1. Introduction This comparative analysis is the outcome of an international (specifically Czech and Polish) partnership on the project. As part of the IS EQUAL project, the Czech side has been working on the development of a system for providing targeted support to both employees and businesses – specifically, in relation to corporate restructurings. The Polish side has been working on the development of specific educational services for the training of employees aged 44+. One of the primary results of the project on the Czech side has been the opening of what is called the “Employee Support Center” (Centrum pro podporu zaměstnanců (CPPZ)). The primary result on the Polish side has been the creation of a training model for employees aged 44 and above. The CPPZ is providing specific educational and counseling services to the employees of Czech Railways Inc. (ČD, a.s.) and, in particular, to those persons who have been laid-off or are facing the prospect of being laid-off. The CPPZ was opened in October 2006. The objective of the training model for employees aged 44+ has been to design a training system for the employees of the company Defensive Potential Industry (DPI), in order to improve their chances of finding a position in the labor market by enhancing their qualifications. These training programs have been available since 2007.
This comparative analysis works with the data obtained from a requirements analysis, which was one of the initial outputs of both projects. The objective of the Needs Analysis was to identify the needs for the comprehensive set of outplacement methodologies that were being developed and to put together the methodologies that were to be used in providing educational and counseling services to the respective target groups – i.e. the employees of the Czech Railways (ČD, a.s.) on the Czech side and the employees of the defense firm Defensive Potential Industry on the Polish side. The comparative analysis of the Czech and the Polish data is used as a tool to compare the opinions and the requirements of the target groups in certain specific areas, which are closely related to the introduction of the outplacement methodology and the employee training model. The results of the Needs Analysis will be used to effectively implement the outplacement services methodology and the employee training model, on the basis of the specific requirements of both of the studied companies.
2. Comparative Analysis Design The comparative analysis, which is the subject of this report, compares the situation of the two target groups in certain specifically defined areas. The comparison was made on the basis of data obtained from a similar type of questionnaire, which was used for the survey conducted of the two different target groups. An ideal comparative analysis should meet certain basic initial criteria. It should have: • the same analysis objective. • comparable questions (or at least topics). • comparable initial situations with respect to the subjects of the analysis. • a comparable structure of the sample. • the same number or relative sample size in terms of respondents. • etc. This comparative analysis respects and conforms to the above-outlined methodological criteria. The analysis meets these criteria by having the same objectives and in terms of the fact that the subjects of the analysis were facing the same initial conditions (both were companies with more than 1,000 employees and both were undergoing a corporate restructuring). The analysis also meets other methodological criteria that were necessary for its proper completion.
2.1. Analysis Objectives The objective of the survey was to identify the opinions and the needs of the employees of ČD, a.s. and DPI in certain specifically defined areas. The objective of the comparative analysis was to compare the opinions and the needs of the two target groups. The outlined objectives, grouped into logically related clusters, make up the individual chapters of this report. Employee opinions and needs were surveyed in the following areas: • work satisfaction • work motivation • work communication and access to information • evaluation and career planning • restructuring and staff layoffs • education, qualifications and requalification
2.2. Methods and Techniques The use of a questionnaire was the technique selected for the collection of the raw data for the requirements analysis of the employees of both ČD, a.s. and DPI. In addition to questions
designed to help determine the demographic breakdown of the sample pool and independent variables, the Czech version of the questionnaire contained 57 closed and 7 open questions. The Polish version of the questionnaire contained 9 fewer questions. The Polish questionnaire was missing questions related to issues surrounding the signing of a collective bargaining agreement, which were specifically related to ČD, a.s. Any equivalent Polish context was lacking. Additionally, the Polish version contained fewer questions focusing on the interest of the respondents in particular types of education services (the Polish questionnaire was able to cover this topic with a smaller number of questions). Both language versions of the questionnaire are attached as Supplements Nos. 1 and 2. The data collected through the questionnaires was processed using a mathematically based statistical methodology (specifically through the use of descriptive statistics). SPSS software (version 14.0 for Windows) was used in the analyses.
2.3. Data Collection On the Czech side, the data collection took place in May 2005 and on the Polish side, the data collection took place from May through July 2007. The comparative analysis was put together during the months of July and August 2007. Although the data collection didn’t take place at the same time, this difference in timing shouldn’t have any impact on one of the criteria for the proper completion of the comparative analysis – specifically, the requirement for the existence of comparable initial situations surrounding the subjects of the survey. At the time the data was collected, both of the companies were undergoing major organizational changes and the surveys were directly related to those similar situations.
In the Czech Republic, the data was collected all at once as part of an occupational health and safety training program, which was attended by the employees of the surveyed company. Printed questionnaires were used for the survey. In Poland, the questionnaires were distributed and collected electronically on a continuing basis over an extended period of time.
2.4. Description of Studied Companies České dráhy, a.s. is one of the largest employers in the Czech Republic. This company, Czech Railways, provides international rail transportation services and performs maintenance, repair and upgrade work on the country’s rail infrastructure. This new company was established in 2003 as one of the successor entities of the formerly state-operated entity (also previously identified as) Czech Railways. The company currently employs more than 50,000 workers. In 2005, Czech Railways underwent an extensive restructuring, accompanied by employee layoffs. The history of the Polish Defensive Potential Industry (DPI) started after the 1st World War. Since that time, the DPI companies have produced: armor for a variety of different types of armaments, air defense systems, optoelectronic and measuring devices, battlefield weapons and equipment for individual soldiers and ammunition and it performed military overhaul services, including airplanes. At present, there are approximately 35,600 employees in 38 Polish DPI companies work. The main changes at DPI are connected with various governmental decisions related to this sector of the economy (National Treasure is a partial owner of DPI companies). Big changes at DPI started happening in 1998, when the government announced the program for the technical modernization of various services, parts of which were a program of DPI company restructurings. The strategic direction of this program assumed a 10% reduction in overall employment. Data shows that although the DPI companies started
performing better after the restructuring was started, only 15% of the laid-off DPI workers were able to get a job in the new companies created after the restructuring of the original DPI companies.
2.5. Description of the Sample For ČD, a.s., the pool was made up of employees in the following three categories: employees not affected by the restructuring process (no layoff risk), employees affected by the process (to be laid-off within the year) and employees already laid-off (within notice period). A total of 294 questionnaires were collected. This represented 0.588 percent of the sample pool. For Defensive Potential Industry, the pool included all employees who expressed an interest in the educational services that were being offered as part of the project. A total of 234 questionnaires were collected. This represented 0.657 percent of the sample pool.

