Cases submitted by the Antwerp partners Case 1 EN Y is a quiet girl with a depressed mindset. She is present at school but that is about it. She frequently lays with her head on the coach, refuses to do assignments and doesn‘t say a word. She is being followed up by a psychologist. Y is being followed up by a therapist that sees her almost monthly since august. Her father has committed suicide. Y is in the 2nd year of the study direction ‗commerce‘. She is present but very unmotivated. Previously she took the study direction ‗Animal care‘. She has no work ambitions and refuses to follow a ‗personal development track‘. She is mostly at home in front of the computer. NL Y is een stil meisje met een depressieve ingesteldheid. Ze is aanwezig op school, maar ook niet veel meer dan dat. Ze ligt vaak met haar hoofd op de bank, weigert opdrachten te maken en zegt geen woord. Wordt opgevolgd door haar psychiater. Y wordt opgevolgd door een therapeute die we ongeveer maandelijks ziet, sinds augustus. Haar vader pleegde zelfmoord. Y volgt de afdeling Handel e 2 jaar. Ze is aanwezig, maar heel ongemotiveerd. Daarvoor volgde ze Dierenzorg. Ze heeft geen ambitie qua job. Weigert POT traject. Zit thuis vooral op de computer.

Case 2 EN H came 5 years ago from Serbia to Belgium. He lives with his mother. He has a sister and two brothers. Himself and his 15 year old brother have a wife. They all live in the same house. There is no income. The family is staying illegally in the country. H is trying to earn some money by collecting old iron. ‗Studying and working‘: H wants to a chance in a bridge-project. He is willing to cooperate and follow a ‗personal development track‘.
NL H kwam 5 jaar geleden uit Servie naar Belgie. Hij woont bij zijn mama. Hij heeft een zus en twee broers. Hijzelf en zijn broer van 15 hebben een vrouw. Ze wonen allen in hetzelfde huis. Er is geen inkomen. Dit gezin verblijft illegaal in het land. H probeert centjes te verdienden door het ophalen van oud ijzer. ‗Leren en werken‘: H wil terug een kans krijgen in een brugproject. Hij is bereid om mee te werken aan zijn POT.

Case 3 EN Y didn‘t give a good impression during the screening phase, in class he has a ‗cool‘ attitude, takes up a leading role and thereby influences others in a negative way. He was allowed to apply for a bridge project but didn‘t do that in the right way and due to his ‗notorious‘ stories from the past he didn‘t get a chance. Teachers don‘t manage to get him back on track, he doesn‘t listen and they cannot get to him. Y is carrying quite some baggage with him, he has already been confronted with the justice system en had to do community service (penalty tasks.) Irrespective of all of that; we do see possibilities in this boy . He is quite skeptical en does not have full confidence in the chances that are given to him and it is exactly this point that we want change. We hope that the ‗personal development track‘ can push him in the right direction in a period that could be the right moment/ a turning point for him. We want to work on his motivation, on accepting authority, self- reflection and having faith in his future prospects. Y has to believe that there are possibilities for him, if he would follow a good education and find a job. If he is motivated and goes along with this he will learn to the see the advantages of that en be able to change his attitude.
NL Y maakte geen al te goede indruk tijdens de screening periode, hij stelt zich nogal stoer op in de klas, neemt een leidersrol op en beïnvloedt de anderen eerder negatief; hij mocht solliciteren voor brugproject, maar dat heeft hij niet op een goede ma nier gedaan en door zijn stoere verhalen uit het verleden kreeg hij daar geen kans; leerkrachten zeggen geen vat op hem te krijgen, hij luistert niet en zij kunnen niet tot hem doordringen; Y heeft dan ook al een hele rugzak, hij is al in contact gekomen met het gerecht en kreeg een werkstraf bij adam; nochtans zien we mogelijkheden in deze jongen; hij is zelf wat argwanend en heeft misschien geen volledige vertrouwen meer in de kansen die hij krijgt en net dat willen we voor hem weer open krijgen; we hopen dat POT een rol kan spelen in het zetten van stappen in de goede richting in een periode die voor hem een sleutelmoment kan betekenen. We willen dat er gewerkt wordt aan motivatie, het aanvaarden van gezag, zelfreflectie en geloof in zijn toekomstmogelijkheden; Y moet erin geloven dat er mogelijkheden zijn voor hem om een goede opleiding te volgen en werk te vinden; als hij daar gemotiveerd in meegaat zal hij daar de voordelen van leren zien en zijn houding kunnen aanpassen.

Case 4 EN S lives with her mother but she doesn‘t have a grip on the absences of her daughter. Also the father that lives close by does not have any influence on her truancy behavior. S is not present at school, she refused a ‗bridge project‘ and a ‗preliminary project‘. S doesn‘t go to interviews and orientation days. st
She is in the 1 year of the study direction ‗commerce‘. Last year she was also studying part time the study direction ‗wood‘. There she was also registered in a ‗personal development track‘ and a ‗TimeOut‘ but she never showed up there. S needs a framework in her life urgently. S is officially registered as a resident in V but lives in M with her boyfriend. The address is unknown to anyone.
NL S woont bij haar mama maar ze heeft niet veel vat op de afwezigheden van haar dochter. Ook papa die in de buurt woont, heeft geen invloed op haar spijbelgedrag. S is niet aanwezig op school, heeft Brugproject en Voortraject geweigerd. S gaat niet sollicitatiegesprekken, proefdagen.. Ze volgt de e
afdeling Handel 1 jaar. Vorig jaar volgde ze in het Deeltijds van B de afdeling Hout. Daar was ze ook aangemeld voor POT en time-out maar ze is nooit of zelden geweest. S heeft dringend structuur nodig in haar leven. S is officieel ingeschreven in V bij ouders maar woont in M bij een vriend. Adres is door geen van de partners gekend.

