Summary Dr Ian Patrick visited from June 1st to 12th, 2009 and Dr Tristan Jubb was in Indonesia from June 3rd to 12th. The objectives and the outcomes of the visit are provided below. 1. Discuss initial results from farmer survey in Bali and Jabar, hand over ‘clean’ dataset and identify timetable for data analysis.
Dataset is complete for Jabar (from ICASEPS) as well as summary tabulations. Not yet completed for Bali (UNUD), deadline of June 24th for this. Research topics discussed. Concept notes to be provided to Ian Patrick by July 17th. 2. Plan and complete 2x2-day farmer biosecurity training workshops in Jabar and Bali.
Farmer workshops were completed and evaluations sent to project staff. 3. Finalise PPC workplans for the period June 1st to November 31st, 2009.
PPCs in Bali and Jabar have formulated workplans to be undertaken by May 31st. Workplans drafted. 4. Meet with relevant government and donor institutions.
Met with Director-General and Sec to D-G at DGLS, USDA, Dutch project, AusAID and ACIAR to ensure project activities are consistent with national HPAI control effort. The project has taken a lead role in the coordination of industry biosecurity through the management groups (PSCs and BCG) and the PBUI which is becoming the lead institution in providing biosecurity training and has the potential to expand its skills into the area of on-farm market assurance and accreditation. 5. Further discuss the potential to expand project activities into Sulsel.
Expansion to Sulsel with support from AusAID/FAO will be decided in the next financial year. Negotiations are continuing but at present the project is concentrating on Jabar and Bali. 6. Hold quarterly PSC (Bali and Jabar) and BCG meetings.

USDA is undertaking considerable work in the area of biosecurity in all sectors of the Indonesian poultry industry. They are also involved in developing training DVD’s specific for Sector 3 Biosecurity and are working with National Government to develop zoning and compartmentalisation and industry auditing policies. Outcomes: 1. USDA will use PBUI for training activities in West Java, USDA needs to have courses delivered by September 30th, 2009. Dr Dewa Dharma and Drh. Didin Sudiana will negotiate with USDA. 2. Tristan Jubb will have an input into material to be presented in training DVDs. 3. USDA will keep ACIAR informed re. the development of zoning and compartmentalisation policy. ACIAR will play a role in working with Sector 3’s interaction with Sectors 1 and 2 in this issue. 4. USDA expects to have Sector 1 and 2 farm auditing and accreditation systems developed and implemented within the next 12 months. Further discussions were held concerning the implementation of project activities into South Sulawesi. The Concept Note produced in March which outlined the project and the relationship with the FAO/AusAID project was made available to AusAID Outcomes: 1. AusAID were happy with the Concept Note and would continue to work towards allocating $300,000 to ACIAR for Sulsel work. 2. Ian Patrick would meet with Lynleigh Evans to further discuss forward plan on June 19th.

The first survey has been completed, data entered and preliminary tables constructed. It was necessary to discuss the issues concerning the results, survey number 2 and the way forward with regard to future ICASEPS input into the project. Various research ideas were discussed including; • relationship between sectors 3 and 4 and requirement for removing sector 4 from sector 3. • importance of farm location on disease incidence. • importance of farm size, independent vs contractor, layer vs broiler on disease incidence. • willingness of farmers to pay for disease freedom. • willingness of consumers to pay for ‘clean, safe’ poultry products. • characteristics of farmers who adopt biosecurity (potential topic for AARES conference February, 2011). Outcomes: 1. Survey data and initial tabulations were handed over to Ian Patrick 2. ICASEPS to prepare research project notes by July 17th. 3. Survey number 2 will take place in August , 2009 4. Modified broiler and layer forms to be completed and sent to Ian Patrick by July 1st.