3. Results 3.1. The Sample Characteristics The sample pool is characterized on the basis of the respective demographic data and other independent variables. The independent variables are used as inputs to the analysis and, during the second stage sorting process, the degree to which the independent variables affect the dependent variables is examined. Independent variables include such factors as gender, age, education and the number of years working for the company. The relative presence of the independent variables is shown in Table 1. Certain differences have been identified in the characteristics of the Czech and Polish sample pools. For example, in the Polish pool, men and women were almost equally represented; whereas, in the Czech pool, men were present much more than women. The Polish pool was heavily made up of older age groups (41 and over); while in the Czech pool, there was a relatively more equal representation of all age groups. The Polish pool consisted largely of individuals with the highest (tertiary) levels of education. This was distinct from the Czech pool where the percentage of tertiary school graduates was negligible and where the sample pool was dominated by individuals with vocational and secondary school educations. One could expect that these differences – specifically those related to education – would have an impact on the character of the responses and these facts were therefore kept in mind in the interpreting of the results. Due to the fact that older age groups were prevalent in both sample pools and the fact that most of the respondents had worked for their companies for at least 11 years, we established that there was a high level of stability to the workforce in both companies. 3.2. Evaluation of the Employer, Personnel Department, Unions and the Job Itself One conclusion is that the employees of both companies are satisfied with their jobs (however, the Czech respondents expressed a slightly greater degree of satisfaction). The satisfaction with the job was measured using a 4-level scale and the respondents were therefore not given the option of selecting a median non-indicative value. The lower relative number of employees who were satisfied with their jobs at Defensive Potential Industry may partly be a result of the fact that the Polish sample pool contained a greater percentage of tertiary school graduates, who usually tend to be motivated by the work itself, much more than individuals with lesser levels of education. The evaluation of the employer, the personnel department and the unions was measured using a 5-level scale, which included a median, average response as one of the options. The results of the survey show that the average rating was in fact the one that was most frequently chosen by the respondents. The Czech respondents were the ones who gave the worst ratings to the unions. This may have been the result of the situation, which existed at the time the data was collected, in which the unions were in the midst of more-or-less subjectively successful negotiations regarding the collective bargaining agreement for the employees.