Case 5 EN Ali lives for 3 years in Belgium. He is 20 years old and from Afghani descent, he has taken his first Dutch lessons and has applied in September for the study program of ‗‖plumber/ sanitary installations‘‘. Ali is a good guy and he makes a serious effort. Most of his fellow students are already working. He still hasn‘t found a job and it starting to irritate him. He is starting to get demotivated and fears that without a job he will not acquire a certificate. Moreover he has financial trouble. As an employment counselor it is my job to coach hem and guide him to get an appropriate job in the industry. Me (the general staff and student counselors) are of the opinion that the level of his Dutch is inadequate. Besides that, when he speaks, he mutters and that is unclear. I have told him to do something about this. When you want to work as a plumber, communication in Dutch is essential seeing that employers don‘t have a lot of a patience. Work is essential and that is why priority is given to students that master the Dutch language. How do I tackle this? How would this be tackled in Vienna? NL Ali is een drietal jaren in België. Hij is 2O jaar, komt van Afghanistan, heeft eerst Nederlandse lessen gevolgd en heeft zich ingeschreven in september voor de opleiding ‗installateur sanitair‘. Ali is een goede kerel en doet zijn best .De meeste van zijn collega-studenten zijn al aan het werk. Hij heeft nog geen werk gevonden en dat begint hem te enerveren. Hij geraakt gedemotiveerd en heeft schrik dat hij zonder job zijn certificaat niet zal halen. Bovendien heeft hij financiële problemen. Als jobcoach is het mijn werk om hem te coachen en te begeleiden naar gepast werk in de sector. Ik (en ook de vakleerkrachten en leerlingbegeleiding) ben echter van mening dat zijn Nederlands onvoldoende is. Bovendien spreekt hij binnensmonds en onduidelijk. Ik heb hem gezegd daar iets aan te doen. Als je wil werken als loodgieter, is communicatie in het Nederlands een noodzaak. Werkgevers hebben immers weinig geduld. Het werk moet vooruit gaan. Daarom geven zij voorrang aan cursisten die het Nl perfect beheersen. Hoe pak ik dit best aan? Hoe zou men dit in Wenen aanpakken?

Case 6 EN
Student is at the beginning of the academic year, 17 years and in the second year of the program ‗car mechanics‘. Last year the student was showing problematic behavior. Macho attitude, cool talk, no motivation and effort, cursing and problematic absences. This academic year the student started off with the same attitude + many illegal absences. Then the student decided that once he will turn 18 in December, he wants to terminate the training. NL
De leerling is aan het begin van het schooljaar, 17 jaar en in het 2e jaar van de studie automechaniek. Vorig jaar vertoonde de leerling problematisch gedrag. Student is 20 years, started in September with the study program ‗cosmetics‘. She started of fine, was motivated to study and work, was present in a good and correct way. After a number of weeks the student was frequently absent for no obvious reason. NL
Student is 20 jaar, is begonnen in September met de opleiding ‗verzorging‘. Ze begon op een goede manier en was gemotiveerd om te werk en te studeren, ze was ook juist en correct aanwezig. Na een aantal weken begon de leerlinge vaak afwezig te zijn zonder een duidelijke reden.

Case 8 EN st
Charlotte (17 years) is a student at our school and studies the direction of ‗nursing‘ since the 1 of September 2012. Charlotte has problematic behavior. She doesn‘t listen, does not accept rules is not willing to waking up in the morning and go to school and she does whatever she wants. Charlotte is employed but at work they are also not satisfied with her. She is getting numerous chances. At school the situation has really become problematic. She is disturbing other students and her presence in class is very unpleasant. We are putting her under a behavioral contract. If she does not comply with it then she will have to participate in a fulltime Personal Development Project. The contract doesn‘t seem to work. Charlotte is ignoring rules and not caring about her contract. The teacher decided that for now her evaluation at work should be postponed. The reason being that the teacher finds it difficult (unfair) to deprive the student from her work by sending her to do a Personal Development Project. Eventually the evaluation at work also indicates that she isn‘t doing too well and Charlotte is fired. NL Charlotte (17 jaar) is een leerlinge aan onze school en volgt de studierichting ‗verpleging‘ sinds 1 september 2012. Charlotte vertoont problematisch gedrag. Ze luistert niet, accepteert geen regels en wil s‘ochtends niet wakker worden om naar school te gaan en doet waar ze zelf zin in heeft. Charlotte is tewerkgesteld maar op het werk zijn ze ook niet blij met haar. Ze krijgt verschillende kansen