Outcomes (see Appendix 2 for agenda and report): 1. Planned date for Focus Group, will have a layer farmer FG in Jabar. This will be facilitated with PINSAR and through Pk Bambang Agus. Pk Hernomo will take project management responsibility for this. 2. With Pk Desianto, the ACIAR project will develop and select a case-study farm that will be used to demonstrate biosecurity activities. CP will monitor production, ACIAR project will implement and monitor biosecurity. 3. Production of biosecurity plans for these case-study farms will be undertaken by Bugie and Yadi as part of their Biosecurity Master Trainer program. 4. Ian Patrick will detail aims and objectives of FGD for inclusion on invitation by July 1st. 5. Need to improve communication with PSC, also need to consider changing PSC members as Pk Sutrisno and Ibu Herlin have moved to higher level positions and find it more difficult to attend meetings and participate in PSC discussions
Thursday 4th to Friday 5th June Farmer Training Workshop - Jembrana, Bali Biosecurity training was conducted for 20 broiler farmers over two days at Hotel Jimbarwan, Negara, Kabupaten Jembrana in northwest Bali. 10 farmers were from Kabupaten Jembrana district and 10 were from Kabupaten Tabanan. The farmers from Tabanan overnighted at the hotel, the Jembrana farmers commuted daily. The training was for broiler farmers only. Farmers were mix of owners, sons of owners or senior farm workers. There was only one female participant. A report of the workshop is presented in Appendix 3 and the budget in Appendix 4. The aim of the training course was to teach poultry farmers applied farm biosecurity and give the ACIAR trainers valuable experience. The Master Trainer, Dr Dewa Dharma, provided training support and advice to the trainers Ir Putu Sarini Pande and Drh Wayan Sueastika Drh Sueastika had previously conducted farmer biosecurity training but Ir Sarini had not. Dr Tristan Jubb was an observer and training assessor. Ir Linda Doloksaribu, a colleague of Ir Sarini at Udayana University provided administrative and logistical support. The training was conducted using the specially prepared ACIAR biosecurity training package and method of delivery. Adult learning principles and training techniques incorporating case studies, activities, team tasks, class discussion, videos and short presentations were applied during the training. The post workshop evaluation results (see Appendix 5) indicated that the trainers did an excellent job, the participants enjoyed themselves, learned a lot, and are committed to improving biosecurity on their farms. Issues identified during the debriefing of trainers and recommendations for future training included: 1. Improve gender balance if possible at future courses 2. Reduce times allocated to morning tea and lunch to 15 min and 30 min respectively. 3. Have coffee and tea available before training begins so no need to break after opening ceremony. 4. Planning session needs to be broken up as currently it is too long and too demanding on farmers. 5. Language in reference manual for farmers needs to be less technical as some had difficulty understanding terms. 6. Energisers need to be timed 15-20 minutes after smokos and lunch rather than immediately after. 7. Trainers performed excellently and handled pressure well, and will increase training skills and confidence by performing more training using running sheets. 8. Trainers to focus on reducing lecturing time even further and to use running sheets.
Friday, 5th June Poultry Shop Visit Visited the Perdana Putra Meat Shop in Bogor. This is owned by Pk Tri Hadiyanto (Chairman, GOPAN). He only sells chickens produced at his farm. The shop also sells frozen chicken and processed chicken products. This is a positive demonstration of niche marketing and potentially could be used in other (wealthy) areas. Pk Suryawan from Bali has considered this, but believes that the market is not yet developed enough for this to be successful.