With respect to the Polish respondents, on an overall basis, lower ratings can generally be seen in all of the areas. The average calculated values for the rating of the individual categories in both countries can be seen in Chart 1. Chart 1
3.3. Communication with Managers, Assessment of Work Performance, Motivation through Benefits In both countries, communication with management was most often rated as satisfactory in the responses of the older age groups with individuals who had worked for their company for at least 11 years. The younger respondents had a tendency to express dissatisfaction in this area. A regular assessment of their staff’s performance at work, done by senior employees, is a practice which is more commonly used at ČD, a.s. However, the employees of both companies indicated that they would appreciate having such regular assessments of their performance at work done; and, they would also like to see the results of such assessments be reflected in their financial compensation and professional/career advancement. The results are shown in Chart 2.

The youngest age group and the respondents with tertiary levels of education in the Czech sample pool showed the greatest level of interest in having the assessments of their performance at work tied into their professional/career advancement. In the Polish sample pool, the youngest respondents indicated that their performance at work was clearly not evaluated by their managers. At the same time, the oldest age group indicated the exact opposite. It is almost as if the employer only evaluates the performance at work of employees aged 31 and above. This is even though all of the workers would appreciate such evaluations.

Both ČD, a.s. and DPI offer employee benefits with the objective of boosting the satisfaction and the performance at work of their employees. The questionnaire included a list of ten benefits asking whether or not these were offered to the employees. When interpreting the data, it should be pointed out that while the results obtained from the Polish sample pool were the most influenced by the presence of tertiary school graduates, in the Czech sample pool, the results were the most influenced by the presence of individuals with vocational and secondary levels of education. The level of the individual’s education is related to their opinion, which then has an overall impact on the perception of the benefits and how well the person is informed about these benefits.
3.4. Education, Qualifications and Career Advancement Optional training programs, which are offered by the employer, are more appreciated by the employees of Defensive Potential Industry, who also tend to more frequently enroll in such programs. The higher level of interest in optional courses, as seen at the Polish company, may be related to the fact that the majority of the Polish sample pool consists of individuals with tertiary levels of education.

Chart 3 shows the overall level of interest in optional training programs on the part of employees and it also shows their level of awareness about such programs. The chart highlights that the respondents were interested in more information about these programs and that the respondents from both companies were very interested in the idea of enhancing their education through enrolling in optional qualification courses, as required for their existing job positions. In all of the skills and qualification areas inquired about in the questionnaire, the respondents who tended to rate their level of knowledge the highest were the youngest respondents with secondary and tertiary levels of education. The only exception to this paradigm was with respect to the foreign language skills reported by the Polish respondents. In this case, older respondents (over age 50, with secondary levels of education) were the most likely to indicate a knowledge of foreign languages. The Polish respondents indicated an average level of knowledge in all of the qualification areas inquired about. The Polish sample pool indicated a much greater level of computer knowledge and internet skills in comparison with the Czech respondents. The employees of ČD, a.s. definitely gave themselves the lowest ratings with respect to their foreign language skills and their knowledge in the area of labor law. However, they indicated that they would be interested in improving their level of knowledge and qualifications in these areas. It can thus be assumed that they view these qualification areas as being important for them and they would like to have/improve their abilities in these areas. The self-evaluation of the respondents in terms of their skills in certain areas and their degree of interest in improving their skills in these areas is shown in Table 3. Both the Czech and Polish respondents indicated that they were interested in further improving their skills and qualifications in the areas asked about in the questionnaire. Thus, it was seen that the respondents showed a great deal of overall interest in both further education and in improving their job qualifications. It is perhaps not surprising that there was a greater interest in the educational programs if they were offered during working hours. However, even though the level of interest in education during non-working hours was somewhat less, this difference was not in any way significant. This situation is shown in Chart 4. Chart 4
The questionnaire asked each respondent whether or not they were open to the idea of starting their own business. One-third of the respondents in each country responded affirmatively to this question. However, nearly half of all respondents expressed an interest in the courses designed to prepare them for entrepreneurship. This evidences that there is an opportunity to increase people’s interest in starting their own businesses through the providing of such courses.

The Polish respondents indicated a greater degree of interest in career advancement (90%; CZ = 71%) and they also more frequently tended to perceive the idea of further career advancement as realistic (46%; CZ = 27%). The respondents that showed the greatest level of interest in professional advancement were mostly those over the age of 50. In the Czech Republic, they were joined by a younger cohort of individuals ages 31-40, with secondary or tertiary levels of education. Those who tended to be the most interested in professional advancement in both countries were individuals who had worked for their companies for more than 11 years.
3.5. Information and Opinions on Corporate Restructuring The section of the questionnaire dealing with employee layoffs was regarded as a key part of the study by the organizers of the survey because it was directly related to the primary output of the project (i.e. the creation of a methodology for the providing of specific educational and counseling services that will be offered to the employees of both companies). The concerns about discussing the employee layoff issue existed because, at the time of the survey, both companies were undergoing a major restructuring and an assessment of their employees’ awareness and attitudes with respect to this issue was considered a sensitive topic. However, it was a topic which had to be included in the survey in order to make sure that the project produced relevant results. The survey wanted to know the extent to which employees had been informed about the fact that there companies were undergoing a restructuring process. This is because it is assumed that the knowledge of such information gives an employee the opportunity to prepare for a possible layoff. 30% of the employees at ČD, a.s. felt that they had been informed about the company’s future plans and the related personnel changes. At Defensive Potential Industry, this percentage was 40%.