geboden. Op school is de situatie problematisch geworden. Zij stoort anderen leerlingen en haar aanwezigheid in de klas is zeer onaangenaam. Wij zetten haar op een gedragscontract. Indien zij niet voldoet aan het contract dan zal ze voltijds moeten deelnemen aan een POT. Het contract blijkt niet te werken. Charlotte negeert de regels en geeft niet om het contract. De leraar heeft besloten dat haar evaluatie op het werk voor nu moeten uitstellen. De reden is dat haar leraar het moeilijk vindt (oneerlijk) om de leerlinge nu te onthouden van haar werk door haar naar een POT te sturen. Uiteindelijk wordt ze toch geëvalueerd op het werk omdat het daar niet goed gaat en wordt Charlotte ontslagen.
Antwerp case solution EN Charlotte will go fulltime to a Personal Development Project until the end of her compulsory school attendance. NL Charlotte zal door ons voltijds naar POT gestuurd worden tot aan het einde van haar leerplicht.
Vienna case solution and remarks NL De situatie in Wenen is verschillend van de Antwerpse situatie. De leerlingen hebben daar geen leerplicht tot 18 jaar. In dit geval zou het Arbeitsamt zich met Charlotte bezig houden, en niet de school. Dit omwille van de leerplicht tot 15 jaar. In Wenen redeneert men dat het zinvol is dat jongeren beseffen wat het is niet meer naar school te gaan en daardoor geen werk of begeleiding te hebben. Zo kunnen zij zelf beslissen hoe ze met hun leven verder willen. De meeste jongeren komen daardoor terug op hun poten terecht. De Weense partners kwamen echter tot het inzicht dat het zinvol zou kunnen zijn om na een periode van bv. een half jaar de schoolverlaters terug te contacteren. Zo kan men zien of ze hun weg gevonden hadden, of dat verdere begeleiding misschien toch nodig zou zijn. EN The situation in Vienna is very different from Antwerp. Pupils dont have compulsory school attendance till the age of 18. In this case the Arbeitsamt would be busy with Charlotte and not the school. This is due to the compulsory school attendance till the age of 15. In Vienna people reason that it is usefull for youngsters to realize that by not going to school they won‘t have a job or guidance. This way they can decide for themselves how they want to proceed with their life. Most youngsters get back on track this way. The Vienna partners have realized that it would be useful to contact the early school leavers after a period of 6 months. This way you can find out if the youngsters have found their way or if they do require further guidance.

Case 9 EN
Schoolyear 2011-2012 Wim (17 years) has personal problems. Due to this he barely shows up at school lately en the same happens at work. Lately he does not come to school and never shows up at work either. He never even notifies upon has absence in advance. The student guidance center and the teachers have conversation with him. At first this seems to help. Wim comes back to school and goes to work again. This ‗improvement‘ lasts one working and a school week (in total 2 weeks). After that he is absent, again without a prior notification. His work does not tolerate this. NL
Schooljaar 2011-2012 Wim (17 jaar) heeft persoonlijk problemen. Daardoor komt hij amper naar school en ook niet naar het werk. Hij laat ook niet op voorhand weten dat hij afwezig zal zijn. Het CLB en de leerlingen hebben een gesprek met hem. Eerst lijkt het te helpen. Wim komt terug naar school en ook weer naar het werk. Deze ‗verbetering‘ duurt enkel een werk en school week (in totaal 2 weken). Daarna is hij weer afwezig zonder dit op voorhand te laten weten. Het werk tolereert dit niet.