Monday 8th and Tuesday 9th June Farmer Training Workshop - Bogor, West Java Biosecurity training was conducted for broiler and layer farmers from West Java over two days at ICASEPs conference room in Bogor. The course was designed for 20 participants, and 20 farmers had confirmed their intentions to attend, however only 17 farmers attended on day 1 and 14 on day 2. Farmers commuted daily; there were no evening sessions. sons of owners or senior farm workers. Three females participated. A report of the workshop is presented in Appendix 6 and the budget in Appendix 7. The aim of the training course was to teach poultry farmers applied farm biosecurity and give two ACIAR trainers, training experience as part of their Master Training program. The Master Trainer, Dr Dewa Dharma, provided training support and advice to the trainers Drh Bugie Kurnianto and Drh Yadi Adi Rostandi. This was the first biosecurity training course that Bugie and Yadi had conducted. Dr Tristan Jubb was an observer and training assessor. Two students from IPB University provided administrative and logistical support. As in Bali, the training was conducted using the specially prepared ACIAR biosecurity training package and method of delivery. Applied were adult learning principles and catered for were the range of learning styles using a combination of case studies, activities, team tasks, class discussion, videos and short presentations by the trainers. The post workshop evaluation results (see Appendix 8) indicated that the trainers did an excellent job but recognised that they needed more practice and experience. Most participants enjoyed themselves, learned a lot, and were generally positive about their intentions to improving biosecurity on their farms. Journalists from three different print media outlets observed the training, interviewed the trainers and published positive articles about the ACIAR project and its training courses. Recommendations for future training include: 1. Recruitment of participants needs to be reviewed. Bugie to investigate reasons for non attendance by some participants and provide recommendations to prevent in future. 2. Improve gender balance if possible at future courses 3. New flour retaining smocks need to be made for flour talk activity as current smocks do not retain sufficient flour. 4. Planning session needs to be broken up as currently it is too long and too demanding on farmers. 5. Delete the fishing expedition scenario used for risk analysis from training program as is surplus to needs. 6. Revise biosecurity risk model to incorporate level of exposure of pathway at source 7. Language in reference manual for farmers needs to be less technical as some had difficulty understanding terms. 8. Trainers to focus on reducing lecturing time even further and to use running sheets.

Cibinong, Parung, Gunung Sindur dan Cariu Pelaksana Suvei : Tim inti 3 orang dan Enumerator 6 orang Responden : 67 peternak Broiler (50 Kemitraan; 17 Mandiri) 41 peternak Layer (2 Kemitraan ; 39 Mandiri) dengan berbagai skala usaha (<3000; 3000 – 10 000; 10 000) Survei perlu waktu lebih lama dari yang direncanakan terutama karena kendala dalam menemui responden (peternak skala besar). Peternak ayam petelur (layer) Hampir seluruhnya Pola Usaha Mandiri. Sebagian besar skala menengah, skala besar (> 10.000 ekor) dan sangat besar (> 100 000 ekor, contoh :PT. Sahabat Farm di Kec. Gn Sindur mengusahakan 350 ribu ekor) Ayam ras pedaging (broiler) Pola Mandiri Pola Kemitraan/Kontrak Pola Kontrak Kandang dan Upah Tenaga Kerja (Pola Maklun). Contoh: kemitraan dengan Bambang Ismono Informasi umum SURVEY Secara umum sistem usaha ayam petelur dengan menggunakan sistem baterei dengan 2-3 tingkat. Penggunaan Bibit : DOC saja; DOC dan pullet. Sistem kandang ayam pedaging : kandang panggung dan bukan panggung. Sistem kandang panggung: lantai dasar tidak digunakan untuk budidaya. Kandang biasa (bukan panggung) lantai dasar berupa tanah atau berlantai semen. Beberapa peternak menerapkan sistem long -yam Sebagian besar peternak broiler menggunakan pakan jadi yang diproduksi pabrik. Peternak layer skala kecil menggunakan pakan jadi, peternak skala menengah dan besar mencampur konsentrat (pakan jadi ) dengan bahan pakan lain (jagung, dedak) dengan menggunakan mesin pencampur. Sebagian besar responden telah menerapkan biosekuriti. Perusahaan skala sangat besar umumnya telah melakukan vaksinasi ND, Gumboro, AI, dll. Peternak skala besar melakukan vaksinasi ND dan Gumboro, baru sebagian yang melakukan vaksinasi AI. Peternak skala kecil hampir semuanya hanya melakukan vaksinasi ND dan Gumboro, tidak melakukan vaksinasi AI. Pelaksanaan vaksinasi AI masih tergantung pada (i) perusahaan inti, (ii) program pemerintah.

