety of those nations' transportation chain in the fight against terrorism. Local ports have little choice but to adhere to the new decision. If they do not, they risk being labelled as unsafe, hence affecting trade and cargo leaving from or passing through the terminals. The American agency has already warned that 'stiff sanctions' will be imposed on ships coming from ports that either do not welcome the travelling security evaluators or fail to pass the evaluation. The latest move is part of the Coast Guard's International Port Security Programme announced about two weeks ago, and will involve about 45 countries every year. The travelling officers are expected to discuss the maritime security regime of each country and verify the status of ISPS implementation. US Coast Guard commandant Admiral Thomas Collins said in a statement: 'By helping other nations evaluate security measures in the port, we can help to ensure the safety and security of the global maritime transportation system.' Malaysia has 56 port facilities and to date, 38 have submitted their assessment reports to the Marine Department. 'We should be able to complete the assessments by May and issue the certification by June,' said the department's director-general, Captain Raja Malik Saripulazan Raja Kamaruzaman.

Once their plans are audited, the terminals would be issued with a statement of compliance and their names would be submitted to the International Maritime Organisation. Referring to the compliance of shipping companies, Captain Raja Malik said that the Marine Department would come out with a list of approved training centres overseas for shipowners who need to send their foreign crew for the ship security officer course. This will make it easier for shipping companies to comply with the requirements under the code as the July 1 deadline approaches.

KLM werft piloten in Vlaanderen Luchtvaartmaatschappij KLM gaat ook mensen uit Vlaanderen opleiden tot piloot. Eind deze maand begint ze een wervingscampagne om de instroom van kandidaat-vliegers op peil te houden. Dit staat geheel los van de fusie met Air France, aldus een woordvoerder. Het is voor het eerst dat KLM in het buitenland kandidaat-piloten gaat werven. De campagne moet ongeveer tweehonderd kandidaten opleveren. In Nederland zelf melden zich jaarlijks zeshonderd tot achthonderd mensen. Een beperkt aantal van hen mag uiteindelijk aan de opleiding beginnen. Piloten worden door de luchtvaartmaatschappij zelf opgeleid aan de zogeheten KLM Flight Academy. Die levert niet alleen vliegers aan KLM maar ook aan andere luchtvaartmaatschappijen. De wervingscampagne in België is nodig met het oog op de verwachte groei van zowel KLM als het opleidingsinstituut zelf. Het aantal Nederlanders dat zich nu aanmeldt is op termijn niet voldoende, aldus de zegsman. In België wordt behalve Nederlands ook Frans gesproken. De woordvoerder van KLM ontkent dat de wervingsactie met de fusie met Air France te maken heeft. Hij wijst erop dat er in de cockpit alleen maar Engels wordt gesproken, ook door Franse piloten. KLM heeft geen plannen om ook in andere landen leerlingpiloten te werven.

Met de toetreding van de drie krijgt SkyTeam, waar Air France, Alitalia en Delta Air Lines al deel van uitmaken, ongeveer een kwart van de mondiale luchtvaart in handen. Van Wijk sluit niet uit dat KLM de samenwerking met Northwest en Continental daarna gaat intensiveren. Het bedrijf zal daarvoor wel toestemming moeten krijgen van de Amerikaanse autoriteiten.

Luchtvaartbedrijven werken graag samen, omdat zij zo minder kosten maken. De uitbreiding van SkyTeam is het gevolg van de overname van KLM door Air France. Het Franse bedrijf kreeg woensdag een notering in de Amsterdamse MidKap omdat het inmiddels bijna 90 procent van de aandelen van KLM heeft vervangen op de index. KLM blijft genoteerd totdat 95 procent van zijn aandelen zijn opgegaan in Air France. Beleggers in KLM kunnen hun stukken tot en met 21 mei aanbieden. Van Wijk verwacht dat de limiet van 95 procent dan zal zijn behaald. Volgens de topman heeft de luchtvaartmaatschappij op die manier tijd om te wennen aan het idee dat het bedrijf, dat sinds 1957 een plek op de beurs heeft, straks geen eigen notering meer heeft. Beleggers kunnen in september in het aandeel Air France-KLM handelen. De twee luchtvaartmaatschappijen zijn woensdag tevens begonnen om overlappingen op elkaars vluchtroutes op te heffen. Volgens Van Wijk komt hiermee capaciteit vrij die op andere routes kan worden ingezet. Verder zijn de twee begonnen onderdelen samen te voegen. Volgens topman J. Spinetta van Air France hoeft KLM niet te vrezen voor het behoud van zijn naam. ,,Het zou fout zijn om merknamen als Air France en KLM weg te gooien'', zei hij bij het debut van zijn luchtvaartmaatschappij op de beurs van Amsterdam.
Awacs-vliegtuigen maken teveel lawaai boven Limburg De Awacs-radarvliegtuigen van de NAVO maken te veel lawaai in de omgeving van het Limburgse Schinveld. Het geluid dat de toestellen produceren ligt ver boven de toegestane saneringsnorm van 55 decibel, die geldt voor verkeer en industrie. Dat blijkt uit metingen in opdracht van de provincie Limburg in Schinveld. De Awacs-toestellen maken vanaf hun basis in het Duitse Geilenkirchen, net over de grens bij Schinveld, vele oefenvluchten boven Limburg. De eerste resultaten van de geluidsmetingen tonen aan dat de vliegtuigen boven Schinveld tussen de 87 en 104 decibel produceren. Dat vindt de provincie Limburg te gortig. De provincie gaat over het terugdringen van dit lawaai praten met de betrokken ministeries van Defensie en VROM. De gemeenten Onderbanken en Brunssum pleitten al jaren voor stillere motoren aan de vliegtuigen, maar de NAVO vindt die te duur.