Wim is leerplichtig en moet naar school tot 18 jaar. Op het werk heeft hij zijn kansen verknoeid en wordt ontslagen. Dit wil zeggen dat hij voor de volledige termijn (5 dagen op 5 en elke week) naar een persoonlijk ontwikkelingstraject zal gestuurd worden waar er zal gewerkt worden rond het verwerven van gepaste attitudes en normen. Als deze sessies aanslaan, kan hij snel terug naar het normale systeem voor een tweede en laatste kans in het deeltijds onderwijs. Er kan misschien een nieuwe job opgestart worden. De ouders worden door ons op de hoogte gebracht en hebben al dan niet een impact op het gedrag van hun zoon. Hopelijk kan deze negatieve spiraal doorbroken worden, waardoor Wim verder normaal kan functioneren. EN Wim has compulsory school attendance till the age 18. At work he ruined his chances and he is getting fired. This means that for the entire period (5 days on 5 every week) he will be sent to a personal development path where he will work on acquiring the right attitudes and norms. If these sessions impact him, he will be able to come back to the normal system for a second and last chance in part-time vocational education. Then maybe a new job can be found for him. The parents are informed by us and even though don‘t have impact on their son‘s behavior. Hopefully this downwards spiral can be broken and Wim will be able to function normally.
Vienna case solution and remarks EN Complete different system, hard to compare – absences are the problem of the teachers who move little times (have only to inform the company and they talk to students, may be later also the parents) social worker is sometimes involved, sometimes not. EN Complete different system hardly to compare. Absence is the problem of the teacher. We tried to contact the student, we contacts the company. Afterwards the parents. Social worker would approached to be contacted by the head of the class. There are no more things to do. The young men is then out of the system. NL Compleet verschillende systemen die moeilijk zin om te vergelijke. Afwezigheid is het probleem van de leraar. We hebben geprobeerd om de student te contacteren en ook het bedrijf. Achteraf de ouders. Maatschappelijk werker zou benard worden door het hoofd van de klas. Er zijn meer dingen die moten gebeuren. De jongeman dreigt binnenkort uit het systeem te vallen.
Case 10 EN Student was registered as an unschooled minor and stayed at the time at a LOI (local shelter ). On 31/12/11 he had to leave the shelter because he turned 18 and therefore also the guidance of the LOI would stop. It became crucial for Ali to have permanent employment and at the moment of registration (at school) he didn‘t have the right papers yet either. He had been doing well at the language track and the bridge project that he was going through. What we did: - Looked for a company that would welcome Ali‘s profile -Together looked for a company and place to live -Together with the company ensured that he could settle in somewhere -Together with all the involved people composed his file of regularization -Together with the shelter counselor contacted the OCMW (Center for societal wellbeing) and arranged a new place to live and set up a guidance plan -Together with the teachers, student guidance and employment guidance a framework of care was set up in which Ali is followed up intensively -There is a frequent consultation with the employer to discuss the progress at work and also with regard to Ali‘s independent habitation Result: Ali works, lives by himself (with our support), his papers are in order based on his employment and education and they are being extended yearly. There is no threat of a potential relapse and if he finishes the program successfully, he will be able to apply for the Belgian nationality within 2 years .
NL Leerling werd ingeschreven als niet begeleide minderjarig en verbleef op dat moment in een LOI (= Lokaal Opvang Initiatief). Op 31/12/2011 moest hij het LOI verlaten omdat hij 18 jaar werd. Op datzelfde moment stopte ook de begeleiding van LOI. Daarnaast was het ontzettend belangrijk dat Ali een reguliere tewerkstelling had, hij was op het moment van inschrijving nog niet in het bezit van de juiste verblijfspapieren. Hij heeft sinds de start reeds het traject van voortraject Taal en brugproject op een positieve wijze doorlopen. Wat hebben wij gedaan: - Patroon gezocht die openstaat voor het profiel van Ali. - Samen met patroon een woonst gezocht.

Resultaat: Ali werkt, woont nu alleen (mits onze ondersteuning), zijn verblijfsdocumenten zijn nu in orde op basis van tewerkstelling en opleiding en wordt jaarlijks verlengd. Case 11 EN Youngster came to us with major school fatigue and an absence problem .The home situation is problematic: mother is very sick and the relation to the father is quite complicated. Mother is juggling inconsistently in between the father and son. The result is that neither father or son have the feeling they can rely upon the mother‘s support and go to her with their problems. Gregory has done in his last academic year a ‗bridge project‘ to familiarize himself with the expectations at place of work, concerning presence, effort and seriousness. This occupied him for a year. After a lot of falling and rising Gregory realizes that the department he was in, wasn‘t suitable for him. After many conversations it became clear that he would like to go in the direction of catering but his parents were opposing this. As a steppingstone he was studying a couple of months in the department of ‗wood‘.

Also here it became clear that the ‗construction industry‘ is not for Gregory. There was a threat that he would fall out of the system again. We sat around the table with the student guidance, employment counselors ,teachers, the student and his parents. Conclusion: since 1/1/2012 Gregory has a permanent job through an ‗IBO‘ in a fast-food restaurant. (IBO= individual professional education: unemployed individuals get educational training at work for 1-6 month and thereafter a contract). He resumed his program at school and changed to a catering education. He will most likely get a permanent contract in the end of the year if he complies successfully with the current one.
NL Jongere kwam bij ons binnen als ontzettend schoolmoe met een behoorlijke afwezigheidsproblematiek. Thuisbasis ligt moeilijk: moeder erg ziek en band met vader ligt moeilijk. Moeder zit steeds tussen zoon en vader in en is hierin niet altijd even consequent waardoor noch vader noch zoon het gevoel hebben van steun te krijgen en bij haar terecht te kunnen met hun zorgen. Gregory heeft vorig schooljaar via ons een brugproject gedaan om te wennen aan de verwachtingen die een werkvloer aan hem stelt m.b.t. aanwezigheden, inzet en ernst. Dit heeft een schooljaar in beslag genomen. Uiteindelijk na veel vallen en opstaan heeft Gregory beseft dat de afdeling waarin hij zat niets voor hem was. Na heel wat gesprekken werd duidelijk dat hij graag in de richting van horeca zou willen gaan maar ouders waren hier enorm tegen. Als tussenstap heeft hij dan enkele maanden in de afdeling hout gezeten waaruit dan ook bleek dat dit profiel ( de "harde sector bouw") niets voor Gregory is. Hij dreigde opnieuw af te haken. We zijn dan opnieuw met leerlingenbegeleiding, tewerkstelling, leerkrachten, jongere en ouders rond tafel gaan zitten. Conclusie: sinds 1/1/2012 heeft Gregory regulier werk via een IBO - contract in een fast-food restaurant. Hij heeft terug zijn traject op school opgenomen maar is wel overgeschakeld naar een horeca - opleiding. Hij zal naar alle waarschijnlijkheid op het einde van dit jaar daar een vast contract krijgen als hij zijn huidige contract op een positieve wijze vervult.