PERSEPSI TERHADAP WABAH AI 42 % peternak setuju bahwa HPAI bukan ancaman ekonomi yang serius Sebagian besar peternak (87%) setuju HPAI merupakan salah satu isu kesehatan yang besar 73% peternak (broiler) akan segera melapor ke Dinas jika terjadi wabah HPAI (Layer : 88%) Sebagian peternak (49%) tidak akan segera melapor ke Dinas jika tahu penyakit yang menyerang adalah New Castle 75% peternak setuju serangan AI saat ini berdampak besar terhadap harga ayam bulan berikutnya Hanya 43% peternak (broiler) setuju jika melakukan vaksin HPAI akan terhindar apabila ada serangan (Layer : 54%) 67% peternak menyatakan setuju HPAI menyebabkan konflik antara peternak ayam dan komunitas umum. Sekitar 12% peternak masih menganggap HPAI hanya merupakan masalah untuk ayam kampung, bukan untuk ayam layer atau broiler Sebanyak 41% peternak broiler menerapkan aturan biosekuriti hanya karena perusahaan mitra mensyaratkan hal itu Sebagian besar peternak broiler (76%) tidak akan membiarkan orang berkunjung ke peternakan mereka jika pada hari yang sama mereka habis mengunjungi peternakan lain (Layer: 83%). Hanya 33% peternak setuju mereka dapat menjual produk lebih mahal jika telah menerapkan aturan-aturan menghindari penyakit. Hampir seluruh peternak (97%) menyatakan telah menerapkan aturan2 terbaik untuk menghindari serangan penyakit. SURVEI LANJUTAN Fokus pada peternak mandiri yang betul-betul berusaha dengan modal sendiri. Kelompok ini perlu memperoleh prioritas untuk difasilitasi dalam mengelola usahanya, termasuk dalam mengantisipasi munculnya berbagai penyakit. Untuk peternak yang melakukan sistem kontrak (baik bagi hasil maupun maklun) informasi tentang input output dapat diwakili oleh para pemilik modal karena sistem manajemen relatif homogen. Aspek-aspek lain, seperti kelembagaan, potensi peternak, kendala dalam bisnis, peran pihak lain, persepsi peternak terhadap biosekuriti dapat dikumpulkan melalui Focus Group Discussion (FGD).

Program Pelatihan dan hasil pembelajaran Program pelatihan ini dilaksanakan selama 2 hari yang dirancang untuk peternak unggas komersial. Tujuan Program pelatihan ini adalah untuk menyediakan pengetahuan, keterampilan, dan konsep biosekuriti, sehingga memungkinkan peserta memiliki kemampuan untuk meningkatkan biosekuriti pada peternakannya.
Tujuan Tujuan dari program ini adalah membantu peserta meningkatkan pengetahuan yang mendalam dan pengalaman tentang manajemen resiko biosekuriti Program pelatihan ini akan dilaksanakan selama dua hari dengan 20 peserta yang merupakan gabungan dari peternak ayam broiler dan layer dari kabupaten Jembrana dan Tabanan. Pada saat pelatihan peserta akan diberikan buku yang berisi materi pelatihan. Setelah pelatihan berakhir, peserta akan mendapatkan sertifikat, peralatan biosekuriti seperti sepatu boot, ember, sikat tangkai panjang, poster, dan uang pengganti transportasi.
Hasil pelatihan Pada akhir program pelatihan, para peserta harus dapat: Menjelaskan patogen-patogen penting pada unggas di Indonesia dan bagaimana pola penularannya. Menjelaskan resiko-resiko, sumber resiko bagi peternakannya. Menentukan langkah biosekuriti yang mampu diterapkan di peternakannya masingmasing. 3. : In this training 20 broiler farmers are involved, 10 farmers are from Marga District,Tabanan Region and another 10 is from Melaya District, Jembrana Region. Participant list can be seen in Attachment 2. All participants fully attended until the last day.
Course material
: Course material consist of Biosecurity Management Plan manual and workbook
Course activity
: The method of the training is two way communications. Participants were given individual and group tasks in the workbook, and every group should present their results, and others will correct it and give input to the presenter or group. Trainer gave instruction, explanation if there was an unanswered question and the participants did not understand about the topic given. In addition to working in group activities, participants were given role play, games and watching video on poultry biosecurity to cheer them up and also gave them more understanding to the subjects. At the end of the course, participants were given test and questionnaire to evaluate the training.
Result of the test and
evaluation is in the Attachment 3. All participants agreed that the training is very useful and their knowledge on Biosecurity was improved. 65% of them will recommend the training to other farmers.