If an employee is to be laid-off, the decision is announced to them in advance. Under the current system, the Czech employees learn about the layoffs three months in advance. Although a third of them were OK with that, another third indicated that they would appreciate being told about the fact that they were to be laid-off six months in advance. Polish employees were all told about the layoffs three months in advance and they were all satisfied with this notice period. The employees of both companies indicated that they would appreciate more information on the layoff plans of their employer. The types of information that they would like to receive are shown in Chart 5. Chart 5
According to the respondents in both countries, their employer provides only limited information related to the restructuring process. It is important therefore to identify the great level of interest on the part of employees in access to information related to the restructuring of their companies. Under the current situation, this information is not being provided to the employees. Therefore, it appears necessary to inform employees about the positions that are at risk, about the approximate number of workers that will be losing their jobs, about the time horizon over which the layoffs can be expected to take place and about the regions that will be most impacted by the layoffs.

One-half of the employees at ČD, a.s. answered in the affirmative the question about whether their company was trying to avoid the layoffs. This feeling was also related to the belief on the part of these respondents that the company was also trying to avoid or to mitigate the negative impacts associated with the layoffs. Similarly, one-half of the employees at Defensive Potential Industry believed that their company was trying to avoid the layoffs; however, only 23% of them were convinced that the company was also trying to mitigate the negative impacts associated with the layoffs. The employees of ČD, a.s. felt much more threatened by the layoffs than did the employees of DPI. The Czech respondents indicated that they expected to be laid-off within a period of 1 – 3 years. If any of the employees at DPI felt the threat of possibly losing their jobs, they expected to be laid-off within a single year. The employees of both companies were not being provided with sufficient information on the support offered by their employer to those whose jobs were at risk. They also believed – perhaps due to the fact that they were without the information – that the support being offered to those employees who were at risk of being laid-off or to those who had already lost their jobs was clearly insufficient. Chart 6 shows the percentages of employees that felt threatened by a possible layoff, that felt they were also not being provided with a sufficient amount of information on the assistance being offered by their employer and those that also felt that the assistance being offered to them was insufficient. In an attempt to find out what type of assistance could be provided to employees in dealing with the negative consequences associated with the loss of a job, the questionnaire asked whether the respondents personally knew someone who had been laid-off at their company. If they did know someone, they were asked to indicate the types of problems encountered by that person. By remarking about someone else’s experience, the respondents were able to express their own concerns related to the consequences of a layoff, to which the project’s organizers could then respond by providing effective and targeted assistance. If the employees knew someone who had already been laid-off (CZ = 84%; PL = 56%), the problems which that other person had had to deal with consisted mostly of financial problems and the problems associated with finding a new job. For some of the laid-off individuals, there were incidents of depression, stress, mental problems and alcohol-related problems. This suggests that any assistance offered to those laid off should focus on the elimination of these identified negative outcomes.

4. Summary and SWOT Analysis The employees of both companies surveyed (ČD, a.s. and DPI) perceived the situations surrounding the respective restructuring processes differently. They also had varying opinions with respect to their employers and they indicated different needs in the areas of job satisfaction, the acquisition of new qualifications (skills), an increase in motivation at work, an appreciation of the advantages/benefits associated with their jobs, etc. All opinions and needs, which were communicated by the employees, have been examined in order to create an optimum methodology for employee outplacement and advancement, which can lead – in the case of the surveyed companies – to a successful and painless completion of the corporate restructuring process and employee layoffs. In an attempt to live up to their objectives of being socially-responsible companies, the employers that were the focus of this analysis therefore prove that even at a time of such major changes, they put an emphasis on human resources as a top priority in terms of their corporate strategies; and, during this process, they focus not only on the employees who are staying but also on those who are being let go. The survey results show the presence of certain positive and certain less positive conditions for the implementation of the outplacement methodologies and the employee advancement model. An overview of these conditions is shown in the SWOT analysis that was completed separately for each of the surveyed companies.