Haar tante heeft ook een appartementje geregeld voor haar zodat ze niet meer in een hostel moet wonen. Met betrekking tot ‗jongens‘, heb ik gesproken met haar over het afbakenen van grenzen en het

reflecteren van haar gedrag. Haar nieuwe trainers hebben me verteld dat dit het nu veel beter gaat hiermee.
Case 2 EN Two 17 year old students have deteriorating grades for a long period of time within the topic of AHS/BHS.This is considered to be derogatory behaviour or aversion towards the teacher of the subject. Furthermore; tuition prices are deemed as insignificant by the youngsters. Compulsory schooling has already been completed and there is still no improvement with regards to their grades. They have no more motivation to hold on till graduation and the girls ‗don‘t feel like studying anymore‘ and want the possibility for an apprenticeship with A-levels.Both are satisfied for the moment , as it is obvious to them that with a practical education (training) and a vocational exam they have better chances to acquire a job. However; to achieve this they have to take upon themselves a heavy workload consisting of the experience of the occupation, vocational school and vocational diploma in the evening.The success rate with professional diploma is only about 50 % whereby each participant can take the TN three times.The problems are that the students, bring bad credentials with them and due to the voluntary nature of the vocational diploma develop little discipline. They won‘t do the recommended exercises and will drop out from the core courses needed for the vocational diploma. NL Twee 17 jarige studentes hebben gedurende lange tijd verslechterende cijfers bij het vak AHS/BHS .Dit wordt beschouwd als denigrerend gedrag tegenover de docent van dit vak. De dames beschouwen schoolgeld als onbelangrijk. Het duo heeft de verplichte scholing al afgerond en er is nog steeds geen verbetering m.b.t. hun cijfers. Zij hebben geen motivatie meer om het nog vol te houden tot het afstuderen . De dames willen de mogelijkheid tot een praktische opleiding. Ze zijn momenteel tevreden omdat het hen duidelijk is dat zij met een praktijkgerichte opleiding en een beroeps-examen grotere kansen hebben op de arbeidsmarkt. Echter, om dit te presteren moeten zij een hoge werklast op zich nemen en avondschool. Het slagingspercentage is slechts 50 % waarbij elke deelnemer het TN slechts drie keer kan nemen. Probleem is dat de studentes met slechte cijfers aan het examen begInne De Moorn en omdat het diploma niet verplicht is zullen ze weinig discipline ontwikkelen. Zij zullen hun huiswerk niet doen en zullen de vereiste vakken die nodig zijn om het examen te halen , laten vallen.

But they have to follow very strict regulations: they need a fixed attendance (75%) to apply for the examination, so if they miss too many hours they cannot do their exam.

What I do if they miss courses is to talk with them .... and try to motivate them and offer an extra service (extra E-mails, I talk with the coordinators to find a appropriate solution for this case) Additional I serve a edumoodle e-learning platform for the whole course, so pupils know what happened when and get all informations and also downloads for the missed evenings. Each course I document for the topics and also for the attendance. Located at the different vocational schools from where the pupils come, there are pedagogic tutors, persons in support for each pupil. They get my information when "their" pupils didn't show up. From this side also, they try to find a solution. And as the vocational school is payed working time, the teachers there have more forcing possibilities for the vocational school attendance, but after all, the Berufsmatura is by choice and - this is important - also free of charge. So if the members pass away this opportunity and apply years later for this exam, they have to pay for it. This is often a motivation. If they fail the exam (even when they participated always) they can retry the test 2 times. There are also offers to follow up extra courses. So for the skipped courses the first opportunity is the edumoodle platform.
Vienna remarks EN What I do to motivate the pupils? I come in the class 20 min before the lesson starts (weekly lessons last from 17:30 – 20:45).The members know that and some of them also come early to chat with me or tell me about their situation. This is also time for me to correct or prepare something I would do otherwise at home if there is no need to talk. At the beginning of the course (which lasts for 1,5 years) I welcome each attendee singly, shake their hands and look into their faces. I ask them to tell about their motivation opting for the Berufsmatura and about their educational background. Mostly I remember these answers (in combination with faces when I first welcome them in the class at the beginning of the course) and bring it to mind months later. At the beginning of each course I give an overview about the content of this evening. So the pupils can orientate themselves if this chapter is clear or not. So they can ask me concretely about themes to repeat. Generally I repeat important information as the first activity each evening, ask for it and when someone knows I honor it explicitly. When I give feedback I usually articulate the positive things clear and express them as a positive example for the whole class. When I get the feeling pupils don‘t take their preparation serious, then I confront them with the demands and requirements for the test. So their attitude and their target get clear.
Antwerp solution, remarks and conclusion EN I do not have any specific remarks or comments. I think that with the means Birgit and the BerufMatura have, there is nothing more to do. In my opinion prevention of dropping out starts with contact between the teacher and the pupil. The way Birgit behaves towards her students is very warm.