Waktu Pelaksanaan Deskripsi Kegiatan Pelatihan Biosekuriti untuk peternak unggas merupakan salah satu program pelatihan integral dari Pusat Biosekuriti Unggas Indonesia, disamping pelatihan untuk petugas kesehatan hewan (advisor), pemangku kebijakan/post-farm gate poultry industry (stakeholders), dan auditor. Pelatihan untuk petugas kesehatan hewan (advisor) telah dilakukan pada bulan Februari 2009, yang diikuti oleh para petugas kesehatan hewan dari Dinas Peternakan Propinsi Jawa Barat dan Dinas Peternakan atau Dinas yang membidangi fungsi peternakan dan kesehatan hewan Daerah tingkat II lainnya di lingkup propinsi Jawa Barat (Kab. Bogor, Kab. Purwakarta, Kab. Subang, Kab. Tasikmalaya) serta tenaga kesehatan hewan dari beberapa asosiasi peternak unggas seperti GOPAN dan PINSAR, dan tenaga kesehatan hewan dari perusahaan unggas komersial seperti Charoen Phokphand dan Sierrad Produce. Pelatihan biosekuriti peternak unggas ini ditujukan kepada para peternak unggas (broiler dan layer) khususnya peternak di sektor 3. Metode pelatihan yang diberikan bersifat partisipatif (learning by doing), di mana peserta ikut dilibatkan secara aktif dalam berbagai aktifitas pelatihan. Trainer/pelatih adalah 2 orang advisor yang sudah dilatih yaitu drh. Bugie Kurnianto Prasetyo (PBUI) dan drh. Yadi Adi rostandi (Dinas Peternakan dan Perikanan Kab. Bogor) dan berada dibawah pengawasan Master Trainer yaitu Tristan Jubb, BVSc, MVS, Ph.D dan drh. Dewa MN Dharma, MS. Ph.D. (PBUI Training Manager). Komposisi peserta untuk pelatihan biosekuriti peternak unggas kali ini adalah 10 peternak Layer dan 10 peternak Broiler. Diharapkan dengan pelatihan ini setiap peserta dapat lebih memahami dan menjalankan biosekuriti di peternakan masing-masing. Serta dapat memperluas informasi mengenai biosekuriti kepada peternak lainnya. Sebagian besar peserta adalah responden dari survey tahap pertama yang sudah dilakukan oleh Pusat Analisis Sosial Ekonomi dan Kebijakan Pertanian mengenai Cost-effective biosecurity. Tujuan Dari pelatihan biosekuriti peternak unggas ini, diharapkan setiap peserta untuk mampu : Mengembangkan rencana manajemen resiko biosekuriti pada peternakan masing-masing Menyampaikan keuntungan melakukan biosekuriti kepada masyarakat (konsumen) Meningkatkan kemampuan dalam memeriksa suatu gejala penyakit Meningkatkan kemampuan dalam menjelaskan praktek biosekuriti pada peternak unggas lainnya Meningkatkan pengetahuan, kemampuan dan pengalaman peternak dalam praktek biosekuriti di peternakan unggas masing-masing. RESULTS : 1.Opening : Head of PSC – Bali * Suryawan pointed the meeting agenda and asked Made Yasa Adnyana as a representative of Head of Livestock Services to give introduction for the meeting. 2.Introduction (Made Yasa Adnyana; Head of Animal Health Department) * Made Yasa Adnyana, asked for an apology considering the absence of the Head of Livestock Services for this meeting, and let the meeting proceeded. 3. Farmer Training Report : Sarini (File is available) * Sarini reported that the first farmer training has been conducted at June 4-5 2009, in Hotel Jimbarwana, Jembrana. As reported, there were 20 broiler farmers participant for this training. This was not as planned previously where the training was expected to be followed by 10 participants of broiler and layer farmers respectively. All broiler farmer agreed, however none of the layer farmer was willing to join considering location of the training. One of the good things achieved from this training is that the full presence of participants during the training. * From discussion, the companies (CP, Japfa and Comfeed) suggested to consider the time allocated for the next training. For layer farmer training, it is good to think if the time is at night as by that time the farmers have more spare time. Also, a module system is good to be considered for training where farmers have limited spare time. 4. PPC – Workplan (File is available) * Sarini described her 3-month workplan. *Workplan includes preparation for the second survey, Forum Group Discussion (FGD) and photo library. 5. Survey Report (File is available) * Annie presented preliminary result of the first survey. It needs more data cleaning and tabulation. Ian suggested to continue tabulation of the data and make a summary for every question for broiler and layer questionnaire. 