She is doing more than she has to. Maybe she has to find a less general way, but a more individual way, more in the need of the pupil. I mean: some pupils can be annoyed when she is making contact like that. But the most important thing is that she wants to make them feel welcome and she will do everything in her capacity to make them succeed. For me, when I‘ve read the case, it was very strange that the deteriorating grades of the pupils were considered as derogatory behavior towards the teacher. If that is true, we have a long way to go. As long as teachers take this things personal and because of that, give less chances to the pupils, pupils will drop out. When a pupil is acting like that, the cause is to find in his or her story. If we find out what is behind the behavior, we will make big steps forward. Then we‘ll have to make money free for the guidance of the pupils
Case 3 EN Girl (16) studies with us and has an aggressive (boy)friend (18). He is also aggressive towards the girl .Girl has been injured several times by her boyfriend but she defends him nevertheless. Boy is very jealous and considers every male colleague to be a rival and therefore threatens the whole group. The other students are then afraid to come to work/training. NL Leerlinge van 16 heeft een agressieve vriend die zich agressief gedraagt tegenover de hele groep. Hij is zeer jaloers en beschouwt elke man als een bedreiging. De andere leerlingen zijn bang om nog naar de klas te komen.
Case 4 EN Boy (17) comes and goes whenever he wants, adheres to no rules (house rules) he does not cooperate and has no interest in the profession. Mother does not cooperate with us either. The boy does not come to school with his materials; he does not participate in class and always distorts the order at the costs of other students. He is potentially very aggressive. NL Leerling van 17 komt en gaat naar school wanneer het hem uitkomt. Houdt zich niet aan de regels, werkt niet mee en toont geen interesse in het vak/ de studie. Moeder werkt ook niet mee. De jongen neemt zijn schoolspullen niet mee, doet niet mee in de les, stoort de les ten koste van de andere kinderen. Leerling is ook agressief.

Case 5 EN Student comes to class on an irregular basis; calls in sick all the time . She claims not to feel good but when asked to go to doctor she is afraid to do so. NL Leerlinge komt onregelmatig naar school en meld zich constant ziek; Zij beweert zich niet goed te voelen maar durft niet naar de dokter te gaan.
Case 6 EN Student has been bullied repeatedly by others and reacts very aggressive to that. NL Leerling wordt regelmatig gepest door klasgenoten en reageert daarop met agressie.

Case 7 NL De leerlinge heeft twee keer de eerste graad van de beroepschool bezocht, omdat ze altijd uit de buurt bleef van het onderwijs kreeg ze geen evaluaties. Voor de voltooiing van de eerste klas, behaalde zij examens. Nu is ze in de tweede klas en is er vrees dat ze deze keer niet terug keert van het ziekteverzuim. Argument van de student is dat als het goed gaat met haar moeder dan is het goed voor haar, maar als het slecht gaan dan geldt dat ook voor haar en dan kan ze niet naar school komen.

Maybe you‘ll find out that she is dealing with an overwhelming problem (family issues, social problems, financial problems …). If you find out this, you can deal with it. Building trust is crucial in order to provide guidance for a student. It is quite common that a training can only be started in the second schoolyear.

Case 8 EN A pupil had been harassed by the classmates as a pariah since the beginning of the term. He came and left school at his convenience. He should visit school at the moment but unfortunately he is not traceable. NL Een leerling wordt vanaf het begin van het jaar (semester) steeds lastig gevallen door klasgenoten. Hij kwam en ging van school naar zijn eigen voorkeur. De leerling zou momenteel op school aanwezig moeten zijn maar is helaas niet te vinden.
Vienna case solution EN The psychological service offered some counseling to the legal guardian (stepfather). The youth welfare service had been involved too. NL De psychologische dienstverlening heeft hulp geboden aan de voogd (stiefvader) van het kind. De sociale zorg/jeugddienst is er ook bij betrokken.
Antwerp remarks and conclusion EN In Belgium the pupil is obliged to go to school. Why not contact the police? Student support centers usually cooperate with the youth welfare service. This only applies to those students who are (agewise) legally obliged to study and are often absent at school. From the age of 17 intervention is done less as the students reach an age where they are not legally obliged to study. My experiences with this cooperation have been positive so far.

If necessary the school-psychologist will take part. If there is no solution the apprenticing-company and the headmaster will be consulted. NL Ten eerste zullen de leraren van de leerling op de hoogte gebracht worden. Meestal worden in soortgelijke situaties de gesprekken gevoerd tussen de leerling, de adviserende leraar (begeleider) en de betrokken medeleerlingen. Indien nodig wordt ook de school psycholoog erbij betrokken. Als er geen oplossing is dan wordt het stagebedrijf van de leerling en de rector van de school om advies gevraagd. Possibly we would initiate an incentive against bullying that would involve all the teachers. If that doesn‘t work out there will be a conversation with the principal. Our last resort would be to send the bullies from school. This 23
would however be preceded by a meeting with the employment places of the involved students. NL In eerste instantie wordt dit besproken in de klassenraad, zodat alle leerkrachten op de hoogte zijn. Dan zal er een gesprek volgen met de betrokken leerlingen en probeert men tot een oplossing te komen. Eventueel zet men een actie op tegen pesten, waarbij dan ook alle leerkrachten betrokken worden. He asks schoolteacher for help. NL Een leerling moet wegens een geweldadig conflict met zijn vader het ouderlijk huis verlaten. Hij zoekt onderdak maar noch vrienden of familie kunnen hem dat bieden. Hij vraagt zijn leraar op school voor ondersteuning. Vienna solution EN After an introductory meeting between the consulting teacher and the student the school psychology is consulted. Furthermore we try to take out the student of the crisis environment in order to work on an interim solution. This involves the attempt to provide temporary accommodation for the student to solve the family-conflict in the meantime. NL Na een kennismaking tussen de adviserende leraar en de leerling is de schoolpsycholoog geraadpleegd. We proberen ook de leerling uit het crisis milieu te halen om tot een interne oplossing te komen. Dit komt neer op tijdelijke opvang voor de leerling totdat de thuissituatie (conflict) is opgelost.

We discuss it a.s.a.p with the student guidance center and organize a conversation between the center and the student. The guidance center is het most appropriate organization to help and find solutions in such a situation. NL Als een leerling met zulke vraag komt zullen we zeker alle moeiten doen om hem/haar te helpen. We overleggen zo snel mogelijk met het CLB (Centrum voor LeerlingenBegeleiding) en organiseren dan een gesprek tussen de leerling en het CLB. of a problematic family with lots of kids. She lives already alone, suffers from overweight; has a closed personality and it is hard to get in contact with her. She quit her job, and some weeks later also the school. I had contact with her through facebook and she told me that she's afraid of the new practical tasks/exercises and that she has big problems with one of the teachers. The teachers heard that she posted something on facebook against a certain teacher, after a conflict in the class. She asked me to check; it was an unfriendly remark together with the name, so I recommended her to delete the name, if not the whole message. Consequently; another quarrel with the school and her mother occurred and she kicked me out of her fb-contacts and closed her fb-account.
NL Een kapster van 18 jaar, zit in haar 2e leerjaar van de opleiding. Ze komt uit een problematisch gezin met veel kinderen. Ze woont momenteel in een sociale/toegewezen woning, lijdt aan overgewicht heeft een gesloten persoonlijkheid en het is moeilijk om in contact te komen met haar. Ze is gestopt met werken en heeft ook haar opleiding voortijdig beëindigt. Ik had contact met haar via facebook en zij vertelde me dat zij angstig is over de nieuwe opdrachten en dat ze ernstige problemen heeft met een van de leraren. De leraren hoorden een gerucht dat de leerlinge een onvriendelijke boodschap over een leraar had geplaatst op facebook. Op verzoek van de leerling heb ik het bekeken. Het was een onvriendelijke opmerking over de leraar (zijn/haar naam stond vermeld)en daarom heb ik haar geadviseerd om de naam of zelfs het hele bericht te verwijderen. Daarna volgde er ruzies met de school en haar moeder waarna de leerling mij uit haar facebook contacten heeft verwijdert en haar account heeft verwijderd.

Vienna remarks EN The school doesn`t regard me as some kind of help when they work with problematic juveniles; many of the teachers think, that the kids come to me just to skip the lessons!!Working together is voluntary and depends on individual teachers. Most of the time i find out that some apprentices quit and left the school, when i don't see them for a certain time and start to look for them. To improve my working situation i had already a talk with my boss, the headmaster of the school and the school inspector and i will get 15 minutes of the next conference to give the teachers an overview, why the kids actually come to my counseling.
Antwerp remarks and conclusions EN If we analyze this situation, we have the following key facts: -The situation has already escalated to a premature and definitive termination of her study contract and school training -The student is difficult to contact and there is limited communication between the girl and her teachers -Social contact has been established through facebook with a social worker who has been appointed as a counselor -The perspective of the social worker in the school -Current problems are only the tip of the iceberg, in this case of traumatic educational problems the girl did not get support on time -Worst case scenario is far away from the actual problems Guidance steps: -When a youngster registers with us they are subjected to screening. Through this we acquire information about the home situation and the personality that we are dealing with (introvert, fearful, shy, ready to work or not) - The school staff also get a first impression and they will notice problematic behavior quite easily and in early stage (e.g. during a meeting of class counseling). Possibly the Center for student guidance gets involved. The pupil has to be comfortable in class en needs to know that teachers are willing to help and offer advice whenever it is needed. An example is someone who finds it unbearable to live at home, we will teach him/her how to live independently and manage a budget. - In the meantime the student counselors will contact the parents. In Belgium youth is legally obliged to study until the age of 18 and therefore it is mandatory to note and follow up absences on a daily basis. - In case school training is terminated prematurely, we usually have the history (record) of the students and have already taken all the possible steps and exhausted all available solutions - Every Belgian school is connected to a center for student guidance/counseling that consists of psycho-social workers, social assistants en medical personnel. These people are available 2 days a week in our school and are always accessible to the students. - To it does not seem as a feasible solution that a social worker in a school, uses facebook as a tool to