6. Summary of the first year of the project * Ian explained in short about the project and what the project has achieved for the first year. This project has covered three activities: - Established organization in the national and province levels - Training (Advisor, Farmer) - Survey *For the next year activities would be discussed in the Planning Workshop, held on June 11-12, 2009 7. Appendix 11: Summary of planning workshop discussion. The first year • The first year of the project has established the organization structure at National Level (BCG and PBUI). Meanwhile province level (PSC and PPC) has been established only in two provinces (Jabar and Bali). Each of the organization has run their own role according to the agenda project, despite of small obstacle of obtaining farmer get trained and absence of PSC members for meeting. • Training has been carried out, according to the scheduled, i.e. Advisor and farmer training in Jabar and only farmer training in Bali. It is important to note that advisor training funded by FAO has been done in Bali this can be taken into consideration to achieve advisor target to be trained. • First survey has been done in both provinces, carried by ICASEP in Jabar and UNUD in Bali covering 120 respondent respectively consist of 60 layer farmers and 60 broiler farmers. • This project is funded by ACIAR, and establish link with other donors (FAO, IDP, AusAID, USDP) is taken into account. Budget issue come to the surface are exchange rate and the number of project member is more than expected making establishment of the project in Sulawesi is postponed. In terms of payment, partners should send acquittals from previous period to attain the next payment. According to Dr. Patrick budget allocation is fully managed by each partner as long as not disturbing project activities and refer to Dr. Patrick knowledge. Things could be done better • It is time to find out more issues regarding development of poultry industry in Indonesia, concerning that Facebook group of ACIAR biosecurity project can a means for everybody to communicate and it will be made by Dr. Patrick. • Publication should be written regularly to the poultry magazines and who will write ? It can also be done by inviting journalist when conducting activities. Writing a short article at FB is another way to disseminate of poultry issue and this will be commented by all members to be publish later on. Risk analysis and Survey • QRA has been carried out in two provinces (Bali and Suldsel) by Dr. Jenny-Ann Toribio, this assessment is meant to find the pathway for introduction of HPAI to the farm. It is concluded that the most risk fall on boot of the people (manure collectors, spend chicken collectors and vaccinators) and equipments brought into the farm. • First survey is meant to compile baseline data, identifying what farmers are doing and why. Data • The recent activities after survey are data cleaning. Data obtain from the survey can be use later on for publication. • This project also allocating A$18,000 for research relating to this survey. At the moment, establishment of Poultry Quality Improvement Program (PPMU) imitating US NPIP (National Poultry Improvement Program) is prepared. It is expected that BCG can be used as a National institution model as the US NPIP. This is important to note how to include PBUI in the structure of PPMU. • In order to promote the project and biosecurity concern, this project is allocating supporting materials such as sticker, sign (Bugie), brochure, narrated video (Dr. Jubb and Drh. Hernomo), poster, T-Shirt (Sarini) and website and publication. The PSCs •
PSC is expected to help finding training participants as well as determining farmer to be chosen as a biosecurity dem-plot. • Communication is required to reach absent members at meeting. Plan for the next year • Training scheduled is according to the project scheduled. Stakeholder training will be run on month 4-6 (Y2M4-6) and second farmer training on month 10-12 (Y2M10-12). • PPC workplan should be made in more details, by including training schedule. • Bugie will start studying this semester at IPB Bogor, it is important to consider his task and time management with Hernomo. • For Focus Group preparation Dr. Patrick will provide the list of role of each focus group member that can be used later on by PPC and PSC to determine who will be invited. The list of focus group members is expected ready by July 17 2009. Focus Group Discussion will be supported by Elaine Barclay. Other Issues • It is about 95% certain that project implementation will begin in South Sulawesi. It needs to consider the formation, to which institution to be attached. • Indolivestock 2010 is a good moment to promote biosecurity and this project, by considering opportunities and obstacles.