talk to students and their parents. Our principal would not recommend this as it is not considered to be professional.
Case 13 EN young apprentice, 20 years old, quit school before because of long and terminal sickness, now she had an accident, she is still in qualifying time; company announced, that they will not give her a steady contract. She is anyway not happy with her position, but parents don‘t want her to change again from school and prefer to sue the company;
NL Een jongvolwassene (20 jr.)is na het onregelmatig volgen van school, nog een jaar verloren wegens een fatale ziekte. Nu dat zij in haar proeftijd zit heeft zij weer een ongeluk gehad. Het bedrijf heeft aangekondigd dat ze haar geen vast contract willen geven. Zij is sowieso niet tevreden met haar positie maar haar ouders willen niet dat ze van school verandert en willen het bedrijf liever aaklagen.
Vienna solution and remarks EN I tried to find out what she really would like to do; for the next weeks she was away sick ( broken ankle), then i found out that she was unregistered in school; wrote her an sms to find out, whats going on: she was accepted at a more suitable education for grown ups
NL Heb geprobeerd uit te vinden wat ze graag zou doen (waar haar voorkeuren liggen) maar ze was een aantal weken met ziekteverzuim wegens een gebroken enkel. Toen ben ik erachter gekomen dat ze niet meer stond ingeschreven in de klas en heb ik haar een smsje gestuurd om erachter te komen wat er gaande is. Het bleek dat ze een bij haar passende opleiding had gevonden in het volwassen onderwijs en dat ze daar was toegelaten.

Our employers are important partners in the story of ‗studying and working‘. Once a contract has been entered into (probation or beyond) it is a serious commitment and the students are expected to act on that. Sickness, accidents and non motivation are not accepted due to the cost- benefit ratio from the perspective of the company. Parents that want to point the finger at the companies are advised not to do as it is of no use.
NL Plus 18 jarigen jongeren kunnen geen opleiding volgen zonder tewerkstelling. Onze werkgevers zijn belangrijke partners in het verhaal van leren en werken – eens een contract aangegaan (proeftijd of verder) wordt er een serieus engagement verwacht van de jongeren – ziekte – ongeval – non-motivatie is moeilijk in te passen op de werkvloer – kosten en baten zijn niet in verhouding. Ouders die bedrijven in gebreke willen stellen heeft geen enkele zin, dat wordt hier ontraden.
Case 14 EN Course of apprentice started in November 2010.She has many sick leaves and days with no excuses. She has been at work only three weeks without one day away since November 2010. There has been already many conversations with her, why she is ill so often and not at work. In her opinion, she is always at work. She has big perceptual problems, invents stories. She has the feeling that everyone else is against her (colleagues and trainers). The 3 instructors of the group have been fired end of July (with end of September). Now none of them are here anymore and the new instructions will take over the group with October.. In July she got one week vacations for her visits to different doctors. Not all of her trainers and advisors knew of this week. So she got another 2 weeks vacation from different trainers. NL Les van stagiaire is gestart in November 2010. Zij heeft zich vaak ziek gemeld of is zonder excuus afwezig. Zij is enkel 3 dagen aanwezig geweest sinds November 2010. Er zijn al gesprekken met haar geweest m.b.t. haar afwezigheid en frequente ziekmeldingen. Volgens haar is ze er altijd. Zij heeft een problematisch vertekend beeld van situaties en verzint verhalen. Zij heeft het gevoel dat iedereen tegen haar is. De 3 instructeurs van de groep zijn eind Julie (begin september) ontslagen. Niemand van hen is meer aanwezig en de nieuwe instructeurs zullen de groep overnemen in oktober. Niet alle trainers waren op de hoogte van haar ziekteverzuim en daarom heeft zij onterecht 2 weken vakantie erbij gekregen van verschillende trainers. 29

We hebben haar de mogelijkheid gegeven om van job te wisselen omdat zij dit graag wou. Ze heeft de mogelijkheid niet genomen en is ontslagen in November 2011.
Case 15 EN A young woman at the age of 23 had to interrupt her education several years ago because of pregnancy. It is very difficult for her to find a job, so she decided to complete her apprenticeship with our support. 2 weeks after her course already started, her trainer informed us that she was truant nearly half the time.* Typical case where student is in danger of dropping out of the COMPLETE program NL Een dame van 23 heeft haar opleiding een aantal jaren geleden moeten stoppen vanwege een zwangerschap. Het is erg moeilijk voor haar om een baan te vinden , dus hebben wij besloten om d.m.v. onze steun haar stage te voltooien. Twee weken nadat haar opleiding is begonnen spijbelt zij de helft van de tijd. .* Typische zaak waar de student dreigt te vallen uit het COMPLETE programma
Vienna solution EN We invited her for a counseling interview and asked for the reasons of her truancy. She had the opportunity to explain her absence. She talked about the difficulty of managing her education as a young mother. Together with her and the trainer we tried to work out a better schedule, so that it was easier for her to keep her appointments.

EN Conversation with this lady in the presence of a student guidance and employment counselor. We would indeed make a timetable that would help her to combine things and together with her we would seek for domestic aid. If possible within the family situation but if not than it would be through third parties (insurances, social orgs. etc). Once this would be up and running we would on a frequent basis re-invite her to a follow up conversation.
NL Gesprek met deze dame door leerlingenbegeleiding en TWB. Wij zouden inderdaad een rooster opstellen waardoor zij de dingen beter kan combineren maar zouden eveneens samen met haar zoeken naar extra hulp in het huishouden. Indien mogelijk binnen de familiale sfeer maar indien dit niet haalbaar zou zijn dan via derden (mutualiteit, O.C.M.W., …). Eenmaal allemaal lopende zouden wij op regelmatige basis haar terug uitnodigen voor een opvolgingsgesprek.
